Discrimination and precarious living conditions in Tur Abdin, in southeastern Turkey, prompted Assyrians, indigenous Christian ethnic people to the country, to leave their homeland for Europe in the early 1960s. The process of migration continued for several decades and intensified with the militarization of the eastern provinces during the fight against the Kurdish PKK. Many Assyrian villages had to be abandoned. With an appeal formulated in a circular letter by Turkey’s then Prime Minister Bülent Ecevit in 2001, the Turkish government encouraged Assyrians abroad to return to their former homeland, assuring them that their security and rights as citizens would be guaranteed by the state. At the beginning of the new millennium, the situation in Tur Abdin seemed noticeably improved. The end of the state of emergency in the eastern provinces and the application of rule of law in the wake of the reforms in the context of EU accession process contributed to this. Many of the Assyrians who emigrated re-visited their former villages, but also tried to rebuild churches and their mostly dilapidated houses. Clarification of ownership of land and properties after occupation and changes of legal basis became a key issue.

This study discusses the structure and characteristics of the Director General of Higher Education’s circular letter on the appeal for online learning and socialization of the Job Creation Law. The purpose of this study is to reveal inequality or the existence of domination and marginalized parties through the structure and characteristics of Teun A. van Dijk's critical discourse analysis model. This is a qualitative descriptive research. The results of the study indicate that there are parties who dominate or have power, namely the Ministry of Education and Culture, higher education leaders, and students became those who are marginalized.AbstrakPenelitian ini berisi pembahasan tentang struktur dan karakteristik Surat Edaran Dirjen Dikti kepada pimpinan perguruan tinggi mengenai imbauan pembelajaran secara daring dan sosialiasi Undang-Undang Cipta Kerja. Tujuan dari penelitian ini adalah mengungkap ketidaksetaraan atau adanya pihak yang mendominasi dan pihak yang terpinggirkan melalui struktur dan karakteristik analisis wacana kritis model Teun A. van Dijk. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa ada pihak yang mendominasi atau berkuasa, yakni Kementerian Pendidikan dan Kebudayaan dan pimpinan perguruan tinggi, dan pihak yang terpinggirkan, yaitu mahasiswa.

The COVID-19 emergency period changed the education system in Indonesia in a very short time, requiring every student to study remotely. Of course this encourages teachers to innovate and policy makers in this case the Ministry of Education and Culture of the Republic of Indonesia to make adjustments during the COVID-19 pandemic by changing some rules by issuing circular letter number 2 of 2020 regarding the prevention and handling of COVID-19 in the environment. Ministry of Education and Culture, as well as circular letter number 3 of 2020 regarding the prevention of COVID-19 in education units. The readiness of schools in implementing distance learning received various positive and negative responses from various elements of society. The readiness of teachers in the implementation of online education has not been maximized, this is due to the lack of knowledge in the field of Information Technology. Therefore, to support government policies in implementing distance learning and minimizing the spread of the COVID-19 virus, teachers need to be equipped with e-learning implementation. Teachers are expected to be able to compile learning materials using online e-learning using the Edmodo platform so that teachers are not only fixated on one learning model using conventional models

Covid-19 is a virus that was first discovered in the city of Wuhan, China at the end of 2019. Its rapid transmission made the WHO declare the Covid-19 outbreak a global pandemic. This prompted the Minister of Education, Culture, Research and Technology of the Republic of Indonesia, Nadiem Anwar Makarim, to issue circular letter number 4 of 2020 concerning the Implementation of Education in the Coronavirus Disease (Covid-19) Emergency Period. Learning must be carried out online. Online learning is learning that is carried out virtually in their respective homes. The application that is often used by lecturers and students in carrying out online learning is Google Meet. The purpose of this study is to find out how effective online learning is using Google Meet. The research method used is descriptive quantitative with a non-test instrument, namely interviews. The results obtained are that online learning using the Google Meet application has been effective in delivering material during the Covid-19 pandemic. Using the Google Meet application as an online learning medium has various advantages, namely a) it is easier to use, b) does not suck up a lot of internet quota, c) does not require a signal that is always stable, sometimes in up-and-down signal conditions can still follow learning, and d) the available features are easy to understand how to use

