Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

Higher education institutions face the challenge that their graduates have the competences that allows them to quickly enter to the labor market and obtain an adequate economic remuneration. us graduate satisfaction is a key element in the assessment of the quality of institutions, since it allows us to know their perception regarding the quality received in their professional training. e objective is study the quality of higher education institutions and the satisfaction of the graduate in the Autonomous University of Tamaulipas. e methodology is descriptive and transversal  based on graduates information and satisfaction. As a result, Students are satisfied with their professional training received and their expectations were met since the academic level of the institution is good. It is concluded that studies on student satisfaction are useful for higher education institutions to identify educational and administrative priorities about the service they provide.

The article addresses the problem of higher education - improving the quality of graduates' professional training, provides a brief analysis of research results, Recommendations on how to use the results “Quality of education” is a complex characteristic of education, the task of which is to train specialists who are competitive in the world market. It is impossible to develop a single, scientifically based system of indicators for the quality of student training, since the education system is different in all countries of the World, moreover, a different system of training students, which is one of the influencing factors on the quality of Higher Education. It is necessary to take into account the specifics of the university.One of the elements of the quality assessment system is monitoring, which is considered to be a comprehensive system for diagnosing the quantitative and qualitative characteristics of the effectiveness of an educational system. The assessment of the quality of education should be formed as a cumulative indicator of all the qualities that influence the educational process. During the work we used the results of sociological research of the subjects of the educational process: students, teachers, monitoring of the educational process (academic performance of students).

The authors make an attempt of solving the task of providing the students with a possibility to assess the quality of the organization and content of the higher education. The authors consider the Russian and Western practices of engaging students in such assessing activities as one of their main actors. The article identifies the most common forms of student participation in ensuring the quality of education, some of its problem areas and unused resources. Thus, the basic form of student participation in evaluation and control activities in the university is to fill out various questionnaires in order to express their assessments and opinions about the courses taken during the training period. The authors considered some relevant practices of foreign and Russian universities, in particular, the experience of the RUDN University, North-Eastern Federal University, Institute of Quality Student Commissioners of the Kemerovo branch of the RSTEU, and the Center for Applied Sociological Research of the MPEI. The article presents the results of the sociological study of opinions and assessments of the MPEI graduates in technical and social-humanitarian areas, which was conducted in 2017-2019 on the issues of basic and professional training. The monitoring study revealed a number of factors that affect the quality of practical training at the university, which allowed the authors to identify the key problems of marketing educational services by the contemporary university and to show the need to study the issues of self-realization of graduates, their demand in the labor market, and to search for new criteria for assessing the quality of higher education. The authors believe that we need a new ideology of quality management in the higher education, and propose some conditions and measures that would ensure the high quality of the higher education in Russia.

AbstractThe article proves that the influence of integration processes of the growth of the role of globalization requires the necessity of using and adapting international educational standards and criteria of assessing the quality in the field of national education. It is noted that contemporary European practice involves the development of culture of quality through the introduction of quality management. The emphasis is placed on the fact that in the conditions of the transformation of the socio-political system, the formation of a civil society and market relations in the process of entering our country into a single educational European space, the search for ways to ensure the quality of higher education and the creation of mechanisms for its management are updated. It is investigated that the complexity of creating quality management mechanisms is not only to coordinate the development of the concept at all levels of state government, but also to coordinate the views of various government institutions. It is emphasized that adaptation is considered as a two-way interdependent process of adapting education (institutions that teach) to the student’s personality, as well as his active inclusion in the design of an adaptive informational-and-educational environment and the development of individual educational routes. It has been found out that the main tools for determining the quality are internal and external evaluation. It is emphasized that the mechanism of quality management, in addition to assessing the provision of educational services, i.e. the process of teaching itself, focuses on the effectiveness of the functioning of higher education, i.e. the assessment of a specialist’s professional training. The necessity of participation of stakeholders (employers) in the system of management of quality of higher pedagogical education is emphasized.

