The purpose of the paper is to improve the methods of using test technologies in the educational process and to develop an optimal schedule for conducting tests in higher education when teaching programming languages. The article considers the advantages and disadvantages of test technologies. The author investigates the effectiveness of one-time and step-by-step testing and studies the role of testing at different stages of the educational process. In the course of the study, the author used written and computer forms of testing. The paper shows that step-by-step testing is more effective than one-time testing. The article identifies the expediency of testing that precedes the implementation of practical work. The results of the study allow us to develop an optimal schedule for conducting tests, which contributes to improving the quality of learning material and increasing students’ motivation.

The study substantiates the urgent need to train qualified specialists capable of responding to cyber incidents and countering cyber threats in a short time, conducting state audits and creating effective management systems for information security and cybersecurity. The aim of the work is to reveal the ways and features of the organization of the study of mathematical disciplines in order to effectively train higher education students majoring in 125 «Cybersecurity». The role of the mathematical component of cybersecurity and the organization of the educational process of mathematical disciplines for the purpose of effective professional training of future cybersecurity specialists is considered. It is concluded that most professionally-oriented disciplines that provide basic knowledge in all aspects of information security are based on fundamental mathematical training. The study argues that the applied problems solved by the students of the specialty 125 «Cybersecurity» must meet the methodological requirements for real practical content, which provides an illustration of the practical value and significance of the acquired mathematical knowledge in the cyber- and/or information security field. The solution to the problem of improving the quality of mathematical training of the students is considered through the use of intra-subject and interdisciplinary links, the introduction of applied orientation of mathematical disciplines and the principle of continuity. The paper presents examples of professionally oriented tasks that are offered to higher education students majoring in 125 «Cybersecurity» studying mathematical disciplines. It is proved that the introduction of applied orientation of mathematical disciplines creates the necessary conditions and attracts students to the professional sphere, which is an important step towards improving the quality of training of cybersecurity professionals.

Abstract: The role of lecturers in higher education is one of the most influential parts of the quality of students produced. Lecturer educational qualifications are also an important aspect of improving academic and institutional quality. Selection of foundation scholarships in the form of doctoral education currently has problems in choosing prospective lecturers. In the selection of doctoral scholarships for potential lecturers, there is still subjectivity in their selection manually. As a supporting medium in determining the selection of potential lecturers to obtain doctoral education foundation scholarships and testing the SMART (Simple Multi Attribute Rating Technique) method to provide scholarship recommendations for prospective lecturers. The selection process uses the SMART method because this method is able to solve multi-criteria problems from the foundation, in this case the Chancellor of the Indonesian Community Development University. Furthermore, the criteria are processed using an application built using the PHP and MySQL programming languages to test these criteria. From the application built, it can be concluded that Yuanita, M.Si with a score of 0.7342 and Khairuddin Tampubolon, M.Si with a score of 0.6311 are entitled to get a doctoral education scholarship from the foundation. Then subjective and computerized decisions can be obtained in this study..            Keywords: Decision Support Systems; Mysql; PHP ; Potential Lecturer Scholarships, Simple Multi Attribute Rating Technique.  Abstrak: Peran dosen di perguruan tinggi adalah salah satu bagian paling berpengaruh dari kualitas mahasiswa yang dihasilkan. Kualifikasi pendidikan dosen juga merupakan aspek penting untuk meningkatkan kualitas akademik dan kelembagaan. Pemilihan beasiswa yayasan dalam bentuk pendidikan doktor saat ini memiliki masalah dalam memilih calon dosen. Dalam pemilihan beasiswa pendidikan doktoral untuk dosen potensial masih ada subjektivitas serta dalam seleksi mereka secara manual. Sebagai media pendukung dalam menentukan seleksi dosen potensial untuk memperoleh beasiswa yayasan pendidikan doktoral dan menguji metode SMART (Simple Multi Attribute Rating Technique) untuk memberikan rekomendasi beasiswa bagi calon dosen. Untuk proses seleksi menggunakan metode SMART karena metode ini mampu menyelesaikan masalah multi-kriteria dari yayasan dalam hal ini Rektor Universitas Pembinaan Masyarakat Indonesia. Selanjutnya, kriteria diproses menggunakan aplikasi yang dibangun menggunakan bahasa pemrograman php dan mysql untuk menguji kriteria ini. Dari aplikasi yang dibangun dapat ditarik kesimpulan bahwa Yuanita, M.Si dengan nilai 0,7342 dan Khairuddin Tampubolon, M.Si  dengan nilai 0,6311 berhak mendapatkan beasiswa pendidikan doctoral dari yayasan. Kemudian keputusan subyektif dan terkomputerisasi dapat diperoleh dalam penelitian ini. Kata kunci: Beasiswa Dosen Potensial; Mysql; PHP; Simple Multi Attribute Rating Technique; Sistem Pendukung Keputusan.

