The article highlights the issues related to the analysis of the activities of small business confectionery companies and the justification of the need to adjust the implemented development strategy in modern economic conditions. The analysis of the activities of three small businesses in the confectionery industry is carried out. The directions of strategies for the development of small business enterprises in the confectionery industry have been determined, a systematic approach to assessing strategic development has been formed and tested on the example of one of the enterprises in terms of com modity turnover and commercial transaction and cost intensity and profitability. T he conclusion is made about t he possibility of the system of indicators of t he effective ness of the strategy to correctly assess t he state, measure its quality level, identify significant shortcomings in the organization of management and used reserves and out line ways of improvement.

In modern economic conditions, the topic of the article is relevant, since great importance is attached to the development of small business throughout the world. This is due to the fact that one of the main criteria for an efficient economy is a high proportion of small businesses. The article sets the goal, which was to identify and analyze the main problems of small business development in the context of a pandemic and crisis, as well as to find ways to solve them. The subject of the research is the activities of small businesses in the context of a pandemic and economic crisis. The work reveals the main features and characteristics of small business, reflects force majeure circumstances associated with the pandemic, which entailed a crisis in the world economy. In the course of the study, it was revealed that the activities of small businesses are a priority in the context of a pandemic and crisis; the main factors influencing the low efficiency of state support for small businesses are identified. The main research methods are comparative, systemic, statistical analyzes. The author pays special attention to the search and selection of new mechanisms and methods for the development of small business in the context of a pandemic and after its completion.

Проведён анализ проблем, даны авторские рекомендации по формированию комплексной системы кадрового планирования на предприятиях и организациях малого бизнеса. Они связаны с решением проблем, возникающих в процессе стратегического, оперативного планирования управления персоналом; отсутствием системного подхода к управлению процессами в организации и чёткой взаимосвязи между планированием и получаемыми результатами; отсутствием или минимальным применением инструментария бюджетирования и контроллинга; специфическим отношением к консультированию, привлечению специалистов извне; некорректным применением сбалансированной системы показателей деятельности предприятии и ключевых показателей эффективности персонала (BSC и KPI); планированием потребности в персонале; сложностями с набором и подбором персонала. Статья носит практикоориентированный характер. In this paper the author analyses the current problems of personnel planning in small businesses and makes recommendations on the formation of a comprehensive system of personnel planning at enterprises and small business organizations. They are associated with the solution of problems that arise in the process of strategic, operational planning of personnel management; the lack of a systematic approach to managing processes in the organization and a clear relationship between planning and the results obtained; with the lack or minimal use of budgeting and controlling tools; specific attitude to consulting, attracting specialists from outside; incorrect application of a balanced system of company performance indicators and key personnel performance indicators (BSC and KPI); planning of personnel needs; difficulties with recruitment and selection of personnel. The article is practice-oriented in nature.

The purpose of the article is to reveal the directions of regional strategic development methodical bases’ formation on the basis of benchmarking.The article reveals the peculiarities of benchmarking methodology application in modern regional strategy. The study of regional development was conducted on the basis of a systematic approach and using situational analysis. The application of a systematic approach allows us to consider the region as a system with established goals and organized as a whole set of interacting elements. The situational approach most fully reflects the problems that arise in management activities and allows you to identify situational factors that affect the development of regions. It is proven that it is expedient to use the method of spatial benchmarking as a tool of situational analysis. The study of the methodological principles of benchmarking made it possible to formalize the stages of the benchmarking study of regional development.Studies of the strategies of different regions of Ukraine revealed the need and importance of applying a situational approach to management. This made it possible to formulate criteria for selecting a standardregion and to identify three groups of indicators of the study of specific regions, which allowed to form possible clusters using the method of hierarchical cluster analysis.As a result of research there are carried out calculations of the competitive analysis of regions of Ukraine and revealed strategic prospects concerning development of certain regions.According to the results of the study, it is concluded that the formation of regional development strategy requires detailed research, which is methodologically based on the principles of benchmarking analysis, there are opportunities to vary the list of indicators and criteria that determine the standard-region. The application of benchmarking in the management system allows you to systematically find and evaluate all the benefits of the best experience of the standard-region and create opportunities for their use in your own region. The article considers the conceptual foundations and models of entrepreneurship development. The fundamental views of economic scientists on the essence of concepts and models of business development, taking into account institutional changes in the economy, are touched upon. The article presents a systematization of the views of both the classics of economic theory and representatives of the modern economic school. The research uses such methods as comparison, analogy, analysis and synthesis, and a systematic approach. The author examines small business from two positions: microeconomic and macroeconomic. The first concerns the internal environment of entrepreneurship itself, and in the second case we are talking about the external environment of entrepreneurship, which has a huge impact both on the state and development of small business as a whole and an individual enterprise, and on the behavior of economic agents.

