The cities of Siberia at the turn of the 19th and 20th centuries were a complex socio-cultural and economic phenomenon, a feature of which was the presence in it not only of "traditional" urban estates, but also of other social groups such as military Cossacks or foreigners. Despite the abundant historiography of both cities and Siberian indigenous peoples of the period under review, the study of foreigners in cities was not carried out. But in order to form a comprehensive idea of the social structure of Siberian cities, it is necessary to study all groups of the population. The paper presents the analysis of the data of the First general population census of the Russian Empire of 1897 on the socio-demographic and professional composition of foreigners living in the cities of the Tobolsk province. The analysis of the 1897 census materials made it possible to distinguish several trends characteristic of foreigners in the cities of the Tobolsk province. Such trends included: self-determination of representatives of many nationalities of Siberian foreigners to the peasant class; seasonal employment of foreigners in urban services; settlement of some foreigners in cities such as Berezov, Tobolsk, Tara. It is noted that the indicated phenomena were characteristic of people in the "rural state," which included foreigners, and determined the general directions of the socio-economic development of the region.

The article is devoted to a poorly studied problem of an ethnic shape of Muslims of the island of Sakhalin on materials of the First General Population Census of the Russian Empire in 1897. The island was the place of penal servitude where criminals from all the Russian Empire served their penalties. It resulted in a motley ethno-confessional structure of its population significantly differing from the other regions of the Russian Far East. The number of Muslims was rather considerable and exceeded the number of brothers in faith in the other Far East regions. Based on the census data analysis their gender, age and social structure is reconstructed.

The article presents the potential use of primary materials of the First General Census of the Russian Empire taken in 1897 for historical studies. Emphasis is laid on the composition and the structure of 1897 census materials, the database architecture as well as the technique to study nominative sources and compare aggregated and personal data. In the first part of the article the authors provide an overview of publications that contain information on the safety of 1897 census papers in Siberia. The second part of the article describes the creation and the structure of the database covering the primary materials of the First General Census of the Russian Empire taken in 1897. The third part of the article presents the main approaches to the analysis of the census data. When developing the database, the authors sought to cover the information of all census paper forms at most and preserve internal ties between them (counting sheets – “oblozhki” - census papers). Particular attention is paid to the development of an intuitive interface for all forms of data entry corresponding to census paper forms. The database mainly covers the census information for 8 cities of Tobolskaya Guberniya. The research novelty is the application of a new technique to identify personal data and analyze the census material structure which can be traced in the architecture of the 1897 census database.

Foreign trade policy and its role in the economic growth of the national economy are considered through the prism of history and comparison of the formation of the industrial economy in the Russian Empire and the North American United States. The author compares the protectionism of D. I. Mendeleev, described in his economic works, and the free trade thinking of the American scholar W. Sumner, who formulated the “misconceptions” of protectionism. Mendeleev’s proper protectionism is grounded on the basic principles (incentivizing internal competition, growth of consumption, bringing up of new industries ), which are relevant for contemporary Russia. The author gives a typical example of the formation and decline of the factory industry using the case of mirror factories in the Ryazan province. These historical analogies, the paper argues, are necessary for the correct assessment of the current situation and for coming up with valid solutions aimed at the development of the Russian economy.
