The success of airport operators in providing services to passengers is closely related to the provision of security for passengers. It has to be a major concern for every airport operator because airport security is a process to provide aviation safety. There are several things that have to be considered in creating quality and quantity of security equipments including security facilities and human resources as well. Aviation security personnel consist of 52% core personnel (employees of PT Angkasa pura), of outsourcing personnel and 37% of army personnel.

Attempts to create airport security, especially at the Soekarno-Hatta International Airport which is a gate of the Republic of Indonesia is one of the desires of all users of airport services. In an effort to realize and improve airport security must be supported by competent airport security personnel. From the results of field surveys, the number of security personnel Soekarno-Hatta International Airport are: Which already has Personnel Skills Certificates (SKP): Basic Aviation Security 214 persons, Junior Aviation Security 493 persons, Senior Aviation Security 182 persons, and Who haven’t yet Personnel Skills Certificates totaling 562 person are out sourcing. According the interviews results with Head of Security Division existing condition of security personnel at terminals 1 and 2 have been sufficient, while the existing condition of the security personnel at terminal 3 amounted to 124 people who had assessments. From the analysis and discussion in order to meet the needs of security personnel is programmed and to improve the assessments needed 248 persons, lack of security personnel at the desired terminal 3:124 persons. To increase the airport tax assessment organizers can do the addition by way of both internal and external. Internal assessment is done through a test that is taken from the power out sourcing to test, while the external through the recruitment test to provide the opportunity for applicants from outside environment. Through both ways can be realized to increase the number of assessments.

Recently, there is increasing growth in passenger numbers every year that are passengers, aircraft, routes, airports will have implications for increasing the number of competent human resources based on competency standards in each of the functions and duties in airport services. This implementation was carried out at the Tjilik Riwut Palangkarya Airport. Primary data were collected by interview with airport managers and direct observation, whereas secondary data obtained from reports, articles and standards of airportscompetence. Problems for some personnel do not have a certificate/ license and most of the airtime is depleted and workload that owned for each airport personnel is high. Data were analyzed using qualitative descriptive analysis towards aviation human resources competency. Overview of the results obtained for the basis technician license are 56% of licensed skilled personnel and 44% do not yet have, personnel who have SKP 46% have a basic license Avsec, 7% Avsec junior license and basic absec 20%, 13% aviation security personnel who have Avsec junior license, 40% senior Avsec licensing and 47% basic Avsec license, 29% flight engineer education had educatilln D III PLLU, 35% DIV Allu, 12% D III PPA and the other below 10%, personnel licensing PKP-PK 43 % do not have a license, 34% have a basic license, 3% junior license and 20% of senior license.Keywords: Human Resources, Competency Standards.Pada tahun terakhir ini terns terjadi peningkatan pertumbuhan jumlah penumpang setiap tahun baik jumlah penumpang, pesawat, rute penerbangan, bandar udara akan berimplikasi pada penambahan jumlah sumber daya manusia yang berkompetensi sesuai standar kompetensi pada bidang masing-masing fungsi dan tugasnya dalam pelayanan jasa kebandarudaraan. Pelaksanaan ini dilaksanakan di bandar udara Tjilik Riwut Palangkarya. Data primer dikumpulkan, dengan teknik wawancara pengelola bandar udara serta observasi langsung, sedangkan data sekunder diperoleh dari laporan, artikel dan standar kompetensi bandar udara. Permasalahan sebagian personel belum memiliki sertifikat/lisensi dan sebagian besar masa berlakunya sudah habis serta beban kerja yang dimiliki setiap personel bandar udara cukup tinggi. Data dianalisis dengan menggunakan analisis deskriptif kualitatif terhadap kompetensi sumber daya manusia kebandarudaraan. Diperoleh gambaran hasil untuk lisensi teknisi landasan 56 % personel yang memiliki lisensi terampil dan 44 % belum memiliki, personel yang memiliki SKP 46% memiliki lisensi basic avsec, 7% lisensi junior avsec dan basic avsec 20%, personel keamanan penerbangan 13% yang memiliki lisensi junior avsec, 40% lisensi senior avsec dan 47% lisensi basic avsec, pendidikan teknisi penerbangan 29% memiliki pendidikan D III PLLU, 35% DIV ALLU, 12% D III PPA dan yang lainnya dibawah 10%, lisensi personel PKP-PK 43% belum memiliki lisensi, 34% memiliki lisensi basic, 3% lisensi junior dan 20% lisensi senior. Kata kunci : SDM bandara, Standar Kompetensi

The air service growth each year has been increasing. Therefore, the airport security has to be well-conducted by the airport authorities and related institutions as mandated by the Government Regulation Number 3 of 2001 on the Security and Safety of Aviation, in which every person and object must pass through the screening process. The occurrence of unlawful acts during the security screening process will create disturbance for the aviation security and safety. In the study on the passengers’ screening process, there are three factors that are analyzed which are security personnel, security facility/tool and security procedures that comply with the applicable standard conditions. Accordingly it need to evaluate pasengger security at Bali Ngurah Rai Airport.Pertumbuhan jasa angkutan udara dari tahun ke tahun semakin meningkat, oleh karena itu, keamanan di bandar udara harus mampu diciptakan oleh penyelenggara bandar udara serta instansi terkait lainnya sesuai dengan Peraturan Pemerintah Nomor 3 Tahun 2001 tentang Keamanan dan Keselamatan Penerbangan, dimana setiap orang, barang harus melalui pemeriksaan keamanan. Adanya tindakan melawan hukum dalam pemeriksaan penumpang di bandar udara memberikan dampak yang mengganggu bagi keamanan dan keselamatan penerbangan. Dalam penelitian mengenai pemeriksaan penumpang dianalisis dari 3 faktor yaitu personil pengamanan, fasilitas/peralatan pengamanan dan prosedur yang memenuhi ketentuan/ persyaratan standar yang berlaku. Berdasarkan hal tersebut, perlu dilakukan evaluasi terhadap keamanan penumpang di bandar udara Ngurah Rai Bali.

