There Improvements in the local economy, especially for the poor through open and sustainable tourism management, are believed to be achieved through the empowerment of the tourism sector. Mapping the potential of village tourism in the Triharjo village area is one of the essential things. Identification and mapping of village tourism potential needed in order to implementation community-based tourism (CBT). This research aims to identifying and mapping the potential of village tourism in order to produce a profile of village tourism potential and identify opportunities for developing village tourism potential. The object of this study is Triharjo village, Pandak District, Bantul Regency, Yogyakarta. This research was conducted with a qualitative approach. Collecting data in this study used several research instruments, such as in-depth interviews, focus group discussions (FGD), observations, and document studies. Based on research finding while the communities and local governments of Triharjo village recognize that not all village tourism potentials are well managed. The results of the mapping of village tourism potential provide them that the involvement of local communities in the planning and management of a village tourism potential is needed and have a positive impact on the longterm. The empowerment of the local economy, especially the poor, is believed to be achieved through the empowerment of the tourism sector. Community-based tourism emphasizes community ownership and active participation, provides education to local communities, promotes and protection of culture and the environment.

Abstrak Desa Watu Tiri merupakan sebuah desa di Kabupaten Manggarai Barat yang memiliki potensi alam dan budaya di bidang pariwisata. Akan tetapi, masyarakat lokal masih belum mampu mengelola potensi tersebut dengan baik. Pengelolaan potensi wisata dengan pendekatan pariwisata berbasis masyarakat merupakan instrumen pengembangan masyarakat dalam memperkuat partisipasi dan kemampuan masyarakat lokal untuk mengelola sumber daya pariwisata. Tujuan penelitian ini untuk identifikasi potensi alam dan budaya di Desa Watu Tiri, dan pengelolaannya dengan pendekatan pariwisata berbasis masyarakat. Metode kualitatif dengan teknik pengumpulan data observasi dan forum diskusi merupakan metode yang digunakan dalam penelitian ini. Hasilnya, Desa Watu Tiri memiliki poin-poin penting yang mendukung penerapan pengelolaan potensi wisata dengan pendekatan pariwisata berbasis masyarakat. Namun demikian, pemerintah Desa Watu Tiri masih harus mengerjakan hal yang menghambat penerapan pengelolaan potensi dengan pendekatan tersebut. Kata kunci: pariwisata, pengelolaan, masyarakatManagement of Tourism Potential of Watu Tiri Village by Community-Based Tourism ApproachAbstractWatu Tiri is a village in West Manggarai Regency, which has natural and cultural potential in the tourism sector. The purpose of this research is to identify the natural and cultural potential in Watu Tiri Village, and its management with a community-based tourism approach. Qualitative methods with observation data collection techniques and discussion forums are the methods used in this study. As a result, Watu Tiri Village has important points that support the implementation of tourism potential management with a community-based tourism approach. At present, the tourism sector is a sector that is quite potential to be developed in Indonesia, because it is considered to have a positive impact as a driver of economic activity in this country. In addition, the development of tourism objects is also expected to be able to improve the economy of the surrounding community and educate the public to be able to develop their own area. Taman Tebing Breksi in Sleman Regency, Yogyakarta is one of the objects that has a tourism potential that was successfully managed by using the concept of Community Based Tourism (CBT) by the people of Sambirejo Village. Not yet known the factors that determine success in management are problems that occur in the management of the Taman Tebing Breksi. The main objective of this research is to analyze the factors of success in managing the Taman Tebing Breksi tourism object that applies the concept of Community Based Tourism (CBT). The concept of CBT is one way to create a sustainable tourism industry in an area, where local community participation is needed in developing tourism objects so that the management is successful. This research is a descriptive study with a combination of qualitative and quantitative approaches. Quantitative data collection is done by conducting field surveys to tourist sites and in-depth interviews with related parties, while for collecting qualitative data is done by filling out questionnaires by visitors. Selain itu, berkembangnya objek-objek wisata diharapkan juga mampu meningkatkan perekonomian masyarakat di sekitarnya dan mengedukasi masyarakat untuk dapat mengembangkan daerahnya sendiri. Taman Tebing Breksi di Kabupaten Sleman, Yogyakarta adalah salah satu objek yang memiliki potensi wisata yang berhasil dikelola dengan menggunakan konsep Community Based Tourism (CBT) oleh masyarakat Desa Sambirejo. Belum diketahuinya faktor-faktor yang menentukan keberhasilan dalam pengelolaan merupakan permasalahan yang terjadi dalam pengelolaan objek wisata Taman Tebing Breksi. Tujuan utama dari penelitian ini adalah untuk menganalisis faktor-faktor keberhasilan pengelolaan objek wisata Taman Tebing Breksi yang menerapkan konsep Community Based Tourism (CBT). Konsep CBT merupakan salah satu cara untuk menciptakan industri pariwisata berkelanjutan di suatu daerah, dimana partisipasi masyarakat setempat dibutuhkan dalam mengembangkan objek wisata sehingga pengelolaanya berhasil. Penelitian ini merupakan penelitian deskriptif dengan kombinasi pendekatan kualitatif dan kuantitatif. Pengumpulan data kuantitatif dilakukan dengan melakukan survey lapangan ke lokasi wisata dan wawancara mendalam (in-depth interview) dengan pihak terkait, sedangkan untuk pengumpulan data kualitatif dilakukan dengan pengisian kuesioner oleh pengunjung. Penelitian ini mendapatkan hasil berupa faktor-faktor yang mempengaruhi keberhasilan dalam pengelolaan objek wisata Taman Tebing Breksi.

