This paper examines the implications of New Labour's approaches to crime and disorder on CCTV implementation. It concentrates on the usage of CCTV as one of the government's many initiatives, which are intended to address crime and disorder, including the fear of crime. In particular, the impact of the 1998 Crime and Disorder Act (CDA) - the cornerstone of this government's approach to crime reduction - on the generation of such strategies is examined. The paper revisits neo-Marxist and Foucauldian analyses of the so-called surveillance society through an appraisal of the complex relationship between structure and agency in the formulation and implementation of anti-crime and disorder strategies. Drawing on fieldwork data the paper considers the activities of practitioners at a local level by focusing on the influence of central government, local communities and 'common sense' thinking based on certain criminological theories. It is argued that a myriad of micro-level operations, obligations, processes, managerial concerns (particularly conflict resolution and resource issues), structures and agency - as well as the indirect influence of central government - shape CCTV policy. Ultimately, the creation of new local policy contexts under the CDA emphasise the need to consider incremental and malleable processes concerning the formulation of CCTV policy. In turn, this allows a re-examination of theoretical accounts of surveillance, and their attendant assumptions of sovereign or disciplinary power.

This paper examines the processes that bring about the creation of new public-space CCTV schemes. Through an appraisal of the grounded activities of the practitioners who make decisions over CCTV, the role of agency is identified as a particularly strong, yet relatively neglected, influence on its implementation. Moreover, beyond dichotomised notions of central structures and local agency, an understanding is developed of the complex interaction between the individual actors involved in CCTV dissemination and the political context in which they operate. In doing so, public policy is identified as the vehicle through which camera surveillance systems become installed and disseminated throughout public space. Moreover, these various forces of structure and agency become filtered through identifiable networks of policy-makers, comprising 'responsibilised' actors who oversee the deployment of CCTV. This analysis is used to revisit a range of administrative and theoretical understandings of surveillance, including: citations of CCTV as an evaluated response to crime; the attribution of power- and interest-based agendas to its implementation; and accounts which locate CCTV expansion within various evolving societal processes. Drawing on qualitative fieldwork data gathered during doctoral research, the paper considers the activities of practitioners at a local level and identifies crucial contexts, drivers and negotiations on which expanding surveillance is contingent. Ultimately, it is argued that the process of CCTV installation – from conception to material implementation – is disrupted and mediated by a range of micro-level operations, obligations, processes, managerial concerns (particularly conflict resolution and resource issues), structures and agency, and the indirect influence of central government. These not only arbitrate over whether the CCTV becomes installed, but also generate a range of additional uses for the cameras, many of which are performed before they are even switched on. This emphasises the need to consider the processes that enable and constrain the actions of those making decisions over CCTV and demonstrates how no single interest becomes solely participant in the deployment of surveillance. Finally, because of the centrality and contingency of both human agency and the structural contexts in which it operates in determining the installation of CCTV, questions arise concerning the importance of integrative sociological theories in understanding the deployment of surveillance.

The concept of local food has gained traction in the media, engaged consumers and offered farmers a new marketing tool. Positive claims about the benefits of local food are probably not harmful when made by small-scale producers at the local level; however, greater concern would arise should such claims be echoed in policy circles. This review examines the evidence base supporting claims about the environmental and health benefits of local food. The results do not offer any support for claims that local food is universally superior to non-local food in terms of its impact on the climate or the health of consumers. Indeed several examples are presented that demonstrate that local food can on occasions be inferior to non-local food. The analysis also considers the impact on greenhouse gas emissions of moving the UK towards self-sufficiency. Quantitative evidence is absent on the changes in overall emissions that would occur if the UK switched to self-sufficiency. A qualitative assessment suggests the emissions per item of food would probably be greater under a scenario of self-sufficiency than under the current food system. The review does not identify any generalisable or systematic benefits to the environment or human health that arise from the consumption of local food in preference to non-local food.

