The New Zealand public service faced an unprecedented challenge in 2020. The focus of this article is on what the Covid-19 experience can tell us about the strengths of the public service, and whether the course that we have set for the future, enshrined through the Public Service Act 2020, is the right one. The established directions of public service change helped the Covid response: functional leadership made a definite contribution; dispersed leadership roles proved their worth; the deepening experience of inter-agency collaboration over the past decade cannot be proved to have contributed, but it seems reasonable to conclude that it did. Public servants proved willing to behave as participants in a single service rather than employees of a single agency, living up to the more complete view of human motivation reflected in the Public Service Act. The article concludes with some observations on the importance of interoperability for the future public service, and on the implications the strong Mäori response to Covid-19 may have for the public service of the future.

Public servants in Botswana play an important role as partners in the management of the public sector and national affairs; and, during the past three decades, the country has acquired a reputation for sound development management and good governance. That reputation has been derived primarily from the behavior and performance of the country's public servants who have been motivated to fulfill their duties honestly and effectively. However, in recent years, a culture of indifference and outright laziness has crept into the public service leading to serious bottlenecks in service delivery. This article discusses and analyzes employee perceptions of leadership and performance management in the Botswana public service in light of the country's reputation with respect to the nature and functioning of its public servants.

This chapter aims to reflect on the past and present move of OM from manufacturing to service through analysis of key OM journals and recognition of practice before considering in more depth the future of OM in terms of the ‘fit’ for public services. It offers an analysis of ‘lean’ in public services. A philosophy and methodology much hailed as way to manage operations effectively. The review will present the prespective that uncritically applying manufacturing ideas to public service is flawed. It argues that adapting OM to the public service environment whilst, learning from existing thinking, should also recognise themselves as services, with the distinctive service operations management logic and managerial challenges that this implies. In conclusion, the chapter will state that managing operations across all sectors in the future should draw on a range of disciplines, theory and concepts.

Over 60 years ago the first political science professor at Wellington’s Victoria University, Leslie Lipson, noted in his 1948 The Politics of Equality that: With the political parties the modern [New Zealand]civil service has struck a mutually beneficial bargain. By guaranteeing to public servants a life’s career and a pension, parties have foresworn the use of patronage and have guaranteed to the state’s employees their tenure of their jobs. In return the parties expect, and the public servants owe, equal loyalty to any government which the people have placed in office. (Lipson, 1948, p.479)

<p>The paper reconstructs Harold innis’ idea of media’s bias. It is argued that media construct a view of the future in line with temporalized Platonism that excludes people that belong to the past. The clash of statues and media in Charlottesville presented mediatization as a progressive but not dialectical force. Statues and media did not check each other’s biases. Media embody the confrontation of authority and publicity (Habermas) or the Enlightenment and Absolutism (Koselleck). After the neoliberal commercialization, the Enlightenment acquired the form of utopian future that confronts the media logic against conservative forces. The truth is constructed according to the prescribed future. Trump blamed all, in accordance with the Absolutist principle. Commercial media professionalism stood by its Enlightenment origins and accused Trump of revitalizing forces of the past. Because most citizens were against taking down the statues, commercialized media logic was less receiver steering than the public service media.</p>

The goal of berthing Nigeria’s full-scale industrial revolution is yet to be achieved. All the industrial development plans have so far failed to accelerate the nation’s industrialization, hence the country’s low industrial base which has kept her in the league of developing nations. In fact, Nigeria has in recent times been experiencing deindustrialization, as several industries have collapsed and some others, such as Unilever and Michelin, have relocated to other countries. Several factors are responsible for Nigeria’s low industrial development and they include: inadequate infrastructure (particularly, energy), poor technological base, multiple taxes and levies, and, the shortage and high cost of foreign exchange. Despite a growing body of literature on industrialization in Nigeria, not much has been written about the link between Public Service Reforms and industrialization in Nigeria. This paper examines the links between the implementation of the Service Compact (SERVICOM) Charter and the achievement of Nigeria’s industrial development policies, especially the ‘Ease of Doing Business’ Policy. The paper makes the case that the goal of industrializing Nigeria will not be fully realised without an efficient Public Service. Furthermore, the paper highlights the need for Nigerian public servants to have the right work attitude, and to be morally upright and patriotic, in order to create a business-friendly environment and to build investor confidence, so as to facilitate and accelerate the country’s industrialization and overall national development. The author recommends that the Nigerian government should strengthen the implementation of the Servicom Charter and also incorporate the Charter into the industrialization plan.

The article investigates the imageological aspect of mentor’s communicative competence in public service and reveals the communicative functions of mentor’s image in relation to the mentees. The author determines the communicative skills necessary for the mentor in all processes and stages of this personnel technology. Based on the analysis of scientific publications, the author discloses and justifies the role models of mentor’s behavior in relation to the mentees from the perspective of the mentor’s image, authority, and communicative competence. The author has conducted an expert survey among public servants, which allowed identify the main professional, business, moral, psychological, and integral qualities that are the most effectively developed by the public servant in the process of performing mentor’s functions. As a result, the author suggests a structural-logical model of the communicative competence of a mentor in the public service in the process of perceiving its communicative knowledge, skills, and competencies for achieving the effectiveness of mentoring.

In this paper, the author examines public service as depicted in the television series Buffy the Vampire Slayer (BtVS). First, she shows how slaying meets the economist’s definition of a public good, using the BtVS episode “Flooded” (6.04). Second, she discusses public service motivation (PSM) to determine whether or not Buffy, a public servant, operates from a public service ethic. Relying on established measures and evidence from shooting scripts and episode transcripts, the author concludes Buffy is a public servant motivated by a public service ethic. In this way, BtVS informs scholarship on public service by broadening the concept of PSM beyond the public sector; prompting one to wonder whether it is located in a sector, an occupation, or in the individual. These conclusions allow the author to situate Buffy alongside other idealized public servants in American popular culture.

The Right Honourable Sir John Anderson, O.M., 1st Viscount Waverley of Westdean, died in St Thomas’s Hospital, London, on 4 January 1958 at the age of 75, after a lifetime of public service. Few men have filled so many public posts of the highest importance and of such bewildering variety. No one who has covered so wide a range has ever, surely, left behind a record of so many difficult tasks carried through to a successful conclusion. But when this record of a lifetime’s work is set out, it is not the variety of his achievement which leaves the deepest impression. John Anderson had certain outstanding qualities of intellect and character: and the development of these qualities and his determination to use them for the public service, give to his whole life a singular degree of unity.

The contemporary historian, as she or he speaks to the public about the origins and meanings of the present, has important ethical responsibilities. ‘Imperial’ historians, in particular, shape how politicians and the public imagine the future of the world. This article examines how British imperial history, as it emerged as an academic subject since about 1900, often lent ideological support to imperialism, while more generally it suppressed or avoided the role of violence and terror in the making and keeping of the Empire. It suggests that after 2001, and during the Iraq War, in particular, a new Whig historiography sought to retail a flattering narrative of the British Empire’s past, and concludes with a call for a post-patriotic imperial history which is sceptical of power and speaks for those on the underside of global processes.
