The article seeks to develop a model for evaluating the innovative development of the national transport infrastructure in the context of globalization. In order to evaluate the innovative development of the transport infrastructure of Ukraine, the innovation activity of the transport sector of the economy is analyzed. It is argued that innovation activity is a quantitative and qualitative characteristic of innovation performance that refers to the degree of innovation capacity realization. To assess the level of innovative development of transport infrastructure, a three-component system has been suggested which includes the following groups of indicators: indicators of innovation activity, indicators of innovation capacity and innovation efficiency indicators. Innovation activity is proposed to be considered as a characteristic of the dynamism of innovative activity of transport infrastructure objects which is assessed by the speed and scale of generating innovations, their market promotion and implementation in the activities of transport enterprises. Innovation capacity is associated with the perspectivism of innovative activity of transport infrastructure objects and is evaluated by potential opportunities that shape the innovative development prospects and trends, as well as strategic guidelines for the transport companies. Innovative efficiency is an indicator of innovation feasibility with regard to the two-way effects of economic, social, environmental and information factors on the level of innovative development of transport infrastructure. The key advantage of the proposed model for assessing the level of innovative development of transport infrastructure is the ability to take into account the principles of dynamism, perspectivism and expediency which contributes to provide comprehensive evaluation of the basic processes of innovative development.

The role of innovation in the economy development is extremely significant. Within the framework of this work, the innovative activity of enterprises and its relation to corporate social responsibility (CSR) is of particular interest. This study is aimed at modeling the project management of corporate innovation activity on the basis of CSR. The results obtained by the author for the Russian economy suggest that there is a positive relationship between the level of innovative development and CSR, both in general and in terms of investments in the transformation of human capital. In this regard, the model of project management of corporate innovation activity based on CSR is proposed. Author suggests, that this model's implementation for companies is promising, since transition to such a model should be resulted in an increase in the innovation activity of companies, regions and the whole country, as well as an increase in the economic, social and organizational effectiveness of innovative activity.

The purpose of the study is to evaluate innovation activity in the countries of the world. Based on the use of statistical, comparative, systemic and logical methods, an analysis of indicators of innovative activity was carried out, as a result of which it was concluded that Russia lags behind other countries in terms of innovative development. Using methods of economic and factor analysis, a factor model was formed in the work, which included groups of global, national, industry and corporate factors, the management of which will ensure a sustainable transition to innovative technologies of the national economy. In the ending of the study the main conclusions and results of the work are presented.

The article identifies the problems of state regulation of innovation in construction and substantiates the main directions of improving its efficiency. The Bloomberg Innovation Index was used to assess the general state of innovation in Ukraine. Dynamic analysis of Ukraine's position in the ranking of the Bloomberg Innovation Index as a whole and by individual sub-indices of 2018–2020 revealed such problems as the reduction of production of high-tech goods, labor productivity, intensity of research and development. The study of innovation management was performed using a situational approach. It is established that the state regulation of innovation is mainly based on the methods of indirect influence. It is emphasized that in the conditions of economic crisis it is expedient to prefer methods of direct state regulation. The analysis revealed a range of problems related to forecasting and programming of innovation development, organization and coordination of relevant bodies in the implementation of innovation policy, regulation, financial and investment support for innovation, insufficient stimulation of demand for innovative products, unsatisfactory state of protection of intellectual property rights. The problems of state management of innovation activity are specified. The imbalance of the branch, national and regional programs of innovative development coordinating was revealed. Problems and directions of development of infrastructure of innovative activity are defined. Perspective directions of technological renewal of construction are defined, in particular development of resource-saving, energy-efficient technologies, introduction of Building Information Modeling technologies. The organization of public and private mortgage funds is offered, which will allow to receive financial resources at a low interest rate. It is established that the underdevelopment of the financial market of Ukraine most slows down the solution of problems of financing innovative activities in construction through the attraction of credit, venture capital, state budget funds for innovative development of the construction sector.

Subject. I consider parameters of the condition of higher education organizations that are formed under the influence of institutional impact of the State, in the aspect of giving the former the status of a driver of innovative development. Objectives. The aim of the study is to review the institutional framework for regulating the innovation activity of higher education organizations. Methods. The study employs the method of dialectical cognition, as well as historical, structural-functional, systems research methods. Results. The paper presents an overview of institutional framework for regulating the innovation activity of universities, resulting from the growing importance of higher education organizations in the development of innovative economic relations at the present stage. It analyzes government initiatives aimed at achieving the goals based on national interests. The paper provides a list of councils and funds supporting and stimulating the development of innovative activity of educational organizations in Russia. Conclusions. The innovative development of the national economy as an essential condition for its competitiveness, which is implemented against the background of the growing role of educational organizations in this process, determines the urgency of permanent improvement of the institutional framework for regulating the innovative activity of educational organizations.

Input Output model are of great interest in the transport sector, especially regarding freight transport demand. These models allow to analyze the cross effects of: political, macroeconomic and transport changes; industrial dynamics; exchange flows between different sites within a reference area, more or less divided into sub-areas. Although very interesting and desirable to be used and disseminated, their use is often hindered by the complexity of the modelling structures that need to describe the interactions with the transport systems and by the difficulty of finding complete and reliable data. In this context, this paper deals with a macro-level Input Output approach for freight demand analysis, which directly relates the quantities of goods transported along a multimodal corridor to the functioning of the economic system. The proposed model is structured on two levels: the first level allows the sectoral production forecasts of the entire economic system based on the exogenous final demand; the second allows the forecast of tons transported, annually and by sector, along the corridor based on the sectoral production estimated at the first level. The two modelling levels are applied to the analysis and forecast of freight traffic demand along the Italian-Austrian cross-border stretch of the Brenner corridor, a fundamental axis of the European transport infrastructure network. The model has been verified and validated on data covering 15 years between 2000 and 2014 using the reclassified time series of Input Output tables and the international trade data for Italy. The model has been used to produce medium-long term forecasts for different economic scenarios. The macro-level point of view and the application for the corridor provide a simple and directly applicable model compared to the complex articulations that characterize the Input Output applications to the transport systems, which can hinder their concrete use as decision support in the planning of transport infrastructures.

