Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. The model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. The administrative jurisdiction is one of the guarantees of the civil legal security. However, a state has to „grow up” to this as to every legal guaranties. Administrative jurisdiction, and within it the creation of an independent administrative procedural order has been cause for much excitement in the law-making community basically from the early 1990 s, when control over administrative rulings became genuinely possible again. It was thus unsurprising that the codification of the Act on the procedural code of public administration was followed with interest, and the professional and scientific community gave regular updates on the status of the codification. Therefore, the fact that the president did not sign the Act passed by the National Assembly, but sent it to the Constitutional Court for evaluation instead caused a major stir. Based on the decision 1/2017. (I. 17.) of the Constitutional Court, the National Assembly eventually modified a number of provisions in the Act on the administrative procedural code and passed the Act again, which was then promulgated on March 1, 2017 as Act I/2017 on the administrative procedural code, and became effective, as per initial plans, on January 1, 2018. The article is not an ode to the Hungarian administrative jurisdiction or to the new independent administrative procedural code, but a historical and mainly legal analysis.

В условиях развития информационного общества (Knowledgeable society - KS) информационные системы стали неотъемлемой частью любой организации, даже самой малой, независимо от реализуемых ими бизнес-процессов. Такие информационные системы принято называть корпоративными информационными системами (КИС), или Corporate Information System (CIS). Особые требования при разработке КИС предъявляются к обеспечению их информационной безопасности, что может быть реализовано путем разработки КИС в защищенном исполнении. Технологии blockchain являются очень перспективными не только при применении их в традиционных сферах - производстве, сервисе, на транспорте, но и для решения проблем безопасности и информационной, в частности. Анализу данной проблемы и подходам к ее решению и посвящена данная статья. At present, in the context of the development of Knowledgeable society, information systems are at now an integral part of any organization, even the smallest, regardless of the business processes they implement. Such information systems are commonly referred to as Corporate Information Systems (CIS). Special requirements for the development of CIS are made to ensure their information security, which can be achieved by developing a protected version of the CIS. In this article is considered the analysis of this problem and approaches to its solution. Block Chain technologies are very promising not only when applying them in traditional spheres - manufacturing, service, transport, but also to solve security and information problems, in particular.

Agar fungsi itu dapat terwujud, maka negara memberikan bantuan keuangan untuk membantu partai politik di dalam menjalankan kegiatannya. Partai politik dalam mengelola bantuan keuangan dari negara wajib mempertanggungjawabkan kepada negara berdasarkan hukum, maka hukum harus dibuat oleh negara melalui politik hukum. Politik hukum pertanggungjawaban partai politik dalam pengelolaan bantuan keuangan negara adalah suatu kebijakan resmi negara untuk mencapai tujuan nasionalnya melalui hukum. Untuk mencapai tujuan nasional tersebut, maka dilakukan pembuatan hukum berupa peraturan perundang-undangan dan peraturan teknis yang mengatur pertanggungjawaban tersebut. Pasca reformasi politik hukumnya mengalami perkembangan dari aspek pengaturan. Perkembangan itu dapat dipahami menurut periodisasi penyelenggaraan pemilu secara langsung di Negara Republik Indonesia, yaitu: Pemilu 2004, 2009, dan 2014. Dalam ketiga penyelenggaraan pemilu tersebut terbentuk produk-produk hukum untuk mengatur pertanggungjawaban partai politik dalam pengelolaan bantuan keuangan.</p><strong>Kata kunci: </strong>Politik Hukum, Partai Politik, Pertanggungjawaban Bantuan Keuangan Negara
