The article deals with the problems of financing the agro-industrial complex of the region. A critical assessment of the current model of state support for agricultural organisations is given. It was revealed that when deciding on the allocation of subsidies, the region is guided exclusively by production indicators and does not assess the impact of subsidies on the financial condition of agricultural producers in the future. It is proposed that the assessment of the effectiveness of the provision of subsidies be supplemented in regional state programs for the development of agriculture by comparing the volumes of loans issued and the added value created for a certain period. A universal model of financing the agro-industrial complex of the Russian region has been developed, which makes it possible to choose the most effective option for the distribution of budgetary financing of agricultural organizations in a particular region.

The purpose of this article is to investigate the current state and dynamics of technical, energy capacities, labor resources and wages in Ukrainian agricultural enterprises, the impact of these indicators on efficiency of agricultural production, indicators of development and competitiveness of products on the domestic and foreign markets. The moral and physical deterioration of the equipment available at the farms is determined, which does not contribute to the increase of labor productivity and to obtaining consistently high economic results. On the basis of the dynamics of the analyzed statistical data, the problem of providing agricultural producers with labor resources was confirmed against the background of deepening of depopulation processes in the countryside, which led to the deterioration of quantitative and qualitative characteristics of human resources. Indicators of development and production rates of the agro-industrial complex of Ukraine have been investigated, that showed a low level of innovation implementation. Mathematical formalization of the relationship between the dynamics of changes in the gross value added indicators and the volume of sales of agricultural products is carried out. Based on the analysis of innovative activity indicators in the agricultural sector of Ukraine and the consistent assessment of the adequacy of linear and nonlinear pair equations, the model specification is presented, which is presented in the form of linear pair regression, which confirms the existence of a direct link between changes in the volume of sales in the agrarian sector.

Maintaining the current model of building a business in the military-industrial complex (defense industry) does not allow concentrating the resources of enterprises producing final products on key competencies: R & D, assembly, sales and service, that is, at the main stages of the full life cycle of products that bring the most added value. On the other hand, the low load of auxiliary units of these enterprises, due to the mismatch of existing excessive production capacities with the volumes of the declining state defense order (SDO), makes the property and legal separation of such units relevant in order to optimize their economy. At the same time, the long-term orientation towards the main customer — the Ministry of Defense of Russia — as well as the peculiarities of economic legislation in the field of defense industry led to a shortage of market competencies among the personnel of defense enterprises and the inability to work in conditions of competition in the civilian product market. These circumstances limit the competitiveness of products, not only civilian, but also military. As a result, there is a contradiction between the objective need to mobilize resources to maintain the potential of the defense industry by diversifying its enterprises, increasing the competitiveness of products and the state of their production subsystems, which hinders the solution of these tasks. The article considers the main provisions of the author’s concept of reforming the production subsystems of defense enterprises based on the wide use of the principles of industrial engineering with an emphasis on the content of the procedure for their transformations, carried out using one of the modern methods for finding optimal solutions embedded in the theory of constraints(TOC).

The aim of the study is to determine the impact of foreign economic security of agricultural producers on the integration and stability of the EAEU. The positive and negative impact of exports and imports on economic growth in the industry and economy, which can pose threats to foreign economic security, is highlighted. Indices of gross added value of agricultural goods, structure of export and import of goods by purpose in dynamics for 2015-2019, changes of share of export and import of agricultural raw materials and food products were analyzed. A conclusion was made about similar trends in the EAEU member states in the dynamics of agricultural production, the growth of food exports, a decrease in imports, the impact of the export and import of agricultural raw materials and food products of the EAEU member states on the economic growth of the agricultural industry.

