The innovative direction of the economic policy of the Rostov region determines the prospects for economic development of this region. In the formation of the innovative component of the Don region, the city of Rostov-on-Don occupies the main position on a number of key parameters for assessing innovation activity. This includes more than a third of innovative and active organizations of the region, which produce over forty percent of innovative good shipped organizations of the region in 2016. The article is devoted to the study of the dynamics of the main indicators of innovative development of the region.

Innovative development of the country is one of the important directions of Russian socio-economic policy. The institutions of economic development are the zones of entrepreneurial activity. The purpose of creating these zones is to attract investment to stimulate the socio-economic development of the country. Today, it is necessary to integrate the zones under consideration in order to introduce intellectual property products everywhere. This should help to increase investment attractiveness and innovation activity. The article may be useful in the educational process and further scientific developments.

Реализации задач, определенных Президентом РФ и направленных на обеспечение устойчивости экономического развития, преодоление технологического отставания и достижение мирового лидерства, обусловливает переход к иной, инновационной модели развития. В статье рассматриваются подходы к формированию такой модели на региональном уровне. Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

The purpose of the study is to evaluate innovation activity in the countries of the world. Based on the use of statistical, comparative, systemic and logical methods, an analysis of indicators of innovative activity was carried out, as a result of which it was concluded that Russia lags behind other countries in terms of innovative development. Using methods of economic and factor analysis, a factor model was formed in the work, which included groups of global, national, industry and corporate factors, the management of which will ensure a sustainable transition to innovative technologies of the national economy. In the ending of the study the main conclusions and results of the work are presented.

The article emphasizes that Ukrainian government must choose the way of widespread innovation and building a competitive state. Increasing the competitiveness of Ukraine is possible only providing the establishing of innovative development mechanisms and technological improvement of the national economy. The main obstacles of Ukraine's transition to an innovative model of development have been identified. Innovation processes in the economy have not gained significant scale, the number of enterprises implementing innovations is decreasing every year and today is 12-14 %, which is 3-4 times less than in innovative economies countries. It is concluded that the intensive development of innovation in modern conditions provides a basis for sustainable economic growth, which provides an opportunity to argue about the innovative type of economic development in contrast to the stagnant, evolutionary, extensive. The course for innovative development in Ukraine determines the transition of the economy to a new qualitative state. It is proved that in the current crisis situation in Ukraine, there is a problem to develop a model of sustainable economic growth, the solution of which will be the basis for a qualitatively new type of economic development. The qualitative characteristic of innovative economy and principles of its full-fledged effective functioning are resulted. The current system and level of financing of innovation activity in Ukraine, which requires both qualitative and quantitative changes, introduction of state and non-state financial methods aimed at intensification of innovation activity are analyzed. The necessity of transition to the innovative economy has been substantiated, which will give an opportunity not only to bring Ukraine's economy out of crisis, but also to accelerate economic growth, which will ensure further stable socio-economic development of society. A conceptual model of innovative economic development is proposed. The role of State innovation policy in Ukraine is defined, which would ensure the creation of socio-economic, organizational and legal conditions for the effective reproduction, development and use of the scientific and technical potential of the country.

The article seeks to develop a model for evaluating the innovative development of the national transport infrastructure in the context of globalization. In order to evaluate the innovative development of the transport infrastructure of Ukraine, the innovation activity of the transport sector of the economy is analyzed. It is argued that innovation activity is a quantitative and qualitative characteristic of innovation performance that refers to the degree of innovation capacity realization. To assess the level of innovative development of transport infrastructure, a three-component system has been suggested which includes the following groups of indicators: indicators of innovation activity, indicators of innovation capacity and innovation efficiency indicators. Innovation activity is proposed to be considered as a characteristic of the dynamism of innovative activity of transport infrastructure objects which is assessed by the speed and scale of generating innovations, their market promotion and implementation in the activities of transport enterprises. Innovation capacity is associated with the perspectivism of innovative activity of transport infrastructure objects and is evaluated by potential opportunities that shape the innovative development prospects and trends, as well as strategic guidelines for the transport companies. Innovative efficiency is an indicator of innovation feasibility with regard to the two-way effects of economic, social, environmental and information factors on the level of innovative development of transport infrastructure. The key advantage of the proposed model for assessing the level of innovative development of transport infrastructure is the ability to take into account the principles of dynamism, perspectivism and expediency which contributes to provide comprehensive evaluation of the basic processes of innovative development.

The article identifies the problems of state regulation of innovation in construction and substantiates the main directions of improving its efficiency. The Bloomberg Innovation Index was used to assess the general state of innovation in Ukraine. Dynamic analysis of Ukraine's position in the ranking of the Bloomberg Innovation Index as a whole and by individual sub-indices of 2018–2020 revealed such problems as the reduction of production of high-tech goods, labor productivity, intensity of research and development. The study of innovation management was performed using a situational approach. It is established that the state regulation of innovation is mainly based on the methods of indirect influence. It is emphasized that in the conditions of economic crisis it is expedient to prefer methods of direct state regulation. The analysis revealed a range of problems related to forecasting and programming of innovation development, organization and coordination of relevant bodies in the implementation of innovation policy, regulation, financial and investment support for innovation, insufficient stimulation of demand for innovative products, unsatisfactory state of protection of intellectual property rights. The problems of state management of innovation activity are specified. The imbalance of the branch, national and regional programs of innovative development coordinating was revealed. Problems and directions of development of infrastructure of innovative activity are defined. Perspective directions of technological renewal of construction are defined, in particular development of resource-saving, energy-efficient technologies, introduction of Building Information Modeling technologies. The organization of public and private mortgage funds is offered, which will allow to receive financial resources at a low interest rate. It is established that the underdevelopment of the financial market of Ukraine most slows down the solution of problems of financing innovative activities in construction through the attraction of credit, venture capital, state budget funds for innovative development of the construction sector.

The study of the situation not only in the global, but also in the national level suggests that there is no other way to implement sound and independent economic policy aimed to achieve balanced economic development based on innovation without assuring competition. In the present research is described only one side of competition – diversification of the economics in Eurasian economic union. Two questions are being discussed: 1) what will the diversification be like in the member states if the value added of sectors of economy is taken for a basis in a calculation of Ogive index, 2) what differences are available when these two (by employment and value added) ways of Ogive index calculations are compared. The results of the calculations for all member states of the union are provided some conclusions which are important not only in national, but also on the union level in the path of competitive and innovative development.