Insurance is an institution to invest funds with a specific purpose so that if in the future it is needed by the insurance customer, the funds can be withdrawn by the insurance customer. However, in reality, many insurance customers suffer losses because the funds they have invested in the insurance company are not disbursed by the insurance company. This is the subject of discussion in this study so that the research method is carried out with an analytical approach and a statutory approach. The research materials are primary, secondary and tertiary legal materials so that the data collection techniques use literature studies and qualitative analysis techniques. In this case, discussing the regulation of the duties of the Financial Services Authority in overcoming the occurrence of a loss insurance customers is regulated in Law Number 21 of 2011 concerning the Financial Services Authority, Regulation of the Financial Services Authority Number 1/POJK.07/2013 concerning Consumer Protection Sector Financial Services and OJK Circular Letter Number 2/SEOJK.07/2014 Regarding Consumer Complaint Service and Settlement and consumer protection by the Financial Services Authority for insurance customers who are harmed is that there is no consumer protection carried out by Financial Services cooperatives for insurance customers who are harmed by the company insurance

The first discussion is related to the theoretical study of handling criminal cases through the economic approach of law that the Economic Analysis of Law theory or what is referred to as the application of economic theory to legal analysis is a theory that uses economic concepts to explain the effects of the law itself. Several economic concepts used in the study of criminal law policies are: Cost-Benefit Analysis, Behavioral theory, Efficiency-Pareto Optimal. The second discussion is related to the policy of the Prosecutor's Office of the Republic of Indonesia in handling cases of corruption with small losses (patty corruption) with a benefit approach that the Indonesian Attorney General's Office in carrying out its duties and functions, especially in terms of handling corruption cases, issued several internal regulations related to efforts to eradicate corruption through a beneficial approach, namely: Circular Letter of the Junior Attorney General for Special Crimes Number: B-1113/F/Fd.1/05/2010 dated 18 May 2010, Circular Letter of the Junior Attorney General for Special Crimes No: B-765/F/Fd/04/2018 20 April 2018 May 2018, Circular Letter of the Junior Attorney General for Special Crimes Number: B-945/F/Fjp/05/2018 May 04, 2018.     Pembahasan pertama terkait dengan kajian teoritis penanganan perkara pidana melalui pendekatan economyapproach of law bahwa Teori Economy Analysis of Law atau yang disebut sebagai aplikasi teori ekonomi  untuk analisis hukum merupakan teori yang mempergunakan konsep-konsep ekonomi untuk menjelaskan efek dari hukum itu sendiri. The local examination (gerechtelijke plaatsopneming) is a medium which is provided by the laws and regulations for the judge or the judge panel to clarity a fact or object that is being disputed, in which the local examination or the trial which is conducted by the judge or the judge panel at the object’s spot where is being disputed. The local examination it self is regulated in the Article 153 HIR/Article 180 RBg and also in the circular letter of Indonesia Supreme Court (Surat Edaran Mahkamah Agung/SEMA RI) Number 7 of 2001 on The Local Examination. The local examination has a function to match the plaintiff’s postulates of private lawsuit about the dispute’s object of the private lawsuit which is area just for the land dispute, such as the surface measure, position by mentioning its details as roads, village, sub districts, and then it borders with whose properties. The matters are pointed to ease the judge or the judge panel in deciding the judge decision whether the private lawsuit could be granted or rejected, or whether the private lawsuit itself is obscuur lebel (unclear) so that it is unacceptable.