Introduction. The globalization of the economy and the introduction of the concept of sustainable development largely determine the development strategy of both large and small businesses. Adherence to the principles of sustainable development is becoming a prerequisite for organizations to develop, increase competitiveness and attractiveness for stakeholders. The purpose of the study is to elaborate the stages of formation of strategic management of sustainable development of small business enterprises. Materials and Methods. An analysis of the financial, economic, environmental and social components of sustainability of JSC Leader-Compound was performed as a case study. The company's financial statements for 2012–2019 as well as the results of the survey conducted among the management staff were used as the materials for the study. The expert method was employed to determine the final assessment of compliance of JSC Leader-Compound with the features of strategic management of sustainable development of small and medium-sized enterprises. The employed method of strategic analysis (SWOT analysis) made it possible to identify the strengths and weaknesses of the company, as well as threats and opportunities. Results. The results of a comprehensive analysis of the components of sustainable development of JSC Leader-Compound made it possible to conduct a final assessment of the compliance of this enterprise with the features of strategic management of small and medium-sized businesses. A sufficiently high level of development of the strategic management of JSC Leader-Compound has been noted, and reserves for its improvement have been determined. An algorithm for the process of development and implementation of a strategy for sustainable development of the company has been proposed. Methodological recommendations have been substantiated for each stage of the process. To calculate the generalized integral indicator of the level of sustainable development, a mathematical model has been proposed that takes into account the components of sustainable development of the company. Discussion and Conclusion. The proposed process of development and implementation of a strategy for sustainable development of a small business will make it possible not only to form a strategy based on the components of sustainable development, but also to ensure the possibility of its successful implementation. The research results may contribute to both practical activities of other small businesses, and further scientific research of the features of managing the sustainable development of small enterprises in other lines of business.

The purpose of the study is to analyze the current state of activity of small businesses based on the study of their dynamics of development and functioning. Research results. Summarizing the research findings, it can be stated that in the Small Business, as an institutional sector of the economy, has long been dominant in the number and volume of production in the leading countries of the world. Formation of small business in Ukraine occurred under difficult economic conditions, which was caused by the fall in production, intense inflationary processes, and the destruction of the national economic complex and the deterioration of the material position of the majority of the population. Today, the dynamic development of small business is an important way of mobilizing the endogenous potential of the regions, as a means of solving many social problems. Given the socio-economic conditions of the domestic economy, it is appropriate to emphasize that the creation of favorable conditions for the development of small business in the regions depends to a large extent on the complex of relevant actions and activities of local executive authorities and local self-government bodies, which, in turn, should be implemented in regional policy. Today, there is a need for full-scale state support for small businesses: open access to information, free consultations, assistance with paperwork, and more. It is necessary to implement a policy that will activate entrepreneurship, will provide every beginning entrepreneur with the opportunity to contact a specialized information or consulting center to find out all the issues. Therefore, by analyzing the main trends of small business development, we can identify the most priority areas for stimulating and activating entrepreneurial potential in Ukraine, such as: ensuring a stable tax system; stimulating investment and innovation in the economic sector; reduction of excessive fines and sanctions; export promotion; expanding opportunities for duty-free supplies of domestic goods abroad, including to the EU; development of state support for entrepreneurship, creation of a strong legislative base; increase of social protection of business; introduction of new opportunities for small business lending and financing, etc. Conclusions. Therefore, the socio-economic development of Ukraine depends on the effective functioning of small business and creation of optimal conditions for its development, and therefore sufficient support for this particular sector of the national economy should become a priority of the public sector, which will ensure the transition of the economy to a qualitatively new level.

The Federal Reserve conducts stress tests of the largest bank holding companies to ensure that the banking system has sufficient capital to stay financially sound in the event of worsening economic conditions. Some groups have raised concerns that the stress tests will reduce lending to small businesses. This article describes recent research investigating the impact of the stress tests on small-business lending. It finds that the banks that are most affected by stress tests have reduced their small-business credit, but aggregate credit to small businesses has not fallen.

Taxation of small businesses is one of the key areas in the tax policy of the Russian Federation. To create favorable economic conditions for the functioning of small business entities, special tax regimes have been created to simplify their accounting and reporting system. The article deals with the practice of applying special tax regimes in the Republic of Tatarstan. It is revealed that the most popular regimes for small business entities in the republic are the simplified and patent taxation systems. The advantages and disadvantages of the special tax regimes applied are noted.