Purpose The purpose of this paper is to investigate the impact of the introduction of the business rates retention scheme (BRRS) in England which transferred financial liability for backdated appeals to LAs. Under the original scheme, business rates revenue, mandatory relief and liability for successful appeals is spilt 50/50 between central government and local government which both share the rewards of growth and bear the risk of losses. Design/methodology/approach The research adopts a microanalysis approach into researching local government finance, conducting a case study of Leeds, to investigate the impact of appeals liability and reveal disparities in impact, through detailed examination of multiple perspectives in one of the largest cities in the UK. Findings The case study reveals that Leeds, despite having a buoyant commercial economy driven by retail and service sector growth, has been detrimentally impacted by BRRS as backdated appeals have outweighed uplift in business rates income. Fundamentally BRRS is not a “one size fits all” model – it results in winners and losers – which will be exacerbated if local authorities get to keep 100 per cent of their business rates from 2020. Research limitations/implications LAs’ income is more volatile as a consequence of both the rates retention and appeals liability aspects of BRRS and will become more so with the move to 100 per cent retention and liability. Practical implications Such volatility impairs the ability of local authorities to invest in growth at the same time as providing front line services over the medium term – precisely the opposite of what BRRS was intended to do. It also incentivises the construction of new floorspace, which generates risks overbuilding and exacerbating over-supply. Originality/value The research reveals the significant impact of appeals liability on LAs’ business rates revenues which will be compounded with the move to a fiscally neutral business rates system and 100 per cent business rates retention by 2020.

The ability to regulate the flow of goods, capital and people across borders is one of the defining characteristics of nation-state political power. But there is not always agreement between the central government and local officials as to the desirability of immigration, where local governments may desire greater, or fewer, numbers of immigrants, depending on the local economy and labor needs. In South Korea, a unitary form of government offers an opportunity to examine the policy distance between the national government’s stance on immigration based on the politics of the ruling party, and the attitudes of local officials who work for metropolitan-level governments (those with a population of one million or more). I look at the impact of local economic market needs on local attitudes towards national immigration policy through the lens of intergovernmental relations and Lipsky’s concept of bureaucratic discretion. Comparing two cases drawn from local governments in South Korea with dissimilar economic bases but similar levels of local autonomy, I find that economic needs at the local level are addressed by local approaches to immigration policy. Contrary to expectations, the cases illustrate the relative importance of fiscal autonomy and a new understanding for political autonomy. These cases illustrate the need for caution when applying political and institutional theory within new contexts and offer new variables for future investigations of local autonomy.

This article provides an overview of the academic debates and recent research on the dynamic perspective on poverty and anti-poverty policy. Renewed theoretical interest in dynamic analysis is discussed in the context of the more general debate about the roles of structure and agency in social relations. This is followed by a brief outline of some of the new empirical datasets now available for longitudinal research, in particular in the UK. The implications of dynamic analysis for our understanding of poverty are summarised, followed by a discussion of the impact of this on anti-poverty policy, again drawing largely on the UK, and some specifically English, developments. The article concludes that dynamic analysis and the role of agency has had a significant impact on both academic debate and policy intervention on poverty, but that this should not be interpreted as leading to an abandonment of policies for structural reform aimed at redistributing resources to the poor.

This article expands Akhil Gupta’s (1995, American Ethnologist, 22(2), 375–402) thesis of ‘blurred boundaries’ between ‘the state’ and ‘society’ in South Asia to incorporate the impact of historic labour migrations, which complicate established conceptions of the state in Bangladesh. Based on ethnographic fieldwork in an area of high migration to the UK, the article draws attention to a class of transnational politicians, and their intra-class conflicts of interest, in shaping local-level politics. The article supports Faguet’s (2017, Modern Asian Studies 51(6), 1668–94) contention that the decentralisation of local government has led to the emergence of vernacularised political economies that operate in the shadow of the state, which are also intrinsically facilitated by it. It suggests that state actors appropriate symbols, offices and resources, together with traditional authority and kinship dynamics, to create an idiosyncratic polity. Aspiration towards power that might lead to the occupation of state offices are determined by either the aspirant’s status as a British citizen (Londoni) or through intimate social and economic connections to Britain through kinship (gushti) networks. The article thus makes a broader contribution to the existing literature on the anthropology of the state, transnational politics and the nexus of power, money and migration in postcolonial contexts.

