The paper examines worldwide patterns of operations of IT education using 31 countries’ data on IT education focusing on contexts, inputs, processes and outcomes of IT education with the end-in-view of deriving sets of national policies for IT education in the Philippines. In all, 13 variables were used as multivariate inputs to a cluster analysis algorithm which aim to cluster countries in terms of a 13 x 13 similarity matrix utilizing a hierarchical cluster method. Data per variable needed in the cluster analysis were obtained from the internet in most of the countries identified. Results revealed that developing countries’ IT education differed from the IT education of developed and less developed countries in terms of: Contexts (Level of Development, Economic Basis, Educational System), Input (Percent of IT Professionals, National Literacy Rate, Percentage of Universities offering IT Courses), Process (Nature of Tertiary level Curriculum, Number of Years of exposure to IT, Provision of OJT in the curriculum, Instructional system, Admission status of IT courses), Output (Level of IT specialization), and Outcome (Employment status). On the basis of the hierarchical cluster analysis performed, policy recommendations are given to enhance the delivery of IT education in the Philippines and to sharpen its contribution to national development.

In developing countries, Information Technology education is associated with high cost and is not typically available outside urban areas. Seeking IT education might not be on the priority list of countries battling numerous problems related to healthcare, housing, nutrition and other basic needs of life, but globally, IT education is an increasingly important aspect of human resource development, as well as economic development. This article presents a case where the provision of IT education differs from the conventional emphasis on urban dwellers. The authors discuss the case of Summit Computers in a rural community in Nigeria. The analysis of the case suggests that for developing countries to benefit from advances in IT, awareness among the real users, convenience, affordability and consideration of how IT training can meet local needs and employment are important factors. Entrepreneurship, participation and empowerment of local users are also discussed as important factors that enhance the sustainability of IT education in rural communities.

Purpose-Many educational systems across the world have shifted to online learning methodology as a measure against Covid-19 Pandemic to continue educating students. This phenomenon is causing a lot of complications to the educational system around the world in the context of developing countries, especially to the public state colleges and universities. This paper aims to identify and describe the challenges of online learning from the perspective of Information Technology Education (ITE) students in the public state colleges and universities during the COVID-19 pandemic. Method-It used descriptive research for the conducted of the study wherein survey questionnaires were sent out via electronic survey in different state colleges and universities in the Philippines. The evaluations were calculated using descriptive statistics and Chi-square and responses were compared between their profilesusing a nonparametric test. Results-The findings obtained the demographic profile of the ITE students with the degree of BS Information Technology, BS Computer Science, and BS Information System such courses, year level, and place they live. Additionally, the study gained a significant relationship between student profile in the device used in class, internet connectivity, student type of data connection, capability to attend online class, and their commitment to participate and submit class requirements. The study identifies different interrelated challenges such as the majority of the student only using smartphones in onlinelearning and poor internet connection as they tried to adapt to online learning because they are committed to participating and submitting requirements. Conclusion-The study gives insights into the current condition experienced by the students in the school administrations and officials, and faculty as well to strengthen the appropriate online teaching mode and other practices applicable to the students. It can also useto emphasize to be more responsive to the learning needs of the IT students, especially beyond the conventional classrooms.Recommendations-It is suggested that educational institutions must create appropriate and effective content, and provide digital literacy training to current faculty to improve learning outcomes. Lastly, a strong Information Communication Technology Office that focuses on the development of a different website and mobile application that assist the need of the students and faculty may be established.

This essay presents a case study of Information Technology (IT) education as a contributor to economic and human development in rural Nigeria. The case of Summit Computers suggests that for developing countries to benefit from advances in IT, the following factors are of great importance and can be enhanced by IT education initiatives: convenience, affordability, emphasis on participation and empowerment of local users, encouragement of entrepreneurship, and building awareness among potential users. Additionally, careful attention should be given to how IT training can meet local employment and other needs are important factors in rural communities in developing countries such as Nigeria.

The European Union and the USA collaborate in developing the skills of the application of information technology in the health care workforce. A part of this activity is a project which studies the gaps in the present education and proposes methods of filling these gaps. The objective of this paper is to identify the existing IT related education to the health care work force in Finland. A secondary objective was to get an impression of the experience and attitudes of the members of this workforce about health IT education. This paper presents the results of the survey of how information technology is educated to the students of the health care professions in Finland in the year 2017. In addition to literature search including also the study guides of many major health care professional education organizations, 24 telephone interviews of health care professionals in different fields in Finland were made. The results show that although basic information technology education is often available at every level of education, it is expected that the health care professionals learn to use the health information systems during their training periods or later in working life. The interviews showed that the given education varied considerably and some of the personnel had received no or only a little education on IT during studies. As the amount and quality of on-the-job information technology education varies, many health care professionals are not able to fully benefit from the information systems if their general feeling is that they just “survive” from daily activities with them. The results lead to suggest that the health professional degrees should contain at least a minimal amount of relevant health IT education which is tested with an exam and that the present health care workforce should receive ear-marked in-service training in the use of health information technology based on the needs of the individual.