The article presents ideas fundamental for the educational community of the determining role of the quality of education on the quality of a modern person and his/her various aspects of life. The authors turn to the origins of the idea of improving the quality of life in philosophical discourse, show the role of education in transforming a student's potency into his real achievements. The article describes the noospheric and acmeological guidelines for improving the quality of a person and his/her life, considering the degree of the culture of life. Having summarized the philosophical, pedagogical, sociological, and economic research, the authors describe the factors that affect the quality of life of subjects of education, systematize various views on the problem of the quality of education in domestic pedagogy, describe innovations that improve the quality of the educational process, and argue the need for their introduction into the practice of higher education. As a proof of the importance of improving the quality of education and its impact on the younger generation, the article presents the results of a reflective analysis of students derived from essays, questionnaires, and interviews that rank and independently describe the criteria for improving the quality of a person and life in conditions of high-quality higher education.

The organization of the educational process in a higher educational institution must meet the world standards of higher education, provide active motivation for higher education’s applicants to obtain professional knowledge and guarantee quality education. The modern process of professional training in Ukraine is carried out under the influence of the requirements of the European educational space. Higher School of Pharmacy is dynamically developing and constantly changing, improving the quality of specialists with higher pharmaceutical education, which is provided by improving educational programs in each discipline and a new approach to their teaching. The article considers the role of situational tasks as an effective tool for monitoring the knowledge of higher education’s applicants. It is shown that the method of knowledge control using situational tasks encourages higher education’s applicants to study not only basic but also additional educational literature, to improve methods of self-control of knowledge and skills. Situational tasks are one of the means to achieve high efficiency of educational activities of higher education’s applicants in the development of certain competencies through various types of vocational education. They are especially important in distance education, as they provide a high level of independence and creativity in the cognitive activity of higher education.

The article considers the role of trust in the economy, the mechanisms of its accumulation and the possibility of using it as one of the growth factors in the future. The advantages and disadvantages of measuring the level of generalized trust using two alternative questions — about trusting people in general and trusting strangers — are analyzed. The results of the analysis of dynamics of the level of generalized trust among Russian youth, obtained within the study of the Institute for National Projects in 10 regions of Russia, are presented. It is shown that there are no significant changes in trust in people in general during the study at university. At the same time, the level of trust in strangers falls, which can negatively affect the level of trust in the country as a whole, and as a result have negative effects on the development of the economy in the future. Possible causes of the observed trends and the role of universities are discussed. Also the question about the connection between the level of education and generalized trust in countries with different quality of the institutional environment is raised.

The conceptual foundations and the essence of standards and recommendations on quality assurance in the European higher education area have been defined. The Ukrainian realities of the adaptation of higher education of Ukraine to the educational European standards of quality have been characterized.

Institutions of Higher Education (IHEs) have used restorative justice (RJ) to address sexual misconduct on college campuses under Title IX. In 2020, Title IX guidance was codified. The application of RJ under the new policy may create procedural and distributive justice issues. This article (1) defines the new policy; (2) explores suitability of RJ to sexual misconduct and specifically yellow zone behavior under the new policy; (3) discusses justice for the various stakeholders under the guise of advantages and disadvantages; and (4) makes recommendations to strengthen the choice of either implementing or not implementing restorative justice.

Both the authors’ previous experience and the devoted literature highlight the particular role of teacher-student communication for the quality of graduates’ professional development and education. The research presented herein is based on a sociological survey conducted in a large university from north-west Romania, on more than 600 Economics Master’s students.The chief goal of our research is to determine efficient ways to improve the student training provided by the master programmes in Economics, by means of a better stimulation on the part of the teachers, a more efficient teacher – student communication, a better quality of the teaching materials employed and a greater relevance of the educational content for the particular area of specialisation pursued.After an initial review of the material resulted from the sociological survey, we continued to analyse the results in relation to the tiers of the communication process, the role of groups in the learning process and of the education process in the development of emotional intelligence.Within the current phase of our study, the underlying hypotheses are:(1) The training of Economics and Business Administration students provides them with opportunities of professional specialisation, while developing skills and abilities useful in everyday life.(2) The students’ training in Economics also entails an implicit educational process, which supports the development of their emotional intelligence.(3) Multiculturalism bears manifold benefits, both in terms of specialist professional training and on graduates’ attitudes and behaviour in the social life.This study allowed us to validate the hypotheses and to draw some interesting conclusions for the education of students enrolled in the university surveyed.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.
