The article aims at presenting a Web learning portal that allows for improving employees’ competencies in implementation of the Internet related technologies in business. Such a portal is dedicated to small and medium sized enterprises (SMEs). The starting point for considerations is in suggesting initiatives that are necessary to undertake in the SME sector in the context of the knowledge based economy. Particular attention is paid to improving employees’ competencies. Then SME needs related to improving knowledge and skills required to use the Internet in business are presented. In the context of the needs in question, a model of a Web learning portal dedicated to SMEs is suggested.

Digital technology, artificial intelligence, the internet of things, and innovative technology applications are gradually transforming businesses and governments in emerging markets making them more competitive and offering opportunities for economic growth and prosperity. This chapter demonstrates Egypt's potential to enable a knowledge society through the deployment of emerging technology tools and applications across different sectors of the society. The chapter analyzes the critical success factors that are necessary for the realization of a digitally driven society where information is seamlessly exchanged for the optimal utilization of resources for decision-making purposes at the government, public, and private sector levels. The chapter highlights the need for the formulation of a nation-wide entrepreneurial ecosystem that promotes a tech-startup culture that can effectively contribute to transforming the society by enabling inclusion, universal access to the internet, more diversified educational opportunities and a comprehensive and conducive environment to development.

The Lisbon Strategy, and building of the KBE (Knowledge Based Economy) – make faster the changes of technological systems, social and economy – on level of countries, or regions and companies. The especially accents there are into innovations, the knowledge values and co–operations, into R&D connected with economy. The main goal is to modernize technology, management and organization, environment and other areas of activity of enterprises. After year 2004 – during the integration process with EU there are the advantageous terms of approach to knowledge, technology and wide understanding innovations – by participation in EU Programs and higher level of FDI. The research of Polish steel branch show that foreign companies are more interested in innovations and going to stable lifting the knowledge and skills than polish companies. This phenomenon causes the creation of technological gap between enterprises in the same branch, and also between the different countries – for example nations belonged to „old EU” and new one countries.

Human capital is closely related to the economic behaviour of an individual, especially to the way in which accumulated knowledge and skills increase person’s productivity and income, thus increasing the general welfare of a society. Within the Article, the author studies the historical development of the theory of human capital, paying attention to opinions, expressed by founders of this issue - T.Schultz and G.Becker. There are considered changes of competences of employees, growing out of transition from skills-based economy to knowledge-based economy. There is no united approach concerning researches on human capital in order to determine the content of human capital; there is a lack of unified opinion regarding its creation, therefore the author considers the interpretation of the content of human capital in scientific works of several Latvian and foreign authors. During the research, education was analyzed as one of the main elements of creation of human capital, because knowledge-based economy broadens the signification of self-education, lifelong learning; it demands improvements in the fields of science and research as well as quality improvement of working skills. As a result of successful implementation of these factors, it is possible to reach a positive impact on economic development of a region.

In a global knowledge-based economy, with an ever-growing demand for learning, the Internet is seen as a vehicle for promoting effectiveness in teaching and reaching wider audiences. The number of online courses and programs offered by traditional higher education institutions, as well as new players in the education industry, has been increasing at an exponential rate. Yet the implementation of distance education through the Internet involves much more than a change of medium from face-to-face classroom interaction to an environment free of time and place constraints. Institutions are faced with the challenge of redefining their strategies to incorporate the e-learning paradigm. This chapter provides an overview of the different models that have emerged, and addresses the key issues that need to be resolved for integrating Internet-based learning in traditional universities. The breadth of strategic, administrative, academic and technological concerns encountered through the evolution of an Internet-based education system, from its inception to implementation, are discussed and illustrated by the e-learning initiative of Middle East Technical University in Turkey.

Current debates about liberal education have distracted us from responding intelligently to the growth and dominance of professional preparation programs. In 1828, the Yale faculty, confronted with similar circumstances, developed what may be the last widely influential philosophy of liberal education. It gives us a starting point, as does Plato's Republic. Democracy and the knowledge-based economy require us to articulate a new philosophy of liberal education. Using Kantian terminology, I argue that, whereas the basic purpose of professional preparation is to produce heteronomous behavior, the purpose of liberal education should be the development of autonomous individuals.

The transition to the knowledge-based economy emphasizes the need of bridging the gap between the employers’ needs and expectations with regard to their employees’  knowledge and skills and the existing level of the knowledge and skills of the workforce, including the graduates of tertiary educational establishments (TEEs). One of the instruments that has already proven its efficiency in “building bridges” between the companies and higher educational institutions is dual studies (DS). Companies view such cooperation as the investment in its competitiveness, which, in its turn, is viewed as one of the factors of the national economic development. Thus, the Friedrich-Ebert-Stiftung Office in Ukraine (FES-Ukraine) launched a project aimed at presenting and adapting the experience of Germany in dual studies organization in 2013. As a result, in 2019, the Ministry of Education and Science of Ukraine (MES) launched a national experiment on introducing DS in 44 pre-tertiary and tertiary educational establishments. The article aims to present the results of the survey conducted among the Ukraine-based employers that participated in the first year of this experiment. The authors’ questionnaire survey was carried out from June to September 2020. The respondents included 111 companies indicated as partners by the TEEs listed in the ministerial Order #1296 on the launch of the experiment planned for the period of 2019-2023. The answers were obtained from 93 companies, 55 of which presented details of TEE-company cooperation. The data obtained allowed performing both quantitative and qualitative analysis. The findings show that companies are interested in dual studies and are ready to invest in training students as their potential employees. German approaches to the DS organization cannot be simply copied due to the specific features of the national legislation and the state of the national economy. However, they may be successfully adapted and implemented in Ukraine. Therefore, the obtained information has been used for elaborating recommendations to the stakeholders (TEEs, employers and their associations, the MES and other relevant state bodies etc.).

‘How are contemporary careers constructed?’ The aim of the article is to answer this question by developing a conceptual model of how professional and organizational environments shape careers in today’s knowledge-based economy. Focusing on the interplay of two macro-level forces, professionalization and the diversity of organizations, we develop a typology of four distinct career models and incorporate them into a dynamic evolutionary process of careers. The implications for developing a more integrated and dynamic approach on contemporary careers are discussed.

This paper addresses the issue of intellectual property management in the knowledge-based economy. The starting point in carrying out the study is the presentation of some concepts regarding in the first phase, the intellectual capital. Arguments are made that the knowledge-based economy is a challenge for the current century. The subject of intellectual property is approached through the prism of a topical concept operationalized in the current global economic context. The main institutions that are directly related to this concept are mentioned. The topic of patents related to WOS indexed scientific papers is also debated, along with a series of statistics and studies on the state of patent protection worldwide in the top fields. The last part of the paper contains the conclusions and own points of view on the debated topic.
