Transformation of Scientific Approaches to the Practice of Regulating the Socio-Economic Development of a Region

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

Introduction. The need to neutralize the threats to Ukraine's national security requires review of the priorities of public administration. Given the leading role of the budget as the imperative dominant of the system of state regulation of socio-economic development, the use of which is linked to the practical application of the budget mechanism of the socio-economic development of the state, the feasibility of modernizing the said mechanism is beyond doubt. The above circumstances determine the indisputable relevance of the study of the architecture of the budget mechanism and the search for ways to improve its structure, the integration of financial methods, forms, tools and instruments. Purposes. The purpose of the article is to formulate its own scientific approach to the structuring of the budget mechanism of the socio-economic development of the state, the characteristics of its elements and the relationship between them. Results.The result of the study proved that the optimal combination of elements of the budget mechanism allows the state to effectively influence the socio-economic processes, ensuring the functioning and development of the national economy, affordable and quality public services to the population, solving social problems and others. So in terms of transformation of budgetary relations and orientation of public finance to economic growth and improving public welfare scientific approaches to structuring the budget mechanism require revisionand clarification. Conclusion. Taking into account the directions of budget resources movement, the budget mechanism of the socio-economic development of the state proposes to distinguish two main subsystems: the mechanism of budget funds formation and the mechanism of using budget funds. In each of the subsystems, financial methods, forms, tools, levers are distinguished and characterized in the context of providing the architectural budget mechanism.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

The purpose of the work is to develop a mechanism for increasing the socio-economic development sustainability of the region based on the application of modern GIS technologies. The subject of this work is the organizational and economic relations that arise in the process of constructing a geoinformation system for modeling the spatial development of territories. This system is aimed at achieving sustainable economic growth in the region. The methods of empirical research (observation, comparison, collection and study of information), methods of current and prospective analysis and theoretical and practical material synthesis were used in the work. The article analyzes the available publications on the issues of regional sustainable development, which allowed to conclude of necessity to introduce modern geoinformation systems for the operational collection, processing and analysis of primary information on indicators of socio-economic development of the territories. The developed mechanism for increasing the sustainability of the socio-economic development of the region using geo-information systems includes three conceptual blocks: creation and functioning of a regional GIS-center with constant fi of databases and updating of operating systems; geoinformation system of macroeconomic and spatial territory development data analysis; modeling of regional development taking into account individual features of the territory and targets for sustainable socio-economic development. This mechanism is designed to increase the stability of the socio-economic development of the region, by taking into consideration the balance of interests of the state, business and society. This will ensure a non-decreasing rate of opportunity growth to meet the needs of present and future generations who live in the given territory and the preservation of the environment. The proposed mechanism for increasing the stability of spatial development of regions on the basis of geoinfrational technologies is a tool for improving the management system in the framework of implementing the state and regional economic policy of spatial development of Russia. The use of geoinformation systems in the development of measures to increase the sustainable socio-economic development of the region contributes to improving the quality of the complex system state analysis. It contributes to the solution of practical problems in allocating resources or analyzing the effectiveness of their deployment. It also contributes to the implementation of the strategic planning principles using digital technologies and to ensure the timeliness of the decisions made in the field under investigation.

Introduction. In the conditions of the economy cyclicality and the imbalance of financial and economic relations, it is necessary to consider budget planning as one of the most important state regulation tools of the country’s socio-economic development. The issue of financial-budgetary planning is largely used separately from strategic planning issues. In addition, in modern economic science, Ukrainian scholars have not disclosed the question of its combination with the approaches of strategic planning of regional development, which is carried out on the basis of smart specialization. Purpose. To reveal approaches of improving the methodology of financial and budgetary planning by defining approaches of strengthening its interrelation with strategic planning on the basis of smart specialization, which will promote the effective use of the resourses of state regional development fund, increase the level region’ economic and innovative growth. Results. Financial-budgetary planning is a key instrument for managing the country’s financial system, which is closely linked to socio-economic and strategic planning of regional development, in particular. Currently, among the sources of regional development financing there resourses of the state fund of regional development, local budgets, international technical assistance (sectoral support programs, projects funded from the funds of the European Union). In 2019 30.8 bln UAH will be allocated for regional development (for comparison, in 2018 – UAH 25.4 billion). The largest amount of budget funds of the state fund of regional development in 2015–2018 was directed to financing projects in the field of education – 1066 million UAH, road infrastructure – 812.5 million UAH, physical culture – 284.4 million UAH, social protection – 100, 1 mln. UAH. At the same time,projects dedicated to the development of the economy, creation of new industries, development and implementation of innovations are remained unfulfilled. Today, in the European Union, the condition for obtaining funds for financing regional development is the availability of smart specialization strategy. Partnership, dialogue between business, science, public and government is a key condition for smart specialization. Conclusions. Financial and budgetary planning should be regarded as an instrument of state regulation of socio-economic development, which is represented by a set of organizational, methodological measures for determining the volumes, sources and directions of using budget funds in accordance with the results of strategic planning of regional development on the basis of smart specialization in order to ensure sustainable, innovative, economic development of regions.

