Traditionally, our journal opens with an academic interview. In this issue, we present an outstanding figure of world culture — Nikolai Tsiskaridze, a member of the Council for Culture and Art under the President of the Russian Federation, National Artist of Russia, Rector of the Vaganova Academy of Russian Ballet. His charismatic image personifies the Russian ballet school. It is universally recognised that Tsiskaridze’s creative and pedagogical activity has given a new impetus to the school of classical dance. Thanks to his efforts, the Vaganova Academy of Russian Ballet has rightfully taken a leading place on the world stage and is highly regarded by the professional community. Nikolai Tsiskaridze kindly agreed to answer the questions of Maria Burganova, the Editor-in-Chief of the journal Burganov House. Space of Culture. INTERVIEW WITH NIKOLAI TSISKARIDZE — A MEMBER OF THE COUNCIL FOR CULTURE AND ART UNDER THE PRESIDENT OF THE RUSSIAN FEDERATION, RECTOR OF THE VAGANOVA ACADEMY OF RUSSIAN BALLET Maria A. Burganova: What defines contemporary culture in Russia? Dialogue with the past, search for innovations, an expectation of change? Nikolai M. Tsiskaridze: Everything listed by you. And also, the rapid development of the culture of consumerism. M.B.: Are culture and the state interrelated concepts? To what extent does the state determine the development of culture? Can culture exist without government support? N.Ts.: At all times, culture could not exist without state support; therefore, of course, these concepts are interrelated. M.B.: The cultural space is a dialogue space. The audience creates it jointly with an artist, an actor, a musician. Today it seems that the viewer comes to the theatre, museum, philharmonic “to have a rest”. Who is an ideal viewer? What would you like to communicate to them? To what extent does the creative process take the possible reaction of the viewer into account? N.Ts.: There can be no dialogue. There is an artist, and there is the viewer’s perception of them. Any cultural space — theatre, museum, and so on, has always been a space for relaxation. When they say that the viewer also “works”, “creates” — it is nonsense. M.B.: The modern cultural space is permeated with Internet culture. How does this relate to classical heritage and education? Has a new cultural myth been formed? N.Ts.: The Internet is just a form of expression. M.B.: Virtuality is fully capturing museums and theatres. Exhibitions based on media technologies have become commonplace. In theatres, laptops broadcasting monologues and stage performances appear instead of actors. Is this a farce or a new reality in art? Is there a border in the cultural space which virtual technologies cannot cross? N.Ts.: Some people like butter, and some like margarine. If a person loves margarine, then they will use it. If someone wants to use a laptop, they will use a laptop. Whoever wants to see an artist will come to the artist.

This article is the first attempt to chronicle in a comprehensive manner the official attitude of Russian rulers to the significance of the victory over Sweden in the Poltava battle by the Russian troops led by Peter the Great. It traces the evolution of the official stance throughout different periods in history of our Motherland from the reign of Peter the Great as first Russian emperor to contemporary leaders of Russia and newly -independent Ukraine. Using concrete examples the author reveals the nationwide patriotic fervor typifying the official line on the Poltava victory during the empire period as well as after the revolution. In the Russian Federation the national calendar marks the Poltava battle as the Day of Military Glory. The nationwide program of Patriotic Upbringing of Russian Citizens run by the state for the benefit of people at large features regular scientifically practical conferences, publication of books and articles, lectures and round-table discussions, quizzes and meets dedicated to red-letter days including the Poltava-themed ones, like the Mother of Poltava and Lesnaya Battle. In 2014 a propaganda drive masked as enlightenment was launched in newly independent Ukraine to indoctrinate people in anti-Russian, nationalist and Bendera-esque spirit. The last two years saw the drive to acquire neo-Nazi rhetoric. just prior to the celebration of the 300th anniversary of the Poltava Battle the Ukrainian leadership decreed july 27 1709 to be the Day heralding the start of the crusade by hetman Ivan Mazepa in alliance with Carl XII to liberate Ukraine from the yoke of the Moscow Kingdom.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