The aim of the paper is to present the problems of international airport security. As a result of new types of threats and a significant increase in the number of passengers, new technological solutions are introduced which influence the security of security restricted areas and public areas. This problem, because of its complexity and unpredictability, still leaves a wide margin for improvement and efficiency. On the basis of the studies carried out the work hypothesis, that the professional competence of security personnel and the appropriate selection of electronic assistive devices play an important role in the security of an international airport

Objective The study’s objective was to assess a new personnel selection and assessment tool for aviation security screeners. A mobile app was modified to create a tool, and the question was whether it could predict professional screeners’ on-job performance. Background A variety of professions (airport security, radiology, the military, etc.) rely on visual search performance—being able to detect targets. Given the importance of such professions, it is necessary to maximize performance, and one means to do so is to select individuals who excel at visual search. A critical question is whether it is possible to predict search competency within a professional search environment. Method Professional searchers from the USA Transportation Security Administration (TSA) completed a rapid assessment on a tablet-based X-ray simulator (XRAY Screener, derived from the mobile technology app Airport Scanner; Kedlin Company). The assessment contained 72 trials that were simulated X-ray images of bags. Participants searched for prohibited items and tapped on them with their finger. Results Performance on the assessment significantly related to on-job performance measures for the TSA officers such that those who were better XRAY Screener performers were both more accurate and faster at the actual airport checkpoint. Conclusion XRAY Screener successfully predicted on-job performance for professional aviation security officers. While questions remain about the underlying cognitive mechanisms, this quick assessment was found to significantly predict on-job success for a task that relies on visual search performance. Application It may be possible to quickly assess an individual’s visual search competency, which could help organizations select new hires and assess their current workforce.

By looking at the growth of air transport has increased quite significantly, certainly not independent human resources needs to guide them in Air Traffic Control personnel. In this case one of the problems encountered in field of aviation is the imbalance between supply and demand on Ihe one hard, the growth of air transport have increased and on one side of the energv needs of ATC is not in accordance with the operation of the flight. In connection with this case was the result of the ability of the Aviation safety Techical Academy, in terms of manpower needs in Particular ATC Sultan Hasanuddin Airport in Makassar, which now number 144 ATC personel, whereas the ideal number to 145 people personnel. However, the results of estimates / projections for 2015 amounted to 182 personnel required by the ATC.

Kualanamu Medan Airport Construction is an alternative to overcome the operational limitations and the land that was experienced Polonia Airport. Airport security enhancement program Kualanamu Medan when operating include airport security aspects of the provision of facilities consisting of: X-Ray facility 12 units, Walk Throught Metal Detector (WTMD) 14 units, Hand Held Metal Detector (HHMD) 24 units, Closed Circuit Television (CCTV , Explosive Detection System 2 units, 2 units Liquit Scan Detecto,, Detector Nubikara 2 units (Nuclear, Biological, Chemical, Radio Active), Body Scane 1 unit, Body Inspector, Airport For Perimeter Surveillance, Security Inspection Car and Motorcycle 4. The security officer in Medan Airport Kualanamu totaling 204 personnel consisting of 124 personnel from the PT. Angkasa PuraII, 40 BKO-military personnel who assisted and 40 staff personnel outsoursing. The system and airport security procedures will refer to the Regulation of the Minister of Transportation No. 9 of 2010 about the National Aviation Security Programme and ICAO in Annex17 on Security and Document-8973 on the Security Manual for Safeguarding Civil Aviation Against Acts of Unlawful Interference, that the safety and security systems at airports should be the maximum, using equipment and adequate procedures that ensure safety and smooth flight. Pembangunan Bandara Kualanamu Medan merupakan alternatif untuk mengatasi keterbatasan operasional dan tanah yang dialami Bandara Polonia. Program peningkatan keamanan bandara Kualanamu Medan saat dioperasikan meliputi aspek keamanan bandara, penyediaan fasilitas yang terdiri dari: 12unit fasilitas X-Ray, 14 unit Walking Through Mental Detector (WTMD), 24 unit Hand Held Metal Detector (HHMD), 2 unit Closed Circuit Television (CCTV)dan sistem Deteksi peledak, 2 unit Liquit Pindai Detecto, 2 unit Detector Nubikara (Nuklir, Biologi, Kimia, Radio Aktif), Badan Scane 1 unit, Bandara Untuk Surveillance Perimeter, 4 Mobil Keamanan Inspeksi dan Sepeda Motor petugas keamanan di Medan Bandara Kualanamu sebesar 204 personel yang terdiri dari 124 personil dari PT Angkasa Pura II, 40 BKO-personil militer yang dibantu dan 40 personil staf outsoursing. Sistem dan prosedur keamanan bandara akan mengacu pada Peraturan Menteri Perhubungan Nomor 9 tahun 2010 tentang National Aviation Security Program dan ICAO dalam Annex-17 tentang Keamanan dan manual dokumen-8973 tentang Keamanan Penerbangan Sipil upaya pelanggaran hukum, bahwa keamanan dan sistem keamanan di bandara harus maksimal , menggunakan peralatan dan prosedur yang memadai yang menjamin keamanan dan kelancaran penerbangan.

Aviation security checkpoints present a great challenge for designers. Paradoxically, they should not be a burden to innocent passengers, and yet they must be impenetrable by terrorists. Therefore, human factors engineers, security experts, and architects need to work together to design checkpoints to meet stakeholders' needs, as well as the competing demands of deterrence, detection, and throughput.
