<p>The impact of trade liberalisation on the structure and nature of work is a divisive topic. On the one hand, there are those who support trade liberalisation by pointing to the potential employment generation (Kelly & Prokhovnik, 2004) and the upward pressure on workers’ skills levels (Mander & Goldsmith, 1996). In contrast, there are those who remain critical and argue that trade liberalisation results in job losses, downward pressure on working conditions and limited opportunity for unskilled workers (Solidar, 2007c; 2007e). Impacts that indicate an improvement in decent work are often framed as ‘social upgrading’ while any deterioration in decent work is seen to result in ‘social downgrading’. Research in this field, while growing, tends to assess the impact of trade liberalisation from a national, sectoral or organisational perspective, while little is known of the workers’ perspective. Adopting a worker perspective, this thesis examines the impact of trade liberalisation on decent work among sugar mill workers in the Philippines.  Using a qualitative single case study method, the study draws on the changes in employment and work conditions in a sugar mill when liberal trade policies were introduced. The study uses both primary and secondary data. Primary data were taken from representatives of the workers, the employer and the government sector at national and workplace levels.  The study highlights the trade-offs between indicators of decent work and finds that decent work can be influenced by institutional frameworks in addition to employment strategies. Trade liberalisation resulted in numerical flexibility where permanent workers were reduced while contractual workers were hired as cost reduction measures and a way of avoiding labour laws that are protective of permanent workers. A shift of employment demand toward semi-skilled or skilled workers was also found. Thus, this research directs the attention of future research on trade liberalisation and decent work towards more vulnerable workers such as contractual workers. Furthermore, it highlights the need to increase the coverage of legislative protection to include non-permanent workers. Lastly, it challenges the Philippine government to increase the skill level of its workforce to facilitate employment generation.</p>

