This paper reflects on the qualitative risk analysis framework developed for a Foresight study on the Detection and Identification of Infectious Diseases, which was coordinated in 2005 by the United Kingdom (UK) under what is now the Government Office for Science, Department for Innovation, Universities and Skills. The risk assessment covered human, plant and animal diseases in the UK and Africa in the years 2015 and 2030. Through engaging a diverse pool of experts, we developed a model conceptualising disease spread as the outcome of interactions among sources, pathways and drivers. We then used this model to conduct a Delphi survey of experts. The factors perceived most likely to contribute to infectious disease spread in 2015 and 2030 included geographic extension of existing pathogens (partially due to climate change), over-use of antibiotics/antivirals/pesticides leading to drug resistance, and zoonoses. Our methodology provides a framework for those who need to integrate a wide range of perspectives and factors into their planning and analyses.

Abstract With more than two billion passengers annually, in-flight transmission of infectious diseases is a major global health concern. It is widely believed that principal transmission risk associated with air travel for most respiratory infectious diseases is limited to within two rows of an infectious passenger. However, several passengers became infected despite sitting several rows away from the contagious passenger. This work thoroughly investigated the potential for disease spread inside airplane cabins using tracer gas to quantify airborne dispersion. Measurements were conducted in a full-scale, 11-row mock-up of a wide-body aircraft cabin. Heated mannequins to simulate passengers’ thermal load were placed on the cabin seats. Tracer gas was injected at the breathing level at four different hypothetical contagious passenger locations. The tracer gas concentration was measured radially up to 3.35 m away from the injection location representing four rows of a standard aircraft. A four-port sampling tree was used to collect samples at the breathing level at four different radial locations simultaneously. Each port was sampled for 30 minutes. A total of 42 tests were conducted in matching pairs to alleviate potential statistical or measurements bias. The results showed that the airflow pattern inside the mock-up airplane cabin plays a major role in determining tracer gas concentration meaning that the concentration at the same radial distance in different directions are not necessarily the same. Also, due to the air distribution pattern and cabin walls, concentrations at some seats may be higher than the source seat.

Public diplomacy of Great Britain is one of the most developed in the EU and in the world. The United Kingdom has developed an extremely efficient public diplomacy mechanism which includes BBC World Service (which due to its popularity boosts the reputation and the image of Great Britain), Chevening Scholarships (provides outstanding foreign students with opportunity to study in Great Britain and thus establishes long-lasting relations with public opinion leaders and foreign countries elite) and the British Council, which deals with international diplomatic ties in the field of culture. The British Council is a unique organization. Being technically independent, it actively and efficiently works on consolidating Great Britain’s interests in the world and contributes to the development of public diplomacy in Great Britain.   The author studies the efforts of the British Council as a unique public diplomacy tool of the United Kingdom. Special attention is paid to the role of British Council, which is independent of the governing board and at the same time finds itself under the influence of the latter due to the peculiarities of the appointment of Board’s officials, financing etc. The author concludes that the British Council is a unique organization established in 1934, which is a non-departmental state body, charitable organization and public corporation, technically independent of the government. The British Council, thanks to its commercial activities covers the lack of public funding caused by the policy of economy conducted by the government. It has good practices in this field worth paying attention by other countries. It is also worth mentioning that the increment in profit was getting higher last year, however the issue of increasing the influence of the government on the activities of British Council is still disputable. Although the Foreign Minister officially reports to the parliament on the activities of the British Council, approves the appointment of the leaders of organizations, the British Council preserves its independence of the government, which makes it more popular abroad, and makes positive influence on the world image of Great Britain. The efficiency of the British Council efforts on fulfillment of targets of the United Kingdom public diplomacy is unquestionable, no matter how it calls its activities: whether it is a cultural relations establishment or a cultural diplomacy implementation. AbstractIn Africa, livestock are important to local and national economies, but their productivity is constrained by infectious diseases. Comprehensive information on livestock movements and contacts is required to devise appropriate disease control strategies; yet, understanding contact risk in systems where herds mix extensively, and where different pathogens can be transmitted at different spatial and temporal scales, remains a major challenge. We deployed Global Positioning System collars on cattle in 52 herds in a traditional agropastoral system in western Serengeti, Tanzania, to understand fine-scale movements and between-herd contacts, and to identify locations of greatest interaction between herds. We examined contact across spatiotemporal scales relevant to different disease transmission scenarios. Daily cattle movements increased with herd size and rainfall. Generally, contact between herds was greatest away from households, during periods with low rainfall and in locations close to dipping points. We demonstrate how movements and contacts affect the risk of disease spread. For example, transmission risk is relatively sensitive to the survival time of different pathogens in the environment, and less sensitive to transmission distance, at least over the range of the spatiotemporal definitions of contacts that we explored. We identify times and locations of greatest disease transmission potential and that could be targeted through tailored control strategies.

