The article is devoted to the actual problem of formation of information -pedagogical competence for teachers of secondary vocational education (SVO). The educational organization is assessed as a basis for advanced training in the field of new information technologies. The author of the article offers a program of additional professional education (advanced training) for implementation in an educational institution, focusing on the conditions for its implementation. On the example of the introduction of the proposed model in the work of the SVO institution, conclusions are drawn about the feasibility and effectiveness of using the additional education program to increase the level of information-pedagogical competence for college and technical teachers.

Динамичное совершенствование образования, осуществляемое в настоящее время, влечет за собой изменения в системе профессионального образования. Сегодня широкое распространение приобретает постулат об использовании кадрового потенциала образовательной организации как основного ресурса реформирования системы среднего профессионального образования (далее – СПО). Кадровый потенциал рассматривается как возможность педагогов применять свои знания, умения и навыки для обеспечения устойчивости и развития образовательной организации СПО. Формирование и развитие кадрового потенциала образовательных организаций СПО подразумевает реализацию программ повышения квалификации педагогов, участие в обучающих мероприятиях по вопросам разработки (актуализации) федеральных государственных образовательных стандартов СПО, примерных основных образовательных программ СПО, стажировки, обмен лучшими практиками. В статье предложен комплекс мер, обеспечивающих развитие кадрового потенциала образовательных организаций СПО с учетом требований рынка труда, экономики, мировых стандартов, обновления отраслевых технологий и внедрения информационных технологий. The dynamic improvement of education currently being carried out entails changes in the system of vocational education. Today, the postulate on the use of the personnel potential of an educational organization as the main resource for reforming the system of secondary vocational education is becoming widespread. Human resources are considered as an opportunity for teachers to apply knowledge, skills and skills to ensure the sustainability and development of the educational organization of secondary vocational education. The formation and development of the personnel potential of educational organizations of secondary professional education implies the implementation of teacher training programs, participation in training events on the development (updating) of federal state educational standards, exemplary basic educational programs, internships, and the exchange of best practices. The article proposes a set of measures that ensure the development of the personnel potential of educational organizations of secondary vocational education, taking into account the requirements of the labor market, the economy, world standards, updating industry technologies and the introduction of information technologies.

The current problems arising in the implementation of the educational process in institutions of secondary vocational education are considered: self-determination of applicants, their interest in obtaining a specific specialty; the qualifications of the teaching staff, their professionalism and dedication; material and technical equipment of classrooms, laboratories and workshops. These indicators are reflected in the quality of the provision of educational services, the qualifications of graduates, the rating of the educational institution.The purpose of the study, based on many years of pedagogical experience of working with students and in the teaching and methodological department of secondary vocational education, is to draw attention to the accumulated issues in the secondary vocational education system, which are largely due not only to financial difficulties, but also from inconsistency of actions within the teaching staff.Analyzing the downward trend in the quality of education, possible ways of changing the situation that require a professional approach have been identified.Effective functioning of the psychological and pedagogical service of educational institutions; motivation of applicants to obtain a specialty; competent work of curators with students' parents; mentoring activities of experienced teachers with young teachers; attentive attitude to the organization of the lesson — as the main activity of the teacher; correct analysis of regulatory documents; competent development of educational documentation; modern equipment of classrooms, laboratories, workshops — this is only a partial solution to many problems.The results of the research can be useful for teaching staff of secondary vocational schools when organizing a system for training qualified workers and mid-level specialists.

