<p><b>M.I.A, born Mathangi Arulpragasam, is a British Sri Lankan Tamil artist-activist whose acronymised stage persona refers to the military term Missing in Action. Set against hegemonic readings which privilege postcolonial, feminist, or transnational categories of analyses, my original contribution to knowledge is to locate M.I.A’s work in the political contexts in which they are produced. I thereby foreground the hidden Tamil erasures of the Sri Lankan civil war (1983-2009) that traverse the artist’s productions. The historicisation of M.I.A’s politics of haunting is not only a research gap, but central in understanding the artist’s texts. Using hauntology as a framework and close textual analysis as a method, this thesis constitutes a Tamil-centric reading of M.I.A’s work as well as a nuanced contribution to hauntology studies. </b></p><p>My study identifies the Tamil cemeteries evoked in four songs—“Galang” (2003), “Bucky Done Gun” (2004), “Born Free” (2010), and “Borders” (2015)—inquiring into their visual translations, functions, objectives, and larger political significance. I particularly focus on their visual language that emerge from the collective absence-presences of the war, shared by the Tamil diaspora, of which the artist and I are part. My analyses also extend to probing salient aspects of the lyrics, performance, sound- and sartorial politics. </p><p>My textual analyses render the following findings: M.I.A’s productions recirculate histories of Tamil erasure as sites of death. They replicate and extend the funerary work of the cemeteries of the Liberation Tigers of Tamil Eelam (LTTE)—a Sri Lankan Tamil nationalist, separatist, and militant organisation that fought for an independent state in the north and north east of Sri Lanka. The artist recartographises Tamil cemeteries into ubiquitous popcultural expressions, in which the aesthetic techniques—animated stencils, flags, murals, photo montages, and performative bodies—visibilise and physicalise the materiality of violence enacted upon Tamils. M.I.A’s topographies of death rematerialise the architecture of cemeteries as inconspicuous yet omnipresent sites of absence, marking a simultaneous obscuration and ubiquitisation of cemeterial landscapes. These memory locales tend to Tamil graves, expose Tamil truth claims, and let the dead speak with and through the depiction of their brutalised bodies. Urging a responsibility for the (living) dead, they challenge the state’s control over ontology and visibility that renders Tamil lives unlivable and absent.</p>

This article examines the lingering presence of the female militant figure in post-war Sri Lankan women’s writing in English. Through a careful demarcation of the formal–aesthetic limits of engaging with the country’s competing ethno-nationalisms, the article seeks to uncover the gendered hierarchies of Sri Lanka’s civil war in two literary works: Niromi de Soyza’s autobiography Tamil Tigress (2011) and Nayomi Munaweera’s debut novel Island of a Thousand Mirrors (2012). The reading draws attention to the writers’ attempt to “historise” the LTTE female fighter and/or suicide bomber within Sri Lanka’s complex colonial past and its implications for the recent history of conflict. The individual motives of the female fighters to join the LTTE, the article contends, remain ideologically susceptible to, if not interpellated by, the gendered hierarchies both within the military movement and Tamil society at large. A literary portrait of such entangled hierarchies in post-war Sri Lankan texts, the article reveals, helps expose the hegemonic (male) discourses of Sri Lankan nationalism that tend to undermine the war experiences of women.

Abstract The chief objective of this paper is to demonstrate that the characteristics of new wars (described by scholars Mary Kaldor and Herfried Műnkler) are identified in the case of the Democratic Republic of the Congo. Hence, the main argument is that the wars in D.R. Congo displayed most features of the new wars. Former Zaire/RDC was a weak state, completely unable to retain monopoly on the use of organized violence or to control its entire territory. Many armed groups and local militias had free vein in the east part and at some point they also controlled the north east and south east areas. Moreover, they gained autonomy and resorted to atrocities. The distinction between combatants and civilians was blurred. The locus of belligerence moved from the military sector to the societal one, thus also pinpointing to the need to reconceptualize security. Most attacks were carried out systematically and deliberately against groups of individuals, without discrimination between civilians and members of the militias. Child-soldiering was present and violence against women was prevailing systematically. Looting, raping, and killing was the bulk of the fighting and on several occasions civilians were used as human shields.