The Village

The varied natural potential makes Bogor Regency has a lot of natural tourism potential. Its location in the highlands adds to the attraction of tourists to visit. One of the natural tourist destinations in Bogor Regency is Cipamingkis waterfall, the location of this waterfall is in Wargajaya Village, Sukamakmur District, Bogor Regency. Sukamakmur district actually has several tourist attractions, such as the Kahyangan villa and the Ciherang waterfall. However, the existence of this tourist attraction has not had a significant impact on the villagers, most of the villagers still rely on agricultural fields as their livelihood. In addition, the village youth have not played a role in the management of tourism objects. They prefer to work outside the village rather than develop their village. Therefore, this community service activity aims to provide training in managing and developing tourism objects in Sukamakmur district, the concept of community-based tourism management or better known as Community Based Tourism (CBT). The training was carried out in three stages, including program socialization, group discussions, and the last stage was tourism management planning. The results of these activities, in the socialization stage, the youth of Sukamakmur district actually have the motivation to manage and develop tourism objects in Sukamakmur district. However, it is constrained by limited knowledge about the management of tourism objects. The second stage of activity tries to dig up information on the existence of the tourist attraction, so that several alternative tourism development plans are obtained. In the last stage, it is activated to try alternative tourism objects that can be developed in Sukamakmur district with the hope that Sukamakmur district becomes a Tourism Village and residents get a positive impact.

The tourism sector has been targeted to be a tool that may develop people’s economies. Kelompok Sadar Wisata (Pokdarwis) Sukowilangun Berseri is a community that develops Taman Suko at Sukowilangun, Kalipare, Malang Regency. However, the increasing number of tourism effects for the local community at Sukowilangun can still be categorized at a low level. Besides, the management capabilities and resources of the local community in developing Taman Suko as a local tourist destination have not been able to attract more tourists. We carry out a community service program through diversifying our business with the implementation of an aquaponics system to increase income derived from tourism management, providing assistance in efforts to develop tourism potential, and empowering local community-based communities at Taman Suko. The results of this program were implementing an aquaponics system as a business diversification as well as an education theme for tourists on how freshwater fish and vegetables are bred, developing some tourism support facilities such as photo spot, pathways, and fish pond, and promoting local culinary business through social media and a video profile.

ABSTRACTIndonesia has enormous tourism potential so that it provides its own benefits for the country to achieve its national interests. For this reason, the Indonesian government continues to encourage the development of the tourism sector in various regions, one of which is Banyuwangi Regency. The discussion in this research is focused on the diplomatic efforts made by the Government of Indonesia and the Government of Banyuwangi Regency to introduce tourism in the international arena. In writing this paper, researchers used the concepts of National Interest, Public Diplomacy, and Paradiplomacy. The research method used is descriptive qualitative with literature study data collection techniques that examine a number of books, official documents, scientific articles, journals, and electronic media. Based on the research results that the researchers obtained, public diplomacy carried out by the Government of Indonesia and the Government of Banyuwangi Regency is running well by promoting Banyuwangi tourism through “Wonderful Indonesia”, the use of sports tourism, and the use of ecotourism and community-based tourism. The achievements obtained from public diplomacy have also had a positive impact on increasing the number of foreign tourist visits as well as improving the economy for Indonesia, especially Banyuwangi Regency. Keywords: Indonesia, Banyuwangi Regency, National Interest, Public Diplomacy, Paradiplomacy.ABSTRAK            Indonesia memiliki potensi pariwisata yang sangat besar sehingga memberikan keuntungan tersendiri bagi negara guna mencapai kepentingan nasionalnya. Untuk itu Pemerintah Indonesia terus mendorong pengembangan sektor pariwisata di berbagai daerah, salah satunya Kabupaten Banyuwangi. Pembahasan pada penelitian ini difokuskan terhadap upaya diplomasi yang dilakukan oleh Pemerintah Indonesia dan Pemerintah Kabupaten Banyuwangi untuk memperkenalkan pariwisatanya di kancah internasional. Dalam penulisan skripsi ini, peneliti menggunakan konsep Kepentingan Nasional, Diplomasi Publik, serta Paradiplomasi. Metode penelitian yang digunakan yaitu deskriptif kualitatif dengan teknik pengumpulan data studi pustaka yang menelaah sejumlah buku, dokumen resmi, artikel ilmiah, jurnal, serta media elektronik. Bedasarkan hasil penelitian yang peneliti dapatkan, diplomasi publik yang dilakukan oleh Pemerintah Indonesia dan Pemerintah Kabupaten Banyuwangi berjalan baik dengan melakukan upaya promosi pariwisata Banyuwangi melalui “Wonderful Indonesia”, penggunaan wisata olahraga, serta penggunaan ekoturisme dan pariwisata berbasis masyarakat. Capaian yang diperoleh dari diplomasi publik juga memberikan dampak positif bagi peningkatan jumlah kunjungan wisatawan mancanegara serta peningkatan ekonomi terhadap Indonesia, khususnya Kabupaten Banyuwangi.Kata Kunci : Indonesia, Kabupaten Banyuwangi, Kepentingan Nasional, Diplomasi Publik, Paradiplomasi.

