Abstract The Tabanan District Spatial Plan 2012-2032 states that Pandak Gede Village has a role as an environmental center that functions as the center of a residential area that serves the surrounding rural areas. The increase in population in Pandak Gede Village has caused changes in the number and distribution of settlement areas. The reduced area of ​​agricultural land can be an indication of the conversion of agricultural land to non-agricultural land. Given these indications, research is needed to find out how the conditions of land use change in Pandak Gede Village are seen from the social, economic, cultural aspects. Are there developments that are not in accordance with the Spatial Plan for Tabanan Regency 2012-2032, is there any indication of the conversion of agricultural land in Pandak Gede Village and how alternative strategies can be taken to minimize the mismatch of regional development against the Tabanan District Spatial Plan 2012-2032. The method used in this research is the mix method. The analysis included: socioeconomic analysis, socio-cultural analysis, regional development analysis, land use suitability analysis, and analysis of agricultural land use control strategies. The results showed an indication of the conversion of agricultural land by 18.71 hectares into residential and non-agricultural land. Alternative strategies that can be done are facilitative, reeducative, persuasive and power strategies to the government, to Pandak Gede Village, to community owners and buyers of land, to environmentalists, to further research and education.

Abstract: Limitations of natural resources, especially land, is increasingly perceived both by the government as the land managerand the community as the users. Not only due to the increasing number of residents, but the speed of the development require landand make competition between land users are increasing. This research was done in Temanggung District, Central Java. The objectof this research is land use in the study area. Instruments used in controlling land use are Land Use Map (PT), Spatial Plan Map(RTRW), and Sustainable Agricultural Map (LP2B). Then, PT map was being correlated with RTRW map and LP2B map. The resultsshow that the conformity rate between PT and RTRW is 78.13%, and the discrepancy rate is 21.87%. The conformity rate betweenLP2B and PT is 77.55%, with the discrepancy rate of 24.45%, while between RTRW and LP2B, the conformity rate is 89.45%, withthe discrepancy rate of 10.55%.Keywords: land use, spatial planning, sustainable agriculture landIntisari: Keterbatasan keberadaan sumberdaya alam khususnya tanah, semakin hari semakin dirasakan baik oleh pemerintahsebagai pengelola tanah maupun masyarakat sebagai pengguna tanah. Hasil penelitian menunjukan bahwa Instrumen yangdigunakan dalam pengendalian penggunaan tanah terdiri dari Peta Penggunaan Tanah (PT), Peta (RTRW), dan (LP2B). Kesesuaianantar instrumen pengendalian penggunaan tanah tersebut dapat dijelaskan bahwa 78,13 % sesuai. antara RTRW dengan PT, dan21,87 % tidak sesuai. Abstract The influence of incentives on landowner’s decision-making regarding land-use change is an intriguing consideration when developing sustainable agricultural land policies. Owners of agricultural land in rural areas with varying characteristics and varying agricultural yields each year have varying views on changing or maintaining their land. The purpose of this study was to determine the effect of incentives on people’s attitudes toward maintaining or selling land (land-use change from agricultural land to non-agricultural land). This study employed a descriptive analysis to calculate the impact of incentives from the government on the decision to change or keep the land. The responses of 500 respondents were categorized as follows: 20-46.67 in favor of land change, 46.67-73.33 neutral, and 73.4-100 in favor of maintaining land. The analysis revealed that additional factors influence the decision to sell or maintain the land. However, some villages seek to preserve land through government incentives.

Kendal Regency is an agrarian area with a percentage of agricultural land 54.57% of the total land area of 1,002.23 km2. With the government programs of construction of the Kendal Industrial Park (Kendal Industrial Park) which was built on an area of 2,700 hectares. Most of the land used for development of the Kendal Industrial Area is agricultural land. The purpose of this study was evaluated about the suitability of land use change from agricultural land into industrial land in Kendal Regency in period of 2014 to 2018 with the Kendal Regency Regional Spatial Plan in 2011 - 2031. The research method was quantitative. The method of data collection in this study was census about industry location permit and land use change permit in Kendal Regency from 2014 to.d. 2018. The data collection technique in this research was documents review about secondary data from related institutions. Data analysis techniques in this study were divided into spatial analysis and statistical analysis. The spatial analysis technique used Geographic Information System (GIS) concept, and used overlay method on digital maps. Statistical analysis used to produce information in tables and graphs. The results of this study indicate about the growth in period 2014 to 2018, the number of land use permits increase to 134 permits devide by 34 industry location permit with covering area about 732,792 m2 and 100 land use change permit with covering area equal 690,303 m2. In addition, about 91.18% of industrial location permits and 62% of land use change permits from agriculture into industries in accordance with the Kendal Regional Spatial Plan between 2011 to 2031.

