A quality product is a way to provide a competitive advantage for a trade organization. Effective activity of a trade organization in the field of product quality can increase consumer confidence, create a positive reputation, and reduce the number of penalties imposed by state regulatory authorities, which ultimately has a positive impact on its economic profit. In this article, the authors investigated the most urgent problems of food products quality in the retail market of the Primorsky territory. Methodological basis of research is the monitoring and analysis of official statistics the all-Russia centre of studying of public opinion and the Federal service for supervision of consumer rights protection and human welfare in the Primorsky territory, the survey of consumers of large retail enterprises of Primorsky Krai, analysis of the reclamation activities of large retail enterprises of Primorsky Krai. As a result of the study, the authors were able to identify the most pressing problems in the field of food quality in retail trade. The results of the study can be used by commercial enterprises to improve their activities in the field of quality assurance of products sold, and can also serve as a basis for further research in this area.

The antimicrobial properties of various chemical compounds are significantly different. These differences are determined as the properties of the chemical compound and the properties of applied microorganisms. To determine the antimicrobial activity and establish the minimum effective concentrations of the most common chemical compounds, the Research Institute for Disinfectology of the Federal Service on Consumer Rights Protection and Human Welfare Supervision Rospotrebnadzor conducted extensive research. The antimicrobial properties of chemical compounds were studied in relation to the main test microorganisms - gram-negative and gram-positive bacteria, fungi, mold, viruses. The results obtained allowed establishing the minimum effective concentration for 9 chemical compounds in relation to 10 test microorganisms.

The article shows the main problems of application of risk assessment methodology in the work of the Office of Service for Supervision of Consumer Rights Protection and Human Welfare in the city of Moscow. There are established priorities on the improvement of the risk assessment methodology, the solution of which as a whole will ensure not only the integrity and objectivity of the results, but also help, eventually, to harmonize risk assessment in our country with the world's leading systems in this area.

The article shows the classification of the supervised objects of the Office of Service for Supervision of Consumer Rights Protection and Human Welfare in the city of Moscow depending on the index of the potential risk for harm to public health in the conditions of the application of the risk-oriented approach. There is considered the possibility of the control and surveillance activities with the redistribution of human resources of the Office of Service for Supervision of Consumer Rights Protection and Human Welfare in the city of Moscow with respect to supervised objects 1 and 2 classes of the potential risk for harm to the health of the population on the risk-oriented approach.

In the current conditions of the Ukrainian economy, the greatest attention should be paid to consumer protection, as consumers are the main participants in market relations. Thus, in accordance with the regulatory legal acts that contain provisions on the consumer rights protection and regulate trade activity in Ukraine, a list of proper quality commodities that are not subject to exchange (return) is approved. The legal acts regulating the relations between consumers of goods, works and services and producers and sellers of goods, work performers and service providers of various forms of ownership, as well as contain provisions on the protection of consumer rights and regulate trade activity in Ukraine were analyzed in this research paper. The problem that is dealt in this research paper is not covered enough because the greatest attention in the field of commodity examination is paid to the examination of the quality of goods and their compliance with regulatory acts, therefore, it requires more thorough research. The importance of introducing homogeneous approaches and conditions under which some categories of proper quality commodities, after their purchase by consumers for private use, lose investment attractiveness in the course of conducting forensic commodity examination. This research paper deals with the problems which forensic experts face when judicial authorities appoint commodity examination, in which it is necessary to establish the market value of such categories of goods as food products, medicines and hygiene products, as well as some non-food products of the proper quality which were purchased by consumers for private use. As a rule, at the time of examination, the above groups of goods are in a used condition. On the basis of the conducted research it is possible to summarize that non-exchangeable (returnable) goods of proper quality, after purchase by end users, have value only for the consumer of such products. Accordingly, these products lose market value due to the influence of subjective judgments of the consumer of goods of this category in the secondary market, even if the product has a short operation life in connection with the loss of some or all of the consumer properties as a result of its intended use. The solution to this situation is proposed through raising questions by investigating and judicial authorities to an expert in the course of conducting of a forensic commodity examination on determining the size of the material damage caused to the owner of the property as a result of the committed offense or damage to property.

To ensure efficiency of activities aimed at improvement of the sanitary and epidemiologic situation on the consumer market, the Federal Service for Surveillance in the Sphere of Consumer Rights Protection and Human Welfare applies the techniques of assessing and managing risks for human health and risks of damage to consumer property; they combine administrative, social, economic and other measures and actions. The priority task in enhancing efficiency of regulatory and supervisory activities as one of the main techniques of the Federal Service for Surveillance in the Sphere of Consumer Rights Protection and Human Welfare in the general system of health and property damage risk management is the optimization of laboratory support of these activities including elaboration of the reference database, enhancement of laboratory monitoring of environmental factors and consumer goods, and strengthening of scientific support of Rospotrebnadzor laboratory facilities.

