LOS SISTEMAS DE EVALUACIÓN Y ACREDITACIÓN DE LA UNIVERSIDAD ACTUAL: PERSPECTIVAS PARA EL CONTEXTO ECUATORIANO.

En este ensayo se reflexiona desde un enfoque sistémico y dialéctico, sobre la evaluación y acreditación de la enseñanza superior, que toma expresión en la calidad educativa, desde la gestión universitaria y para el desarrollo de una formación integradora de los estudiantes. Se ha empleado esencialmente la revisión de la literatura especializada y los métodos teóricos de investigación: entre otros, el método histórico -lógico, el enfoque de sistema, análisis-síntesis, inducción- deducción y la generalización. Como resultado se brindan las perspectivas esenciales de los sistemas de evaluación y acreditación de la educación superior en la actualidad, teniendo como base referencial la sistematización documental realizada y la experiencia de los autores.   Palabras clave: Educación, calidad educacional, evaluación universitaria, acreditación universitaria.   ABSTRACT   This is a reflective essay from a systemic and dialectic approach about the evaluation and accreditation of higher education, focused on its educational quality, from the university management to the development of an integrating education of students. Literature review has been essentially used as well as the theoretical methods such as: the historic-logic method, the system approach, analysis-synthesis, induction-deduction and the generalization. Through reviewing the development history of Chinese university evaluation and analyzing the changes of the main points of concern, we can clearly see the development and changes of higher education consumption concept of the two main bodies.

Este artigo apresenta uma pesquisa realizada durante a realização do Estágio Doutoral Sanduíche na Universidade de Coimbra/Portugal, sobres as contribuições das metodologias utilizadas nos MOOCs para o processo de difusão do conhecimento no Ensino Superior EAD. Tem como objetivo geral investigar as contribuições dos MOOCs operacionalizados em três Universidades de Portugal para a construção de uma metodologia de difusão de conhecimento em ambientes virtuais de aprendizagens. A metodologia de abordagem qualitativa ocorreu por meta-análise das produções postadas no repositório aberto de Portugal; estudo bibliográfico; e entrevistas semiestruturadas com pesquisadores das Universidades investigadas. Os resultados do estudo mostraram que o MOOC traz contribuições significativas ao Ensino Superior EAD, como: acesso e partilha do conhecimento produzido na universidade; aproximação entre o ensino informal e formal e valorização do ensino à distância.   PALAVRAS-CHAVE: MOOC; Difusão de conhecimento; Ensino superior EAD; Metodologias.     ABSTRACT This article presents a research carried out during the Sanduíche PhD in the University of Coimbra / Portugal, about the contributions of the methodologies used in the MOOCs to the process of diffusion of knowledge in Higher Education EAD. It has as general objective to investigate the contributions of the operational MOOCs in three Universities of Portugal for the construction of a methodology of diffusion of knowledge in virtual learning environments. The methodology of qualitative approach occurred by meta-analysis of the productions posted in the open repository of Portugal; bibliographic study; and semi-structured interviews with researchers from the investigated universities. The results of the study showed that the MOOC brings significant contributions to Higher Education EAD, such as: access and sharing of the knowledge produced in the university; informal and formal education and valuing distance learning.   KEYWORDS: MOOC. Methodologies.       RESUMEN En este artículo se presenta un estudio llevado a cabo durante el curso del sándwich formación de doctorado de la Universidad de Coimbra / Portugal, perdona a los aportes de las metodologías utilizadas en MOOCs para el proceso de difusión del conocimiento en EAD Educación Superior. Es para investigar las contribuciones de MOOCs operacionalizar de tres universidades en Portugal para construir una metodología de difusión del conocimiento en entornos virtuales de aprendizaje. La metodología cualitativa producido por el meta-análisis de producciones publicadas en repositorio abierto de Portugal; estudio bibliográfico; y entrevistas semiestructuradas con investigadores de las Universidades investigadas. Una de las formas de agrupación dentro de los centros de altos estudios, para la gestión de los recursos humanos, que posibiliten el trabajo estratégico, sistémico, humano y eficiente lo constituyen las Facultades Universitarias. El análisis incursiona en algunas reflexiones teóricas sobre la gerencia universitaria por facultades en la actualidad, retomando publicaciones especializadas en dirección empresarial y educativa; así como la experiencia de las autoras en este desempeño. Concluye que la dirección universitaria tiene un valor metodológico significativo al establecer que ésta solo tiene sentido si se relaciona íntimamente y responde al objeto de estudio de la pedagogía, es decir al proceso de formación integral de las personas. ABSTRACT University Faculties constitute one of the ways of grouping within higher education centers for the management of human resources to make strategic, systemic, human and efficient work possible. This analysis involves some theoretical thoughts on university management held by faculties, retaking specialized publications in business and educational management, as well as the experience of more than four decades of the author of this paper. The analysis concludes that university direction has a significant methodological value and it establishes that it makes sense if it is closely related to the object if study of pedagogy, that is, to the people´s integral formation process. Purpose This study aims to examine the extant literature to analyze the relationship between quality assurance (QA) and innovation in the higher education context. Design/methodology/approach This study selected 63 articles through a systematic literature review in Scopus and Web of Science databases and performed a descriptive and thematic synthesis-analysis on the sample. Findings The research identifies several perspectives discussed on QA systems covering experiences, criticisms and practice implications. The literature review shows there is no clear consensus on whether innovation in higher education institutions (HEIs) is fostered or hindered by QA processes. However, it seems that the likelihood of innovativeness and positive QA outcomes are directly linked to how these processes are managed in universities. Research limitations/implications This review highlights the university management concerns that emerge with QA issues as it is not yet clear to what extent innovation is actually promoted in scenarios where QA is applied. Hence, this literature review could be considered comprehensive but not exhaustive. Further studies are recommended to improve the understanding of how HEIs can both innovate and ensure quality at the same time. Originality/value The paper contributes to the existing body of knowledge by advancing the opportunities and challenges that HEIs face due to QA system features.

