This paper is concerned with arguably the most pervasive body of watchers in society, private security personnel. Set in the context of the rapid post-war expansion of both mass private property and private security, the contention of the paper is that the inter-dependency between these two industries is key to understanding the significance of surveillance as a form of governance in privatised urban spaces. Drawing on an empirical study of private security in three settings: a cultural centre, a shopping centre and a retail and leisure complex, it is argued that surveillance practices represented much more than an approach to policing and crime prevention in these venues, and were central to broader management strategies for the three centres. These surveillance practices also became the basis for collaborative working with the police. In the conclusion, a number of concerns are raised with respect to the policing aspects of surveillance, in relation to both commercial and public policing objectives and the human rights and civil liberties being eroded along the way.

AbstractIn the last three decades, the public-private organization of policing in Canada has undergone significant change. It is now common sociological knowledge that there has been formidable growth in private security alongside evolving forms of private governance. These changing social relations have resulted in the prominence of actuarial practices and agents to enforce them. This paper examines how the Canadian socio-legal context affects and is affected by both private security and new, more aggressive, ‘parapolicing’ organizations. We update the state of knowledge on the powers of private security personnel by examiningCriminal Codeprovisions in apost-Charterlegal environment, comparing provincial trespass Acts, and analyzing how one aggressive ‘Law Enforcement Company’ as well as other private security firms, more generally, are both enabled and constrained by these legal provisions.

Until 1836, many of England's lighthouses were privately owned. The owners levied tolls on all merchant shipping which made use of the lights, and in many cases grew rich from the proceeds. After 1815 these profits became increasingly contentious, and, under pressure from shipowners, merchants, and the radical MP Joseph Hume, the whig government abolished private ownership of lighthouses and made Trinity House the sole lighthouse authority for England. The choice of Trinity House as the central administration from a range of alternatives made a UK-wide authority impossible, however, due to the unwillingness of Irish and Scottish MPs to see their national boards replaced by an ‘inferior’ English one. The reform process sheds light on contemporary perceptions of the relationship between private property and public interest and suggests that alongside the process of post-war retrenchment, the state was acquiring a new role as guardian of the public interest, often positioning itself against certain forms of private property. Behind the ‘old corruption’ rhetoric which characterized the demand for reform lay the conviction that certain resources should be excluded from the realm of private property by the state, and that private profit made at the expense of the public interest was morally wrong.

The issue of development of forensic institutions of Ukraine in the ХХ century was studied. Until 1917, forensic medical examinations were conducted in the medical compartments of the provincial administrations, at the departments of forensic medicine of universities and in hospitals - by police doctors. The chairs of forensic medicine existed in the St. Vladimir Kyiv University, Kharkiv, Novorosiisk and Lviv Universities. Real organization of Ukrainian forensic medical institutions began in 1919 with the creation of the Medical Examination Department at the People’s Commissariat of Health. In 1923, the Main forensic medical inspection, headed by M. S. Bokarius, was founded. In the provinces the positions of forensic medical inspectors were created. In 1927 the sections of biological research were established in the Kharkiv, Kyiv and Odesa institutes of scientific andforensic expertise,where separate forensic examinations were conducted. In 1949 the institutions of forensic medical examination of the USSR were merged into the Bureau of Forensic Medical Examination, in Ukraine it was held in 1951. It was proved that forensic medical institutions developed at the following chronological stages: 1) until 1917 - forensic medical service in the Ministry of Internal Affairs; 2) 1917-1941 - prewar formation of forensic medical institutions; 3) 1941-1949 -forensic medical institutions during the war and in the first post-war years; 4) 1949-1990s - period of development of the bureau of forensic medical examinations of the countries of the USSR; 5) since the 1990s - development of expert institutions in the public health care system in independent postSoviet states. It’s stressed that formation of the forensic institutions in Ukraine is closely related with the development of forensic medicine departments of higher educational establishments. Forensic medicine departments were the basisfor practicalforensic medicine, professors provided daily assistance to forensic medical experts.

This study considers how ethnic trust and minority status can impact the ability of ethnic groups to pursue cooperative public goods, focusing on groups with a history of conflict and lingering hostility. A public good experiment between ethnic Albanians and Serbs in postwar Kosovo reveals that subjects contribute far more to a mutually beneficial public good when they are part of an experimentally induced coethnic majority. However, when in the minority, subjects not only underinvest, but many actively divest entirely, privatizing the public good. Majority/minority status also has wide-ranging implications for how individuals relate to real-world public goods and the institutions of government that provide them. Compared to majority Albanians, survey data indicate how minority Serbs in Kosovo express greater safety and security concerns, feel more politically, socially, and economically excluded, are more dissatisfied with civil liberties and human rights protections, and are less likely to participate politically or pay taxes to support public goods. Conflict-related victimization and distrust of out-groups are strong predictors of these minority group attitudes and behaviors. This suggests a mechanism for how conflict amplifies out-group distrust, increasing parochial bias in public good commitments, especially among minorities who are wary of exploitation at the hands of an out-group majority. To restore trust, this study finds that institutional trust and intergroup contact are important to bridging ethnic divides that inhibit public good cooperation.

