The labour market from the point of view of its development in the digital environment, where the main focus is the provision of qualified personnel and updating of personnel potential in the sphere of application of digital technologies, has been analyzed. The structure of employment by branches of economic activity has been considered, the regularities, reflecting a role of information and digital technologies, which change a qualitative component of the labour market from both the employee, and the employer, have been revealed. The role of changes in the level of knowledge for the development of professional potential of the employee in the digital economy due to the development of this sphere has been shown.

Дается обоснование необходимости ускоренного внедрения NBIC-технологий (нанотехнологии, информацион -ные, биологические и когнитивные технологии) в отечественное производство на стадии его перехода к цифровой экономике. Рассматривается проблема формирования системы генерации и реализации инновационных знаний; показана ключевая роль информационных технологий (реинжиниринг бизнес-процессов, имитационное моделирование, системы поддержки реше -ний и др.). Отмечена важность подготовки кадров новой формации, способных использовать достижения NBIC-технологий в интересах современного производства. The paper discusses the need for accelerated implementation of NBIC-technologies (according to the first letters of their names: nanotechnology, biological, information, and cognitive technologies) in domestic production at the stage of its transition to the digital economy. The problem of forming a system for generating and implementing innovative knowledge is considered. The key role of information technologies (business processes reengineering, simulation modeling, decision support systems, etc.) in its solution is shown. The importance of training personnel of a new formation, capable of using the achievements of NBIC-technologies in the interests of modern production, is noted.

The introduction of digital technologies is transforming many areas of public relations. The process of administering justice in this sense also cannot be an exception and, taking into account the requirements of modern realities, is actively introducing information and telecommunication technologies into its activities. The introduction of external technical tools into relations, in which the court is a mandatory participant, requires a thorough study of scenarios for the development of procedural relations from the point of view of the implementation of the constitutional right to judicial protection and access to justice in the new digital realities.

The article deals with the principles of knowledge formation and their interaction with the educational process at the stage of the sixth technological mode in the economy. The article gives the analysis of educational institutions of higher education since the beginning of the last century, the concept of “education” from the point of view of the employee, the employer and the state, the problems in the educational system are identified. The reasons for the lagging of the Russian knowledge economy from international needs are considered. The technological structures, the role and importance of knowledge management are characterized, the prerequisites that distinguish a competitive employee of an effective organization are considered. The role of changes in the level of knowledge in the development of professional potential of the employee is shown, the world experience of economic approaches to knowledge management and their advantages are considered. As a result, it is concluded that knowledge management is the basis for the development of the information society at the stage of the sixth technological order.

The conditions of the digital economy dictate new challenges in order to correct structural imbalances; answers to these challenges are possible in the format of innovations. Since the beginning of the pandemic, it has become even more obvious that enterprises that have actively introduced innovations, in particular digital technologies and products, have become successful players in all markets. And tax stimulation has always been the most effective tool for innovation in economic activity.The purpose of this study is to substantiate the role of tax potential in stimulating the effectiveness of innovation in the digital economy. The object of research is the tax potential of the territory. The subject of the research is tax stimulation for the efficiency of innovation in the digital economy. The article presents the advantages and disadvantages of the existing tax system for stimulating innovation in Russia, the tax benefits as the main tool for stimulating innovation in the Russian Federation, the proposals for improving legislation on taxes and fees.

Cities have been almost completely unprepared for the COVID-19 pandemic. Urban history has known many epidemics and pandemics, and there are clear historical parallels between the 13th and 19th century plague pandemics and cholera epidemics and the 21th century COVID-19 pandemic, from an administrative point of view. However, the cities’ public administration did not take into account the experience of the cities of the past to be prepared for the future problems. This requires developing flexible pandemic strategies and focusing on the decentralization of urban space through an even distribution of population in the urban environment. The COVID-19 pandemic will change the city, as previous pandemics and epidemics did. Urbanism v.3.0. will emerge, combining a green vector of development and digital technologies to ensure the autonomy and sustainability of buildings, districts and cities. At the same time, the role of culture will increase, which will become an effective tool for consolidating the soft power of the city in order to attract new people as the opposition of nowadays trend for living in the countryside.

The article analyzes the importance of informatization of education in Kyrgyzstan, the role of information technology in improving the lives and activities of citizens. Informatization of education is a factor in the development of the education system as a whole. It allows the young generation to learn the capabilities of information technology, acquire skills and their application in life situations. The article traces the development of the concept of computer and information literacy, the constituent elements of these concepts. The development of mobile technologies, the adoption of conceptual documents on digital transformation made it possible to talk about the need to ensure digital literacy of citizens. The content of the concept of “digital literacy”, the point of view of researchers on this issue, and the varieties of this concept are analyzed.

The article is devoted to the definition of the classification of principles of criminal executive law. The article presents the views and positions of leading domestic scientists on this issue. Scientific concepts on the perception of the factor of systematics of the principles of criminal executive law as one of the key elements of the current branch of criminal executive law are analyzed. The focus is on the key elements of the system of principles of criminal executive law and existing theoretical concepts on this issue. Scientific positions on the quantitative and qualitative component of the system of principles of criminal executive law are given. The article draws attention to the fact that the quantitative criterion of principles is one of the debatable issues among scholars, most of whom tend to the "triad" of principles of criminal executive law, which consists of common law, intersectoral and sectoral principles. The article expresses the author's view on the mandatory consideration of the category of common law principles in the system of principles of criminal executive law as one of the key ones. It is proved that the leading role of these principles is determined by their essential characteristics, which reflect the natural and legal nature of common law principles. This circumstance, in turn, has a decisive influence on the entire legal system of the state. The author's opinion on the synonymous meaning of the categories "principles of law" and "legal principles" is expressed in the article. The scientific position on the existence of both institutions and sub-institutions within the framework of criminal executive law is supported. The author's point of view on the quantitative and qualitative composition of the system of principles of criminal executive law is expressed within the article. It has been proven that the system of these principles should have five key elements. Which include the following principles: common law, intersectoral, sectoral, institutional, subinstitutional.
