A comparative analysis of innovation activity in the Russian Federation and EU countries is carried out. The comparison revealed that modern innovation policy should be aimed not only at increasing labor productivity, but also at solving social problems related to ensuring food security, environmental protection and improving the quality of life of the population. Maintaining a balance between the demand for digital technology and the supply of high-tech products on the market is a basic element in the transition to a new stage of scientific and technological structure. Factors that negatively affect the development and implementation of technological, organizational and marketing innovations are identified. It is shown that the synchronization of the chain of implementation of all newly created or improved technologies ensuring the continuity of the innovation cycle requires the combined efforts of all subjects of innovation. The level of diffusion of innovative activity in federal districts of the Russian Federation is estimated. It is concluded that there is a significant differentiation of regional and sectoral intensity of innovative development. It is substantiated that in order to reduce regional differentiation when introducing advanced practices into the production process, one should take into account the type of innovative activity. According to the attractiveness for investment, digital economy instruments are divided into three categories that characterize one or another stage of their life cycle: maturity, sustainable growth, and a breakthrough trend. It was revealed that the further massive penetration of technological innovations into all links of the production chain should clearly follow the global trends of production digitalization, where the key factor for the success of innovation-oriented companies is the search for the most promising investment projects at the stage of filing a patent application. Based on the analysis, recommendations were developed to stimulate innovative susceptibility in the regions of Russia.

The features of state regulation of innovation in Ukraine at the present stage are investigated. The directions of innovation policy in Ukraine are analyzed, the features of investment and innovation in the Kharkov region are highlighted. The role of entrepreneurship in introducing innovations is clarified. The state of innovation in Ukraine is analyzed by international indices: Global Innovation Index, Bloomberg Innovation Index, Global Competitiveness Index. It is emphasized that in the current environment technological development should provide a set of measures, including targeted support for priority areas of innovation, creating a favorable economic climate, stimulating interest in the implementation of scientific and technological achievements, and the inflow of investment into fixed capital through a powerful legislative base. It is noted that in the modern economy, a noticeable and relatively quick success in the technological as well as socio-economic development of the regions can only be achieved by ensuring high market competitiveness of the manufacturing sector of the regional economy based on its innovative, structural and technological restructuring. Attention is focused on the fact that the process of innovative development in Ukraine is increasingly characterized by the increasing role of the regional component, and regional innovation policy is becoming an important factor in the economic and social development of the country. It is proved that the innovation activity carried out in any society and leading to the creation of an innovative product that represents the latest achievements in the field of technology, technology, organization and management cannot occur in the economy without attracting investments in the production potential of societies. Structural adjustment processes taking place in Ukraine should not bypass the scientific and industrial potential of the regions. That is why the strategy of innovative development of the national economy should include the development of each individual region. Each region should have its own priority development areas in accordance with its own scientific and industrial base, based on the potential of the region’s production capabilities, focusing on available resources and market needs.

Purpose. The aim of the article is generalization of theoretical and methodological approaches to determining the effectiveness of innovative activities of the enterprise, the study of requirements, criteria and evaluation indicators. Methodology of research. General scientific and special methods are used in the course of research, in particular: monographic, analysis and synthesis – at research of concept of efficiency of innovative activity and approaches to its estimation; system analysis – in determining the state of innovation in industrial enterprises; tabular – for visual presentation of the analysed statistical data; abstract and logical – in determining the possible areas of innovative activity of enterprises of different sizes. Findings. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

The development of any economic system involves the transformation of the basic characteristics of its participants. In this case, the development itself can be both traditional and innovative. Currently, it is important to consider the innovative type of development at the enterprise level, which means a purposeful process of finding ideas, preparing innovations and their implementation, to increase their efficiency, and for society - to increase needs, the state - to increase the competitiveness of national products in the international market. It is obvious that the development of innovative activity of the enterprise is one of the decisive factors of its successful development. The purpose of this study is a comprehensive study of the theoretical origins of management of innovative entrepreneurship, the formation of a systematic view of the features of innovation management of the enterprise in modern business conditions. A comprehensive study of the theoretical origins of management of innovative entrepreneurship development was carried out, in particular, the emergence of views on the essence of such concepts as “innovation”, “innovative enterprise”, “innovative entrepreneurship”, “development of innovative entrepreneurship” were analyzed in the article. The authors suggest their own interpretation of such categories taking into account the analysis of domestic and foreign approaches and theoretical provisions for this problems in the modern understanding. Also, a systematic presentation of the features of management of the innovative activity of an enterprise in modern economic conditions was formed. The authors believe that for successful management of innovative development of the enterprise there should be a "smart" management system of innovative development of the enterprise. The purpose of the IDE management is to increase the competitiveness of the enterprise - the stable market position for continuous development in a constantly changing external and internal environment. Features of managing the development of innovative entrepreneurship at the present stage are the following: the ability and readiness of the economic entity to positive change, progress; the sequence of management actions that realize the innovation potential; quantitative changes in the relevant "growth points"; qualitative changes based on cooperation and rivalry between market participants for better conditions of production, purchase and sale of goods. It should be noted that management of innovation entrepreneurship development should have the support of the state in the context of Ukraine's innovation policy.
