Smart specialization strategy, as an innovative system for regional economies, should identify priority areas in which regions and countries have competitive advantages or have the potential to generate knowledge-based development and economic transformation. The number and nature of these priorities will vary depending on the region. Smart specialization strategy requires identifying in each region one or more thematic areas where R&D and innovation policies should aim at creating and maintaining competitive advantages. Priorities can be formulated in terms of knowledge or activities (not only scientific but also social, cultural), subsystems in the sector and be outside the industries, market niches, clusters, technologies, etc. The ability to identify opportunities for the region to expand into new priority areas is central in the concept of smart specialization. Global economic growth requires a higher competitiveness of the regions, especially where the potential is highest. The selection of priority domains stimulates innovation and investment, while, in order for the regions to succeed, they must use their own mix of assets, skills and ideas to compete in the world market and develop their untapped potential. The article is devoted to the analysis of priority areas of smart specialization and interpretation of the concept of domains within the framework of regional development. The research focuses on the generalization of approaches to the definition of the conceptual essence of the «domain» category by taking into account the influence of national specificity, as well as the indication of the role of domains in the process of entrepreneurial discovery. Various approaches to the «domains» definition as structured themes within the framework of regional development, which are introduced in practice through the processes of entrepreneurial discovery, are considered. Examined examples of priority areas within the region and domains of EU countries, the attention on the process of identifying domains based on entrepreneurial discover was pointed.

The article aims at determining the strategic priorities of Ukraine’s budget development policy while implementing the regional development strategy for the years 2021–2027. The strategic priorities of the budget policy on territorial development are substantiated in the context of, first, creating the regional development strategy and territorial development strategies for the years 2021-2027, and second, shifting the focus from spatially oriented measures, i.e. stimulating the development of problematic areas, to the policy of territorial development through activating untapped potential, the policy being aimed at increasing regional and national competitiveness, with special attention paid to innovation. The necessity to observe both the vertical and horizontal integration of the formation and realization of budget policy on territorial development, and the necessity to implement it, combining the problem-oriented and general approaches to directing the territorial development budgeting (territorial development budgeting is based on the following: competitive advantages of the functional types of the regions; development of problematic regions; regional development in the context of smart specialization; border areas development in the context of cross-border cooperation). A prospect for further research in this field is seen in making an attempt to form the budget policy on territorial development in Ukraine on the basis of defining strategic priorities for regional development and the development of different level territories, aimed at: reducing interregional and intra-regional asymmetries; ensuring universal improvement of the quality of life; transferring the territories to development based on sustainability, inclusiveness, innovation, and the maximization of using and building up the existing potential.

This chapter deliberates the significance of smart specialization strategy and its impact on regional development that enable a region to become more creative and innovative. Consistently, the emergence of smart specialization strategy is the cornerstone of creating a unique platform for enhancing territorial competitiveness and knowledge-driven innovation center through promoting entrepreneurial universities within the region connected to the regional growth scheme. Therefore, the authors investigate what makes regions competitive. What fosters growth in one region may be under a bottleneck effect in another. This chapter represents an accessible approach for identifying competitors and their particular circumstances that discuss regional entrepreneurial discovery process and their competitiveness from a conceptual perspective.

Knowledge determines the relationship between regional development and innovation in a knowledge-based economy. The Mersin Regional Innovation Strategy (RIS) Plus Project is based on the European Union's new regional innovation strategy referred to as ‘smart specialization' that is related with industrialization and economic development. This approach is an indicator of the change and transformation in the regional development paradigm in terms of knowledge generation and innovation processes. These developments also reflect the impact of complexity in the philosophy and understanding of the 21st century. Complexity Science and Complexity Economics have increasingly become determinants in the formation of institutional structures and policies within the global economic system. This chapter aims to evaluate the basic characteristics of Mersin RIS Plus Project within the framework of complexity science. This study discusses the development potentials of Mersin and TR62 regions in accordance with the scientific and theoretical basis of the project, and policy proposals are suggested.

Topicality. The market of fruit and berry products plays an important role in ensuring the food security of the state and its regions, has prospects for integration into the world market by introducing new technologies of growing products, choosing optimal irrigation systems, taking into account the peculiarities of organization of processing and storage of products, improving its quality in order to reach foreign markets. Aim and tasks. The purpose of the article is to study the current trends in the market development of fruit and berry products of Ukraine, determine the boundaries of the market, its main subjects, competitive advantages and logistical problems of development. Research results. The main parameters of the market of fruit and berry products of Ukraine are analyzed in the article, the main tendencies and logistical problems of development are revealed. In the course of the research the tendency of growth of production in individual sectors of the market, yield and demand for fruit and berry products was established. The author identifies the main logistical problems that hinder the reproductive development of the SNF market, which include: lack of storage facilities in the region, underdevelopment of storage units and sales of products of individual farms, low role of the state, lack of wholesale markets for agricultural products and others. Solving these problems will contribute to the logistical development and expanded reproduction of resources in the sectors of this market. Conclusion. The study substantiates the author's definition of the category "Logistics development of the SNF market", analyzes the main tendencies and logistical problems of development, proposes the basic measures of logistic development of the market, in particular: the creation of cooperatives of sales or processing, the construction of fruit stores in the region, the creation of wholesale markets, the establishment of wholesale markets, connection of individual manufacturers with wholesalers and provide them with a range of marketing services.

