Целью представленных исследований является геополитэкономический анализ вероятных изменений по мере продвижения к новому качеству технологий, экономики и общества. Показано, как закономерная смена технологических укладов в обществе, сопровождающаяся появлением качественно новых технологий, существенными изменениями в экономике и социальной сфере, сопряжена с геополитическими и социально-экономическими изменениями в развитии общества. С помощью метода сценарного анализа определены вероятные тенденции геополитических и социально-экономических процессов развития общества в период шестого технологического уклада экономики. Научная новизна исследования продвижения к новому качеству технологий, экономики и общества заключается в том, что использование метода TESP-анализа позволило установить, что наиболее вероятным геополитэкономическим сценарием следует считать сочетание аспектов: в производственно-технологической сфере - закономерный переход от производственных технологий пятого технологического уклада к технологиям шестого технологического уклада; в экономике - «цифровое обнуление»; в социальной сфере - реализация радикальных реформ; в политике - продолжение и наращивание масштабов гибридных войн. The aim of the research is to analyze the likely geopolitical changes as we’re moving towards a new quality of technology, economy and society. It is shown how a natural change of technological structures in society, accompanied by the emergence of qualitatively new technologies, significant changes in the economy and social sphere, is associated with geopolitical and political economic aspects of the development of society. With the help of the scenario analysis method, the probable tendencies of geopolitical and political economic processes of society development in the period of the sixth technological structure of the economy are determined. The scientific novelty of the research lies in the fact that, based on the TESP-analysis method, studies of the prospects for the development of world civilization made it possible to establish that the most probable geopolitheconomic scenario should be considered a combination of aspects: in the production and technological sphere - a natural transition from production technologies of the fifth technological order to technologies of the sixth technological order. way of life; in economics - «digital zeroing»; in the social sphere - the implementation of radical reforms; in politics - the continuation and escalation of the scale of hybrid wars.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

New technologies have demonstrated a great potential to improve the social, labour, and educational integration of people with special needs. That is why there is a special interest of academia and industry to develop tools to assist this people, improving their autonomy and quality of life. Usually, intellectual disabilities are linked with speech and language disorders. In this chapter, the authors present a review on the efforts directed towards designing and developing speech technologies adapted to people with intellectual disabilities. Also, they describe the work they have conducted to study how to gather speech resources, which can be used to build speech-based systems that help them to communicate more effectively.

Older people living in residential aged care facilities tend to be physically as well as socially inactive, which leads to poorer health and reduced wellbeing. A lack of recognition of the importance of social support, limited resources, lack of training and task-oriented work routines leave little time for staff to meet the social needs of residents. Through qualitative ethnographic fieldwork, this study investigates the potential for new technologies to enhance quality of life and facilitate meaningful engagement in physical and social activities among culturally and linguistically diverse residents and staff in care facilities. A continuum from nonparticipation to full participation among residents was observed when Touch Screen Technology activities were implemented. Data indicate that resident’s engagement is impacted by five interdependent factors, including environmental, organisational, caregiver, patient, and management- &government-related. Findings show that new technologies can be used to increase meaningful physical and social engagement, including transcending language and cultural barriers. However, the successful application of new technologies to enhance quality of life is dependent on their integration into the daily routine and social relationships of staff and residents, with the full support of management. Guidelines governing the use of new technologies to support meaningful engagement of older people in residential care are lacking: this project highlights the importance of attention to the social relational dimensions of technology interventions to support best practice in their use.

