Abstract The motivated employee represents the essential condition of any organization’s success. Public and private sector managers should constantly work toward coordinating and increasing employee motivation in order to ensure the timely and effective implementation of the plans set by the organization. Accordingly, proper assessment of processes and prompt determination of individuals’ driving motives are needed. Studies have shown that public service employees from all around the world face challenges, such as: incompatibility of knowledge, experience and position, as well as hard and lightweight work. Consequently, public managers should be aware of modern human resource management methods that can be used in effective and efficient ways to increase employee work quality. The main purpose of the paper is to determine the current situation of the public sector in Georgia. In addition, the research seeks to identify and examine the factors that influence employee demotivation and to determine under what conditions motivation can be a worthwhile investment in a public organizations. Methodologically, the work is based on analysis of the available literature and the results of the research statistically processed based on the survey example of 449 respondents from different Georgian ministries selected by a random simple.

This study aims to determine how the application of the New Public Service concept to the WADUL-E Service (Aspiration and Electronic Complaints Forum) in Pacitan Regency. This study used a qualitative approach and the determination of informants using the purposive sampling technique. The results showed that the concept of the New Public Service was not fully applicable to the Pacitan WADUL-E Service, because the researchers did not find data related to the 6th indicator, which is serving not directing which contains the position of the leader here, not as the owner but as a public servant or public servant. However, the rest of the concept of the new public service is in accordance with the real situation in the Pacitan Wadule Service. Hence, it is necessary to have in-depth research to find out the leadership side in the service. Based this research, it can be conculed that it is one of the public innovation efforts created by the Pacitan Regency Government is to provide Complaint Services in the form of WADUL-E Services of Pacitan Regency which was formed and inaugurated on March 14, 2018. By utilizing this service, it is hoped that the aspirations and complaints of the Pacitan citizens are connected to regional government. Keywords: E-Service, New Public Service, WADUL-E Pacitan

The study examines maternity leave regulations in a situation where both parents or legal guardians of a child are officers of the Polish Prison Service, or one of them is a PS officer, and the other is an employee or insured on the basis other than the employment relationship, e.g. a contract of mandate. The latest amendment of 24 July 2015 amending the Labour Code Act and certain other laws has extended the range of cases where it is possible for other eligible persons to use part of maternity leave. The new solution enable not only the parents of the child but also other immediate family members to use part of maternity leave. The complexity of the provisions related to parental rights makes interpretation difficult. Moreover, neither the Prison Service Act nor the provision of Article 29 para. 5 of the Act on cash benefits from social insurance, referred to by the Labour Code, specifies which specific persons can be regarded as the closest family. Proper determination of entitled persons is crucial, as it entails the payment of benefits financed by the State, and also, on the basis of the Act on Prison Service, the legislator guarantees protection of the public service relationship by virtue of Article 108 to officers (regardless of the eligible person’s gender and the degree of relationship) taking maternity leave or holiday leave on the terms of maternity leave.

Public service is the implementation of government tasks directly to meet the needs and interests of the community. But what is happening today is the emergence of the phenomenon of government in carrying out public service activities that are often interpreted in different connotations by the public. Therefore, it is considered necessary to improve the quality of public services in accordance needs of the community. This is certainly strongly influenced by good leadership for the improvement of the implementation of public services as an urgent need for the improvement of public services to the community. The purpose of this study is to find out the interconnectedness of local leadership relationships in the implementation of public services so that there is an improvement in the quality of public services. This research uses quantitative methods with a descriptive approach with data collection techniques in this study consisting of observation, questionnaire, and literature studies (library research). Determination of research samples through multistage random sampling methods and formulating them into the Slovin formula. The results showed the amount of quality of public services. The field of cleanliness handling cleanliness is 4050 or 67.50% with a fairly good predicate.

The public service system serves population spread over a geographical area from a given number of service centers. One of the possible approaches to the problem with two or more simultaneously applied contradicting objectives is determination of the so-called Pareto front, i.e. set of all the feasible non-dominated solutions. The Pareto front determination represents a crucial computational deal, when a large public service system is designed using an exact method. This process complexity evoked an idea to use an evolutionary metaheuristic, which can build up a set of non-dominated solution continuously in the form of an elite set. Nevertheless, the latter approach does not assure that the resulting set of solutions represents the true Pareto front of the multi-objective problem solutions. Within this paper, authors deal with both approaches to evaluate the difference between the exact and heuristic approaches.

The author traces the origins and development of public sector negotiations in Canada. Heputs the accent on several aspects such as: the determination of bargaining units, the definition of what is negotiable, major problems encountered and ways of resolving them, the determining of essential services. In the light offorty years of experience, the author cornes to the conclusion that granting the right to strike in the public sector was a mistake. He also takes position against the merger ofthe Canadian Labour Relations Board (CLRB) and the Public Service Staff Relations Board (PSSRB).

