In recent decades, despite differences of form and function, local government reform in England and New Zealand has exhibited very similar characteristics, with each system borrowing from the other: changes introduced in one country have usually been followed a few years later in the other. It is interesting, then, that at a time when both countries have centre-right governments, that trend now appears to have changed, and local government policy is  showing signs of major divergence. Where the New Zealand government appears to believe that only by greater ‘hands on’ involvement can the nation’s economic development be guaranteed, the British government has taken quite the opposite view, identifying the country’s high level of centralisation (second only to New Zealand’s in the OECD) as the problem, not the solution.

Abstract A major claim in the constructionist approach to language acquisition is that grammar is learned by pairings of form and function. In this study we test this claim by examining how L2 learners of Mandarin Chinese acquire the bei passive construction, a construction that is associated with the meaning of adversity. Our goal is to find out whether L2 learners make the association between the passive and adversity. Participants performed a sentence choice task under four conditions: an adversative context with an adversative verb, an adversative context with a neutral verb, a neutral context with a neutral verb and a positive context with a neutral verb. In each context participants were asked to select either the bei passive construction or its active counterpart. We found that high-level learners consistently chose the bei passive significantly more in adversative contexts than in non-adversative contexts regardless of the connotations of the verbs, while low-level learners made the distinction half of the time. In addition, while low-level learners did not yet associate adversity with the form of the construction, high-level learners did. We conclude that L2 learners do learn the bei passive construction as a form-meaning pair. The constructionist approach is supported.

ABSTRACT Aim: To describe an approach for the diagnosis and management of patients presenting with crooked nose. Background Patients with crooked nose suffer from functional ailments, most significant nasal obstruction, as well as esthetic concerns which may impact their self-image as well as others’ perception of them. As such, management of the crooked nose is an especially challenging task in that it demands careful attention to both nasal function and appearance. There are a plethora of surgical techniques which may be utilized, and the surgeon's approach must be tailored to each individual patient's presentation. Technique Accurate diagnosis is imperative for a successful outcome and relies on a thorough history and careful physical examination. Surgical intervention may be addressed by either an endonasal or open approach based on the location and severity of the deformity. It is helpful to break down the nose in vertical thirds when planning your surgical approach. Different techniques are used to address the upper third comprising the nasal bones, middle third composed of the upper lateral cartilages and septum, and the lower third composed of the lower lateral cartilages and caudal septum. Conclusion Management of the crooked nose is a technically challenging endeavor that highlights the need to address both form and function for a successful outcome. Effective treatment can significantly improve a patient's quality of life leading to a high level of satisfaction for both the patient and the surgeon. ABSTRACTMolluscs biomineralize structures that vary in composition, form, and function, prompting questions about the genetic mechanisms responsible for their production and the evolution of these mechanisms. Chitons (Mollusca, Polyplacophora) are a promising system for studies of biomineralization because they build a range of calcified structures including shell plates and spine- or scale-like sclerites. Chitons also harden the calcified teeth of their rasp-like radula with a coat of iron (as magnetite). Here we present the genome of the West Indian fuzzy chiton Acanthopleura granulata, the first from any aculiferan mollusc. The A. granulata genome contains homologs of many biomineralization genes identified previously in conchiferan molluscs. We expected chitons to lack genes previously identified from pathways conchiferans use to make biominerals like calcite and nacre because chitons do not use these materials in their shells. Surprisingly, the A. granulata genome has homologs of many of these genes, suggesting that the ancestral mollusc had a more diverse biomineralization toolkit than expected. The A. granulata genome has features that may be specialized for iron biomineralization, including a higher proportion of genes regulated directly by iron than other molluscs. A. granulata also produces two isoforms of soma-like ferritin: one is regulated by iron and similar in sequence to the soma-like ferritins of other molluscs, and the other is constitutively translated and is not found in other molluscs. The A. granulata genome is a resource for future studies of molluscan evolution and biomineralization.SIGNIFICANCE STATEMENTChitons are molluscs that make shell plates, spine- or scale-like sclerites, and iron-coated teeth. Currently, all molluscs with sequenced genomes lie within one major clade (Conchifera). Sequencing the genome of a representative from the other major clade (Aculifera) helps us learn about the origins and evolution of molluscan traits. The genome of the West Indian Fuzzy Chiton, Acanthopleura granulata, reveals chitons have homologs of many genes other molluscs use to make shells, suggesting all molluscs share some shell-making pathways. The genome of A. granulata has more genes that may be regulated directly by iron than other molluscs, and chitons produce a unique isoform of a major iron-transport protein (ferritin), suggesting that chitons have genomic specializations that contribute to their production of iron-coated teeth.