To control costs and improve access, nations can adopt strategies employed in the United Kingdom to control pharmaceutical prices and spending. Current policy evolved from a system created in 1957 that allowed manufacturers to set launch prices, capped manufacturers’ rates of return, and later cut list prices. These policies did not effectively control spending and had limited effects on purchase prices. The United Kingdom currently controls pharmaceutical spending in 4 ways. (a) Since 1999, it has typically paid no more than is cost-effective. (b) Since 2017, for medicines that will have a significant budget impact, National Health Service England seeks discounts from cost-effective prices or seeks to limit access for 2 years to patients with the greatest need. (c) Since 2014, statutes and a voluntary scheme have required branded manufacturers to pay the government rebates to recoup the difference between the global pharmaceutical budget and actual spending. (d) For hospitals, generics and some patented drugs are procured through competitive bidding; community pharmacies are reimbursed through a system that provides an incentive to beat average generic market prices. These policies controlled the growth of spending, with the largest effects following budget controls in 2014. Changes since 2008 have reduced savings, first by paying more than is cost-effective for cancer drugs and then by applying higher cost-effectiveness thresholds for some drugs used to treat cancer and certain other drugs.

Public service media face an existential crisis. Many governments are cutting their budgets, while questioning the role and value of public service broadcasting because many citizens now have access to a wide range of media. This raises the question – do public service media supply a distinctive and informative news service compared to market-led media? Drawing on the concept of political information environment, this study makes an intervention into debates by carrying out a comparative content analysis of news produced by UK public service broadcasters and market-driven media across television, radio and online outlets (N = 1065) and interviewing senior editors about the routine selection of news. It found that almost all BBC news and commercial public service media platforms reported more news about politics, public affairs and international issues than entirely market-driven outlets. Online BBC news reported more informative topics than market-based media, which featured more entertainment and celebrity stories. The value of public service media was demonstrated on the United Kingdom’s nightly television news bulletins, which shone a light on the world not often reported, especially BBC News at Ten. Most market-driven media reported through a UK prism, excluding many countries and international issues. Overall, it is argued that the influence of public service media in the United Kingdom helps shape an information environment with informative news. The focus of the study is on UK media, but the conceptual application of intepreting a political information environment is designed to be relevant for scholars internationally. While communication studies have sought to advance more cross-national studies in recent years, this can limit how relevant studies are for debates in national political information environments. This study concludes by recommending more scholarly attention should be paid to theorising national policy dynamics that shape the political information environments of media systems within nations.

The Trigonometrical Survey of the United Kingdom commenced in the year 1784, under the immediate auspices of the Royal Society; the first base was traced by General Roy on the 16th of April of that year, on Hounslow Heath, in presence of Sir Joseph Banks, then President of the Society, and some of its most distinguished Fellows. The principal object which the Government had then in view, was the connexion of the Observatories of Paris and Greenwich by means of a triangulation, for the purpose of determining the difference of longitude between the two observatories.

Parental engagement in children and young people’s learning has been shown to be an important lever for school improvement and young people’s outcomes. However, parents are rarely involved in school reform movements. These reform movements are generally centered on the school rather than on improvement of learning per se. Shifting the focus away from the school and to learning as an overarching aim requires the inclusion of and partnership with parents. This is a new way of understanding school reform but has the best chance of supporting all students, including those not best served by the schooling systems in the early 21st century. The reforms here are chiefly concerned with U.K. schooling systems, but could be more widely applicable, and call on a wide range of evidence, from the United Kingdom and beyond.
