The European Union treats the small and medium-sized enterprise sector as the source of competitiveness of European economy and the source of economic development. Small and mediumenterprises contribute to the internal market stimulation through the development of internatio-nal contacts. 22 % of SMEs must face foreign competition, over 50 % declare being in competi-tion with national enterprises. The main elements of competitiveness for SME are: consumerservice, product quality, and price. In this way SMEs contribute to the improvement of consumers conditions in the EU. SMEs also play an important role in inventing and introducingtechnological innovations, which involves the improvement of life quality, employment, effi-ciency and competition.In addition, SMEs undertake the actions with regard to social matters (over 50% of enterprises).The most frequent effects of this action are: ethics, relations with local community, clients’loyalty, employees’ satisfaction.

This article contributes to the understanding of the changes that projectification — strongly reinforced by the European Union (EU) — causes in public labour market organisations in Poland. The introduction of project work to the hitherto hierarchical organisational structures found in public organisations influences them. There is, however, a research gap on how changes at the macro level affect individual public organisations and how these organisations change due to the introduction of project work into their structures. The purpose of this paper is to illustrate changes in Polish public labour market organisations caused by projectification. The author draws on a set of quantitative and qualitative data that include a survey conducted in 57 public local organisations as well as interviews conducted at 10 public offices at local and regional levels. A sequential mixed methods approach was used. The results indicate that projectification due to the EU caused changes in organisational structures of public organisations and influenced the selection of the projects. In particular, the findings relating to projectification of the EU and its impact on public labour market institutions in Poland deepen previous research by identifying the specific changes occurring at the level of individual public organisations. These changes are diverse in nature, yet the most important of these relate to the adaptation of organisational goals to the objectives of the grant applications as well as to the changes in organisational structures. The study also illustrates that while EU-funded projects are almost always completed on time, do not exceed their budgets, and achieve the indicators of the EU programs, such projects do not always provide the value that a local community would expect. Therefore, there is a need for the EU to not only assess project success on time, cost and quality measures, but also to assess project success on local impact and value created for stakeholders.

The author analyzes subregional projects that could add dynamics to the process of European integration in the situation of substantial conceptual and institutional crisis of the European Union what directly affects the efficience of implementation of the EU projects (Eastern Partnership). Here the aurhor means reload and activation of the Organization for Democracy and Economic Development GUAM and conceptualization the Baltic-Black See Union as isntitutional instruments of sub-regional stability in the context of deep crisis of Euroipean security. The consequences of sub-regional instutitutionalization for the EU and its prograns will be complex and multi-dimention. Firstly, there will be the rise of stability and security on the EU eastern flank as a compensation for its non-sufficient security elements as well as NATO low readiness for Russian threat. As soon as activation of Russian neo-imperial revisionism seriously undermines the EU Eastern Partnership Program and hampers the integration of the post-soviet states into the European and Euro-Atlantic in stitutions, establishment of both above-mentioned institutions will give a serious integration impuls for the European civilization and acceleration of the appearance of new wave of the EU members. The other result of institution building will be development of transport and logistic infastructure in the context of the implementationa bilateral EU-China trans continental projects resulting the growth of the EU poterntial as a leading global economic and political player. It is proved that ODED-GUAM and the Baltic-Black Sea Union could become substantial factors of the support of the European Union in whole and its Eastern Partnership Program particularly in case substantial work is being made by the interested states. But the main precondition of the activation pf sub-regional projects is political will and startegic interests of western elites. Human capital is an important factor of economic growth, as has been underlined by recent theoretical models. The main goal of this article is to elucidate the relationship between human capital and dynamics of economic growth in the European Union (EU). For the purposes of this article human capital is defined as knowledge, skills as well as other individual factors which lead to higher productivity. Therefore, the greatest attention is focused on the multi-dimensional assessment of human capital in the processes of economic development of the European countries. A detailed evaluation of human capital in the EU is represented at interregional and international levels. Furthermore, author suggests a guidance for designing and planning strategies aimed at sustainable economic development by using the model predictive control algorithms.

The article attempts to econometric modeling of the influence of a complex of factors on the volume and dynamics of the economies of the member States of the European Union, taking into account their differentiation. The main results of the author’s research are as follows. First, the fundamental coincidence of trends in the EU GDP dynamics with global trends and the presence of a strong negative impact on this dynamics of the global crisis of the late 2000s have been established. Secondly, it is once again confirmed that there is a significant differentiation between the founding States of the EU and the countries that joined it after 1990, expressed in a significant excess of macroeconomic indicators of the first group of countries of similar indicators of the second group. Thirdly, the difference between the combinations of factors influencing economic development in the two groups of EU countries is revealed, which once again testifies to the bloc nature of the EU structure.

This chapter examines the history of the establishment and development of the European Union (EU). It discusses the underlying motives for its founding, which include the desire for peace, security against the rising threat from the Soviet Union, and economic development. It describes the changing relationship of the UK with the EU, particularly in view of the Brexit decision, and suggests that the origins of the Union can be traced from the European Coal and Steel Community (ECSC) and the European Economic Community (EEC). This chapter also explains the roles and obligations of the EU in managing the external relations of its members, particularly in international trade.

