<p>Research Problem: Compliance in recordkeeping is essential, especially in public service organisations that are required to comply with the Public Records Act (PRA) of New Zealand, which lays down strict guidelines for recordkeeping to aid in transparency in government. Records must be comprehensive and complete, as well as authentic and reliable. People are less likely to use a system if they do not trust it. There are various factors influencing compliance; this research examines trust in the recordkeeping system itself, and the factors that enhance or diminish trust. Methodology: This quantitative research was conducted using an online questionnaire in March of 2014. It was disseminated via New Zealand’s listserv for the recordkeeping community and it was sent to records managers because they understand the PRA, and have a holistic view of recordkeeping; and also would have an overview of staff compliance and attitudes. Text questions were included at the end, giving people an opportunity to explain or expand on their answers. Findings: Results were varied, reflecting the diversity of organisations affected by the PRA as well as diversity in standards of recordkeeping and compliance. Some results were clear, with all respondents seeing the benefit of support from management. Different problems were experienced in different organisations, and strategies to enhance trust and consequences of mistrust were listed. Implications: With increased knowledge about the factors affecting trust in recordkeeping systems, as well potential solutions, records managers can have a better chance of running or implementing a successful system. People factors play a large role in the success of a system, and record managers need to find ways to achieve user buy-in. Different solutions work in different organisations. Further research into the other factors affecting compliance in recordkeeping systems is indicated.</p>

This purpose of this article is to explore impediments to effective whistleblowing as a strategy for promoting anti-corruption practices within the South African public sector. Corruption, which violates the public service code of conduct; deters foreign investment, increases the cost of public service delivery, undermines the fight against poverty and unnecessarily burdens the criminal justice system. The article addresses the question on whether legislation on whistleblowing is adequate to encourage whistleblowing in the public sector. A review of literature determines that the effective implementation of whistleblowing legislation is largely dependent on addressing the challenges identified in the article. The quantitative research method was employed in the study to ascertain the views of employees in the public sector on whistleblowing. Empirical findings confirm the hypothesis that the protection of whistleblowers through legislation is inadequate to encourage whistleblowing. The article provides a conceptual framework for the effective achievement of the intended outcomes of whistleblowing in the public sector.

In today’s globally competitive and modern environments, organisational future plans often fail due to the lack of succession planning. Literature has shown that in most public services, very little is done to transfer employee skills before they leave the organisation, which largely is attributed to the lack of proper corporate succession planning. This study examined the association between corporate succession planning practices, internal succession barriers and intentions to leave within a public service in South Africa. The study was inspired by the absence of documented evidence of corporate succession planning initiatives, the barriers to succession planning and turnover intentions of employees in the public sector in the South African context. The study is located within a quantitative research paradigm in which a three-section structured questionnaire was administered to a sample of 243 public service employees. Two factors; namely, replacement planning and employee development/grooming were extracted using exploratory factor analysis. The Pearson correlation coefficient showed that corporate succession planning practices and internal succession barriers are negatively related to intentions to leave in the public service. Regression analysis showed that replacement planning and employee grooming are predictors of intention to quit. The results of the study are significant in that they facilitate the development as well as the effective implementation of succession planning initiatives that enable public services to improve human resource practices and counter any existing barriers to internal succession.

Almost every day, in various mass media, especially in newspapers, it is found that there are so many complaints and unsatisfactory opinions from the community, as the customer, towards the current implementation of public service. These complaints and unsatisfactory opinions can describe how bad the quality of the current public service is, which is benefited by the community. It may be the right time for the community to be treated as citizens, who will have rights and give priority to their rights for being served afterwards. They are not anymore being considered as clients who previously have no any choice in choosing and in determining what kind of service that they really want to. There are so many results from research, seminar and writings that are conducted by experts in which their works talk about the implementation of a good and qualified public service. Currently, however, the qualified public service has not yet implemented as should have been. The implementation of public service still acts as however it please to be and only emphasize on its own interest without considering the consumer’s importance as the party that should really be served as well as possible. For this reason, a research, which is done in Service Integrated Unit of the Jember Regency, tries to find out any factors affecting quality of the public services. The main core of the public service implementation is the quality of norm of the service executor. The matter that should be realized is that the executor is the person who should serve for the community, and the community is the one who should be served as well as possible.Keywords: Implementation of public service, legislatif