Resumen: La Universidad, la Alma Mater, como cualquier otra entidad, en este caso dedicada a la Enseñanza Superior, tiene sus compromisos ante sí misma, ante la Sociedad en la que se encuentra, y ante la Comunidad de Estudiantes. No solo mientras los alumnos asisten a sus aulas, sino también, cuando ya preparados (o más bien titulados), ejercen su personal y peculiar actividad en la Sociedad. Con las evidentes diferencias, a causa del tiempo transcurrido cuando san Agustín ejerció su enseñanza, convendría que una Universidad (real o ficticia), tuviera en cuenta e imitara la forma y la esencia del Magisterio Agustiniano.Abstratct: The University, the Alma Mater, like any other entity, in this case dedicated to Higher Education, has its commitments before itself, before the Society in which it is located, and before the Student Community. Not only while the students attend their classrooms, but also, when already prepared (or rather graduates), they carry out their personal and peculiar activity in the Society. With the obvious differences, because of the time that passed when Saint Augustine taught, it would be convenient for a University (real or fictitious) to take into account and imitate the form and essence of the Augustinian Magisterium.Palabras clave: Obras de San Agustín. El desarrollo  de competencias para la investigación en estudiantes de Educación Superior es una tarea ardua. Sin embargo, la formación de recursos humanos en investigación debe ser una de las tareas permanentes de las Universidades, esto debido a que posibilita a los países en desarrollo el poder acceder a mejores niveles de bienestar social en materia de crecimiento económico, producción de ciencia, tecnología y mejora de la calidad educativa. El presente reporte muestra los resultados del esfuerzo de los últimos 12 años del Centro Universitario de los Lagos de la Universidad de Guadalajara, quien tiene como eje fundamental la investigación y como parte inherente el desarrollo de competencias en investigación en estudiantes universitarios. Esperando que dichos recursos humanos que han sido formados en la investigación en un mediano y/o largo plazo vengan a incrementar, enriquecer y realizar el relevo generacional de los investigadores en la región centro occidente de México. Like inherent part of the formation of university students, they will increase, enrich and to became in to the generational relief of the researchers in Jalisco state and perhaps of the Mexican Republic. The internationalisation of education has become a major focus of international, national and institutional attention, reflected in a substantial and expanding literature on how internationalisation is manifested, how it might be promoted, its implications for areas such as government policy, strategic planning and management, educational quality, student mobility, teaching and learning, and the place of language and culture in teaching and learning. There is also general agreement in the literature on the need for internationalisation to include an ‘intercultural dimension’. In this paper, we examine how we are to understand the ‘intercultural dimension’ in higher education. Our approach is based on an analysis of current constructions of this dimension, to argue that these constructions are neither individually nor in combination capable of meeting the challenge of internationalisation. Drawing on recent studies undertaken at the University of South Australia, we propose culture as ‘intercultural’ as an alternative construction.

BI is playing a major role in achieving competitive advantage in almost every sector of the market, and the higher education sector is no exception. Universities, in general, maintain huge databases comprising data of students, human resources, researches, facilities, and others. Data in these databases may contain decisive information for decision making. In this chapter we will describe a data mining approach as one of the business intelligence methodologies for possible use in higher education. The importance of the model arises from the reality that it starts from a system approach to university management, looking at the university as input, processing, output, and feedback, and then applies different business intelligence tools and methods to every part of the system in order to enhance the business decision making process. The chapter also shows an application of the suggested model on a real case study at the Arab International University.

In the contemporary context, educational sector faces many challenges which are reflected in specific institutional reactions. Rankings specific to higher education systems are a real phenomenon. Management teams at all levels understand differently the role of being active towards rankings – from a national support and institutional scope, to a lack of interest from both levels. Methodologies of different rankings are also different. In fact, participating in a ranking or another is something to be decided by the university management. The mission of this chapter is to reveal the role of rankings in the contemporary context of resource decreasing. Some answers will improve the decision-making process related to rankings, as well as to other institutional changes adopted in higher education institutions. The existence of rankings cannot be denied. Understanding the role of rankings is one of the most important premises for a correct strategic development of the higher education institutions.