As compared with conventional approaches for reducing carbon emissions, the strategies of reducing emissions from deforestations and forest degradation (REDD) can greatly reduce costs. Hence, the United Nations Framework Convention on Climate Change regards the REDD strategies as a crucial approach to mitigate climate change. To respond to climate change, Taiwan passed the Greenhouse Gas Reduction and Management Act to control the emissions of greenhouse gases. In 2021, the Taiwan government has announced that it will achieve the carbon neutrality target by 2050. Accordingly, starting with focusing on the carbon sink, the REDD strategies have been considered a recognized and feasible strategy in Taiwan. This study analyzed the net present value and carbon storage for various land-use types to estimate the carbon stock and opportunity cost of land-use changes. When the change of agricultural land to artificial forests generated carbon stock, the opportunity cost of carbon stock was negative. Contrarily, restoring artificial forests (which refer to a kind of forest that is formed through artificial planting, cultivation, and conservation) to agricultural land would generate carbon emissions, but create additional income. Since the opportunity cost of carbon storage needs to be lower than the carbon market price so that landlords have incentives to conduct REDD+, the outcomes of this study can provide a reference for the government to set an appropriate subsidy or price for carbon sinks. It is suggested that the government should offer sufficient incentives to reforest collapsed land, and implement interventions, promote carbon trading policies, or regulate the development of agricultural land so as to maintain artificial broadleaf forests for increased carbon storage.

Agriculture is the mainstay of Pakistan’s economy. However, it has been noticed that farmers are increasingly giving up agriculture in favor of non-agricultural activities. This study was conducted in the Khairpur district of Sindh province, which is part of the Indus Plains in Pakistan. The main purpose of the study was to investigate the current and future land use change (LUC) trends and to study farmers’ perceptions of the causes and consequences of LUC and agricultural land abandonment (ALA) in the study area. The study used field survey data and secondary data obtained from the government sources. The results show that agricultural land in the region has decreased by about 9% in the past two decades. Survey data analysis confirms this because more than 80% of farmers believe that agricultural land in the area has declined over time. In addition, farmers believe that socioeconomic and environmental changes are the main reasons for LUC and ALA. We used a logistic regression model to determine the factors that influence farmers’ decisions to sell agricultural land for other uses. The results show that the age, income, land ownership, farm inheritance by successors, social networks and lack of basic facilities in the study area are the main determinants of farmers’ decisions to sell agricultural lands. In particular, farmers’ integration into the social network and their belief that the farm will be inherited by heirs reduces the possibility of selling land. As for the consequences of LUC and ALA, the results indicate that farmland prices, weeds infestation, urban diffusion, and pressure on existing infrastructure have increased in the study area. In addition, the results show that the prospects of farming in the area remain grim as most farmers indicated that they were willing to abandon agricultural lands in favor of other revenue generation activities. The study suggests that policymakers should pay close attention to controlling rapid LUC and ALA to keep lands green.

Intensive agriculture causes nutrient leaching and accelerates erosion processes, which threatens the good quality status of surface waters, as proposed by the European Union (EU) Water Framework Directive. The purpose of this study was to define the impact of two alternative agricultural land-use change scenarios defined in a Municipal Spatial Plan on surface water quality by using the Agricultural Policy/Environmental eXtender (APEX) model. As experimental area, we chose a small Kožbanjšček stream catchment (1464 ha) situated in the Goriška Brda region in Slovenia. The area, due to favorable conditions for vineyards, is facing increasing deforestation. The change of 66.3 ha of forests to vineyards would increase the sediment, nitrate, and phosphorus loads in the stream by 24.8%, 17.1%, and 10.7%, respectively. With the implementation of vegetative buffer strips as a mitigation measure of the current situation, we could reduce the sediment, nitrate, and phosphorus loads by 17.9%, 11.1%, and 3.1%, respectively, while a combination of the two land-use change scenarios would result in a slight increase of the above-mentioned loads, corresponding to 0.61%, 2.1%, and 6.6%, respectively, compared to the baseline situation. The results confirm that, as we can increase pollution levels with deforestation, we can also reduce water pollution by choosing proper types of land management measures.

