The article is devoted to the goals and objectives of the national development of the concept of professional library education, reflecting the reform on the basic ideas of library and information education. It proposes priority solutions to support legal fields in libraries of the country. It highlights prospective directions to organize the system of professional training of library staff. From this analysis and international experience the author express the need for international norms and standardization of professional library and information education.

After the establishment of diplomatic relations, Russia and South Korea have passed a difficult way of developing mutual understanding and a certain degree of mutual trust and practical actions. Their relationships have evolved from great optimism to pragmatic and balanced development and the current state characterized in the anniversary year by the slogan “Be friends. Trust. Act”. The republic of Korea has achieved almost all the goals set during the normalization of relations and received huge profits from the cooperation with Russia. Conversely, Russia has not achieved most of the goals and objectives set 30 years ago.

The article considers the specific features of public services delivery in the Republic of Kazakhstan and other countries where public services are provided with the involvement of different models of electronic government. Today, state provision of public services to citizens is becoming one of the most important spheres of the functioning of government authorities. The notion of public services has become an object of focused scientific research relatively recently in the Republic of Kazakhstan, while in developed countries, the relationship between the state and society, where the state is viewed as a service provider, developed in the 1980–1990s. The aim of this paper is to analyze the current state of the sphere of public services provided to the population of the Republic of Kazakhstan and to study international experience in this area. The authors view public services delivery as a process of information interaction between the state and society, which, at the current stage of IT development, is increasingly taking an electronic form. The authors explore historical and theoretical prerequisites for the creation of the modern system of public services, the current state of the corresponding organizational and legal framework in the Republic of Kazakhstan, and international experience of development and implementation of successful patterns of public services delivery. Besides, the authors study the specific features of legal regulation pertaining to handing public services over to a competitive environment. The article assesses the possibilities of further use of advanced technologies to address the tasks for which this important element of government control has been developed. The results obtained by the authors consist in the validation of the conclusions about the assessment of the public services sphere and its organizational and legal grounds, as well as the potential for its further development. The paper includes several suggestions for improvement of the organizational and legal framework of public services delivery. The novelty of this article consists in the fact that the authors suggest ways of further development of the interaction between the state and society based on thorough analysis of world practices of public services delivery

The modern trends for the libraries to update library and information education in the Republic of Kazakhstan are examined. The state and the society offer challenges: meeting the expanding information demands in science, education, economics and industries; contributing to the information society. The human resources in the information industry makes the most important factor of increasing the efficiency of libraries. In 2018, the Congress of Kazakhstan librarians adopted the concept of human capital assets which required advanced training, expanding professional competencies and recruiting young professionals. Today, the university library departments focus on increasing scientific and creative potential of the faculty, engaging students in projects and creative activities; educating creative thinking and skills of applying innovative technologies in professional activities. The educational process and curricula are improved as a result of the feedback obtained from graduates and employers. Among the modernization trends in library education in the Republic of Kazakhstan are the country’s integration into the single information space and implementation of the main educational content within the context of trilingual educational policy.

Various modifications of the system of continuous library and information education are associated with the tasks of digitalization, determined by the national development goals of the Russian Federation. The purpose of this study is to identify the main transformational trends of this system in the context of the digitalization of culture. The authors reveal the concepts of “digitalization of education”, “lifelong education”. The article analyses the reports of the track “Professional education of specialists in library and information sphere” conducted in the framework of international scientific and practical conference “Science, Technology and Information in Libraries (LIBWAY — 2020)”, held on September 14—17, 2020. The authors identified the main problematic issues of continuous library and information education: personnel potential of libraries in the era of large-scale and accelerating technological changes; diversification of additional professional education for library staff as one of the links in continuous education; regulatory support for the development of system of continuous library education; new vectors in educational activities aimed at the formation of professional and supra-professional competencies as a factor of competitiveness of the library specialists in the context of multitasking and efficiency of the cultural sector. The article emphasizes that the continuous library and information education of specialists in the era of digitalization of culture is progressing due to the new information technologies, implementation of innovative library experience, as well as the formation of new competencies of library personnel. The authors state that the development of culture and the growth of the country’s potential depend on the success of building unified library and information knowledge space as a valuable resource and the basis for economic success in the future, part of which is the system of continuous professional education.