В современном мире процессы автоматизации проникли во все сферы деятельности человека. Управление образовательными процессами обусловлено разными архитектурами программного обеспечения для поддержки обучения в образовательной организации, практическим применением информационных технологий, которые используются для сетевого доступа к защищенным образовательным ресурсам. Внедрение автоматизации в процессы управления сложными системами значительно сокращают объем вложенных ресурсов, не только финансовых, но и ресурсов времени. Использование информационных компьютерных технологий (далее – ИКТ) в процессах для автоматизации управления образовательными организациями является одной из первоочередных задач современной системы образования. Автоматизация управления средним профессиональным образованием (далее – СПО) в Российской Федерации является актуальной темой, поскольку внедрение информационных технологий в процесс управления деятельностью СПО позволит существенно снизить затраты времени для руководящего и педагогического состава на делопроизводство, планирование и ведение документации учебного процесса за счет снижения доли рутинного труда. В статье рассмотрены особенности таких актуальных направлений в управлении СПО как анализ обеспеченности учебной литературой, занятости выпускников и учет примерных основных образовательных программ. Подчеркнута необходимость автоматизации указанных направлений в управлении СПО. In the modern world, automation processes have penetrated into all spheres of human activity. The management of educational processes is due to different software architectures to support training in an educational organization, the practical use of information technologies that are used for network access to protected educational resources. The introduction of automation in complex systems management processes significantly reduces the amount of invested resources, not only financial, but also time resources. The use of information computer technologies in processes to automate the management of educational organizations is one of the priority tasks of the modern education system. Automation of the management of secondary vocational education in the Russian Federation is a topical topic, since the introduction of information technologies in the process of managing the activities of secondary professional education will significantly reduce the time spent for the leadership and pedagogical staff on office work, planning and maintaining the documentation of the educational process by reducing the share of routine labor. The article considers the peculiarities of such topical areas in the management of srekak analysis of the availability of educational literature, the employment of graduates and the accounting of approximate basic educational programs. The need to automate these areas in the management of secondary vocational education was emphasized.

This paper describes the actual problem of organizing the process of professional education of students in applied problems in their specialty. The problem is considered from two aspects: pedagogical (substantive) and technical, while the solution of learning problems is planned to be realized with the help of new information technologies. The article describes two study schemes based on two programming technologies: VBA and the Arduino platform, explores the advantages and disadvantages of each scheme, and provides examples of specific tasks and the results of a survey of first-year students, which study scheme is most suitable for professional education. The study involved first-year students of RTUFaculty of Electrical and Environmental Engineering, studying the educational course “Computer science”.

The driving force behind the development of Ukraine's improvement is the realization of the concept of "professionally mobile specialist". L. SUSHENTSEVA notes the importance of the psychological and pedagogical training of future specialists for the institutions of professional-technical (professional) education, Namely, "the urgency of the problem of the psychological and pedagogical readiness of the teachers of the vocational school is determined by the dynamic changes in the social order of the labor market, it constantly changes, the training of a qualified worker, the growing importance of the qualities of professional mobility, as a condition for the self-realization of the personality and its successful future professional life" [3, p. 356]. The author carried out a structural analysis of the psychological and pedagogical readiness of the vocational education teacher to form professional mobility among students in a vocational and technical educational institution and formulated three fundamental components: didactic competence, personal competence, psychological and pedagogical competence [3, p. 363-366]. To implement these components, we developed the content of the academic discipline "Professional Mobility" in the structure of psychological and pedagogical preparation of future bachelors of specialty 015 Vocational education (by specialties) at the National Pedagogical Dragomanov University. This discipline of 3 ECTS credits, 90 hours is studied in interdisciplinary relations with the disciplines: "Psychology", "Professional Pedagogy", "Methodology of vocational education ", "Pedagogical image", "Communicative processes in pedagogical activity" and others. The general objective of the discipline "Professional mobility" is the formation of the readiness of the future teacher of vocational education to change the professional tasks, the place of work, the ability to quickly solve pedagogical situations, to master new pedagogical technologies of instruction and the like.