Land development analyses play a fundamental role in understanding how land use change shapes the land, depending on continuously changing social, economic, and environmental factors that reflect the interests in space. It is especially important to follow land use changes in rural areas due to their role in food security, environmental hazards, cultural landscape preservation, etc. Continuous analyses and monitoring of land use changes allow for the identification and prevention of negative trends in land use (over intensification, land fragmentation, etc.) that might affect biodiversity, change physical and chemical properties of soil, causing soil degradation, change the spatial balance, stability and natural equilibrium in the rural area. The use of the cross-tabulation matrix methodology was suggested for land use change analyses. The methodology, when the cross-tabulation matrix elements are correctly interpreted, allows us to gain as much insight as possible in the process of land use change. This approach enabled a detailed analysis of vineyards in Goriška brda, Slovenia. It was found that the existing methodology fails to analyse the location of change. For this reason, additional analyses of spatial distribution of change and of the locations where changes in space occur were suggested. The study demonstrated that the land use category of vineyards changes systematically, although seemingly randomly. By comparing land use categories over several time periods, the study determined that the size and speed of change varied across different time intervals. The identified land use changes were assessed in the context of their high pressure on agricultural land. The results of the analyses showed different trends shaping the typical agrarian landscape in Goriška brda.

Banjarbaru City is one of the cities in South Kalimantan Province which is developing quite rapidly from year to year. Hence,  it is necessary to research and study changes in land use and their suitability with the city development plan. The purpose of this study is to examine changes in the area and types of land use changes in Banjarbaru City within a period of 8 years, from 2013 to 2021, determine the rate of land use change, and assess the suitability of land use changes to the applicable Banjarbaru City spatial plan. This research method is an overlay to see changes in land use and the suitability of changes in land use with the direction of spatial functions in the Regional Spatial Plan. The result of this research is that in an area of ​​16,414.00 ha (53.7%) there is a change in land use in Banjarbaru City in the period 2013-2021. The biggest land use changes are dry land agriculture, vacant land, wetland agriculture, housing, and villages. The use of dry land  and agricultural land has the largest decrease in area, which is 15,090.71 ha or a decrease of 365.5%. The use of vacant land increased in an area of ​​14,715.684 hectares or an increase of almost 4 times. Wetland agriculture has decreased in an area which is reduced by 986.55 ha or decreased by 65.8%. The use of land for housing/residential in the form of housing or villages has also undergone considerable changes. The use of residential land has increased by 528.105 hectares (44.626%) and the village area to 444.32 ha (21.2%). The suitability of land use with the RTRW in Banjarbaru City is 16,742.86 ha (54.8%) categorized as appropriate, while an area of ​​13,779.69 ha (45.2%) is categorized as not in accordance with the applicable RTRW.