The present study is an attempt to explore the impact of trade liberalisation on employment and wages of production and non-production workers in large scale manufacturing industries of Pakistan. We use a sample of 18 industrial establishments with a time series data covering a period 1970-71 to 2005-06. In order to account for endogeniety problem, this study uses the Generalised Method of Moments (GMM). The study comes up with the findings that trade liberalisation has significantly negative impact on employment of both production and non-production workers. On the other hand, trade liberalisation has a significantly positive impact on wages of production workers, but it has no significant impact on wages of non-production workers. The negative impact of trade is attributed to the high protection given to most of the inefficient industries in the post liberalisation period. On the other hand, reduction in non-production worker employment is not unexpected as in case of developing country like Pakistan, trade liberalisation is supposed to displace capital intensive industries that employ most of the non-production (skilled) workers. This study discusses the penetration of Islam in the Philippines, particularly the third wave of its expansion, which was brought by Sufi missionaries. It reinstates the historical relevance of Sufi ideas and approaches due to its contemporary relevance to the concept of social co-existence. The rational, intellectual and philosophical dimension of Islam is manifested in the cultural and traditional life of Muslim communities. The study also analyzes the impact of Muslim struggle for the development of Islamic institutions in the context of the secular state. The ongoing, unsettled debate between Islamic and government approaches to peace and development in Mindanao and Sulu continues unabated. Over the years, reforms were introduced, but in their midst, evidence of government biases and prejudices with regards to Islamic institutions have surfaced. Muslim leaders and intellectuals responded in the context of historical rights and freedom, but those views were often questioned as they are presumed to be incompatible with the national agenda for national unity. It was very recently that this incompatibility was readdressed giving support to having lasting peace and justice in Mindanao. The study argues that there have been substantial state-sponsored reforms which may contribute to the gradual advancement of Muslim communities. Though the path for the passage of Muslim concerns within the given condition is fragile and open to challenges, the study recognizes the prominence of inter-civilizational dialogue, from which the universal values of humanity will be embraced by both Muslim and non-Muslim policy makers. In addition, Muslim and non-Muslim communities in the Philippines need to embrace the universal principle of humanity and coexistence due to its relevance to the political stability and economic growth in the country.  Keywords: Muslims in the Philippines, Islamic institutions, Islamization, Muslim intellectuals, Reform. Abstrak Kajian ini mengkaji tentang kemasukan Islam, terutamanya gelombang ketiga perkembangannya, yang dibawa oleh para pendakwah sufi. Kajian itu mengembalikan semula sejarah penting tentang idea-idea dan pendekatan Sufi yang boleh digunapakai pada masa kini untuk mewujudkan keharmonian sosial di kalangan rakyat pelbagai agama. Pemahaman tentang Islam mempunyai pengaruh yang jelas terhadap kebudayaan dan tradisi Islam. Kajian ini juga menganalisis kesan perjuangan Muslim untuk pembangunan institusi Islam dalam konteks sebuah negara sekular. Perbahasan yang berterusan yang tidak menemukan penyelesaian antara pendekatan Islam dan pendekatan kerajaan untuk perdamaian serta pembangunan di Mindanao dan Sulu terus berlanjutan. Walaupun  bertahun-tahun pembaharuan telah dilakukan, namun terdapat bukti penolakan dan prasangka buruk kerajaan terhadap institusi Islam. Para pemimpin dan intelektual Muslim bertindak berdasarkan pada fakta sejarah dan hak kebebasan bersuara, namun pandangan mereka sering dipertikaikan kerana mereka dianggap tidak seiring dengan agenda dan perpaduan nasional. Baru-baru ini ketidakserasian ini mulai disuarakan semula untuk mendapat sokongan terhadap keamanan dan keadilan yang berterusan di Mindanao. Kajian ini mendapati bahawa terdapat pembaharuan yang dilakukan oleh pihak kerajaan yang boleh menyumbang ke arah  kemajuan masyarakat Islam secara beransur-ansur. Walaupun pendekatan bagi memenuhi hasrat orang Islam masih dalam keadaan yang rapuh dan penuh cabaran, namun kajian ini mengusulkan peripentingnya dialog antara peradaban dimana nilai-nilai universal manusia akan diperoleh dan dipegang oleh kedua-kedua pihak pembuat dasar iaitu  Islam dan bukan Islam. Di samping itu, umat Islam dan bukan Islam di Filipina perlu mengkaji dan mencontohi model keharmonian sosial Malaysia dan Singapura kerana kaitannya dengan kestabilan politik dan pertumbuhan ekonomi. Bois-Rouge factory, an 8000 t/d cane Reunionese sugarcane mill, has fully equipped its filtration station with vacuum belt press filters since 2010, the first one being installed in 2009. The present study deals with this 3-year experience and discusses operating conditions, electricity consumption, performance and optimisation. The comparison with the more classical rotary drum vacuum filter station of Le Gol sugar mill highlights advantages of vacuum belt press filters: high filtration efficiency, low filter cake mass and sucrose content, low total solids content in filtrate and low power consumption. However, this technology needs a mud conditioning step and requires a large amount of water to improve mud quality, mixing of flocculant and washing of filter belts. The impact on the energy balance of the sugar mill is significant. At Bois-Rouge mill, studies are underway to reduce the water consumption by recycling low d.s. filtrate and by dry cleaning the filter belts.

AbstractThis paper explores the role played by the International Labour Organization (ILO) in the consultations and stocktaking during 2017 and the negotiations during 2018 leading up to the adoption of the Global Compact for Safe, Orderly and Regular Migration (GCM). It examines selected parts of the text of the GCM, with particular reference to the ILO's mandate of securing social justice and decent work, as well as the protection of migrant workers and governance of labour migration. The final part of the paper looks ahead to the ILO's role in the implementation of the GCM, with specific reference to the Arab states region, where migration for employment is significant and the governance challenges, particularly in relation to the protection of low-wage and low-skilled workers, are especially acute.

The coronavirus disease (COVID-19) continues to spread globally. While social distancing has attracted attention as a measure to prevent the spread of infection, some occupations find it difficult to implement. Therefore, this study aims to investigate the relationship between work characteristics and social distancing using data available on O*NET, an occupational information site. A total of eight factors were extracted by performing an exploratory factor analysis: work conditions, supervisory work, information processing, response to aggression, specialization, autonomy, interaction outside the organization, and interdependence. A multiple regression analysis showed that interdependence, response to aggression, and interaction outside the organization, which are categorized as ”social characteristics,” and information processing and specialization, which are categorized as “knowledge characteristics,” were associated with physical proximity. Furthermore, we added customer, which represents contact with the customer, and remote working, which represents a small amount of outdoor activity, to our multiple regression model, and confirmed that they increased the explanatory power of the model. This suggests that those who work under interdependence, face aggression, and engage in outside activities, and/or have frequent contact with customers, little interaction outside the organization, and little information processing will have the most difficulty in maintaining social distancing.

