In the early days of the founding of the People's Republic of China, in order to restore the national economy as soon as possible, the Communist Party of China carried out maintenance and repairs on the railways that caused serious damage to transportation tasks through war-torn smoke, and carried out large-scale railway construction. However, in the course of operation, railway safety accidents occur frequently due to outdated equipment, low quality of staff, lack of rules and regulations, vandalism, and various natural disasters. In the face of severe conditions, the railway authorities summed up the accidents and learned the safety of the railways, so that the railway transportation industry, which started after the founding of the country, was gradually on the right track, and laid a solid foundation for the safe development of the railway industry.

The article covers the combination of two large-scale integration projects, the Great Eurasian Partnership (Russian Federation) and the initiative called One Belt, One Path (People’s Republic of China). Following the joint statement of the People’s Republic of China and the Russian Federation dated 5 June 2019, which sets out the fundamental provisions of a comprehensive partnership and strategic interaction between the two countries, the author states that the cooperation between Russia and China is conditioned by a number of the political, economic, cultural, and geographical factors; that it can bring tangible benefits not only to Moscow and Beijing, but to almost the entire Eurasian continent, as well as stabilise the global situation. However, in the process of their interaction Russia and China constantly encounter various obstacles, which manifest themselves at the bilateral, regional, and global levels and significantly slow down the implementation of joint projects, which are mutually beneficial. In this work, the author proves that the cumulative intensifying effect on the cooperation between Russia and China can be provided by the strategy of “pairing” integration projects of Russia and China, which the parties have been implementing quite consistently and steadily since 2014.

The article is devoted to topical issues of protection of human and civil rights and freedoms by an important state body — the prosecutor’s offi ce in two states — the Russian Federation and the People’s Republic of China. The author investigated the issue of the formation of prosecutorial supervision in the European space in the mechanism of statehood on the example of the Russian Federation and in the Asian space on the example of the People’s Republic of China.At the same time, the approaches of the two states to the protection of human rights at the constitutional level, which are regulated by the Constitution of the PRC and the Constitution of the Russian Federation, have been studied. The achievements of the Russian prosecutor’s offi ce in protecting human and civil rights and freedoms, which are the responsibility of the state, including on issues of observance of the labor rights of citizens, the right of citizens to protect life and health, are consecrated.The state program of action in the fi eld of human rights adopted by the State Council of the People’s Republic of China has also been studied in detail. Achievements in the social sphere are shown, which are provided not only by the state, but also by the prosecutor’s offi ce. The approaches of legal science in the two states are consecrated not only in the regulation of human and civil rights and freedoms, but also in their provision.Based on the material studied, the author concluded that it is possible to use the positive experience of Russia and China, mutually in both states, in order to ensure the protection of human and civil rights and freedoms in each of them.

If Secretary of State Vance's “exploratory” trip to China proved nothing else, it demonstrated once again that because our relations with Taiwan are the main obstacles to recognizing the People's Republic of China, it is Taiwan, not mainland China, that poses the main problem for American foreign policy in Asia. To a man the Chinese reiterated their conditions for establishing relations: abrogate the Mutual Defense Treaty of 1954; break diplomatic relations with Taiwan; and withdraw the American military personnel from the island. With respect to the general question of Taiwan, they all referred back to the PRC section of the Shanghai Communique (published jointly with our own):The Taiwan question is the crucial question obstructing the normalization of relations between China and the United States; the Government of the People's Republic of China is the sole legal government of China; Taiwan is a province of China which has long been returned to the motherland; the liberation of Taiwan is China's internal affair in which no other country has the right to interfere; and all U.S. forces and military installations must be withdrawn from Taiwan. The Chinese Government firmly opposes any activities which aim at the creation of “one China, two governments,” “two Chinas” and “independent Taiwan” or advocate that “the status of Taiwan remains to be determined” [The “Shanghai Communique,” February 27, 1972].

This paper reviews economic growth theory in the framework of economic development and explores the possibility of sustained growth in the People's Republic of China (PRC) in the long run. We argue that the PRC has the potential to sustain relatively high growth rates. First, since the technological gap with major developed countries still exists, the PRC can continue to enjoy its “advantage of backwardness” in the near future. Second, large-scale infrastructure investment, which began several decades ago, may possibly extend to the future and provide the country a basis for further growth. Third, structural readjustment, which is needed in many areas, should similarly be able to support the Chinese economy. This paper argues that to sustain long-term growth in the PRC, a number of general preconditions need to be fulfilled—these include well-functioning markets, a minimum amount of investment, continued structural upgrading, and effective government.