Topicality. One of the main tasks of the state regional policy is to stimulate the development of the regions, and, taking into account the successful experience of the European Union countries on this issue, the primary task and the main goal of the state regional policy should be connected with to reduction of disproportions of social and ecological and economic development. Balanced development of the regions is a necessary prerequisite to achieve the effectiveness of the state regional policy, which will ensure the social and economic development of the country as a whole. State regional policy requires that achievement of its goals should be gained by means of modern mutually interconnected mechanisms, as well as, provision of them with all the necessary resources for their implementation. Taking into account the experience of developed countries and the goals set in many normative and strategic documents of Ukraine on reducing the disproportionate development of regions, it is necessary to consider positive trends in preventing and overcoming divergent processes on the basis of reducing regional development imbalances in a context of the administrative-territorial reform of Ukraine and creation of new effective tools for legal and institutional structural impact on the development of regions of Ukraine. Aim and tasks. The purpose of the article is to study an experience of the European Union countries regarding the assessment of disproportionality in development of regions and measures aimed at reducing regional development imbalances, as well as the implementation of such experience in accordance with Ukrainian realities. Moreover, a scope of objectives of the current study includes allocation mechanisms of regional policy of the EU according to characteristics of the areas that are subject to state intervention for a further implementation of the positive experience of the EU countries in the aspect of overcoming the disproportions of regional development, as well as, development of practical recommendations for improving institutional support and assessment tools for measuring disparities of regional development in Ukraine. Research results. A foreign experience regarding assessment of regional disproportions is being considered within the article. Approaches to selection of indicators for assessment of disproportionality of regional development and features for definition of indicators, which perform as stimulators or as de-stimulators in different countries depending on local features of territorial development, - are analyzed. It was found that the practical difficulties arising from the use of GRP per capita, as a universal indicator characterizing the level of economic development of the region in the EU countries, - are related to a difficulty in choosing of method for determining the of output volume in conditions where activity goes beyond regional boundaries because of the fact that national statistical offices apply different approaches to calculation of this indicator. It was established that the development of a method for assessing of intra-regional disproportionality in the development of regions in Ukraine is complicated due to lack of a necessary statistical base provided by all necessary indicators at all levels; therefore, the proposed algorithm for comparing statistical information on monitoring of different levels of development of the country's territories will enable further development of a set of mechanisms that will stimulate socio-ecological and economic development at the regional level and will increase a regional competitiveness. The article provides recommendations on methodical provision of state evaluation of disproportionate development of the regions of the country; and proposes an algorithm for the implementation of statistical information on monitoring the levels of development of regions based on the European experience of organizing statistical and territorial division on economic grounds. Conclusions. It has been established that in different countries of the European Union there are different approaches and methods used to identify areas in which disproportions of development are inherent; factors that serve as a source of developmental imbalances are also perceived differently, hence the choice of indicators that can be used to measure the detected imbalances is a subject of consideration by each EU country separately. In some EU countries, as in Ukraine, there is a problem with the collection and processing of statistical information at the NUTS III level, which corresponds to the Ukrainian administrative-territorial division of rayon level (district) or a group of rayons (group of districts). Development of the method for assessing of intra regional disproportionality in the development of regions in Ukraine is complicated due to lack of adequate statistical base provided with all necessary indicators at all levels, therefore the proposed, within the current study, - algorithm for comparing statistical information on monitoring of different levels of development of territories of the country will provide further development of a set of mechanisms that will stimulate social and ecological and economic development and increase the regional competitiveness. Methodological basis for assessing of disproportionality of a regional development is the subject for further research in this area and provide a perspective for a study of intra-regional disproportions of development as a separate issue in the context of administrative-territorial reform in Ukraine.

The paper analyses foreign direct investment outflows from the European Union to the ASEAN countries. The region of Southeast Asia is very important for the EU in terms of economic cooperation. Previous relations between the European Union and ASEAN countries laid the foundations and became the basis for subsequent business initiatives, first encompassing trade and later investment initiatives. Today the liberalisation of foreign direct investment (FDI) flows is taking place, which has a positive impact on the increase in exports of ASEAN countries and in turn affects the economic development of these countries. The European Union deepens its economic ties with the region through FDI, which results in increased economic interdependence.

The article aims to characterise the phenomenon, determine the degree, and analyse the dynamics and directions of change in the level of asymmetry of economic development of cross-border areas in the European Union (EU) based on GDP per capita (PPP). It also aims to propose a typology of cross-border areas in the EU considering the above criteria. The obtained results show that despite a relatively evident reduction of the level of asymmetry of economic development in many cases in the period 1990-2015, and particularly after 2004, many cross-border areas show significant disparities in the economic sphere. Moreover, the dynamics of the observed transformations remain spatially differentiated.

This paper proposes the use of synthetic variable to examine differences in the standard of living in the EU countries. The synthetic variable allows to replace the whole set of variables into one aggregated variable. This variable is the basis for organizing and grouping countries in terms of standard of living. The subject of empirical analysis are 24 member states of the European Union in 1995-2010. The analysis of synthetic variable reveals that there are significant disparities between countries in the field of overall socio-economic development. The analysis show favorable situation in Ireland and very unfavorable conditions in Romania, Bulgaria and the Baltic countries.

The countries of the Western Balkans have declared their foreign policy priority membership not only in NATO but also in the European Union. Achieving these goals is associated with overcoming many challenges of different nature. Although not directly related to the country's de facto membership of the EU, its infrastructure and the level of its connection with its neighbors raises many of the issues important to society and forms many of its immediate priorities. Difficulties in interconnectedness between countries can have both a political and a geographical basis. In this regard, a serious challenge for the Republic of Northern Macedonia is the level of connection with its eastern and western neighbors. Almost 30 years after the declaration of independence, the infrastructure continues to follow the realities set and realized by Socialist Yugoslavia. This in turn poses many difficulties for the economic development of the whole region. A significant part of the reasons for the lack of progress are also due to purely geographical reasons, but alternative solutions can be sought to overcome the backlog in connectivity.