The strategic factor for economic growth of the Russian regions is the activation of innovative processes. The problem of increasing innovative activity has been particularly acute in recent years due to the unfolding crisis and extended restrictions on the budget expenditures. The goal of this article consists in the analysis of indicators of innovative activity, and assessment of the impact of budget investments in fixed capital upon the indicators of innovative process in the Central Black Earth Region. The analysis employs the available statistical data on financing of investment processes and results of innovative activity in the Russian Federation, Central Federal District, and Central Black Earth Region. The research relies on the system approach, economic-statistical, logical and expert methods of analysis. The conducted analysis reveals the insufficient level of innovative development in all six zones of the Central Black Earth Region. The innovative processes in the Central Black Earth Region are characterized by low output of innovative products and investment in research and development. The dynamics of innovative processes in the region is of differential nature. There are substantial interregional differences in the indicator values of the expenditures for research and development, and innovation activity, as well as the volatility of indicators of production of innovative goods and services. The clear outsider in the Central Black Earth Region in the Oryol Oblast. The author formulates recommendations that can be used by the authorities of the constituent entities of the Russian Federation in elaboration of state support measures for innovative activity in the Central Black Earth Region aimed at acceleration of their economic development.

Purpose. The aim of the article is generalization of theoretical and methodological approaches to determining the effectiveness of innovative activities of the enterprise, the study of requirements, criteria and evaluation indicators. Methodology of research. General scientific and special methods are used in the course of research, in particular: monographic, analysis and synthesis – at research of concept of efficiency of innovative activity and approaches to its estimation; system analysis – in determining the state of innovation in industrial enterprises; tabular – for visual presentation of the analysed statistical data; abstract and logical – in determining the possible areas of innovative activity of enterprises of different sizes. Findings. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. Practical value. The use of generalized systematized methodological approaches to determining the effectiveness of innovative development of enterprises will allow to assess the results of the enterprise in each area of innovation based on the implemented innovative solutions in the current period and in the medium and long term. In the research were considered the factors of innovative development of the enterprise and the assessment of their impact on innovation activity on the example of the enterprises in a port industry. The key problems of the crisis state of scientific and technical sphere in Ukraine are revealed, among which are the state of legal regulation of scientific-technological and innovative activity, reduction of state allocations for science and search for alternative sources of financing in this sphere, almost complete lack of demand for research results during the economic crisis, a sharp decline in investment activity in the country, the lack of state science and technology policy. Researched factors influencing the innovation activity at the enterprise level and the peculiarities of their formation for the enterprises of the port industry, including: the strategic importance of the port industry in the national economy; the presence of high capital intensity of innovation and significant risks associated with the long- term implementation process; the existence of a close relationship and the need to for harmonize the innovative activities of the port enterprises with the work of the shipping companies, shipyards, freight forwarding companies, design organizations of various forms of ownership. The main problems that limit the effective functioning of port enterprises and their innovative development in terms of economic, political, legal, organizational and social nature are described. It is proposed to consider the formation of the indicators of innovation activity of the port industry enterprises in the context of a systematic approach to the areas of analysis in terms of indicators of influencing factors with a division into general and individual. The use of the above areas of analysis and a system of the interrelated indicators allows for systematic analysis to achieve optimal efficiency of innovation products, is the basis for creating information and analytical support for forecasting and identifying patterns and trends.

The article is devoted to the study of the processes of formation and use of intellectual capital at Ukrainian enterprises and the analysis of the efficiency of innovative activity of domestic enterprises. The analysis conducted showed that domestic enterprises and organizations nowadays slow down the innovation activity and reduce the efficiency of the use of intellectual capital. Such tendencies are the consequence of the imperfection of the legislative framework for stimulating innovative activity of domestic enterprises; lack of incentive mechanism for developers and inventors, innovative enterprises and organizations. Problems of innovative development are inherent in both the state level of management and the management at the level of individual enterprises. It is necessary to form effective innovative state and regional development programs, to create modern innovative infrastructure, to develop at the legislative level the mechanism of preferential taxation and crediting of innovatively active enterprises, etc.

Formation of a competitive economy in the age of information technologies is based on the economy digitalization. Activation of Ukraine's European integration progress and the use of the world's leading technologies require economic development acceleration, which is based on the innovations application in all national economy sectors. The telecommunications industry has strategic importance for ensuring sustainable development, stable industrial and social spheres functioning in Ukraine. Progressive development of science, engineering and technologies, innovation and high knowledge intensity of modern production make special demands as for the ways of telecommunication enterprises development. With deepening of globalization and competition constant intensification, the foundation of telecommunication enterprises functioning are innovations which are enabling their innovative development. Formation of innovative development paradigm of telecommunication enterprises development involves: regulatory and legal support of innovative ideas; state support and stimulation of innovative activity (protection and support of domestic companies, financial support of industrial samples patenting, utility models, inventions abroad); giving priority to innovative factors in order to increase competitiveness and to ensure positive financial performance of enterprises; information interaction and coherence of innovation activity; creativity of approaches to ensure the conditions of the enterprise's innovative activity.