The paper presents the overview of work of the annual scientific-methodical conference «Continuing LIS education» which held at the Faculty of Library and Information Science to Saint-Petersburg State University of Culture (March 16-17, 2017). In the conference participated representatives of the leading universities of Moscow, Kemerovo, Samara and Chelyabinsk and other educational organizations, as well as heads and specialists of libraries of all types and kinds from different regions of Russia and experts in the field of library and information education abroad. In the conference reports, participants discussed the topical issues of higher library education and additional professional education. For example, the problems associated with the normative provision of various levels of vocational education, the development of professional and educational standards and the formation of new professional competencies were outlined. Special attention was paid to the problems of professional training of librarians who do not have a vocational education, as well as the development of network interaction of all participants of educational process.

The purpose of the article is to assess the current state of domestic and inbound tourism in Transnistria, to identify the potential of tourism as an instrument of anti-crisis and promising socio-economic policy. Method. The article uses mainly analytical, evaluation, statistical and prognostic research methods. In particular, the analysis of the state statistical reports and reports of tourist companies operating in the region. Results. The estimation of the main parameters of the tourism sector and its role in the economy of Transnistria. Some aspects of the" concept of development of domestic and inbound tourism in the TMR for 2018-2020", which contains an analysis of the tourism industry, the main goals and objectives of its development, as well as a set of government measures aimed at improving the efficiency of tourism management. Innovation. Factor analysis showed the strengths, opportunities and consequences of tourism development in the region , it is necessary to strengthen the work to increase the attractiveness of the Republic for foreign tourists. The practical significance lies in the availability of proposals, the implementation of which will improve the efficiency of the recreational potential of the region and the final results of tourism activities. The list of tourist services offered in official documents has been expanded, joint international tours have been proposed, which can significantly increase the tourist attractiveness of the region.

Library as an ancient institution of written language, enlightenment, culture and education ever took a significant part in social life hence the library profession and training highly skilled specialists for the library sphere deserve special attention. Training of librarians in the constantly changing information society demands specialized government policy. The Republic of Uzbekistan government, in every possible way, favors the modernization of higher education in general and library education in particular, thus the formation of the young generation of specialists with high professional culture is one of the most important tasks for the republican government.  The development of all social spheres, active implementation of up-to-date information technologies and intensively developing industry call for the creation of a flexible and coordinated system of training of well-qualified specialists.  The necessity of elaboration and realization of a new model in library and information education in the Republic of Uzbekistan, which could meet the modern society needs and effectively respond to their changes, promoting the national library education accession to the world scientific and informative space is a long-term pressing question. Nowadays, higher library education  in the Republic of Uzbekistan still experiences  many difficulties and has many urgent problems  to solve, e.g.: – to implement step training of  specialists, – to organize the system of personnel  retraining, – to improve the selection of entering  educational institutions, – to widen the sphere  of making use of graduates, etc.  The article presents the experience of reforming library and information education in the Republic of Uzbekistan in different periods (since1970s – up to the present time). It has revealed both positive and negative sides of library education reformation in the Republic of Uzbekistan.

To improve the library education in the Republic of Cameroon, the author analyzes current pedagogical technologies, which are considered as a kind of social technologies, and included various aspects and levels. In the absence of a generally accepted classification of educational technologies, nevertheless, five main groups are revealed by a type of training: contextual, problematic, project, game, interactive ones. The paper shows technologies used for each kind, as well as the possibility of using different groups of pedagogical technologies in the library staff training in the Republic of Cameroon. A separate group of education technologies is distance learning such as multimedia technologies, electronic textbooks, teleconferences and webinars. The author emphasizes that the movement forward the innovative culture development, forming pedagogical skills and professional and personal competencies of library workers in Cameroon today is associated with innovative educational technologies. They open up new opportunities for the manifestation of creative initiative both teachers and students, give a chance to see a unique collective result, which together stimulates the process of professional training.

Government investment as one of the instruments of the central government in relation to the management of state finances began to be publicly introduced with the issuance of Law Number 1 of 2004 concerning State Treasury. Government investment is carried out to obtain economic benefits, social benefits and other benefits for the implementation of national development aimed at achieving social welfare for all Indonesian people as mandated in the 1945 Constitution of the Republic of Indonesia. Government investment is not only one of the tools. in national development, but moreover it becomes the main instrument in running the economy of the Indonesian nation considering that the implementation of government investment is carried out in various forms of investment instruments in the form of stocks, debt securities and / or direct investment whose financing is allocated in the State Revenue and Expenditure Budget. This journal explains the implementation of government investment carried out by the Minister of Finance as the current State General Treasurer based on existing laws and regulations in the perspective of state financial law
