This chapter deliberates the significance of smart specialization strategy and its impact on regional development that enable a region to become more creative and innovative. Consistently, the emergence of smart specialization strategy is the cornerstone of creating a unique platform for enhancing territorial competitiveness and knowledge-driven innovation center through promoting entrepreneurial universities within the region connected to the regional growth scheme. Therefore, the authors investigate what makes regions competitive. What fosters growth in one region may be under a bottleneck effect in another. This chapter represents an accessible approach for identifying competitors and their particular circumstances that discuss regional entrepreneurial discovery process and their competitiveness from a conceptual perspective.

Smart specialization strategy, as an innovative system for regional economies, should identify priority areas in which regions and countries have competitive advantages or have the potential to generate knowledge-based development and economic transformation. The number and nature of these priorities will vary depending on the region. Smart specialization strategy requires identifying in each region one or more thematic areas where R&D and innovation policies should aim at creating and maintaining competitive advantages. Priorities can be formulated in terms of knowledge or activities (not only scientific but also social, cultural), subsystems in the sector and be outside the industries, market niches, clusters, technologies, etc. The ability to identify opportunities for the region to expand into new priority areas is central in the concept of smart specialization. Global economic growth requires a higher competitiveness of the regions, especially where the potential is highest. The selection of priority domains stimulates innovation and investment, while, in order for the regions to succeed, they must use their own mix of assets, skills and ideas to compete in the world market and develop their untapped potential. The article is devoted to the analysis of priority areas of smart specialization and interpretation of the concept of domains within the framework of regional development. The research focuses on the generalization of approaches to the definition of the conceptual essence of the «domain» category by taking into account the influence of national specificity, as well as the indication of the role of domains in the process of entrepreneurial discovery. Various approaches to the «domains» definition as structured themes within the framework of regional development, which are introduced in practice through the processes of entrepreneurial discovery, are considered. Examined examples of priority areas within the region and domains of EU countries, the attention on the process of identifying domains based on entrepreneurial discover was pointed.

The smart specialization strategy is a cornerstone in the EU policy. The smart specialization policy and the entrepreneurial discovery process is formalized in order to generalize and implement the smart specialization concept. The main conclusion of the proposed theoretical framework is that the smart specialization strategy is efficient if it increases the productivity of the largest factor in the region. Starting from the biased technological change notion, the proposed theoretical framework shows the pivotal role of the university for the efficient implementation of the smart specialization strategy not only in the short and medium term but also in the long term.

This chapter provides a conceptual framework of entrepreneurial universities' strategic role which has been viewed as an operational approach of promoting innovation–driven regional growth. Nowadays, entrepreneurial universities' strategic role and research institutions' innovative capabilities are distinguished as significant knowledge facilitators for regional economic development, due to their spin-off that adds value through knowledge creation and entrepreneurial discovery process. This chapter exemplifies entrepreneurial universities' strategic perspectives and their impact on a regional innovation system that enables a region to be more creative and innovative, especially new EU member states' territories in order to create their pioneering business opportunity with worldwide competency.

The article analyzes the external and internal conditions for the formation of a regional chemical cluster in Dnipropetrovsk region based on smart specialization approach and formulates recommendations for the preparatory stage of the entrepreneurial discovery process. It is noted that the application of a new model of regional development management using smart specialization methodology requires the creation of integral effective innovation space, the development of which can occur by regional economy clustering. By studying foreign experience in cluster development, attention is drawn to the important role of the authorities as a facilitator and not a leader of cluster initiatives. The conclusion is made about the incomplete elaboration of a smart oriented strategic goal in the Development Strategy of Dnipropetrovsk region for the period until 2027. The expediency of the region’s choice of chemical industry as a priority for further search for smart growth points has been proved. The chemical sphere priorities and projects registered on the European Smart Specialization Platform were considered. It is noted that Dnipropetrovsk region has certain prerequisites for the formation of a formal regional chemical cluster based on existing economic opportunities, the latest industry trends and prospects for cross-sectoral and cross-regional cooperation. The work identifies the main features of the future chemical cluster and its general characteristics. The emphasis is made on the fact that it is impossible to develop a specific chemical cluster model before the start of entrepreneurial discovery process; its profile will be understood only by the results of this process. The important aspects and requirements for the entrepreneurial discovery process are revealed, which must be taken into account before and during its implementation. Recommendations have been developed, including a set of preparatory actions, aimed at ensuring a more complete stakeholder identification and high efficiency of smart priority search process.

The issue of shaping a new EU innovation policy based on smart specialization is new to the developed countries and to Ukraine in particular. Currently, regional state administrations are tasked with developing regional development strategies based on European approaches to smart specialization. One of the main principles of smart specialization is the entrepreneurial discovery process — EDP, to which this article is dedicated. The views of smart specialization theorists on the emergence of this phenomenon, peculiarities of its formation and development in interaction and interdependence on the factors of technological and knowledge influence on the economic growth of countries and regions, establish of their competitive advantages, make political decisions to support the development of priority technologies and sectors, attracting public and private investment in research and development were analyzed. The theoretical foundations of the concept of entrepreneurial discovery are considered, which have a decisive influence on the choice of the structure of regional smart strategies, as well as on the formation of priorities of innovation development, focusing on the existing strengths of the regional economy and innovations and using the results of private and public research and development carried out on this territory. The European Commission program documents have been studied, in which conceptual approaches to the entrepreneurial discovery process have been concretized and developed in the context of developing and implementing smart specialization strategies at national / regional levels. The Smart Specialization Research and Innovation Strategy Guide emphasizes the need for step-by-step development of a regional smart specialization strategy. The study found that the EDP principle more or less influence on the formation of each of the six stages of a smart strategy. Examples of such influence are given.


