The Object of the Study. Human potential.The Subject of the Study. The level and dynamics of development of the human potential of the population of the RF subjects. The Purpose of the Study. Identifying differences in development of the human potential of the population of the RF subjects and opportunities for their reduction.The Main Provisions of the Article. Human potential and its development are considered article both as the purpose and the means of human progress reflecting extension of human opportunities including creative (resource) capabilities. Theoretical and instrumental interpretation of the main components of human potential based on its reproductive structure is analysed. The components include a demographic component, components of population health and education, and a sociocultural component. For estimation of human potential indicators for each of its component, as well as a methodology for both component-by-component and composite (aggregate of all components) calculations using the index method are proposed. The methodology is applied to all RF subjects using the Rosstat data for 2010 and 2015. On the basis of the obtained estimates the authors have identified the levels of human potential development in regions that enabling to range them by this level and analyze the direction of its changes in dynamics. Components have been found out a weak and strong impact on the composite estimates as well as specifics of this impact by groups of regions. It has been established that demographic and health components leave much to be desired, particularly in northern regions characterized by harsh natural climatic conditions of life in particular.In North Caucasus regions the problem of raising educational level of population has not lost its relevance. It is shown that despite the general growth in the level of human potential development in most subjects of the Russian Federation over the period in question it remains insufficient for implementing modernization processes in some regions.

The article presents the results of an integrated assessment of the landscape and recreational potential (hereinafter referred to as LPR) of the territory of the Central Caucasus using GIS technologies. Landscapes located within the Central Caucasus are of particular interest for the development of recreation and tourism. In the territory of the Central Caucasus, there has not been an assessment of the LPR of landscapes before. The process of assessing the PSR was performed using the Quantum GIS, zoning for certain types of tourism was also performed in Quantum GIS. The borders of the Central Caucasus were drawn and clarified. The displayed boundaries of groups of landscapes, which are located within the Central Caucasus. The method of assessment of landscape LPR is justified, which is based on a ball approach that allows taking into account natural resources for the development of certain types of recreation. To calculate each indicator and visualize the results of the study, the method of cartograms was used. When analyzing individual landscape components, the method of 5 km-side hexagonal operators was used. After calculating the main indicators for each polygon, we classified each component (layer) into 5 classes (points). The Jenkens natural boundary algorithm was used for classification. All evaluation factors were calculated for each operating cell. Individual components of the landscape have different significance for the development of certain types of tourism. We introduced a weighting coefficient for each landscape component and estimated its impact on a specific type of tourism. The weighting coefficient is calculated based on a survey of experts in the field of tourism and recreation. An integral assessment of the landscape and recreational potential of groups of landscapes in the Central Caucasus has been carried out, which allows us to identify zones of various degrees of favorability in the landscapes for certain types of tourism (mountaineering, trekking, rafting, and skiing). The result of the component-by-component assessment of landscapes was a combined map of landscape and recreational potential of landscape groups in the Central Caucasus. The zoning of landscapes allows us to determine the vectors of tourism development in municipalities located within the Central Caucasus, as well as depressed territories. According to the obtained data of the integrated assessment, the conclusion is made about the most promising landscapes in which it is necessary to develop various tourist destinations. The received data must be taken into account in the territorial planning documents. The selected zones in the landscapes of potential development of various types of tourism, with appropriate solutions, will create a more competitive environment in the republics of the North Caucasus.

The article presents the results of a study on determining the relationship between the parameters of socio-economic development and changes in the labor potential of the border regions of the North Caucasus, in particular the Republic of Dagestan. The study is based on the methodology for assessing the actual state of the labor potential of the Russian regions of the southern Federal University, developed by T. Y. Kryshtaleva. A composite index was calculated for each of the components of labor potential.

The article shows the need for strategic planning as an effective tool for solving social problems in the constituent entities of the North Caucasus Federal District. The regional strategies reveal the commonality of social goal-setting associated with the development of human potential and the growth of the quality of life, as well as particular specifics, reflecting the most acute life-supporting problems in the region. The work also demonstrates the low efficiency of state programs as a tool for implementing social priorities in the regions of the North Caucasus Federal District. Considering the status of the North Caucasus Federal District as a priority territory, it was proposed to make subprograms and design solutions in the context of federal projects dedicated exclusively to solving social problems in the subjects of the North Caucasus Federal District in the section “New quality of life” in the state federal programs and in socially oriented priority national projects. To implement project activities in strategic planning and state programming in social practice in the regions of the North Caucasus Federal District, an organizational and supporting mechanism for the development and implementation of socially significant regional projects has been substantiated.

The article examines the strategic war narrative as a tool used by the state after 1989 to justify the start of a war or justify its end. Based on the understanding of this term, introduced into the popular science turnover by M. Vlahos, the author of the article expands the conceptual framework by referring to the narrative principle of collective memory by J. Verch. It is concluded that the war narrative is partly similar to the concept of mnemonic security (as well as other hegemonic forms of memory), which is tested on the A. Pető's concept. A review of key domestic and foreign research works on the topic is carried out. The key elements of the war narrative (symbols, sacrifice, etc.) within political dimension are identified, as well as the victory narrative, which was in demand in the first months of V. V. Putin (coinciding with the outbreak of hostilities in Chechnya in the period since 1999 and the continuation until 2009 in the form of counter-terrorism measures on the territory of the republic and the border regions of the North Caucasus).
