Continuous Library and Information Education in the Era of Digital Transformation

Various modifications of the system of continuous library and information education are associated with the tasks of digitalization, determined by the national development goals of the Russian Federation. The purpose of this study is to identify the main transformational trends of this system in the context of the digitalization of culture. The authors reveal the concepts of “digitalization of education”, “lifelong education”. The article analyses the reports of the track “Professional education of specialists in library and information sphere” conducted in the framework of international scientific and practical conference “Science, Technology and Information in Libraries (LIBWAY — 2020)”, held on September 14—17, 2020. The authors identified the main problematic issues of continuous library and information education: personnel potential of libraries in the era of large-scale and accelerating technological changes; diversification of additional professional education for library staff as one of the links in continuous education; regulatory support for the development of system of continuous library education; new vectors in educational activities aimed at the formation of professional and supra-professional competencies as a factor of competitiveness of the library specialists in the context of multitasking and efficiency of the cultural sector. The article emphasizes that the continuous library and information education of specialists in the era of digitalization of culture is progressing due to the new information technologies, implementation of innovative library experience, as well as the formation of new competencies of library personnel. The authors state that the development of culture and the growth of the country’s potential depend on the success of building unified library and information knowledge space as a valuable resource and the basis for economic success in the future, part of which is the system of continuous professional education.

The article is devoted to the actual problem of formation of information -pedagogical competence for teachers of secondary vocational education (SVO). The educational organization is assessed as a basis for advanced training in the field of new information technologies. The author of the article offers a program of additional professional education (advanced training) for implementation in an educational institution, focusing on the conditions for its implementation. On the example of the introduction of the proposed model in the work of the SVO institution, conclusions are drawn about the feasibility and effectiveness of using the additional education program to increase the level of information-pedagogical competence for college and technical teachers.

The article is devoted to the goals and objectives of the national development of the concept of professional library education, reflecting the reform on the basic ideas of library and information education. It proposes priority solutions to support legal fields in libraries of the country. It highlights prospective directions to organize the system of professional training of library staff. From this analysis and international experience the author express the need for international norms and standardization of professional library and information education.

Abstract From the construction of the Trans-Amazon Highway in the 1970's to the current construction of the third largest hydroelectric dam in the world at Belo Monte, the Brazilian Amazon has experienced the impact of large-scale infrastructure projects. When announced, all these projects purported to be the means to achieve progress, national integration, and economic development. The outcomes after several decades are less clear: national indebtedness, significant social and environmental impacts, and regional development taking second place to other goals such as energy production and national GDP. Solutions are suggested to reduce the negative impacts and achieve the goal of improved livelihoods and sustainable development without giving up on national development goals.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.

The paper presents the overview of work of the annual scientific-methodical conference «Continuing LIS education» which held at the Faculty of Library and Information Science to Saint-Petersburg State University of Culture (March 16-17, 2017). In the conference participated representatives of the leading universities of Moscow, Kemerovo, Samara and Chelyabinsk and other educational organizations, as well as heads and specialists of libraries of all types and kinds from different regions of Russia and experts in the field of library and information education abroad. In the conference reports, participants discussed the topical issues of higher library education and additional professional education. For example, the problems associated with the normative provision of various levels of vocational education, the development of professional and educational standards and the formation of new professional competencies were outlined. Special attention was paid to the problems of professional training of librarians who do not have a vocational education, as well as the development of network interaction of all participants of educational process.

Library as an ancient institution of written language, enlightenment, culture and education ever took a significant part in social life hence the library profession and training highly skilled specialists for the library sphere deserve special attention. Training of librarians in the constantly changing information society demands specialized government policy. The Republic of Uzbekistan government, in every possible way, favors the modernization of higher education in general and library education in particular, thus the formation of the young generation of specialists with high professional culture is one of the most important tasks for the republican government.  The development of all social spheres, active implementation of up-to-date information technologies and intensively developing industry call for the creation of a flexible and coordinated system of training of well-qualified specialists.  The necessity of elaboration and realization of a new model in library and information education in the Republic of Uzbekistan, which could meet the modern society needs and effectively respond to their changes, promoting the national library education accession to the world scientific and informative space is a long-term pressing question. Nowadays, higher library education  in the Republic of Uzbekistan still experiences  many difficulties and has many urgent problems  to solve, e.g.: – to implement step training of  specialists, – to organize the system of personnel  retraining, – to improve the selection of entering  educational institutions, – to widen the sphere  of making use of graduates, etc.  The article presents the experience of reforming library and information education in the Republic of Uzbekistan in different periods (since1970s – up to the present time). It has revealed both positive and negative sides of library education reformation in the Republic of Uzbekistan.