The article presents the methodology of regulation of environmentally friendly land use. We found that the methodology for regulating environmentally friendly land use will include several levels: international legislation, state regulation, the level of integrated structures, agricultural enterprises. A number of tasks to be solved by the methodology of regulating ecologically safe land use have been identified. It is established that the methodology of agroeconomic research of regulation of ecologically safe land use will include: assessment of natural and ecological properties of land use, economic, technological and social components. In the current conditions of making, a profit is not the only and ultimate goal of the producer. Much more important today is the preservation of the natural environment and the development of the social sphere. In order to integrate into the trade space of the European Union, the manufacturer must think about the quality of manufactured products. It is under such conditions that the production of environmentally friendly products began. For effective business development in the field of this business, it is necessary to establish relations with local authorities and develop a regulatory framework that will contribute to the formation of effective sales channels and promotion of products among the population. A single-industry town, or monotown, is a socio-economic system that possesses specific goals and functions as vectors of its development. In this connection, relatively new social requirements appear along with the traditional evolutionary factors. These new requirements involve conditions for the formation of human capital assets, the level of sociocultural infrastructure, the quality of urban communities, and the degree of development of communications. Therefore, the list of strategic criteria for the development of single-industry towns should include indicators of the quality of the social sphere and the quality of life of the population. The research develops evaluation approaches based on identification of the concept and definition of the structural components of the urban social sphere. The paper proposes methods for forecasting the level of the social infrastructure of a single-industry city. The study features the case of Shakhty, a large mining community in the Rostov region. The research defines the necessity for monitoring the dynamics of the development of the social sphere in single-industry towns, formulates groups of criteria for effectiveness management, summarizes the principles of their scaling, and provides recommendations for evaluation of the socio-economic development level. An analysis of the dynamics of the social sphere development in a single-industry town should become an adequate non-ideological integral social and economic criterion for the effectiveness and efficiency of municipal management.

Russia today is a dynamically developing state that, despite external pressure, continues to strengthen its positions in the world arena, timely preventing external and internal threats to economic security. Social stability is a fundamental prerequisite for the dynamic development of the state. In this regard, the state's task is to prevent destructive processes in social and economic development, using a set of measures and management procedures. The state of the social sphere, trends and forecasts of its formation have always been in the focus of the interests of the leadership of our country, government organizations and the scientific community. This is because the social sphere is of primary importance for the development of society in particular and the state as a whole. In recent years, large-scale changes have begun to take place in the Russian Federation, including the development of new public legislation, the implementation of targeted projects, the formation of a new concept of public protection of the population, and many actions have been taken to provide a decent level of well-being and increase the quality of life of the Russian people. Despite the fact that the Russian government has made great efforts to reduce the scale of unemployment and poverty, improving the quality of life, the social problem remains quite acute. The main factor was the sudden change in the international situation in the last few years, the introduction of financial and restrictive sanctions, the implementation of hostile political activities by certain foreign states against Russia, and as a result, the complication of the social and financial situation within our state. However, successful social and financial development remains the highest value for the Russian state in the near future. The purpose of this activity is to identify the relevance and complexity of problems of economic security and assess indicators that determine threats to security in the public sphere. Observation and diagnosis of the degree of threats to the national interests of the state on the basis of indicators of socio-economic development indicators in the public domain is a priority task in the existing realities of our life. Modeling the threats to economic security, ie, obtaining specific values of economic security indicators depending on their belonging to a particular risk class (level), it is possible to develop an appropriate plan of measures to improve economic security in the social sphere on the basis of the proposed classification. Monitoring and diagnosing the level of threats to the national interests of the country on the basis of indicators of social and economic development in the social sphere is a paramount task in the existing realities of our life. At the same time, the results obtained serve as a good basis for developing development strategies for the future with the preservation of social stability. The aim of the study is to formulate methodological provisions for the development of the theory of economic security based on the definition of threats to the economic security of the social sphere, using the proposed model of the relationship between the key factors that affect the level of security in this area. The research uses a set of general scientific approaches (abstract-logical, deductive, complex and systemic). The realization of the research process was carried out with the help of the dialectical method of cognition, which predetermines the study of economic phenomena in their interconnection and development. To solve individual problems, economic-statistical methods, comparison methods, absolute, relative and average values, graphical and tabular data representation, correlation-regression analysis, Ward clustering were used.