The purpose of the article is to develop a strategy for the forming a strong cluster of secondary vocational education in Russia. In the era of globalization, toughening competition in the global education market, high economic and political risks, the development and implementation of an educational institution development strategy requires a search for new approaches and the development of new methods and ways to implement it. The paper proposes a model of breakthrough positioning of institutions of secondary vocational education, by which it is possible to identify effective strategies of institutions and to carry out their ranking. The work carried out the positioning of institutions of secondary vocational education on the modified matrix of Cagan and Vogel and proposed strategies for their development in accordance with the position taken. The article developed a tool for identifying the strategic priorities of institutions of secondary vocational education, which allows to identify promising dominants of the strategic development of organizations and their financing. When using the positioning model, it is shown that not all types of positioning can be effectively used by an organization, and an untimely choice of a more promising strategy can be unsuccessful for an institution.

The article presents a study of the problems of integrating Federal state and professional standards in the training of specialists with secondary vocational education institutions. Federal state standard of new generation set up for the teachers of special disciplines of secondary vocational education institutions the problem of creating conditions to ensure the implementation of standard requirements to results of education, and the formation of professional competencies with the purpose of achievement of the standard of professional education. The process of implementing these requirements is complicated by the diff erent approaches to FSS and professional standard. The study is based on a practical methodology that focuses on solving practical problems and purposeful transformation of vocational training programmes, to ensure integration of FSS and professional standards in the training of specialists. The article provides an example of integration of requirements of the FSS and professional standards on the basis of professional educational organizations. The results consist in the description of the experience of the competence approach to organization of educational process, integration of standards by the example of one educational institution. This experience is applicable in any professional educational organization, regardless of the provisioning profile. The authors observed the diff erential nature of the main types of professional competencies of the FSS and the integrative nature of job functions of the professional standard, the necessity of designing professional modules having leading nature. The article describes the experience of integrating the standards applicable in any professional educational organization, regardless of the provisioning profile.

The article discusses the process of the digitalization of the educational organization of secondary vocational education. When automating routine processes, at some point, problems may arise in the transition from solving local accounting problems to submitting regulated reports. Often, digitalization becomes the only possible solution to the problems of combining the performance of job tasks based on data from various departments. This is especially evident when implementing integration with external federal information systems. The development of digital services for students with the help of the information service “NaLentu!” (”Go to a Class!”) is shown. Based on it, the mailing of the schedule, the “digital student’s record-book”, and the order of documents are implemented. It is described how one of the federal systems became the reason for the digitalization of processes in social accounting, the appointment and accrual of grants. The problems of the implementation of the accounting system on the part of employees, in particular, the perception by some of them of digitalization as a threat to their interests, are indicated. Further automation trends after the implementation of information systems in the decision of the central tasks of the educational organization are demonstrated. The stages of the introduction of information systems for accounting for vocational training and additional professional education are described, the analysis of the results of their implementation on the basis of College of Oil and Gas in Achinsk is given.

Discussed is the problem of upbringing activities in the system of vocational education. In recent years this problem has not received much attention. To correct this situation, in July 2020 amendments were made to the law “On Education in the Russian Federation” about the problem of upbringing of students. Approved that it is necessary to include a working program of upbringing of students in educational programs. It is proposed that at the beginning the educational organization should develop a generalized program of upbringing of students and a calendar plan of upbringing activities. A variant of the program of upbringing of students at the university is given.

Long-term socio-economic development forecast of the Russian Federation for the period till 2030 specifies that the main barriers in the implementation of innovative and accelerated scenarios are caused by the shortage of world-competitive professional personnel both at the level of corporations and public administration, the inefficiency of coordination mechanisms. This study is aimed at studying the readiness and possibilities of the system of vocational education and training of the Russian Federation to respond to external challenges, taking into account scenarios of the long-term forecast of the social and economic development of the Russian Federation for the period up to 2035. The study is also aimed at creating scientific, organizational and methodological conditions for the positive modernization of the professional education and training system of the Russian Federation on the basis of regional development strategies, which will allow implementing measures to develop infrastructure, personnel potential, create modern conditions for the implementation of professional educational programs. The study presents predictive scenarios of the development of secondary vocational education, gives their characteristics, and identifies risks and advantages. The presented scenarios allow us to determine the socio-economic potential of vocational education, to determine the goals and objectives in its development.