For the first time ever, there was executed the retrospective analysis of accidents, associated with performance of work with pathogenic biologic agents (PBA) of the I-II groups of hazard, registered at the plague control institutions of the Federal Service for Consumer Rights Protection and Human Welfare,. The main causes are outlined. There are identified the focus areas for the enhancement of biological safety provision approach.

In the article there is presented an analysis of the own parasitological studies, as well as indices of the prevalence of parasitic diseases according to the official statistical reports of medical institutions, Service for Supervision of Consumer Rights Protection and Human Welfare in the Nenets Autonomous District (NAD) over the periodfrom 2002 to 2013. The survey on parasitoses was performed in the indigenous population - the Nenets reindeer herders and their families, as well as in the alien population residing in the territory of the NAD settlements: Varnek, Krasnoe, Karatayka, Nes, Haruta, Norey-Ver, Iskateley, village Oma, and city of Naryan-Mar. During this period, by means of the method of the native smear there were surveyed 5891 cases, method of Kato - 217,417 persons, by perianal scraping - 3054 persons, by ELISA for the presence of specific antibodies to the antigens of various parasites - 11556 cases. The statistical analysis was performed with the use of Statistical Software Package - Excel 2010. There were revealed both downward trends in the prevalence of the county's population for giardiasis, enterobiasis, diphyllobothriasis and the gain in indices of prevalence of ascariasis in the population of the District, also there were detected and found new types ofparasitoses for county - opisthorchiasis, toxocariasis in all age groups of the population of NAD.

Introduction. Data obtained in laboratory research on the safety of products performed within surveillance and control activities are most informative for products risk assessment and assessment of risks for consumers health. But the same time resources provided for laboratory research are limited; therefore, examinations can’t cover all the parameters that characterize the safety of an object under surveillance. Consequently, it is necessary to optimize laboratory control over products safety; after optimization, it will require acceptable costs but still will be most informative and reliable to solve tasks related to control and detection of non-compliance with obligatory safety requirements. Data and methods. We analyzed the results of scheduled and unscheduled inspections on products safety performed by Federal Service on Consumer Rights Protection and Human Welfare Supervision in 2015-2017. We estimated percent and shares of product samples deviating from standards as per separate parameters. The potential risk to consumers’ health was estimated in situations when requirements to products safety failed to meet. The potential risk was estimated in conformity with methodical approaches approved by Federal Service on Consumer Rights Protection and Human Welfare Supervision. Results. It was detected that even when laboratory researches were quite significant in volumes, the overall percent of violations detected during it was at a rather low level (approximately 5%). the The frequency of violations detected for specific products as per specific parameters was found to be substantially higher than the average figure and could reach 46%. Discussion. Efficiency of laboratory support for control activities can be increased significantly if a certain algorithm is implemented. The algorithm involves in-depth analysis of laboratory results collected over many years of control on products safety; creation of “violations profiles” and, in future, “risk profiles” for specific product groups; and choice on priority indices that are subject to obligatory control. The analysis results should substantiate more frequent instrumental measuring of indices for which there is the maximum probability of hygienic standards violation and that can cause the highest population health risks; at the same time, “low-risk” indices will be measured less frequently. This approach completely corresponds to internationally accepted principles of risk-oriented surveillance and ensures that control and surveillance activities are concentrated on products most hazardous for consumers’ health.

Objective – integral analysis of effectiveness of anti-epidemic measures applied towards employees of the Amur gas processing plant assigned for rotational work under conditions of COVID-19 pandemic.Materials and methods. Sero-epidemiological study included a questionnaire survey of 1461 workers who arrived through the “clean corridor” in the Amur Region, followed by sampling of biological material (blood and respiratory smears). Testing of blood sera for the presence of antibodies to SARS-CoV-2 of two classes (IgM and IgG) was carried out applying enzyme immunoassay. Using PCR, respiratory smears were examined for the presence of the agent RNA in them. Statistical processing of the results obtained was carried out using conventional methodsResults and discussion. The presence of antibodies of the IgG class was revealed in (4.7±0.55) % of cases. In a small cohort (1.7±0.34 %) of practically healthy individuals, asymptomatic infection was detected, confrmed either by a positive PCR result (0.76±0.23 %), or by the detection of IgM antibodies (1.0±0.08 %). On the basis of the study carried out by the Federal Service for Surveillance in the Sphere of Consumer Rights Protection and Human Welfare on August 01, 2020, “Temporary recommendations on the procedure for admitting to work on a rotational basis under the risk of COVID-19 spread in the Amur Region” were approved. These recommendations set out the algorithm for observation of incoming workers and the order for triage of shift workers after testing by ELISA and PCR. The results of the study demonstrate the effectiveness of anti-epidemic measures related to ensuring the procedure for admission to work on a rotational basis under the risks of the spread of COVID-19.