ABSTRAKPermasalahan dalam penelitian ini, Pemerintah Provinsi Banten dihadapkan pada kondisi perekonomian daerah yang lesu akibat pandemi Covid-19 sehingga diperlukan skema pengaturan kebijakan anggaran daerah, mulai dari pengaturan pendapatan daerah, belanja daerah, hingga penetapan anggaran belanja daerah. Pengaturan pembiayaan daerah. Berdasarkan Surat Edaran Menteri Keuangan dan Menteri Dalam Negeri, Pemerintah Daerah berkewajiban membuat mekanisme penetapan Anggaran Pendapatan dan Belanja Daerah melalui refocusing dan realokasi anggaran. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana kebijakan penganggaran daerah dalam studi kasus pandemi Covid-19 pada Pemerintah Daerah Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan menggunakan Purposive Sampling. Hasil penelitian menunjukkan kebijakan pengelolaan APBD pada masa pandemi Covid-19 di Pemerintah Provinsi Banten bahwa, Pemerintah Provinsi Banten telah menjalankan pengelolaan anggaran sesuai dengan arahan dan kebijakan yang telah ditetapkan oleh Pemerintah Provinsi Banten. pemerintah pusat melalui mekanisme refocusing dan realokasi anggaran pendapatan, belanja, dan pembiayaan daerah secara tepat. ABSTRACTThe problem in this research, the Provincial Government of Banten faced on the condition of the regional economy sluggish due to pandemic Covid-19 so it requires a scheme of setting budgetary policy of regions, ranging from setting regional revenue, regional expenditure, up to the setting of local financing. According to the Circular Letter of the Minister of Finance and Minister of internal Affairs, Local Government is obliged to make the mechanism of setting the Budget Revenue and Expenditure through refocusing and reallocation of the budget. The purpose of this study is to determine how the policy of local budgeting in the pandemic Covid-19 study case on Local Government of Banten Province. The method used in this research is descriptive qualitative using Purposive Sampling. The results showed the policy of the management of the regional budget in the pandemic Covid-19 at the Provincial Government of Banten that, the Provincial Government of Banten has been running a budget management in accordance with the directives and policies that have been set by the central government through the mechanism of refocusing and reallocation of the budget revenue, expenditure, and financing the area appropriately.

Absract  Children are interpreted as a gift from God to make them happy and strengthen the bond of love between a husband and wife. In fact, there are married couples who do not have the desired offspring, for various reasons, ranging from medical causes to hereditary factors. Married couples will try to bring children in the middle of their domestic life, by adopting children. The problem in this paper is the requirements for adopting a child and the status of an adopted child according to civil law. The purpose of this study was to find out how the process of applying for child adoption. The approach method used in this research is the statutory approach. The method of presenting data in this research is done descriptively. The analysis used in this paper is conceptual. The results of the study indicate that the conditions for adopting a child can be carried out in accordance with the Circular Letter of the Supreme Court of the Republic of Indonesia NO. 6/83 which regulates how to adopt a child stating that to adopt a child, you must first submit an application.  Keywords: Civil law, Adoption, Child

Humans as social beings who live side by side and have various needs that must be met in order to survive. In meeting these needs. Indonesia often makes payments with a credit system. Credit is a breakthrough that really helps the community. However, with the Covid-19 Pandemic) hitting various businesses and credit financing customers due to lack of income. This study aims to examine the legal arrangements for credit delays for customers affected by COVID-19 in Indonesia and explain legal protection for customers affected by COVID-19 in Indonesia. The type of research applied in this research is normative legal research, with a statutory approach and a concept approach. In general, the regulation of credit delays for customers affected by COVID-19 is regulated in POJ K Number II POJK.03 2020 regarding the national economic stimulus as a counter-helical policy for the impact of the 2019 coronavirus disease. There are two legal protections, namely preventive legal protection by issuing PERPU Number I of 2020 concerning state financial policies and stability for handling the coronavirus disease 19 pandemic, and repressive legal protection based on Bank Indonesia Circular Letter No. 26/4/BPPP which in principle regulates the rescue of non-performing loans through rescheduling, reconditioning, restructuring