Studies were designed to highlight the quality of sheep skins obtained from the new formed race. The biological material examined was owned by private farms in the North-East of Romania. To emphasize the aesthetic and commercial value of sheep skin were analyzed more properties on which depends this production quality, and working methods used were those accepted in Karakul sheep selection in Romania. Researches were based on the collection, processing and interpretation of data obtained as a result of buckling quality assessment at the Karakul lambs, black variety, produced in 2009 calving season. All traits were assessed in daylight and after investigations it was found that from the total of 986 lambs were subjected to assessments about 98.27% was a black color associated with a high gloss. Also, to the estimated group, the size of loops can be seen in an advanced stage of improvement, because about 90% of sheep produce sheep skins with loops of size and appearance was in full compliance with quality requirements for all types of loops in black variety. The results reached confirms that sheep skins, overall, has some qualitative features of buckling expressed at a higher level. This fact is primarily due to rigorous selection of sires and directing mating. All these actions, conducted at a sustained level, had a direct influence on the quality of biological material retained for breeding and they had facilitated growth of aesthetic and commercial value of sheep skins on next generations.


Significance Delivery of relief to 8.5 million people in north-eastern Nigeria is complicated by persistent insecurity due to the Boko Haram insurgency, the dependency of the aid community on military cooperation for access, alleged corruption and mismanagement by government agents and contractors, an uncertain domestic political situation and ambiguity about mid-term funding from international sources. These challenges have led to an enduring humanitarian disaster and the possibility of reversals on the regional security front. Impacts Political uncertainty due to President Muhammadu Buhari’s poor health will hamper national efforts on the humanitarian front. An unimproved humanitarian situation will complicate the military’s counter-insurgency campaign, and harm long-term security efforts. Ongoing corruption revelations, particularly within the military, could undermine security sector and federal executive relations. Renewed Niger Delta militancy and pro-Biafra separatism could distract the federal government's attention from the north-east.

This article explores a general situation in the Middle East as well as the role and value of Kurds in regional geopolitics. The author concludes that in the context of a growing threat of the radical Islamists take-over in a number of the Middle East states, the ISIS strengthening, the incitement of a widespread armed conflict between Sunni and Shia communities, and a tendency towards Syria and Iraq territories turning into the area for an open confrontation between regional centers of power, the Kurds intrinsically become a "Third Force" and play an increasingly important role in stabilizing the military-political situation both in each country of their compact settlements and in the region as a whole. The 40-million strong Kurdish nation, divided by borders of four states, preserves its language, rich spiritual and cultural heritage, manners and customs (and hangs on to its age-old dream to create an independent state). The main attention is paid to the Iraqi Kurdistan as to an advance party of the Kurdish national movement. Today, the Kurdish region of Iraq has all attributes of the state, successfully carries out foreign policy and economic activity. The author notes an important role of Erbil as an intermediary in resolving inter-Arab contradictions in Iraq, for the unity of Kurds in Syria, for a peaceful solution of the Kurdish problem in Turkey. A very important statement is the potential of Iraqi Kurdistan to turn into a national and cultural center of all Kurdish people, and to proclaim an independent state on the North of Iraq, if necessary.

AbstractThe story of Vijaya, has long been central to the Sinhalese idea of themselves as a distinct ethnic group of Aryan origin with ancient roots in the island of Lanka. The ‘national’ chronicle of the Sinhalese, the Mahāvaṃsa (circa fifth century ce) presents Vijaya, an exiled prince from India descended from a lion, as the founder hero of Sinhala civilisation. In a companion article to this, I argued that the narrative of Vijaya and other founder-heroes in the Mahāvaṃsa revolves around the theme of transgression, and that this puzzling fact can only be explained by a consideration of the symbolic logic of the ‘stranger-king’ in origin stories and kingship rituals worldwide. In the present article, I look at other ways of explaining the narrative of Sīhabāhu, Vijaya, and Paṇḍukābhaya. First I break down the narrative into four different origin stories and consider their distribution in a range of texts from South Asia in order to reflect on possible textual inspirations for them (and even consider parallels with the Greek tale of Odysseus and Circe). Second, I consider the possibility that the narrative concerning relations with Pāṇḍu royalty reflects immediate political imperatives of the fifth century ce. Do such interpretations negate the assumption that an organic communal process of mythogenesis has been at work? In the final section this methodological dilemma is approached through comparisons with the way in which scholars have looked at the origin myths of ancient Greek and particularly Roman society. Lastly, these reflections add further weight to the global comparative model of the stranger king, for the stories of Romulus and Vijaya share an emphasis on alien and transgressive beginnings.In 2009 the Sri Lankan government finally destroyed the conventional forces of the Tamil Tigers (LTTE) as the civil war that had afflicted the island since 1983 was brought to a violent denouement in the north-east of the Vanni region. From some of the subsequent celebrations by the Sinhalese majority, it seemed that the President Mahinda Rajapaksa was hailed not only for having rid Sri Lanka of a violent menace, but for having, in one sense, re-created the island. The country could now attain the kind of genuine independence and wholeness that had been lacking for much of the period following decolonisation in 1948. After the victory, Rajapaksa was hailed as a ‘great king’ and his admirers were not slow to draw historical analogies with kings and founder-heroes of the past. Such heroes typically have to wade through blood to obtain political mastery; the Lankan chronicles imply that such is the price that must be paid for the re-establishment of society or civilisation itself.