The paper examines the concept of a public service dispute as a type of a legal conflict, as a protective legal relationship and a juridical procedural activity. The author analyzes the modern terminology of a public service dispute enshrined in the legislation regulating public service, identifies the shortcomings of legal definitions. The author establishes and describes the mechanisms for the consideration of public service disputes provided for by the legislation.The main approaches to the definition of a public service dispute are analyzed. The author has highlighted its features as a complex protective legal relationship. The author shows the erroneous identification by some researchers of labor and public service relations and approaches to their determination of the legal nature of public service disputes, including the legality of the application of disciplinary sanctions. It has been substantiated that the legal nature of public service disputes in the civil service system is primarily determined by the content of the relations that underlie their occurrence—public service legal relations—and not by the forms of their consideration, which allows the possibility of applying labor and civil procedural legislation to disputed legal relations.The author defines a public service dispute and an official conflict, describes the signs of a public service dispute on the legality of the imposition of a disciplinary sanction, qualifies the subject matter of the dispute under consideration—substantive legal requirements (disagreements) of the parties that act as an element of the connection between the substantive legal relationship between the parties to the dispute and the procedure applied for the dispute consideration. It has been substantiated that the public service dispute consideration concerning the legality of imposing a disciplinary sanction, termination of a public service contract constitutes a type of law enforcement procedural activity that has its own basis, subject matter, goals, elements, procedural forms and stages, types of decisions, which makes it possible to single out such disputes as one of the administrative proceedings included in the administrative process structure.

Abstract, Collaboration and coordination of the planning section with budget user units in terms of RBA preparation have not been established effectively and efficiently. Therefore, in this study researchers are interested in examining the collaboration and coordination built in preparing the University Budget Business Plan which is certainly an accumulation of programs and activities from all units in Undana as well as aspects that support and hinder the preparation of the RBA, so that the roots the problems in the drafting process have become more targeted and easily attainable. This study aims to identify the collaboration and coordination of the preparation of the Business Plan Budget (RBA) and to analyze aspects that support and hinder the preparation of the Business Plan Budget (RBA) of the University of Nusa Cendana in 2018. Research using qualitative descriptive methods. With data collection techniques of observation, interviews and documentation. collaboration and coordination that are built in preparing the University Budget Business Plan and aspects that support and hinder the preparation of the RBA, so that the root problems in the drafting process are more targeted and easily measured for achievement. The results of this study the preparation of the Budget Business Plan (RBA) is one of the important documents at the Public Service Board (BLU) satker. The formulation of the RBA began after the Determination of Undana as a BLU satker and the preparation of the RBA required intensive collaboration and coordination between units with the University so that there was synchronization of programs and activities in the preparation of the University RBA according to the prevailing mechanism. Collaboration and coordination have not been carried out effectively and efficiently. Key words: Collaboration, Coordination And Budget Abstrak, Kolaborasi dan koordinasi bagian perencanaan dengan unit-unit pengguna anggaran dalam hal penyusunan RBA belum terjalin secara efektif dan efisien. Oleh karena itu, dalam penelitian ini peneliti tertarik untuk meneliti kolaborasi dan koordinasi yang dibangun dalam menyusun Rencana Bisnis Anggaran Universitas yang tentunya merupakan akumulasi program dan kegiatan dari semua unit yang ada di Undana serta aspek-aspek yang mendukung dan menghambat penyususun RBA tersebut, agar akar permasalahan dalam proses penyusunan menjadi lebih terarah dan mudah di ukur ketercapaiannya. Penelitian ini bertujuan untuk mengengtahui kolaborasi dan koordinasi penyusunan Rencana Bisnis Anggaran (RBA) dan Untuk menganalisis Aspek-aspek yang mendukung dan menghambat penyusunan Rencana Bisnis Anggaran (RBA) Universitas Nusa Cendana tahun 2018. Penelitian menggunakan metode deskriptif kualitatif. Dengan teknik pengumpulan data  observasi, wawancara dan dokumentasi. kolaborasi dan koordinasi yang dibangun dalam menyusun Rencana Bisnis Anggaran Universitas dan aspek-aspek yang mendukung dan menghambat penyususun RBA tersebut, agar akar permasalahan dalam proses penyusunan menjadi lebih terarah dan mudah di ukur ketercapaiannya. Hasil penelitian ini Penyusunan Rencana Bisnis Anggaran (RBA) merupakan salah satu dokumen penting pada satker Badan Layanan Umum (BLU). Penyusunan RBA ini mulai dilakukan  setelah Penetapan Undana sebagai satker BLU dan Penyusunan RBA dibutuhkan kolaborasi dan koordinasi intensif antar unit dengan Universitas sehingga adanya sinkronisasi program dan kegiatan dalam penyusunan RBA Universitas sesuai mekanisme yang berlaku. Kolaborasi dan koordinasi belum dilakukan secara efektif dan efisien. Kata kunci: Kolaborasi, Koordinasi Dan Anggaran