Annotation. Introduction. The article examines the impact of arrears on the tax credit declared in the tax reporting and undeclared for reimbursement on the financial position of large agricultural producers and farms using correlation analysis. 10 large agricultural enterprises of Khmelnytskyi region, which had the largest amount of arrears of unrecovered tax credit in declarations in 2018 and 10 farms according to the largest indicator of negative value of VAT (line 21 of the declaration for December) were selected. The influence of tax factors (unrecovered VAT, export supplies at a tax rate of 0%) on the financial condition of agricultural producers was investigated using econometric calculations (correlation analysis). It has been established that export operations are the main indicator that allows large agricultural producers-exporters to form the unrecovered VAT. This conclusion has been substantiated by the fact that the negative value of the unrecovered tax credit by 77.3% according to the determination coefficient (Ky х100) depends on the supply of agricultural products outside Ukraine at a zero VAT rate. The share of the influence of all other factors on the unrecovered VAT accounts for 22.7%. The opposite situation in terms of the dependence of the results of activities on the declared and unrecovered VAT has been observed in the farms of the region. According to the calculations and the data of the multiple regression coefficient, an average correlation (Ryx = 0,594) was found between the availability of farmland and the financial position of farming enterprises. Thus, the indicator of the availability of land (arable land) in use influenced the financial results of the work of 10 selected farming enterprises in the region only by 35.3%. It has been substantiated that for the purpose of a more reliable analysis of the performance of farming enterprises (the share of the influence of other factors is 65%), it is necessary to use the performance indicators of the latter according not to the data of the VAT reporting, but according to statistical reporting, in particular forms. Most of the available papers on the logistics sector identify the type of the business model with the type of logistics service providers, distinguishing between three to five business models. These models most often focus, almost exclusively on the complexity of the logistical services and their scope. The more complex a logistic service is, the more benefits it brings to the company. This is a result of the increase in added value and key competences, and a decrease in the intensity of resources usage. Expanding logistics services to include e-services significantly improves the position of a company in the so-called pyramid of logistics services. The purpose of this article is to identify the use of e-services among the enterprises of the logistics sector and to examine the impact of the use of e-services on the quality of the business model. The realization of the objective was possible thanks to a study carried out among the logistics sector companies that participated in the twentieth edition of the Polish ranking of enterprises in the logistics sector. The analysis of the data from the concluded study was conducted with the use of the methods of multivariate statistical analysis: cluster analysis and correspondence analysis. The carried out study of selected companies of the logistics sector leads to the conclusion that the use of e-services in their offer has a positive effect on the quality of the business model. Offering e-services adds value for the customer, as well as the value for the company, as evidenced by the improved financial condition of enterprises that use e-logistics.

The article considers the problems of the agricultural sector in 2020-2021 and the main reasons for their occurrence. The strategic nature of the agricultural sector as a whole for the economy of Ukraine has been established. The article highlighted the main problems faced by farmers during the pandemic. The main negative consequences for the economy of Ukraine are revealed. Naturally, the impact of the global pandemic affects agricultural producers in different ways. First of all, it depends on the size of the enterprise, the volume of production, the territorial location of the enterprise, the levels of distribution of products, as well as the level of support from the state. According to statistics, it is investigated that the total amount of investment decreased by almost three times. In the agricultural sector, this figure has decreased by almost 2 times. It is investigated that the production of durable goods fell. In addition, the demand for food products as basic necessities is relatively constant, so even changes in income or trade restrictions do not drastically affect sales. The necessity of state support in the agricultural sector is substantiated. For stable and dynamic development of the agro-industrial complex of Ukraine it is necessary to support active cooperation between the state and business, which will help to more actively attract foreign investment. The article notes that the pandemic has increased the demand for local producers and farmers' products purchased from them via Internet platforms. The purchase of domestic goods in general leads to the preservation and creation of new jobs, increased tax revenues to the state budget and local budgets, attracting funds for investment, as well as the development of domestic enterprises and farms.