Abstract The property rights and the type of ownership (private owners, public domain and commons) are two fundamental concepts in relationship to the local development and to the social and environmental sustainability. Common forests were established in Europe since the Middle Ages, but over the centuries the importance of commons changed in parallel with economic and social changes. In recent decades, the scientific debate focused on the forest management efficiency and sustainability of this type of ownership in comparison to the public and private property. In Italy common forests have a long tradition with substantial differences in the result of historical evolution in various regions. In Sardinia region the private forests are 377.297 ha, the public forests are 201.324 ha, while around 120.000 ha are commons. The respect of the common rights changed in the different historical periods. Today, the common lands are managed directly by municipalities or indirectly through third parties, in both cases the involvement of members of community is very low. The main objective of the paper is to analyse forest management differences in public institutions with and without common property rights. To achieve the objective of the research the forest management preferences of community members and managers were evaluated and compared. The analysis was realized through the use of the principal-agent model and it has been tested in a case study in Sardinia region (Arci-Grighine district). The analysis of the results showed that the categories of actors considered (members of community, municipalities and managers) have a marked productive profile, but municipalities manage forests perceiving a moderate multifunctionality. Moreover, the representatives of the municipalities pay more attention to the interests of the collectivity in comparison to the external managers. They also attribute high importance to environmental and social forest functions.

We are often told that there is to-day a promising efflorescence of musical culture in this country; that the public for ‘good’ music is growing rapidly; and that more adequate provision must be made for music in the post-war reconstructed world. Substantially I believe all this is true; but it does also seem to me that much potential cultural vitality may be wasted if these conclusions are accepted too easily, without enquiry into the premisses on which they are based. What do we mean by musical culture? What do we expect music to give us? The mere quantity of music played tells us nothing; we want to know what kind of relation the noise has to the society that produces it, we want to know what bearing it has on the way people live. If we look back a moment to consider some of the things that music has meant to people living before us, we shall soon see that our problems are peculiarly difficult, and that we may well need a virtually new technique to deal with them. A refusal to see our educational problems against the background of history will lead to confusion and incompetence in musical culture as in everything else.

The problem of the decay and conservation of stone-built heritage is a complex one, requiring input across many disciplines to identify appropriate remedial steps and management strategies. Over the past few decades, earth scientists have brought a unique perspective to this challenging area, drawing on traditions and knowledge obtained from research into landscape development and the natural environment. This paper reviews the crucial themes that have arisen particularly, although not exclusively, from the work of physical geographers — themes that have sought to correct common misconceptions held by the public, as well as those directly engaged in construction and conservation, regarding the nature, causes and controls of building stone decay. It also looks to the future, suggesting how the behaviour of building stones (and hence the work of stone decay scientists) might alter in response to the looming challenge of climate change.

The article rejects the reading of Thomas More's Utopia as, first, a statement of More's own views on the ideal state and, accordingly, his definition not only as a humanist, but as a communist, and, secondly, an attempt is made to present the humanistic foundations of his ideas and ways of expressing them. These ways of expression are connected with the tropological way of his thinking, expressed through satire and irony, with an eye to ancient examples, which was characteristic of the philosophy, poetics and politics of humanism, one of the tasks of which was to try to build a new society (especially relevant in the period of geographical discoveries), architecture, an unprecedented ratio of natural objects (archimboldeski). The models for "Utopia" were the works of Plato, Lucian, and Cicero. It is written in the spirit of the times, with criticism of state structures, private property, the distinction between the private and the public, and openness to all ideas. Intellectual disorientation of readers is a specific creative task of More writer, his test of their ability to quickly change the optics, to consider history as an alternative world, radically different from our own, but connected with it. Thanks to an extremely pronounced intellectual tension, it goes beyond the limits of time, like the works of Plato, Aristotle, Augustine, Marx... Utopia can be represented as a dystopia, if we take into account the performative nature of the latter, which contributes to the instantaneous translation of words into action, realizing the world of utopia. Dystopia is the answer to utopia with a change of sign: about the same thing, changing the optics, you can say "yes" and "no". This means that in the modern world, indeed, and for a long time, virtual consciousness becomes little different from the real one, and imagination replaces the theoretical position, acquiring its form, turning theory into fiction. A hypothesis is put forward about the presence of many utopian countries in" Utopia": Achorians, Polylerites, Macarians, Anemolians.

Personnel management in localgovernment in Flanders bas undergone some major reforms during recent years. We examine the purposes and the extent of these reforms. Also, the new personnel management in Flemish local government is evaluated in terms of flexibility. The Flemish civil service can be considered as an Internal Labour Market. The rigidity which characterises the Internal Labour Market in local government in Flanders is shown by the fact that local government lacks discretion in elaborating the personnel statute, which still constitutes the basis of personnel management. However, the thesis that the public sector employment policy is too rigid has to be nuanced. The civil service is familiar with irregular forms ofemployment. Infact, in Flemish local government only half of all personnel are employed according to a statute.Despite some constraints on the development of more flexible personnel policies, it is still possible to find opportunities which provide hope for the development of new and modern personnel management strategies in local government.
