Eradication of the drug menace is the centerpiece program of the Duterte administration. The President claims there are more than 4 million drug users in the country. The police, used the “tok tok-hangyo” or “knock and appeal” approach, to encourage drug users, pushers and others involved to surrender and stop their illegal activities. The nationwide response was overwhelming as 1,176,523, pushers and users submitted voluntarily to authorities. In Tanauan, Leyte, 396 persons, and still increasing, surrendered. Without a national blueprint on how to deal with this problem, Local Governments are left to craft their own programs to help their constituents. The Transformational Rehabilitation Plan Community-Based Approach to Drug Prevention and Moral Recovery Program, a 3-Phases modular approach was implemented with a general objective to enable the participant to understand the process of healing and recovery from their old lifestyles and embrace the new life for the future.

This study aims to analyze the institutional capacity building of the Lore Lindu National Park, determine the objective mechanisms and constraints for the development of the Lore Lindu National Park, and design alternative designs for the LLNP institution. The research data were obtained by conducting interviews, observation, and focus group discussions using the Structural Interpretation Modeling analysis technique used to formulate institutional alternatives in the future. The results of the institutional analysis show that the key element in the Lore Lindu National Park management program is the Lore Lindu National Park Hall, which is a sub-driving element at the first level in the hierarchical structure and requires support from stakeholders and local government, especially traditional leaders and community leaders. The main obstacle to LLNP management, which is a key element, is the massive illegal clearing of land in LLNP, weak monitoring and control of illegal activities in LLNP, and lack of coordination and integration of natural resource management among stakeholders related to LLNP management. The results of the Interpretative Structural Modeling (ISM) analysis are expected between stakeholders, ministerial agencies, and local governments to guarantee partnerships for the sustainability of the Lore Lindu National Park not only for now but also for the future. We are witnessing the emergence of an information and communication technology (ICT)-enabled platform capitalism in which traditional corporations are being displaced. Railing against traditional firms to rescue capitalism would, under these circumstances, seem like misdirected effort. The “working anarchies” (e.g. Uber, Wikipedia) and “pop-up firms” (e.g. Vizio) of this new world use “labor on demand.” Here too there is risk that platform owners exploit their power and become rapacious. Yet, ICT can enable platform capitalism to create community-based, locally controlled alternatives to corporations and states. Cooperatives and democratic software platforms (e.g. Linux) must be important business forms in the future.

There Improvements in the local economy, especially for the poor through open and sustainable tourism management, are believed to be achieved through the empowerment of the tourism sector. Mapping the potential of village tourism in the Triharjo village area is one of the essential things. Identification and mapping of village tourism potential needed in order to implementation community-based tourism (CBT). This research aims to identifying and mapping the potential of village tourism in order to produce a profile of village tourism potential and identify opportunities for developing village tourism potential. The object of this study is Triharjo village, Pandak District, Bantul Regency, Yogyakarta. This research was conducted with a qualitative approach. Collecting data in this study used several research instruments, such as in-depth interviews, focus group discussions (FGD), observations, and document studies. Based on research finding while the communities and local governments of Triharjo village recognize that not all village tourism potentials are well managed. The results of the mapping of village tourism potential provide them that the involvement of local communities in the planning and management of a village tourism potential is needed and have a positive impact on the longterm. The empowerment of the local economy, especially the poor, is believed to be achieved through the empowerment of the tourism sector. Community-based tourism emphasizes community ownership and active participation, provides education to local communities, promotes and protection of culture and the environment.

Urban open spaces (e.g. urban parks) play a pivotal role in improving the quality of life of city dwellers through accommodating various physical and social activities, while further creating social coherence for sustainable development. Due to the shortage of open green spaces in the city, caused by rapid urbanization in developing countries, some big, long-standing urban public spaces such as district parks have been retained, and improved to serve as the main public space for local people. However, such spaces commonly provide outdated, low quality facilities that discourage people from using the park. To satisfy users’ needs, local governments have launched campaigns to improve parks based on the ideas of domestic or foreign designers. The purpose of this research is to explore different behaviors of residents in an open space in Da Nang (Vietnam) which can support the future development and improvement of local open space in accordance with environmental behavior theory. User behaviors were identified and categorized based on their activities in the open space, collected using the place-centered behavior mapping method. Results of the statistical analysis revealed that this open space could be divided into three types, each of which had four dimensions: public facilities setting; openness; accessibility; and recreational facilities. The findings showed some aspects that need to be considered during the development process of open space as follows: 1) increasing the quantity and quality of public amenities; 2) separating accessible space and/or buffer space from already used space inside the park, particularly in the entrance zone; 3) providing space adjacent to the lake; and 4) removing obstacles (e.g. walls around the park) to give a clearer view from inside the park to the streets outside and vice versa. Also, the calculation model of evidence-based designs provides input data for re-planning or creating public space/parks to help designers, planners and authorities improve or design better open spaces in the future.

The connection between organizational culture and leadership has been examined by several researchers (Schein, Schmircik, Bass) and it is proven that there is a link between them. The leader shapes the organizational culture and at the same time the organizational culture shapes the leader too. The middle managers of local governments place the major emphasis on the dimension of goal orientation for the future. From the leadership perspective they find charismatic, goal and team oriented leadership necessary for the future. The local governments have to answer the challenges of the rapidly changing environment. Quick responses and adjustments are only possible if the leader possesses a clear future vision and not only sets short-term goals but plans for the future and estimates the necessities on the long run. It is important to have a leadership with utmost dedication to the organization and to the objectives of the organization. The leaders must raise the interests of the employees, involve them in the process of setting goals and in finding ways to meet those goals, and that the employees should no longer strive to realize their own personal ambitions but focus on the common objectives. This brought transformational leadership to light. The leader establishes and shapes the organizational culture but the individuals and teams working for the organization have impact on the organizational culture as well. This becomes apparent in the organizational culture as middle managers would place the major emphasis on performance orientation. Performance orientation is a dominant motivation based on excellence, hard work, pre-calculated risk, fore planning, goal orientation and regular feedback, which shapes the leadership too, as the leader has to change as well, in order to run the organization. Scheins’ standpoint reflects the best the relationship between the organizational culture and the leadership. Schein claims that organizational culture and leadership are interwoven phenomena, as the leader shapes the culture but after a while the organizational culture itself shapes the leader too.
