Subject. This article examines the factor influence on human health depending on the socio-demographic characteristics of the population. Objectives. The article aims to analyze the factors that affect the health of the population of the Arctic area, and their impact on various groups of people. Methods. For the study, we used general scientific research methods. Results. Based on a sociological survey conducted in the municipalities of the Arkhangelsk Oblast, the article identifies the key determinants of public health and the change in the importance of various factors depending on the age of the person. Relevance. The results obtained can be used when developing and adjusting programme documents related to the Arctic demographic policies.

The purpose of the study is to analyze individual independent branches of law included in environmental law and their variability in determining special approaches to the development of the Arctic in modern geopolitical conditions. The methodological basis of the research includes the general scientific method and special methods of cognition, such as comparative legal, environmental legal, statistical and empirical. The results of the study are the conclusions from the analysis of the main program and legal documents regulating the development and development of the territories of the Arctic states. Moreover, the attempts to create an adequate system of convergence of national and international legal regulation in order to determine the modern legal regime of the Arctic are discussed herein. The study of international and domestic experience has shown the need for a correlation of individual branches of law (international, administrative, criminal, informational) with the environmental law to provide comprehensive environmental and legal support for the development of the Arctic region. The authors also draw attention to the fact that environmental and legal problems of the development of the Arctic region require a systematic approach. The novelty of the study lies in the conclusion that, despite the fact that each state of the Arctic region has a national strategy for the development of its Arctic territory, on most topical issues these strategies are of a similar nature and have common approaches: scientifically based methods of managing the natural resources of the Arctic region; special methods of socio-economic development; preservation of vulnerable Arctic ecological systems and scientific activities in the field of climate change.

The article compares the provisions of normative documents that determine the Arctic policy of Korea and the results of a survey by Korean experts dealing with Arctic issues. The presented study examines the issues of transforming the priorities of the ROK state policy in the Arctic and promising areas of Seoul’s activity in the Arctic region. An analysis of the main regulatory documents that determine the priorities of the Republic of Korea in the Arctic (the Arctic Policy Basic Plan for 2013–2017 and the Arctic Development Basic Plan for 2018–2022) demonstrates the growing importance of economic cooperation in the Arctic as a priority for Korean policy. The results of the expert survey conducted as part of the study demonstrate that the Korean expert community considers environmental protection and response to climate change a paramount for the country’s policy in the Arctic region. According to the study, the experts have chosen the following most important tasks in the Arctic: “responding to climate change and forecasting climate change”; “protection of the marine environment and biological resources”; “conservation of ecosystems”; “the introduction and development of polar scientific research”; “expansion of polar research and monitoring infrastructure”. The survey results indicate that the key direction of the Arctic policy for the Republic of Korea, is the development of international relations within the framework of the Arctic Council, the main subject of which is scientific research in the field of climate and ecology. Thus, despite the priorities formulated in the General Plan for the Development of Arctic Activities for 2018–2022, Arctic experts consider the establishment of international partnerships to be a more important task than the participation of Korean business in Arctic projects and the creation of Arctic infrastructure. The article deals with the problem of the development of the domestic nuclear icebreaker fleet in the context of the implementation of nuclear logistics in the Arctic. The paper analyzes the key achievements of the Russian nuclear industry, highlights the key areas of development of the nuclear sector in the Far North, and identifies aspects of the development of mechanisms to ensure access to energy on the basis of floating nuclear power units. It is found that Russia is currently a leader in the implementation of the nuclear aspect of foreign policy and in providing energy to the Arctic region.

The acquisition of real-time temperature and relative humidity (RH) profiles in the Arctic is of great significance for the study of the Arctic’s climate and Arctic scientific research. However, the operational algorithm of Fengyun-3D only takes into account areas within 60°N, the innovation of this work is that a new technique based on Neural Network (NN) algorithm was proposed, which can retrieve these parameters in real time from the Fengyun-3D Hyperspectral Infrared Radiation Atmospheric Sounding (HIRAS) observations in the Arctic region. Considering the difficulty of obtaining a large amount of actual observation (such as radiosonde) in the Arctic region, collocated ERA5 data from European Centre for Medium-Range Weather Forecasts (ECMWF) and HIRAS observations were used to train the neural networks (NNs). Brightness temperature and training targets were classified using two variables: season (warm season and cold season) and surface type (ocean and land). NNs-based retrievals were compared with ERA5 data and radiosonde observations (RAOBs) independent of the NN training sets. Results showed that (1) the NNs retrievals accuracy is generally higher on warm season and ocean; (2) the root-mean-square error (RMSE) of retrieved profiles is generally slightly higher in the RAOB comparisons than in the ERA5 comparisons, but the variation trend of errors with height is consistent; (3) the retrieved profiles by the NN method are closer to ERA5, comparing with the AIRS products. All the results demonstrated the potential value in time and space of NN algorithm in retrieving temperature and relative humidity profiles of the Arctic region from HIRAS observations under clear-sky conditions. As such, the proposed NN algorithm provides a valuable pathway for retrieving reliably temperature and RH profiles from HIRAS observations in the Arctic region, providing information of practical value in a wide spectrum of practical applications and research investigations alike.All in all, our work has important implications in broadening Fengyun-3D’s operational implementation range from within 60°N to the Arctic region.

Abstract. The estimation of radon progeny in the Arctic region represents a scientific challenge due to the required low limit of detection in consideration of the limited radon emanation associated with permafrost dynamics. This preliminary study highlighted, for the first time, the possibility to monitor radon progeny in the Arctic region with a higher time resolution. The composition of the radon progeny offered the opportunity to identify air masses dominated by long-range transport, in presence or not of near-constant radon progeny instead of long and short lived progenies. Furthermore, the different ratio between radon and thoron progenies evidenced the contributions of local emissions and atmospheric stability. Two different emanation periods were defined in accordance to the permafrost dynamics at the ground and several accumulation windows were recognized coherently to the meteo-climatic conditions occurring at the study site.