In modern socio-economic conditions, the study of the essence of the term "tourist potential" is relevant. The correct assessment of the tourism potential of a country or its individual region, and above all its correct definition, is a key aspect that characterizes the success of the functioning the tourism sector in a narrow spectrum and the economy of the country as a whole. The development of the tourism industry affects such key economic indicators of the country as the balance of payments, total exports and others. Improving the infrastructure taking into account the increasing needs of tourists, the influx of foreign currency and investment, increasing employment through the creation of new jobs. Properly realized tourist potential has a positive impact on the socio-cultural sphere, satisfying the spiritual and physical needs of people. The interpretation of the term "potential" by the scientists in various fields of science is considered. As a result, the authors supplemented and formulated their own definition of the term "tourist potential". The article also studies a number of methods for assessing the tourist potential and builds statistical dependencies and econometric equations that characterize its development in the medium term. The dynamics of the visitors’ number by incoming and outgoing types of tourism was chosen as the estimated indicators. В современных социально-экономических условиях изучение сущности термина "туристский потенциал" является актуальным. Правильная оценка туристского потенциала страны или ее отдельно взятого региона, и прежде всего его корректное определение является ключевым аспектом, характеризующим успешность функционирования туристского сектора в узком спектре и экономики страны в целом. Развитие туристской отрасли влияет на такие ключевые экономические показатели страны, как платежный баланс, совокупный экспорт и другие. Совершенствование инфраструктуры с учетом возрастающих потребностей туристов, приток иностранной валюты и инвестиций, повышение занятости населения посредством создания новых рабочих мест. Грамотно реализованный туристский потенциал имеет положительное влияние и на социально-культурную сферу, удовлетворяя духовные и физические потребности людей. Рассмотрена трактовка термина "потенциал" учеными в различных областях науки. В результате авторами дополнено и сформулировано собственное определение термина "туристский потенциал". Также в статье изучен ряд методов оценки туристского потенциала и построены статистические зависимости, характеризующие его развитие в среднесрочном периоде. В качестве оценочных показателей выбрана динамика количества посетителей по въездному и выездному видам туризма.

This study discusses about development of regional tourism through the development of human resources Gorontalo, Sulawesi. The master plan for tourism development in Gorontalo stated that Gorontalo has three areas of community-based tourism development and eight excellent tourist attractions. It was realised that human resources has an important role in the general development as well the development of regional tourism. The approach used in this research is descriptive qualitative, data source obtained from field observation, interview, group discussion and documentation. Local governments have encouraged the development of regional tourism, especially destinations that are around the community through the empowerment of surrounding communities in order to manage the destination well. In order for all aspects of tourism management to run properly it is necessary role of local government in giving encourage and support education field of tourism. So it can fill the shorted of expert workforce to be placed on institutions or tourism related industries.

Tabanan Regency has a high prospect in the development of tourism and its complementary facilities. Tourism village is the alternative tourism products that can provide the development of rural areas that are certainly sustainable for the future. Timpag Village is one of the villages which located in Kerambitan District, Tabanan Regency which has several tourism potentials such as nature, cultures, and the local communities. The development of Rural Tourism in Timpag Village has a high value to be a tourist attraction but the reality this village has not been able to be a developed as a rural tourism. Based on these problems this research aims to determine “Development Strategies of Rural Tourism Based Local Community in Timpag Village, Kerambitan District, Tabanan Regency Bali.” The research method used in this study is a qualitative descriptive analysis supported by IFAS and EFAS analysis in designing a strategy for developing local community-based tourism villages used SWOT analysis. Data collection techniques are using the method of observation, interviews, library research. The result show the design of alternative strategies to develop community-based tourism villages that can be applied in the development of Rural Tourism in Timpag Village. There are six altrenative strategys that can be applied such as attractions development based on tourism potential, local communities involvement , tourism facilities development, tourism organisation development, improve the traditional security system, and improve the ability of communities about tourism development. Therefore, local communities need to preserve the tourism potential that is owned as a rural tourism product. Keywords: Rural Tourism, Community Based Tourism, and Strategy

Development of community-based tourism became the forerunner of its formation a tourist village that has been increasingly accepted in most developing countries as a strategy against poverty reduction. In the tourism development should pay attention to the economic, social and cultural aspects as well as the environment. West Sumatera Provincial government is actively developing the tourism sector including Mandeh’s tourism area. One of the reasons why this area become any parties concern is because this place has great potential in social, economic, cultural and environmental. Mandeh Tourism Area is not only having a beautiful scenery but many activities related to the potential that is related to each other. Therefore, this article aims to describe the development of sustainable tourism and a positive impact for the welfare of the community.