In modern conditions of dynamically changing environment, questions about new regional ways of innovative development are being updated. Researches confirm that the innovative development of regions is becoming a significant factor in increasing the competitiveness of the region and the formation of high innovative activity. The purpose of the article is to identify the essence of modern approaches to the management of regional innovative development, that are appropriate in the context of transformational changes and to analyze them. To achieve this goal next following tasks have to be done: to study main methods of managing the regional innovative development; to analyze legal and legislative framework; to analyze statistical indicators of innovative development of the region; to identify regions-leaders and regions-outsiders in Ukraine; to study the concept and essence of Smart Specialization Strategies and the entrepreneurial discovery process in the conditions of the Ukrainian regions’ development. The article discusses the competitiveness and efficiency of innovations in a regional context. These are two interrelated economic categories, reflected in their synergistic effect in various areas of the economic and social life of the regions. Their assessment can be carried out at different levels – regional, national and international levels. Regional competitiveness and efficiency of innovation is the result of comprehensive stakeholder actions at these levels. The article also identifies the main obstacles to the management of regional innovation development and analyzes the regulatory and legal framework for the development of innovations at the regional level. The article also carried out a multifactorial comparative analysis based on statistical data of development indicators to assess the development of regions. Regions-leaders and region-outsiders are defined. The article considers the main effective instruments of innovation policy and the most effective ways of its implementation at the regional level. One of the tool is the Smart Specialization Strategy, which aims to grow economically through a strategy based on localization and stakeholder mobilization at the regional level. The paper also studied the entrepreneurial discovery process, that is a «conceptual pillar» of smart specialization.

This paper reveals on the significance of clustering concept and smart specialization strategy as an effective tool that stimulates entrepreneurship and creates regional value. The worth of linking different firms, people, and knowledge at the regional level- are one of the ways of making regions, organizations and institutions more innovative and competitive. The mode of a classifying clustering impression to be the voice of smart specialization for developing strategic goals and criteria related to regional growth. Thus, the result of this study shows clustering in addition to smart specialization strategies are powerful instruments to foster industrial competitiveness, institutional innovation, and provincial growth due to their intrinsic competence. Both clusters and smart specialization are gaining its prominence in the EU's regional policy discourse, owing to its role in the new program period of the EU structural policy from 2014 to 2020. This paper suggested some recommendations based on the highlighted research assumptions that the added value of the regional knowledge development process will lead the regions and enterprises to achieve their competitive advantages through the transfer of specific individual knowledge to the collective knowledge, and vice versa.. Keywords: Clustering, entrepreneurship, regional development, smart specialization strategy.

The increasing importance of the Russian regions in increasing the efficiency of socio-economic development of the country actualizes scientific research on the balanced development of the regional economy and spatial coherence of economic processes. Within the framework of regional studies, both traditional and classical theories and new theoretical approaches to the problems of regional development are systematized and typologized. The article presents a fragmentary review of new theories and concepts of regional growth, including: the concept of sustainable development, cluster concept, the concept of "smart specialization", regional foresight, paradigms of studying the region as a quasi-state, quasi-Corporation, market area and region-society. The attention is focused on the theories of regional development cyclicity and studies related to the analysis of economic dynamics. The conclusion is made about the need for further research on the problems of interregional cooperation and the formation of regions as subjects of the common economic space.

The article aims at determining the strategic priorities of Ukraine’s budget development policy while implementing the regional development strategy for the years 2021–2027. The strategic priorities of the budget policy on territorial development are substantiated in the context of, first, creating the regional development strategy and territorial development strategies for the years 2021-2027, and second, shifting the focus from spatially oriented measures, i.e. stimulating the development of problematic areas, to the policy of territorial development through activating untapped potential, the policy being aimed at increasing regional and national competitiveness, with special attention paid to innovation. The necessity to observe both the vertical and horizontal integration of the formation and realization of budget policy on territorial development, and the necessity to implement it, combining the problem-oriented and general approaches to directing the territorial development budgeting (territorial development budgeting is based on the following: competitive advantages of the functional types of the regions; development of problematic regions; regional development in the context of smart specialization; border areas development in the context of cross-border cooperation). A prospect for further research in this field is seen in making an attempt to form the budget policy on territorial development in Ukraine on the basis of defining strategic priorities for regional development and the development of different level territories, aimed at: reducing interregional and intra-regional asymmetries; ensuring universal improvement of the quality of life; transferring the territories to development based on sustainability, inclusiveness, innovation, and the maximization of using and building up the existing potential.