Imaginative practices are central to ongoing transformations in the form and function of suburbia. In recent years, urban scholars have focused increasing attention on the concept and process of ‘post-suburbanisation’ to understand contemporary suburbs, yet imaginaries and imaginative practices have been largely absent in their analyses. This paper examines the role of imaginative practices in post-suburban change. Through a case study of Auckland, New Zealand, the paper examines three key domains of imaginative practice – visions, problems and trajectories – implicated in the production of post-suburbia. It argues that understandings of post-suburbanisation will be enhanced by an appreciation of both the material and imaginative dimensions of suburban transformation.

This paper analyses constraints on inflectional syncretism and inflectional allomorphy using frequency information. Syncretism arises where one form is associated with more than one function, whereas inflectional allomorphy occurs where there is more than one inflectional class, and a single function is associated with two or more forms. If high frequency is associated with more differentiation on both sides, we expect, on the one hand, that a frequent function will have a high number of forms and, on the other, that a frequent form will have a high number of functions. Our study focuses on Russian nominals, in particular nouns, which exhibit both syncretism and inflectional allomorphy. We find that there is a relationship between frequency and differentiation, but that it is not exceptionless, and that the exceptions can be understood in terms of the use of referrals as default rules.

This article discusses a recent art project created by the Wiradjuri and Kamilaroi artist Jonathon Jones, which was commissioned to commemorate the opening of the revitalized Hyde Park Barracks in Sydney in early 2020. Jones’ work involves a dramatic installation of red and white crushed stones laid throughout the grounds of the barracks, merging the image of the emu footprint with that of the English broad convict arrow to ‘consider Australia’s layered history and contemporary cultural relations’. This work was accompanied by a ‘specially-curated programme’ of performances, workshops, storytelling and Artist Talks. Together, these elements were designed to unpack how certain ‘stories determine the ways we came together as a nation’. As one of the speakers of the Artist Talk’s programme, I had a unique opportunity to experiment with what colleagues and I have been calling ‘Creative histories’ in reference to the way some artists and historians are choosing to communicate their research about the past in ways that experiment with form and function and push disciplinary or generic boundaries. This article reflects upon how these two distinct creative history projects – one visual art, the other performative – renegotiate the complex and contested pasts of the Hyde Park Barracks. I suggest that both examples speak to the role of memory and creativity in shaping cultural responses to Australia’s colonial past, while Jones' programme illustrates how Indigenous artists and academics are making a profound intervention into contemporary understandings of how history is ‘done’ in Australia.

There are limited curricular options for medical students to engage in art-making during their training. Yet, it is known that art-making confers a variety of benefits related to learning. This qualitative study utilises a visual methodology to explore students’ art-making in the context of the cardiovascular sciences. The existence of a multiyear repository of medical/dental student generated, cardiac-inspired art, collected over 6 years, provided the opportunity to explore the nature of the art made. The aim was to categorise the art produced, as well as the depth and breadth of understanding required to produce the art. The data set included a wide variety of titled art (paintings, photographs, sketches, sculptures, collages, poetry and music/dance). Systematic curation of the collection, across all media, yielded three main categories: anatomical renderings, physiology/pathophysiology renderings and kinesthetic creations (music/dance/tactile). Overall (medical and dental) student-generated art suggested a high level of content/process understanding, as illustrated by attention to scientific detail, integration of form and function as well as the sophisticated use of visual metaphor and word play. Dental students preferentially expressed their understanding of anatomy and physiology kinesthetically, creating art that required manual dexterity as well as through choreography and dance. Combining art-making with basic science curricular learning invited the medical and dentistry students to link their understanding to different modes of expression and a non-biomedical way of knowing. Subsequent incorporation of the student-generated cardiac art into lectures exposed the entire class to creative pictorial expressions of anatomy, physiology and pathophysiology.