The article is devoted to the issues of periphery and peripheralization of the spatial development of Russia, a significant part of the territory of which has experienced the negative direction of social and economic development during the transition to a market economy and continues to undergo it at the present time. The article discusses the theoretical approaches of Russian and foreign authors to the definition of the concepts of «periphery», «peripheralization of space». Based on the use of methods of comparative analysis and systematization, the authors identified six main approaches of researchers to the definition of the concept of «periphery»: positional, functional, problem, generative-translational, social, subjective, and also revealed the content and peculiarity of each approach. The authors highlighted such basic properties of the periphery as diverse remoteness, economic degradation and social marginalization, poly-scale character, migration outflow, ubiquity and relativity, weak involvement in global economic relations. A system of indicators characterizing the periphery in accordance with the selected approaches is proposed. On the basis of the conducted research, it was concluded that the spatial development of individual centers of Russia is taking place with the spatial degradation of its most part, which significantly actualizes the question of the future of the Russian periphery and its impact on the spatial development of the country as a whole. Due to the weakness of its own potential, the Russian periphery cannot act as an independent attractor of socio-economic development and requires strengthening state regulation measures based on the competitive advantages of each territory.

In modern conditions oil and gas sector is not only the largest sector of the economy, also this industry plays an important role in social and economic development of the state. In this regard, there is a need for effective regulation of the oil and gas complex, in particular, the state regulation. Market concentration indices CR-3, CR-4, Herfindahl-Hirschman index, Hall-Teidman index and Lind index have been calculated for competitive environment analysis. Having analyzed the competitive environment of the Russian oil market in 2015-2019, it was possible to find out that the Russian oil market in 2015-2016 was moderately concentrated, in 2017-2019 - highly concentrated; during the whole period under consideration the Russian oil market was a monopolistic competition market. The study also analyzed the impact of integration processes on the indicators of socio-economic development of the country. The analysis revealed that gross domestic product (GDP) and consolidated budget revenues are moderately strongly influenced by integration processes on the oil market; the volume of oil production with gas condensate is moderately influenced by them. At the same time, integration processes in the oil market do not have a significant impact on economic growth and foreign trade balance.

Crisis phenomena in the construction industry have given a powerful impetus to rethink the causes of problems and find new, free from pre-crisis defects mechanisms for its further development. The three-pronged mission of the state in the new conditions is to regulate the macroeconomic role of the investment and construction complex, the mechanism of economic relations of its participants and ensure the effectiveness of project decisions. State regulation of the development of the investment and construction complex in Ukraine is based on the principles of reactive strategic planning and is aimed at solving urgent social and economic problems. In the process of further development, the state in developing a strategy for the development of construction set goals and objectives that correspond to the priority areas of economic and / or social policy. Strengthening Ukraine's economic development requires a transition from a strategy of adaptation and mobilization to a strategy of modernization and further growth based on an innovative approach, which includes the selection of effective institutions and tools for socio-economic development. Strategic planning is a special type of management activity, which consists in the development of strategic decisions that provide for the establishment of such goals and behavioral strategies of management objects, the implementation of which ensures their effective functioning in the long run, rapid adaptation to changing environmental conditions. We believe that the Ukrainian approach to modern strategic spatial planning should be based on existing traditions of long-term spatial planning, modernized using modern technologies based on the principles and methods of strategic management. The Strategy is developed taking into account the main ideas and results of official forecasts and programs. The purpose, tasks and projects of the Strategy become elements of planning for all participants of its development and implementation. Thus, from the point of view of the regulatory framework, the strategy of development of the investment and construction complex is a component of the strategy of social and economic development of the state at the state level and socio - economic development of the region at the regional level. However, it is impossible to state unequivocally about the secondary strategy of the investment and construction complex in relation to the development strategy. After all, when developing a strategy, the scenario conditions are the starting point, including the state of fixed assets, which directly depends on the results of support and development of the investment and construction complex.

During periods of geo-economic and geopolitical instability in the conditions of aggravation of relations between Russia and the West an objective assessment of socio-economic development alternatives is needed with the objective of establishing an effective competitive national economy, agreeable to standards of modern realities inclusion into the system of world economic relations, aimed at import replacement and strategic security of the state. In our view, theories and concepts are necessary for the development of import substitution as an important condition of economic safety maintenance of the country and its regions. According to Russian scientists they are a significant factor for stable and sustainable innovative development of the specific site, increase the likelihood of sustained development of country economy and its regions and make a significant contribution to the development of the regional economy. The state has many effective tools for influencing the market and the business to optimize economic growth, redress imbalances of socio-economic development of territories. The government is interested in ensuring economic, food supply and financial security of the country. In the framework of import substitution policy regional authorities have the opportunity to create and implement various incentive schemes of import substitution process. The process efficiency depends on the management system construction of import substitution in the region. It shows a clear need for the study of the role and importance of regional regulation of import substitution. Management of regional economy should be based on the understanding that import substitution is a development resource. It is the perception concept of import substitution process that should be the basis for a new regional economic policy in Russia, focused on modernization and innovative development of its non-oil sector and rational use of resources. The article provides the definition of "import substitution", measures aimed to implement the import substitution process in the Kursk region and characteristics of regional import substitution plan submitted by the organizational and managerial model of import substitution process in the Kursk region.

To optimize the financial system is exceptionally important to achieve an effective balance between revenues and expenditures of all-the central, regional and local budgets. Socio-economic development of regions cannot be accomplish without financial relations. "Fiscal federalism" multilateral and, respectively complex mechanism, which describes the financial device of rights and obligations between the "center" and "region", the rules of their relationship at all stages of the budget process, regulatory and legislative methods of budgetary resources redistribution. In the process of formation, distribution and exercising of public finances socio- economic relations between the State, legal entities and individuals are build and at the same time subjective interests are realized.