The article highlights the issue of ensuring the quality of higher education through the prism of the use of interdisciplinary links on the example of the study of historical disciplines and foreign languages. The analysis of the legal framework, as well as the scientific literature made it possible to identify effective ways to ensure the quality of higher education. One of them is the application of the principles of interdisciplinary relations. The implementation of the interdisciplinary approach is considered as a promising method for the professional training of students of the Faculty of History with the use of knowledge of a foreign language. It is proposed to create integrated programs, teaching professional disciplines in English. It is recommended to offer students English literature. In the context of the interdisciplinary approach, the integration of professional components using the skills of linguistic literacy is considered. The concept of interdisciplinary research is based on the premise that concepts and facts are not studied in isolation from each other. Implementation of the disciplinary approach is considered as a promising method for professional training of students for the application of knowledge in other disciplines. The European vector of higher education development is determined by the high level of requirements for the specialist, which necessitates the search for effective ways to ensure the quality of higher education. One of the directions of updating the learning process is the integration of educational material from different disciplines, namely: historical disciplines and foreign language. To apply the principle of interdisciplinary links, it is important to use the CLIL approach in foreign language classes. The teaching of professional disciplines in English is relevant today in domestic universities, as it is an important factor in increasing prestige, internationalization and improving the quality of professional training. When creating integrated programs to enhance the independent cognitive activity of students of the Faculty of History, it is important to recommend students to English-language literature. The use of interdisciplinary connections allows students of the Faculty of History to discover their creative potential and develop as a person.

The article analyzes the problem of ensuring the quality of higher education. Ukraine aims to be in the European trend towards modernization of higher education. Ensuring the quality of higher education is much planned and at the same time the availability of the necessary resources (academic and administrative staff, students, academic and administrative leaders; financial, material, informational, scientific, educational resources etc.); organization of educational process that most adequately reflect modern trends in the development of national and world economy and education; the control of educational activities at the higher education sector and the quality of training of specialists at all stages of training and at all levels: the higher education institution, for higher education in different national and international (European) level. Quality assurance requires a lot of preparatory work. This is an extended process that requires continuous improvement of the achieved performance. The general tendency of professional training of specialists in the countries of the European space is determined. It is to ensure the quality of higher education. The quality assurance of higher education is governed by the legal framework of the countries (the Law on Higher Education and related by-laws). Higher education quality assurance tasks are carried out by the Agency for the Supervision and Quality Assurance of Higher Education, in accordance with EU legislation and recommendations in the field of higher education quality. It is noted that the mechanisms of quality assurance of higher education are constantly being improved, which is the key to the development of higher education systems in the countries of the European area. Quality assurance is a priority of the Bologna Process, but its mechanisms are not seen as a goal. Their ultimate goal is to improve the quality of teaching and research. The quality assurance bodies support the institutions in their further development and, equally, play a key role as defenders of the public interest. Key components of the quality assurance system of higher education is to ensure the quality of education at the Universities, processes of quality assurance in education teaching and learning; approval monitoring and periodic review of programs for assessing the quality of teaching staff, educational resources and support for students of information systems

Improving the quality of higher pedagogical education is an urgent need and social demand of society, as it is emphasized in the National Strategy for the Development of Education in Ukraine until 2021, the Concept for the Development of Teacher Education, in the Standards and Recommendations for Guaranteeing the Quality of Higher Education in the European Space. These documents focus on the need to review and modernize the traditional forms and methods of organizing the educational process of higher education institutions. One of these organizational forms and methods is a lecture that has maintained the function of direct information transmission for many centuries. The purpose of the article is to highlight the technological aspects and features for constructing and introducing lectures in the process of professional training of future specialists in the field of preschool education under studying conditions at a pedagogical university. The author describes the main functions of the modern lecture, identifies the reasons for the overriding need to review functions and modernize the methodology for constructing a lecture in a modern institution of higher education, and determines the directions of this modernization. The article presents in detail the algorithm of constructing lectures step-by-step; the author illustrates some examples of the application of the proposed technological tools in the course of teaching the discipline “Preschool Pedagogy”, which is an obligatory subject included into the educational and professional training program of Bachelor students majoring in specialty 012 “Preschool education”.
