Topicality. The market of fruit and berry products plays an important role in ensuring the food security of the state and its regions, has prospects for integration into the world market by introducing new technologies of growing products, choosing optimal irrigation systems, taking into account the peculiarities of organization of processing and storage of products, improving its quality in order to reach foreign markets. Aim and tasks. The purpose of the article is to study the current trends in the market development of fruit and berry products of Ukraine, determine the boundaries of the market, its main subjects, competitive advantages and logistical problems of development. Research results. The main parameters of the market of fruit and berry products of Ukraine are analyzed in the article, the main tendencies and logistical problems of development are revealed. In the course of the research the tendency of growth of production in individual sectors of the market, yield and demand for fruit and berry products was established. The author identifies the main logistical problems that hinder the reproductive development of the SNF market, which include: lack of storage facilities in the region, underdevelopment of storage units and sales of products of individual farms, low role of the state, lack of wholesale markets for agricultural products and others. Solving these problems will contribute to the logistical development and expanded reproduction of resources in the sectors of this market. Conclusion. The study substantiates the author's definition of the category "Logistics development of the SNF market", analyzes the main tendencies and logistical problems of development, proposes the basic measures of logistic development of the market, in particular: the creation of cooperatives of sales or processing, the construction of fruit stores in the region, the creation of wholesale markets, the establishment of wholesale markets, connection of individual manufacturers with wholesalers and provide them with a range of marketing services.

AbstrakThe role of the state in combating poverty is very strategic. Combatingpoverty means to free citizens who are poor. The strategic role given thenational ideals (read: state) is the creation of public welfare. Therefore,countries in this regard the government as the organizer of the state musthold fast to the national ideals through legal product that is loaded withsocial justice values in order to realize common prosperity. Therefore, thenature of the law is justice, then in the context of the state, the lawestablished for the creation of social justice. Law believed that social justiceas the path to the public welfare so that the Indonesian people in a relativelyshort time to eradicate poverty.

Background. The problem of stable activity of domestic producers, in particular in the production of leather and footwear, is exacerbated by increasing global competition along with the loss of significant share of domestic and foreign markets. The regulating of the development of industrial production, domestic and foreign markets for light industry products is one of the most important tasks of the state today. Therefore, the assessment of the state of Ukraine’s foreign trade in the leather and leathermaterials market is important component for forecasting andshaping the development of domestic leather manufacturing. The aim of the work is to analyze the dynamics of Ukraine’s foreign trade on the leather materials market and to establish key directions for thedevelopment of Ukraine’s leather industry to increase the competitiveness of domestic products in an international environment. Materials and methods. Methods of analysis and synthesis, comparison and gene­ra­lization are used for work. Statistical data of the State Statistics Service of Ukraine, customs statistics of the State Fiscal Service of Ukraine, as well as data from the Inter­national Trade Center are used to study the leather market of various finishing methods in the world. Results. The analysis of foreign trade activities of the leather materials market showed that leather, additionally processed after tanning, significantly exceeds exports in imports, while tanned leather without processing in exports is ten times higher than im­ports. The analysis of world trade indicators determined that leather with a natural full grain surface is characterized by the greatest competitiveness against polished leather withan artificial grain surface. According to the indicators of foreign trade activity, Ukraine ranks third among the countries – leaders in world imports of leather with a natural full grain surface configuration in the form of halves. According to this commodity position, Ukraine ranks 13th in world exports. Conclusion. The analysis of Ukraine’s foreign trade on the leather materials mar­ket revealed the need of forming commodity and technological specializations of the domestic leather industry in accordance with the production of leather with a natural full grain surface from cowhides as the most competitive product in the international environment.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.

Research the tools for ensuring resilience of the financial corporations sector is relevant, given the fact that the development of the world economy is increasingly subject to the shock influences, to which financial crises are imposed. The aim of the article is to identify and justify macroeconomic tools according to the directions for ensuring resilience of the financial corporations sector. The theoretical-methodological base of the article is scientific works of scientists and reports of international organizationsfor directions and tools for ensuring resilience of the financial corporations sector and the economy in general. The general approaches and research methods have been used at preparing the article: theoretical generalization, analysis, synthesis and system method. The use of these methods allowed to consider approaches of leading international audit companies to understand the concept “resilience of the financial corporations”. On this basis, there was suggested the author's definition of the concept “resilience of the financial corporations sector” and defined it essential characteristics. It was explained, that the process of ensuring resilience of the financial corporations sector involves the implementation of macroeconomic tools in accordance with the following areas: the introduction of economic stimulus packages, attractive lending conditions, tax and investment benefits, promoting innovation, development of compensation mechanisms, international financial support. The important attention in the study was paid to the role of the state in the process of implementing macroeconomic tools for ensuring resilience of the financial corporations sector. Attention is focused on the fact, that under shock influences the state should implement macroeconomic tools in line with current problems in the development of the financial corporations sector. This in turn will ensure its profitability at a level sufficient for normal functioning.

This chapter proposes the practice of nation branding as a political technology, as an example of neoliberalism in which the definition of national identity, previously assessed primarily by the social sciences and humanities, becomes the domain of business managers and advertising executives, thanks to technologies associated with social media. It explains how the redefinition of social goods, the role of the state, and the role of experts entail the replacement of a more socially driven understanding of identity with an act of commercial prestidigitation by way of nation branding; the pertinent state entities are replaced by advertising and image consultancy firms; and, lastly, scholars of various disciplines are replaced by advertising and PR executives. In short, following neoliberalism, identity is reinterpreted as brand. Identity no longer results from the never-ending and instantaneous negotiation between a multiplicity of parties, representative of myriad aspects relevant to the configuration of individuals and communities, but is rendered instead as the quantifiable, concrete result of a variety of transactions. Through this reformulation, a new relationship is suggested between the idea of nation as imagined community and the reality of the state as a material expression of the concept of nation.