Purpose In the UK, the Identification and Referral to Improve Safety (IRIS) initiative has been developed for use within primary care to support women survivors of domestic violence and abuse (DVA). However, while evaluated nationally, less is known regarding impact of implementation at a local level. The purpose of this paper is to explore the effectiveness of IRIS within one locality in the UK. Design/methodology/approach A qualitative study using interviews/focus groups with primary care teams and women who had experienced DVA in one primary care setting in the UK. Interviews with 18 participants from five professional categories including: general practitioners, practice nurses, practice managers, assistant practice managers and practice receptionists. Focus group discussion/interview with seven women who had accessed IRIS. Data were collected between November 2016 and March 2017. Findings Five main themes were identified for professionals: Team role approach to training, Professional confidence, Clear pathway for referral and support, Focussed support, Somewhere to meet that is a “safe haven”. For women the following themes were identified: Longevity of DVA; Lifeline; Face to face talking to someone; Support and understood where I was coming from; A place of safety. Practical implications IRIS played a significant role in helping primary care professionals to respond effectively. For women IRIS was more proactive and holistic than traditional approaches. Originality/value This study was designed to assess the impact that a local level implementation of the national IRIS initiative had on both providers and users of the service simultaneously. The study identifies that a “whole team approach” in the primary care setting is critical to the effectiveness of DVA initiatives.

In the UK a new theme has emerged in policy discourse and the investment of public resources around the concept of community renewable energy. A series of central government funded programs have been established with the aim of supporting and subsidizing community-based projects at a local level, an approach to renewable energy development previously the domain of alternative technology activists working outside of the mainstream. Drawing upon policy analysis and interviews undertaken with key actors, we argue that this new theme of government policy has emerged through a coalescence of largely instrumental policy drivers and does not represent a broader paradigmatic shift in the underlying norms and goals of policy. We consider the different ways the community label has been used and argue that while it has provided a ºexible space that activities, interests and objectives of various forms can occupy, its functional malleability also means that the communitarian expectations of participatory involvement are not being widely pursued or realized. Implications are considered for how, in the context of the governance of climate change, the outcomes of public investment in community renewable energy should be evaluated.

Methodology: An exploratory methodology was adopted to examine experiences relating to capability and capacity among formal and informal helpers within the PHN domain. An online survey, mainly open-ended questions, was used to capture experiences over the period 2010 - 2020. A mixed sampling strategy, including snowball and convenience sampling, via social media and social network contact-sharing approaches, was adopted. Data was analysed using an inductive thematic approach. Results: A total of 89 participants representing the PHN system in England were recruited over two months. Three main themes and eight sub-themes were identified. The first reflected unequivocal accounts of the impact of austerity and the inability of PHN services to meet demand for food security. The second articulated capacity and capability issues within the system, with geographical variations in service delivery, and a lack of connectivity between central, local government, and third sector providers. These were attributed to widening nutrition and health inequalities. Participants felt that the government needed to invest more technical and financial resources to support public health nutrition. They also felt that schools could play a larger role at local level, but there was a need for a clear national recovery plan, setting out a comprehensive and fully supported national strategy to eradicate food insecurity in England Conclusions: Further in-depth research is needed to continue to track the impact of recovery strategies on food insecure people and the capacity of the PHN system. Urgent investment in the capacity and coordination of PHN services is needed to support food insecure people in England. The UK could include the ratification of the right to food in national laws, in line with global commitments already agreed to by the UK State Party.