The documents attest the presence of an Armenian community in Chisinau since the ‘30s of the 18th century. In the 18th century, the Chisinau Armenians had a place of worship, located on the site of the present Armenian Church, in the “heart” of the city, on the first street parallel to the north-east side of the market square. In 1774, among the Chisinau Armenians, the priest Musuz was mentioned, who served in the Armenian Church. The temple was badly damaged by the fire that engulfed Chisinau during the military operations of 1788. The earthquake destroyed this place of worship on October 14, 1802. In 1803-1804, it was rebuilt in the same place. The construction manager and, possibly, the architect of the holy place, was master Vardan from Iaşi. According to the statistical documents of 1809, three priests and four deacons served in the Armenian church. The cemetery of Armenian community was located near the old Orthodox cemetery of the Mazarache church. However, some more important burials were also done in the churchyard of the Armenian church. During the XIX-XX centuries, the church underwent many alterations and renovations, which changed its appearance. In 1993, by the decision of the Parliament of the Republic of Moldova, this valuable building of Chisinau was given the status of historic monument.

This paper examines the possible causes of damage to historic rammed earth structures based on a case study of a medieval and later building, formerly a preceptory of the Military Orders, in the village of Ambel in Aragon, north-east Spain. Structural and water-based mechanisms of damage are reviewed and an engineering basis for the cause of damage is proposed. Since a number of repair strategies have already been attempted on this structure, their effectiveness is also discussed. A four storey granary at the north-east corner of the preceptory complex is described in detail since it encapsulates many damage mechanisms and repair strategies which are common to historic rammed earth. The granary tower has a random rubble foundation, which is probably in part the remains of previous building, with rammed earth walls for the three storeys above. This rammed earth was originally rendered and scored to imitate fired brick but almost all of this has now fallen away. The gable end of the building has fired brick quoins, and now leans outwards slightly at the head of the wall. There is evidence of water damage because the building was neglected in the past, though not enough to initiate collapse. Structural and water based damage mechanisms are identified, and example repair strategies used at Ambel are described.

(237words) This chapter explores the deepening during World War one of colonial interest in the military, labor and political potential of those it categorized as ‘primitive’ populations. Among these were the ‘hill-men’ of India’s North-East Frontier deployed for militarist border-making both as porters and as informal auxiliaries. But work gangs for road building and expeditionary columns were also drawn from so- called ‘Santhalis’ or ‘aboriginals’, strung along the path of migration eastwards from Bihar and Orissa. Keen to highlight the importance to empire of the North-East Frontier, considered less significant than the North-West Frontier, the Assam government offered to raise ‘primitive hill-men’ labor companies for France. Some ‘hill-men’ chiefs feared the depletion of their retinues, others saw new opportunities unfold. Recruitment set up circuits between local conflicts and new theatres of war, resulting in the prolonged Kuki-Chin uprising of 1917-1919 along the Assam –Burma border. War also intensified the extractive drives of state and capital over forest and mineral resources, as illustrated in a small uprising in Mayurbhanj in Bihar and Orissa in which ‘Santhalis’ were held to be very prominent.. At both sites officials concluded that the resistance of ‘primitive’ populations to war- drives which subjected their persons and re-shaped their environments arose from ‘millenarian’ dreams of autonomy. However ‘primitivity’ also offered rich possibilities for the post-war reconstruction of imperial legitimacy. It was the ground on which certain tracts inhabited by ‘backward populations’ were excluded from the scheme of responsible government introduced in 1919.
