The public service system serves population spread over a geographical area from a given number of service centers. One of the possible approaches to the problem with two or more simultaneously applied contradicting objectives is determination of the so-called Pareto front, i.e. set of all the feasible non-dominated solutions. The Pareto front determination represents a crucial computational deal, when a large public service system is designed using an exact method. This process complexity evoked an idea to use an evolutionary metaheuristic, which can build up a set of non-dominated solution continuously in the form of an elite set. Nevertheless, the latter approach does not assure that the resulting set of solutions represents the true Pareto front of the multi-objective problem solutions. Within this paper, authors deal with both approaches to evaluate the difference between the exact and heuristic approaches.

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

ABSTRACT With the deepening of the national health program, the number of people participating in sports activities is increasing, and the problem of insufficient community sports resources is becoming more and more obvious. It is an effective way of solving the problem of injecting sports resources into the public service system of national fitness, but the process of integration of sports resources and public national fitness service is not smooth. Through expert consultation and a fuzzy comprehensive evaluation method, this study analyzed the current situation of university sports resources into the public service system of national fitness, and collected the evaluation of social fitness personnel on the opening of university resources by means of a questionnaire combined with experts' opinions, using a fuzzy comprehensive evaluation method to transform subjective and fuzzy evaluation into objective and specific evaluation points. The research shows that the current level of university sports resources into the public service system of national fitness is low, which shows that the sports resources sharing policy under the national fitness has not been well implemented. The study proposes that the level of sharing of sports resources can be strengthened by the awareness of sharing of sports resources by university leaders and improving the management system. This study is expected to represent a reference for the university sports resources into the public service system of national fitness in the new era.

The integration of Internet and education has changed students’ learning environment and affected their learning behavior, which poses a greater challenge to the traditional teaching mode. Through the SWOT analysis of the “student centered” multi-element blended teaching mode in the era of “Internet + education”, it is concluded that the adaptability of learners themselves and the mismatch between teachers’ educational ideas and this teaching model delay the development of education to a certain extent. Some suggestions are put forward, such as strengthening the supervision and guidance, implementing the teaching and learning model scientifically, improving teachers’ ideology and comprehensive quality, and making full use of the characteristics of Internet opening, sharing and collaboration to construct the public service system and platform of national educational resources.

Abstract The motivated employee represents the essential condition of any organization’s success. Public and private sector managers should constantly work toward coordinating and increasing employee motivation in order to ensure the timely and effective implementation of the plans set by the organization. Accordingly, proper assessment of processes and prompt determination of individuals’ driving motives are needed. Studies have shown that public service employees from all around the world face challenges, such as: incompatibility of knowledge, experience and position, as well as hard and lightweight work. Consequently, public managers should be aware of modern human resource management methods that can be used in effective and efficient ways to increase employee work quality. The main purpose of the paper is to determine the current situation of the public sector in Georgia. In addition, the research seeks to identify and examine the factors that influence employee demotivation and to determine under what conditions motivation can be a worthwhile investment in a public organizations. Methodologically, the work is based on analysis of the available literature and the results of the research statistically processed based on the survey example of 449 respondents from different Georgian ministries selected by a random simple.

This study aims to determine how the application of the New Public Service concept to the WADUL-E Service (Aspiration and Electronic Complaints Forum) in Pacitan Regency. This study used a qualitative approach and the determination of informants using the purposive sampling technique. The results showed that the concept of the New Public Service was not fully applicable to the Pacitan WADUL-E Service, because the researchers did not find data related to the 6th indicator, which is serving not directing which contains the position of the leader here, not as the owner but as a public servant or public servant. However, the rest of the concept of the new public service is in accordance with the real situation in the Pacitan Wadule Service. Hence, it is necessary to have in-depth research to find out the leadership side in the service. Based this research, it can be conculed that it is one of the public innovation efforts created by the Pacitan Regency Government is to provide Complaint Services in the form of WADUL-E Services of Pacitan Regency which was formed and inaugurated on March 14, 2018. By utilizing this service, it is hoped that the aspirations and complaints of the Pacitan citizens are connected to regional government. Keywords: E-Service, New Public Service, WADUL-E Pacitan

During the War of American Independence, the Treasury Board contracted for a wide range of army supplies. Opposition, both in parliament and the press, persistendy criticized the methods employed in the allocation of contracts. It was widely believed that contracts were awarded in the interests of ministerial influence, not public economy; contractors were the friends of government and enjoyed excessive profits. The most frequendy proposed alternative was to contract through public advertisement and accept the lowest tender received. This method was normally referred to as open contracting. Isaac Barre was the main opposition spokesman on matters relating to army supplies and it was his view, expressed in the House during April 1778, that ‘contracts ought to be open, and offered to the lowest bidder'. Government spokesmen and contractors sitting in the House regularly countered this argument with the assertion that open contracts’ would be prejudicial to the public service. Men inadequate to the accomplishment of the contracts, would at all times bid lower than men of ability and reputation, and they would do much more injury by serving the public badly, than the difference of expense. 'Although neither Lord North nor John Robinson, the Treasury Secretary mainly responsible for contract business, were fully satisfied with existing contract methods, they sought economies within those methods and even the Shelburne ministry, when it radically altered the contracting system for supplying the army in America in 1782, decided against the open contracts championed by friends of Shelburne when in opposition.