Up to 1980, development, which had been defined as nationally managed economic growth, was redefined as “successful participation in the world market” (World Bank, 1980, quoted in McMichael, 2004, p.116). On an economic scale, specialization in the world economy as opposed to replication of economic activities within a national framework emerged as a criterion of “development.” On a political level, redesigning the state on competence and quality of performance in the discharge of functions was upheld, while on an ideological plane, a neo-liberal and globalization project was to the fore. The quite evident failure of development policies in peripheral countries, on the one hand, has contributed to the debate on the need for reform of governing institutions in the world (de Senarcless, 2004); and, on the other, has pushed them, de-legitimized as they are, in the direction of finding new strategies and solutions. In the 1990s, considering their leading role in government reform, international organizations such as the United Nations Organization (UN), the World Bank, the Organization for Economic Co-operation and Development (OECD) and the World Trade Organization (WTO) classified e-government as a core issue on their agenda. Innovation through information and communication technologies (ICTs) (social and economic advancement among the peoples of the world has become increasingly tied to technology creation, dissemination and utilization) is at the core of the renewed focus on the role of the state and the institutions in this process. Redefining the state—functions, responsibility, powers—as regards world-market priorities and logics, has become a strategic ground for international organization intervention, and ICTs are a strategic tool to achieve these aims.

The chapter critically analyzes the role played by the state in the global justice debate. It surveys the different ways in which statists and cosmopolitans invoke the state either to justify the scope and content of their preferred principles of justice or to explain how such principles might be realized. The chapter also distinguishes between two conceptualizations of the state: as a system of institutions and as an agent in its own right. On the basis of this analysis, the authors conclude that both at the level of justification and at that of realization, the most plausible positions with respect to global justice lie somewhere in between full-blown cosmopolitanism and full-blown statism. While principles of egalitarian justice are not confined to the state, they do not extend in identical form to the global realm. Similarly, while the state—as we know it—is insufficient to realize plausible principles of justice (be they statist or cosmopolitan), what realizing justice requires falls short of the creation of a comprehensive global sovereign.

Innovative processes are the foundation of the current method of management and a means of providing competitive advantages to individual enterprises (firms), industries, regions, countries. Strengthening the innovative orientation of the socio-economic formation of Ukraine seems to be a strategic task of the national financial policy, guidelines for the creation of a competitive state economy. A significant basis for the development of Ukraine’s competitive advantages in the international arena is the innovative activity of industrial production entities. The formation of innovative activities of current enterprises insists on the development of a fresh mechanism of interaction between producers and customers on the basis of coordination of their interests. Creators of innovative ideas and producers of innovative products (services) are obliged to anticipate the need for new goods, to encourage customers to use new technologies and new products in their activities. Therefore, the innovative activity of the enterprise as soon as possible must be used to use an effective tool – innovation management, which involves the use of tools, methods, technologies of management throughout the formation of innovation policy of the enterprise. The current circumstances of highly competitive markets necessitate the renewal and modernization of production technologies, development and production of new competitive products, the application of new approaches to management and organization of production, which can only guarantee investments aimed at innovation. Thus, the object of scientific research in the area of management of innovation investment processes is to identify more flexible opportunities for mobilization of financial resources and improve the mechanism of their direction to innovative development. Since the creation of innovation policy of the enterprise must focus on the market and the consumer, market research should be conducted, which should be preceded by a thorough study of the innovative product.

The article has analyzed the dynamics of the creation of the united territorial communities (UTC) inthe Odessa region and Ukraine, the state and development trends of the tourism resources market in theOdessa region were studied, and the main problems of tourism development were identified, the SWOT m atrix – the analysis of the tourism activities of the united territorial community was built, strengths and weaknesses, opportunities and threats of further social and economic development of the society were identified,the main competitive advantages of the territorial community were identified, the dynamics of the development of the tourism infrastructure of the united territorial community were investigated, a one-day touristroute for the united territorial community - “I love you Avangard” was worked out, strategic directions for thedevelopment of the tourism business were identified, a financial plan for the development of the united territorial community of the future for the implementation of strategic areas of tourism was proposed.


Smart specialization strategy, as an innovative system for regional economies, should identify priority areas in which regions and countries have competitive advantages or have the potential to generate knowledge-based development and economic transformation. The number and nature of these priorities will vary depending on the region. Smart specialization strategy requires identifying in each region one or more thematic areas where R&D and innovation policies should aim at creating and maintaining competitive advantages. Priorities can be formulated in terms of knowledge or activities (not only scientific but also social, cultural), subsystems in the sector and be outside the industries, market niches, clusters, technologies, etc. The ability to identify opportunities for the region to expand into new priority areas is central in the concept of smart specialization. Global economic growth requires a higher competitiveness of the regions, especially where the potential is highest. The selection of priority domains stimulates innovation and investment, while, in order for the regions to succeed, they must use their own mix of assets, skills and ideas to compete in the world market and develop their untapped potential. The article is devoted to the analysis of priority areas of smart specialization and interpretation of the concept of domains within the framework of regional development. The research focuses on the generalization of approaches to the definition of the conceptual essence of the «domain» category by taking into account the influence of national specificity, as well as the indication of the role of domains in the process of entrepreneurial discovery. Various approaches to the «domains» definition as structured themes within the framework of regional development, which are introduced in practice through the processes of entrepreneurial discovery, are considered. Examined examples of priority areas within the region and domains of EU countries, the attention on the process of identifying domains based on entrepreneurial discover was pointed.