The purpose of this study was to determine the effect of Public Service Quality on Community Satisfaction in the Marawi Family Office, Tiroang District, Pinrang Regency. The population in conducting this study were people with male and female gender, amounting to 1,342 family cards from three environments, the sampling technique used was the Slovin formula with the results of 93 people, taken based on cluster techniques. The type of research used is descriptive quantitative research, data collection techniques used are observation techniques, questionnaires, interviews and documentation. Data analysis techniques are data selection, data clarification, data tabulation, data standardization using the SPSS 21 application. Based on the research taken from the results of the questionnaire data processing, the recapitulation of the Public Service Quality variable with a percentage of 64 % is included in the "Good" category, while the recapitulation of the Community Satisfaction variable is with a percentage of 63%.

This study aims to unearth the interactive role of OC on the relationship between PJ of the PA and PSM in public universities in Pakistan. The study not only discusses that PJ is imperative for the overall PSM, but also discusses how to retain a motivated workforce via OC. Qualitative as well as quantitative research methodology has been adopted in this study. Questionnaire was designed to get the view of employees working in the public universities. The results obtained from 980 employees show that the discharge of PJ is highly correlated with employee perception of OC and that the level of OC is highly correlated with PSM. The results further show that OC has a mediating effect on the relationship between PJ and PSM. The implications of our findings are discussed.

The concept of the Circular Economy (CE) is an increasingly attractive approach to tackling current sustainability challenges and facilitating a shift away from the linear “take-make-use-dispose” model of production and consumption. The public sector is a major contributor to the CE transition not only as a policy-maker but also as a significant purchaser, consumer, and user of goods and services. The circularization of the public sector itself, however, has received very little attention in CE research. In order to explore the current state of knowledge on the implementation of CE practices and strategies within Public Sector Organizations (PSOs), this research aims to develop an overview of the existing literature. The literature review was designed combining a systematic search with a complementary purposive sampling. Using organizational sustainability as a theoretical perspective, the main results showed a scattered landscape, indicating that the limited research on CE practices and strategies in PSOs has focused so far on the areas of public procurement, internal operations and processes, and public service delivery. As a result of this literature review, an organizational CE framework of a PSO is proposed providing a holistic view of a PSO as a system with organizational dimensions that are relevant for the examination and analysis of the integration process of CE practices and strategies. This innovative framework aims to help further CE research and practice to move beyond current sustainability efforts, highlighting that public procurement, strategy and management, internal processes and operations, assessment and communication, public service delivery, human resources dimensions, collaboration with other organizations, and various external contexts are important public sector areas where the implementation of CE has the potential to bring sustainability benefits.

Orientation: Retaining employees, especially Generation Xers, is imperative to ensure the high performance of organisations.Purpose: The purpose of this study was to explore the factors that affect the retention of Generation X public servants.Motivation for the study: Given their unique characteristics, it is a challenge to retain Generation X employees. This problem may be worse in the public sector than in the private sector, as there are fewer financial rewards in the public service than in the private sector.Research design: The interpretivist paradigm is appropriate for this study. It used a qualitative, empirical approach. The researchers obtained the data through purposive sampling and interviews.Main findings: The study showed that the factors affecting the retention of Generation X public servants include work content, utilisation of skills, career advancement, work–life balance, compensation, security needs, leadership and drive.Practical/managerial implications: Employers, like the civil service, can be proactive in retaining Generation X employees because of the factors that affect their retention. Managers can prevent further pressure on service delivery that the skills shortage has caused if they use the skills the employees already have.Contribution: The article fills a gap, as there has been little research on staff retention. This is particularly true of Generation X employees in South Africa. This article adds information that will improve retention strategies for Generation X employees, particularly in the public service.

Federal, state, and local governments are converting public records to computer formats at a rapid pace, creating novel issues with respect to public access. Record requesters are finding access laws, written when most documents were on paper and stored in file cabinets, inadequate when applied to requests for records held in government computers. As a result, requesters have turned to the courts to define the contours of public access in the computer age. Several court cases suggest government agencies are using the fact information is in a computer as an excuse to withhold records. This paper underlines the need to rewrite access laws to acknowledge the pervasive role of computers in government. It proposes a fifteen-point approach to computerized information to help guide the public and media in their quest to ensure computers are used to enhance public access, not undermine it.