In 1988, an incomplete skeleton of a stegosaurian dinosaur was found in Lower Cretaceous strata of the Ordos Basin of China by the Dinosaur Project (China – Canada – Alberta – Ex Terra). The material includes an articulated series of vertebrae from the last three cervicals to the first five caudals, and the right ilium. The specimen is identified as a new species called Wuerhosaurus ordosensis. It is the only Lower Cretaceous stegosaur known with an articulated series of dorsal vertebrae, which have been reduced to eleven in number.

This article aims to outline main directions of the security strategy of the People’s Republic of China basing on the analysis of the Defence White Paper of July 2019, the political practice of the Beijing authorities as well as internal and international situation. Having analysed the above mentioned areas, the author concludes that the contemporary strategy of the PRC is internally subordinated to maintaining territorial, political and social integrity, including primarily legitimization of the power of the Communist Party of China. Externally, the strategy is oriented at reversing the unfavourable balance of forces in the Asia-Pacific region and weakening of the US military advantage. Those two directions determine the activities of the Chinese state in such specific areas as: modernization of the People’s Liberation Army (PLA), the relations with Taiwan and claims concerning South China Sea. The Defence White Paper is aimed at contrasting the unilateral and hegemonic policy of the United States (as the authors of the document see it) with the defensive and moderate activities of China. The narration serves to convince international players to remain neutral or engage in collaboration with China in the face of intensifying military, economic and political pressure on the part of the USA. China has entered a “critical moment” of its development and the response of the Beijing authorities to the challenges of internal development and external pressures will determine whether in the 21st century it will become a superpower.

In the post-Mao era, one highly significant dimension of China's official programme of reform and integration into the international economy has been a commitment to legal construction. This commitment has included a sustained effort to fashion a basic corpus of environmental protection law alongside supportive institutions, administrative norms and policies, in order to create a “basic legal system of environmental protection” (huanjing baohu de jiben falii zhidu).' In the eyes of the authorities in the People's Republic of China, such efforts reflect a degree of environmental concern that is unusually strong for a developing society.2 China's achievements, we are often told, must be placed in the context of the considerable difficulties the PRC faces in terms of the pressing need to raise living standards, a serious problem of over-population, a shortage of natural resources, an outdated industrial infrastructure and poor industrial management.3 Of course, viewed comparatively, the PRC's embrace of environmental protection law was somewhat belated,4 only properly commencing after its participation in the 1972 United Nations Conference on the Human Environment held in Stockholm. The subsequent expansion of environmental legislation and enforcement has been some-what erratic. Nevertheless, there appears to be a continuing intent to fashion a substantial body of environmental law, and concern with the construction and revision of this was further enhanced by China's participation in the 1992 UN Conference on Environment and Development, held in Rio de Janeiro. Following this, Premier Li Peng “made a commitment to conscientiously implement resolutions adopted at the Conference”5 and, given the PRC's very substantial size and population, a positive embrace of internationally acceptable standards of environmental welfare is highly significant for future global environmental protection. This article examines the principal features and significance of the PRC's domestic environmental protection law, and considers briefly the implications of the Chinese approach to environmental law for understanding the development of law more generally in post-Mao China.

This paper aims to study the issues and unique characteristics surrounding the birth and development of the private sector in the People's Republic of China (China); analyze the interaction of entrepreneurial behavior and the country's unique and continuously changing regulatory and institutional environment; examine the actions, outcomes, and composition of this emerging entrepreneurial class; and analyze the implications for entrepreneurship research in transitional economies. The paper offers a model built on a dynamic and transitional cycle. Using this model, the paper examines how uncertainties, ambiguities, and changing regulatory environments may create opportunities, bolstering the entrepreneurial class as well as an impressive private sector in a country where entrepreneurs and private business can be at odds with socialist ideology and culture in addition to many regulatory and institutional obstacles. Rather than relying upon limited survey data targeted at specific locations, industries, or time periods, this study is based on seven large-scale surveys conducted from 1993 to 2006 in both urban and rural areas extending horizontally across different industries in China, with a primary focus on private business. The findings are relevant for future research and government policy in transitional economies.