<p>This thesis sets out to develop a model of professional competence that takes into account the complexity associated with pharmacy practice. The resulting model conceptualises competence in a way that recognises it is a multi-leveled entity that develops and changes over a practitioner's practicing life. The model enables the characteristics that differentiate between levels of performance to be identified and explored. The thesis responds to the issues raised by the emerging emphasis on audit and competence assurance resulting from the introduction of The Health Practitioners Competence Assurance Act 2003 in New Zealand. It investigates the concept of professional competence as exhibited by experienced practising pharmacists, how it is defined, and how it evolves through ongoing practice. The research identifies behaviours that differentiate expert, competent and not-competent performance. As a result of the research undertaken, a new model of professional competence for pharmacists is proposed. This model uses complexity theory to move beyond traditional conceptions of competence, which are based on performance of roles and functions and focus on separate tasks and knowledge. Instead, it proposes that professional competence is a complex, separate entity in its own right, which is reflected in the roles and functions pharmacists perform. In the model, the ability to perform professional tasks competently is termed the domain of technical competence, but is only one component of professional competence. The other components are contained in four other domains of competence - cognitive, legal/ethical, organisational, and inter/intra-personal. Each of these domains is expressed in a continuum of behaviours, which at one end reflects the characteristics of the domain totally unconnected with the other domains. At the other end of the continuum the behaviour exhibited reflects the full integration of all the domains. "Competent" pharmacists are able to integrate the five domains of competence when performing their professional roles. Conceptualising professional competence in this way enables the importance of complex integrated behaviours of professional practice to be recognised without trying to break them into component parts. An example is the ability to draw apparently unconnected pieces of information together when deciding on appropriate actions for particular situations. "Not-competent" performance is characterised by a lack of ability to fully integrate the five domains of competence. This is often exhibited in a lack of ability to integrate one of the domains, for example, not applying legal or ethical judgments to decisions made or not communicating clearly in English. "Expert" performers on the other hand are able to integrate the skills and knowledge within each of the domains across a wider range of practice situations more consistently than competent performers. In doing so, experts are less reliant on standard professional and process knowledge, and instead use personal knowledge and experience to underpin their practice. This is reflected in their ability to act in more intuitive and creative ways. The model also provides a means of differentiating between "specialist" and "expert" performers. While experts are able to integrate the domains of competence more consistently and across a wider range of practice situations than competent performers, specialists demonstrate a greater ability in just one or two of the domains. This is most commonly exhibited by a specialist having a body of in-depth clinical knowledge within the cognitive and technical domains, or a specialist manager having a high level of proficiency in the organisational domain. In merging the domains together, the competent professional will perform professional tasks and functions and in doing so will exhibit patterns of behaviour appropriate to their situational context. Judgments of competence can be made based on such behaviours. Competence assurance is, therefore, viewed as situational, and evaluation methods are required that take this into account. The thesis proposes that the methods used for competence assurance of health professionals should take a complex view of professional competence, and focus on the integrated behaviours that differentiate performance. It also proposes that the integrated, complex model of professional competence can have profound impacts on curriculum development for initial pharmacist education and continuing professional development activities.</p>

According to Ryding (2005), "conditional propositions are ones in which hypothetical conditions are specified in order for something else to take place." He adds "there are two clauses, one that specifies the condition…" and "one that specifies the consequences or result of those conditions" (p.671).  On the other hand, "the equivalent terms in Arabic are شرط /ʃartˤ/ (for the condition clause) and جواب /jawaab/ (for the consequence clause)"(p.671).  The writer divides conditions into "reasonably realizable" (if you study hard, you will pass) and "simply expressions of impossible or “contrary to fact” conditions"(p.671) (If he were rich, he would buy your car).  In brief, conditional sentences in both English and Arabic can be grouped into two categories, namely, real conditionals and unreal ones.  Real conditionals are indicated by a speaker who believes positively about the achievement of the condition, while the speaker of the unreal ones believes negatively about this achievement.   Moreover, the use of different conditional particles appoints the type of the condition in Arabic, but it is identified by the cluster of verb forms in English.  In English, the conditional sentence may precede or follow the main sentence, but it generally precedes the main sentence in Arabic. The tense of the verbs used in English conditional sentences differ in most cases from their Arabic counterparts. Furthermore, the most common type of conditionals in English involves ‘if’ and ‘unless’ but there are three common conditional particles and about ten conditional nouns in Arabic.  Ryding (2005) states that, "Arabic uses different particles to express possible conditions and impossible conditions"(p.671). The English conditional article ' if ' has three equivalents in Arabic: /?in/, /?iðaa/ and /law/.  The verbs of the two English conditional clauses in each of the four cases are in a sort of harmony in tense, but in Arabic such tense agreement is not a must.  Hence, we conclude that there is a general tense harmony between the English conditional clauses, but in Arabic, this is not commonly the case.  This dissonance leads to some extent of confusion while translating the source language(SL) into the target language(TL) in general and from the Quran ( as SL) into English (as TL) in particular.
