PSYCHOLOGY, AWARENESS OF THE ETHNIC GROUPS IN NEW RURAL CONSTRUCTION IN ETHNIC MINORITY AND MOUNTAINOUS AREAS TODAY

New rural construction is one of the key tasks identified by the Party and State as the national target program until 2020. Many documents of the Party and the State have been issued expressing political will to implement the tasks of building new rural areas, over 6 years of implementation, the National Target Program for new rural construction has achieved certain achievements, the appearance of rural areas of ethnic minorities and mountainous areas has gradually changed dramatically, contributing significantly to promoting socio-economic and cultural development. Many provinces and cities throughout the whole country have built some new rural models that meet nineteen criterias and arrive on time.

The program of new rural construction is one of the major policies of our Party and State, over 10 years of implementation, until now the program has achieved a number of important achievements in material and spiritual life of ethnic minorities in rural, ethnic minority and mountainous areas has made many progress. Especially, many rural areas, ethnic minority and mountainous areas have changed significantly, the infrastructure was invested, many outdated customs were abolished. The reality of that change is always influenced by many factors, of which cultural identity and ethnic minorities have comprehensively impacted on the socio-economic development orientation in building a new rural area. In this article, the research team has studied the values of ethnic identity and culture affecting the socio-economic development orientation in building the new rural area in ethnic minority and mountainous areas.

With rapid rural urbanization and new rural construction, the commercial energy consumption of rural residents shows a trend of rapid growth, and China’s rural areas are also faced with environmental challenges brought by the increase of commercial energy consumption. China’s commercial energy consumption behavior of rural residents has also undergone tremendous changes. However, scholars have neglected the research on rural residents’ commercial energy consumption intention from a micro perspective. Therefore, this study takes the 5 villages in Chengdu out of the 100 representative villages in the Sichuan province as examples. From the perspective of the head of a family of permanent rural residents, extended planned behavior theory, exploratory factor analysis, and structural equation modeling are used to explore the influencing factors of rural resident commercial energy consumption intention and their relationship. Findings show that subjective norm, perceived behavioral control (PBC), and habit significantly affect residents’ behavioral intention. Habits significantly influence subjective norms and PBC. Therefore, in the new rural construction, rural residents are the main body and participants of energy consumption. Local government departments should plan reasonably according to the needs and characteristics of residents, constantly improve commercial energy infrastructure, improve service level, and further strengthen farmers’ attitude and satisfaction toward commercial energy. Moreover, they should increase the publicity and education of commercial energy, advocate green housing, and promote energy saving consumption reduction, and sustainable development in new rural areas.

Underdeveloped rural areas have good but very vulnerable ecological environment, so the environment protection should be given priority in new rural construction. Based on the problems that rural areas have faced in ecological environment, some thoughts are given in this paper on ecological and environmental: ①To solve the conflicts between the development of rural economy and ecological environment protection, the development of eco-industry can be a key solution. ② For the point that people of underdeveloped areas live in scattered and small scale groups, which leads to difficulty in facility arrangements, some proposals are put forward on the construction of living environment in underdeveloped new rural areas.

India is a country with diverse ethnic groups. To ensure special rights and benefits for ethnic minority groups aim at the sustainable development of the ethnic groups, the Indian Government has regulations on preferential treatment in terms of policies, capital provision, education and employment opportunities included in its Constitution. In addition to providing legal protection to minorities in the Constitution, the Government also implements national projects to promote socio-economic development in ethnic minority areas, establishing various agencies to manage issues of the groups. These are useful recommendations for Vietnam in ensuring the rights of ethnic minorities. In this article, the author will focus on clarifying the basic contents of Indian Government for ensuring the rights of ethnic minority groups and drawing some policy suggestions for Vietnam.

In the renovation years, the Party and State have paid attention to the lives of ethnic minorities. Many policies have been promulgated and implemented effectively, contributing to the progressive transformation in all areas of social life in ethnic minority and mountainous areas. However, besides the immense and undeniable results achieved, the process of implementation of ethnic policies also revealed a number of weaknesses, limitations, raised issues that need to continue to solve. It is necessary to evaluate objectively and comprehensively on this issue, which will serve as a basis for enhancing the effectiveness of the implementation of ethnic policies in the coming time.

Vietnam is a unified country of 54 ethnic groups, including 53 ethnic minorities (EMs). As most of the EMs reside in massive strategic areas; play an important rolein politics, economics, national defense - security and ecological environment, the Party and the Government pay the utmost attention to ethnic minority (EM) issues and EM policies. This paper presents the actual status of the EM policy system, solutions to improve the efficiency of EM policy formulation and implementation. The information will be used for orienting EM policies which support state management and studies on EM affairs today.

At the beginning of the twentieth century, Vietnam was largely divided between lowland-dwelling Vietnamese [Kinh] and a variety of ethnic groups living in the highlands. Yet by the close of the century, these ethnic minorities were far outnumbered by Kinh in most upland areas, thanks to extensive migration programs. This article looks at Kinh migrant and ethnic minority relations in the Annamite [Trường Sơn] uplands, with a focus on social, cultural, environmental, and economic interactions between migrants and local indigenous peoples.

Targeted recruitment strategies aim to communicate job vacancies to specific groups of job seekers that organizations wish to attract, such as qualified ethnic minorities. Typically, these strategies do not consider how person requirements are communicated in job advertisements and how job seekers from different ethnic groups react to such requirements. Two field experiments among actual job seekers investigated whether the type of required trait and the wording of traits affected ethnic minorities’ job attraction (Study 1, N = 140) and qualified ethnic minorities’ and majorities’ decision to apply (Study 2, N = 130). Findings show that ethnic minority job seekers were less attracted to job ads targeting a trait they have negative meta-stereotypes about. Wording of traits did not moderate this effect. However, ethnic minority job seekers who were qualified for a negatively meta-stereotyped trait decided not to apply when that trait was worded in a dispositional (vs. a behavioral) way.

New rural construction is practiced across the country and northern Jiangsu is one of them. In accordance with the overview of the current new rural development, the problem existing in the new rural construction is put forward, namely, the phenomenon that the current village landscape designs are similar lies in large amounts of new rural areas. New rural construction in northern Jiangsu can draw lessons from this problem. Starting from features of the local residence in northern Jiangsu to the exploration for the cultural value and significance of the local residence, some suggestions are provided for the protection of the local residence during the new rural construction in northern Jiangsu.