Abstract Nowadays companies concern more about how to survive and extend their own business in future in their current marketplace. However, developing and prospering a region of the country is becoming more crucial question. Successful cooperation and partnership between different sectors of economy (for instance, between companies, public and academic sectors) leads to the flourishing and prosperity of the region and consequently of a country. European Commission established smart specialization platform, which is a strategic approach to economic development of a region. By defining and developing of vision, competitive advantages and strategic preferences, region will determine knowledge-based potential. The purpose of this paper is to assign and define the collaboration/relations existed, how strong these relations are and what the expectations are between 3 sectors of economy: public, academic and business. Area of carrying out this research is Ostrobothnia region, however, connections in other regions of Finland and internationally is also presented. There have been chosen 3 industrial peaks from Ostrobothnia region: Energy, Fur and Boat industrial peaks. Analysis is conducted by implementing two core methods: Sense & Respond (S&R) and Sustainable Competitive Advantage (SCA). The goal of this research is also to use S&R method so as to allocate efficiently resources, and to define competitive priorities in cooperation. The main results show that the most tight collaboration and partnership is observed between companies and companies in all around Finland and internationally. While concerning other relationships, companies expect to have tighter cooperation especially in Ostrobothnia and other regions of Finland.

The article considers the economic essence of smart specialization of the region and identifies the impact of such specialization on increasing the competitiveness and innovation activity of the region. It is established that the main advantage of smart specialization at the regional level is to increase its competitiveness and innovation activity, as the presence of innovation in today's globalized world is a major factor in economic growth. The necessity of introduction of the concept of smart specialization in Ukraine in the field of regional policy is substantiated, first of all in the direction of involvement of universities, other educational establishments and research centers in definition of comparative advantages of regions and formation of strategies of their development on the basis of specialization. Smart specialization involves identifying strengths and developing the competitive advantages of regions based on the existing structure of the regional economy. In order to develop the economy and technology through innovation in the face of global competition, it is necessary to avoid duplication of research and innovation activities by different regions. In a broader context, smart is a specialization that includes the process of developing an innovative concept, identifying competitive advantages, and defining strategic priorities. The main principles of regional smart specialization were outlined. This model of regional development is aimed on solving such problems as: boosting the region innovation and competitiveness potential, as a basis for a sustainable growth model; increasing interregional cooperation, which is a key element in globalized economies; strengthening the focus on less developed and industrial transition regions. The examples of smart specialization were provided in the article. It is substantiated, that smart specialization is a new model of regional and interregional partnership, which has significant potential for providing the sustainable development of the Ukraine’s regions. The priorities of this model’s implementation were grounded.

This paper reveals on the significance of clustering concept and smart specialization strategy as an effective tool that stimulates entrepreneurship and creates regional value. The worth of linking different firms, people, and knowledge at the regional level- are one of the ways of making regions, organizations and institutions more innovative and competitive. The mode of a classifying clustering impression to be the voice of smart specialization for developing strategic goals and criteria related to regional growth. Thus, the result of this study shows clustering in addition to smart specialization strategies are powerful instruments to foster industrial competitiveness, institutional innovation, and provincial growth due to their intrinsic competence. Both clusters and smart specialization are gaining its prominence in the EU's regional policy discourse, owing to its role in the new program period of the EU structural policy from 2014 to 2020. This paper suggested some recommendations based on the highlighted research assumptions that the added value of the regional knowledge development process will lead the regions and enterprises to achieve their competitive advantages through the transfer of specific individual knowledge to the collective knowledge, and vice versa.. Keywords: Clustering, entrepreneurship, regional development, smart specialization strategy.

ABSTRACTShare of Indonesia's export value of natural rubber in the international market is almost always below Thailand, which is one of the competiting countries. The others countries began to become a threat to Indonesia because their exports share of natural rubber showed an increasing. This indicates that there is intense competition in the international market. As a country with the largest plantation area in the world, Indonesia should be superior. But this can be an opportunity to be able to compete in the world market so it is important to be managed more deeply so that it can create competitive advantages that can increase competitiveness. This study aims to determine the position of the competitiveness of natural rubber exports for the three countries of ITRC in the international market. The analytical method used is dynamic RCA. The results showed that all products of natural rubber coded HS 400110, 400121, 400122, 400129 and 400130 were experiencing a decline in growth in the export share of the three countries of ITRC : Indonesia, Thailand and Malaysia, but the market demand conditions for these products were declining in that time period.