Introduction. Under decentralization, there is a gradual transfer of powers and resources to local governments. In this case, one of the most urgent problem for rural areas, is the organization of rational land management from the position of financial support improving through the disposing of lands, and using available lands for community needs. Methods. General and special methods – monographic and abstract-logical, methods of generalization, comparison and analysis have been applied for data processing. Results. During the decentralization reform, it was found that 488 rural united territorial communities were formed, covering almost half the area of all UTCs created. In addition, nearly 800 village councils joint to the city-based UTCs. The ways of the redistribution of powers on the UTC land resources management are established at the expense of acquiring their own powers, obtaining delegated ones, as well as acquiring the rights of other institutions. Emphasis is placed on the benefits of managing land resources of rural communities at the local level. It has been determined that the applicable law restrict communal land use of UTC. At the same time, the importance of agricultural land outside the settlement transfer to the disposal of communities is emphasized. The importance of the land payment in the structure of local budget revenues is analyzed in detail, the key problems and contradictions that accompany the process of land management powers reallocation are identified. Suggestions are made to improve the rural communities land resources management through their inventory, accounting and monitoring, revision of rental rates for communal property, strengthening control over compliance with the terms of land use agreements, use of free lands in the interests of communities. Discussion. Further studies in this area are going to be aimed at developing a comprehensive mechanism for ensuring effective management of land resources in rural areas after the completion of decentralization. Indonesia is an agricultural country because most of the population has a livelihood in agriculture. In addition, agriculture is the second largest contributor to national economic growth and Gross Domestic Product (GDP). Rural areas have vast agricultural land, but not all communities have land so most farmers work on land owned by other people and then get a share of the results by a variety of methods. The research objective is to analyze the implementation of muẓāraʻah contract based on Law No. 2 of 1960 and Islamic law and It’s implications for the socio-economic life of the society in Cianjur. Data collection was carried out using the method of observation, interview and documentation (library) and data analysis deductively, inductively and comparatively, then presented in a qualitative descriptive manner. The population in this study was 120 people, and the study sample was 12 people (10%) who were selected by purposive sampling method. The results of the research are (1) the implementation of muẓāraʻah contract in Cianjur, West Java is not fully in accordance with Law No. 2 of 1960 and Islamic law, (2) The implications of muẓāraʻah on the economic life of farmers are the fulfillment of ḍarūriyyah needs, namely consumption and secondary education, while landowners can meet more complex needs., including fulfillment of ḍarūriyyah, can allocate part of the funds to go on pilgrimage, charity to other people in need. And (3) The Implications of muẓāraʻah contract on the social life of society is a concern between landowners and farmers that is realized by helping each other when in trouble. However, attention from the government is still needed to ensure good relations between the two parties that are cooperating.[Indonesia merupakan negara agraris karena sebagian besar penduduk mempunyai pencaharian di bidang pertanian. Selain itu, pertanian merupakan kontributor kedua terbesar terhadap pertumbuhan ekonomi nasional dan Produk Domestik Bruto (PDB). Daerah pedesaan mempunyai lahan pertanian yang sangat luas, namun tidak semua masyarakat mempunyai lahan sehingga sebagian besar petani menggarap lahan milik orang lain kemudian mendapatkan bagi hasil dengan metode yang beragam. Tujuan penelitian adalah untuk menganalisis pelaksanaan konsep muẓāraʻah berdasarkan UU No. 2 Tahun 1960 dan hukum Islam dan implikasinya terhadap kehidupan social ekonomi masyarakat di Cianjur. Pengumpulan data dilakukan dengan metode observasi, wawancara dan dokumentasi (perpustakaan) dan analisis data secara deduktif, induktif dan komparatif, kemudian disajikan secara deskriptif kualitatif. Jumlah populasi dalam penelitian ini 120 orang, dan sampel penelitian sebanyak 12 orang (10%) yang dipilih dengan metode purposive sampling. Hasil penelitian adalah (1) pelaksanaan perjanjian bagi hasil akad muẓāraʻah di Cianjur belum sepenuhnya sesuai dengan UU No. 2 Tahun 1960 tentang perjanjian bagi hasil lahan pertanian dan hukum Islam dalam kerjasama pertanian. Hambatan dalam melaksanakan peraturan No 2 Tahun 1960 dan hukum Islam dalam kerjasama pertanian adalah tidak ada sosialisasi dari pihak manapun terkait UU No. 2 Tahun 1960 tentang perjanjian bagi hasil tanah pertanian dan hukum Islam dalam kerjasama pertanian. Adanya kebiasaan-kebiasaan yang telah berlangsung turun temurun. (2) Implikasi akad muẓāraʻah terhadap kehidupan ekonomi petani adalah pemenuhan kebutuhan ḍarūriyyah yaitu konsumsi dan pendidikan keturunanya, sedangkan pemilik lahan dapat memenuhi kebutuhan yang lebih kompleks, antaranya pemenuhan ḍarūriyyah, dapat mengalokasikan sebagian dana untuk pergi haji, bersedekah dan zakat kepada orang lain yang membutuhkan. Dan (3) Implikasi akad muẓāraʻah kehidupan sosial adalah adanya kepedulian antara pemilik lahan dan petani yang diwujudkan dengan saling membantu ketika dalam kesulitan. Namun demikian, perhatian dari pemerintah tetap diperlukan untuk menjamin hubungan baik antara kedua belah pihak yang bekerjasama.]