New managerialism and the pervasive neoliberalisation of universities is by now a well-established phenomenon. Commentaries explore the political and economic drivers and effects of neoliberal ideology, and critique the impact on higher education and academic work. The impact on the health and well-being of academic staff has had less attention, and it is to that we turn in this paper. Much academic interest in neoliberalism stems from the UK, Australia and the United States. We draw particularly on studies of public Irish universities, where neoliberalism, now well entrenched, but something of a late-comer to the new public management party, is making its presence felt. This conceptual paper explores the concept of neoliberalism in higher education, arguing that the policies and practices of new public management as exercised in universities are a form of bullying; what we term institutional bullying. The authors are researchers of workplace culture, workplace bullying and incivility. Irish universities are increasingly challenged in delivering the International Labour Organisation (ILO) principles of decent work, i.e., dignity, equity, fair income and safe working conditions. They have become exposed in terms of gender imbalance in senior positions, precariat workforce, excessive workload and diminishing levels of control. Irish universities are suffering in terms of both the health and well-being of staff and organisational vibrancy. The authors conclude by cautioning against potential neoliberal intensification as universities grapple with the economic fallout from the COVID-19 pandemic. This paper reviews neoliberalism in higher education and concludes with insight as to how the current pandemic could act as a necessary catalyst to stem the tide and ‘call out’ bullying at the institutional level.

This work aims to define the impact of different indicators on the sustainability of food placement in the retail sector, during periods of crisis and emergencies, such as the COVID-19 pandemic. An empirical survey conducted in the Western Balkans (WB) region showed that indicators such as developed infrastructure, consistency, and transparency of the supply chain, skilled workers, costs, food safety, food prices, energy consumption, and changes in consumer needs are statistically significant since they affect the sustainability of food placement in the retail sector. As food placement and the retail sector itself are inseparable from other participants in the food supply chain (FSC), an analysis was conducted at the level of all FSC sectors. The results showed some deviations viewed individually in the sectors of production, physical distribution, wholesale, and retail, and in selected Western Balkan countries. Based on the results obtained, the sustainability model of food placement in the retail sector has been defined. The model will serve as the basis for defining the set of measures and incentives that competent institutions and FSC management need to undertake, to minimize the impact of indicators that endanger sustainability. The originality of the study lies in the fact that it fills the research gap that exists in this subject matter in academic research and studies in the WB region. In addition, some indicators important for food placement have been precisely isolated, with the definition of the intensity of their impact, observed overall at the level of the entire FSC as well as by individual sectors. Guidelines and suggestions for future research are listed in the paper.

Purpose – The purpose of this paper is to investigate the effect of education on migration decisions focusing on rural and urban in-migrants by comparing the 2005/2006 and 2012/2013 rounds of the Ghana Living Standards Survey (GLSS5 and GLSS6). After correcting for selectivity bias, the authors observed that anticipated welfare gain and socio-economic variables such as sector of employment, sex, experience, age, educational level and marital status significantly affect an individual’s migration decision. Design/methodology/approach – The authors made use of Sjaastad’s (1962) human capital framework as a basis for examining the impact of education on migration. The migration decision equation was based on the Heckman two stage procedure. Findings – While educational attainment is observed to have a positive effect on migration decision in the period 2005/2006, the authors find a negative effect of educational attainment on migration decision in the period 2012/2013. The effect of educational attainment on migration decision in 2005/2006 for urban in-migrant is higher than the effect for rural in-migrant, with its significance varying for the different stages of educational attainment. In absolute terms, whereas the effect of secondary educational attainment on migration decisions for urban in-migrant is higher than that of rural in-migrant, the reverse holds for higher educational attainment during the period 2012/2013. Social implications – Based on the mixed effect of education on migration decision as evident from the study, policies to enhance the educational system in Ghana should be complemented with job creations in the entire country. Moreover, special attention should be given to the rural sector in such a way that the jobs to be created in the sector do not require skilled workers. With quality education and job creation, the welfare of individuals living in urban and rural areas will be enhanced. Originality/value – In spite of the importance of education in migration decisions, there is scanty literature on the rural-urban dimension. To the best of the author’s knowledge there is no literature in the Ghanaian context which examines the rural and urban perspective of the impact of education on migration with a much recent data. Further, the author consider how the determinants of migration decision have changed over time focusing on rural and urban perspectives.