The state of livestock production industry in Kazakhstan is considered, the problems of its development are outlined. The importance of livestock production for ensuring the country's food security in the context of the decrease in business activity due to quarantine restrictions has been updated. The role of investment in the growth of economic indicators based on implementation of the State program "Information support of agro-industrial complex entities on gratuitous basis" is analyzed. The activities aimed at its implementation in 2020 are shown. The authors emphasize the need to provide innovative technologies and results of modern scientific research on livestock production for agricultural producers on national scale. Forecast calculations of the expected increase in the value of commercial products of livestock production sector when using innovations in feeding, improving herd structure, breeding, care and veterinary services are presented. Based on the analysis of deviations of the actual animal productivity from their standard breed indicators, the volume of shortage of marketable products was determined, first of all, which are associated with low level of organization of animal keeping, namely: diet, fertilization, prevention of morbidity, treatment, lack of modern methods of forming of livestock structure, breeding work. The authors point to one of the reasons for the imperfect management system in livestock production - lack of awareness of farmers about new technologies and approaches to solving livestock and veterinary problems. It is concluded that effective support of scientists and specialists with information on advanced production experience is the basis for making informed decisions on technological modernization of agricultural production based on the latest domestic and foreign progressive methods.

The article discusses the impact of the growing urbanized world on the agro-industrial complex and agriculture, as well as a decrease in the attitude of agricultural producers to consumers. On a global scale, agriculture meets the needs of a rapidly growing urban population, including products that are becoming more energy-intensive, resource-intensive. Thus, the key questions regarding agriculture and urbanization are whether it is possible to meet the growing and changing demand for agricultural products from the growing urban population, while supporting the prosperity of agriculture and modernizing the principles of urban development. The article concludes that there are increasing trends in urbanization of rural regions in the conditions of new global economic realities, as well as the simultaneous process of deurbanization of countries with low economic potential.

An efficient development of the agricultural sector of the economy of Ukraine is possible only under the condition of stability and optimality of tax legislation, while its constant changes adversely affect the activities of agricultural enterprises. Therefore, the State support and the creation of favorable conditions for development will allow the agro-industrial complex to become a highly efficient and competitive sector of the economy. The article is concerned with studying and analyzing the transformational changes in taxation of agricultural producers in Ukraine. Both the positive and the negative consequences of tax reforms implementation are examined, in particular, the results of the introduction of a single tax for the taxation of agricultural enterprises are considered and the dynamics of volumes of its revenues to local budgets is analyzed; the main problems that arose in the agricultural sector as a result of the reform carried out by the State on receiving the value added tax (VAT) from agricultural enterprises are distinguished and the impact of this reform on the profitability of these enterprises is disclosed. Efficiency of the introduction of the system of budget subsidies for agricultural producers, which were provided to them in connection with the abolition of a special VAT tax regime, is analyzed. Since support for the agricultural sector is one of the strategic priorities for the development of the national economy, the main aspects of the processes of further reform of the taxation system of agricultural enterprises are distinguished. This will increase the efficiency of their activities, improve the financial condition and develop agricultural production in Ukraine. As a result, this will have a positive impact on the increase in tax revenues to budgets of all levels and reduce attempts to evade taxation.

The article analyzes the causal relationships of the dynamics of inflation processes in Ukraine using the tools of anti-inflationary policy. The main causes of inflationary processes in Ukraine are determined. The main directions for the improvement of anti-inflationary policy in Ukraine are proposed, the main ones being: the development of comprehensive state programs for the development of economic sectors that contribute to the creation of competitive, high-tech and high-tech production, especially in the agro-industrial complex and IT industry; improvement of the monetary policy of the National Bank of Ukraine, which should consist of crediting efficient production in priority sectors of the economy, using a productive issue tool that through a credit channel facilitates the growth of production, import substitution, the saturation of domestic markets with domestic goods, growth of employment and wages; stabilization of the foreign exchange market through currency, banking, and monetary regulation reforms, which are aimed at balancing the development of the foreign exchange market, supporting the development of export-oriented industries with high added value, and creating positive incentives for bringing exporters to the country.