This paper describes the actual problem of organizing the process of professional education of students in applied problems in their specialty. The problem is considered from two aspects: pedagogical (substantive) and technical, while the solution of learning problems is planned to be realized with the help of new information technologies. The article describes two study schemes based on two programming technologies: VBA and the Arduino platform, explores the advantages and disadvantages of each scheme, and provides examples of specific tasks and the results of a survey of first-year students, which study scheme is most suitable for professional education. The study involved first-year students of RTUFaculty of Electrical and Environmental Engineering, studying the educational course “Computer science”.

Mexico is a country with a vast and extraordinary cultural heritage, which is the result of a rich history of cultural exchange, syncretism and transculturation. This rich culture has been materialized through the consolidation of a long and prestigious museum tradition, which at the same time is sadly characterized by an endemic lack of technological resources rather than professional skills. As a result, we have found that Mexican museums produce very heterogeneous forms of documentation, which are often not even managed using information technologies. Furthermore, most museums deploy ad hoc solutions that directly limit the usefulness and value of the documentation process itself. In response, the recently founded Mexican Ministry of Culture is undertaking the development of the Mexican cultural heritage data model (Modelo de Datos México), which is aimed at contributing to the cultural heritage domain of our country through the correct characterization and documentation of its cultural objects. It is the first documented experience in Mexico of a large-scale data model inspired by CIDOC-CRM, which is complemented by a set of terminological tools that attempt to capture the singularities and idiosyncrasies of the Mexican cultural sector. In the present paper, we will describe the motivations and decisions made so far to optimize the data model to the Mexican reality and the development of the project that will define a set of local terminologies built on the expertise of linguists, information architects, developers and especially, museum professionals.

Purpose – The purpose of this paper is to examine the conundrum between the increasingly importance of investments in new information technologies (IT) on marketing practice and marketing scholars continuing to question the profitability of IT-led marketing initiatives. Design/methodology/approach – Systematic reviews of the relevant literature on the financial and market return of customer relationship management (CRM) investments from both Marketing and Information Systems (IS) literature were conducted. Findings – Findings suggest that, while both IS and Marketing scholars try to determine what generates returns on CRM investment, the IS community has a more complete conceptualisation as to how these returns are realised. A broader epistemological framework, better suited to observing how organisations benefit from IT-led management initiatives, enables a more comprehensive assessment of CRM investment. Research limitations/implications – Supplementing the methods used by Marketing scholars with those frequently used in IS research would likely improve the assessment of IT-led Marketing investments and the resultant prescriptions for Marketing practitioners. Practical implications – Failure to assess accurately the return from IT-led Marketing investments hinders managers’ ability to manage them for maximum performance improvements, all the more important now that organisations are preparing for large-scale investments in big data and social media strategies. Originality/value – This paper is the first to illustrate how a combination of Marketing and IS scholarship can assist Marketing research and practice.

The global task constantly represented in the documents adopted by the government is the breakthrough development of the Russian economy. The results of the “New Opportunities for Everyone” Federal project in the framework of the national “Education” project are aimed at developing human capital - a cross-cutting condition for achieving national development goals of the country (increasing life expectancy, accelerating technological development of the Russian Federation, ensuring accelerated implementation of digital technologies in the economy and social sphere, etc.). Additional professional education at Kazan National Research Technological University is considered as an integral and real part of the lifelong learning system. The University is actively involved in the implementation of the Federal project. For this purpose, about 20 additional professional development programs have been developed and implemented.
