Abstract: Limitations of natural resources, especially land, is increasingly perceived both by the government as the land managerand the community as the users. Not only due to the increasing number of residents, but the speed of the development require landand make competition between land users are increasing. This research was done in Temanggung District, Central Java. The objectof this research is land use in the study area. Instruments used in controlling land use are Land Use Map (PT), Spatial Plan Map(RTRW), and Sustainable Agricultural Map (LP2B). Then, PT map was being correlated with RTRW map and LP2B map. The resultsshow that the conformity rate between PT and RTRW is 78.13%, and the discrepancy rate is 21.87%. The conformity rate betweenLP2B and PT is 77.55%, with the discrepancy rate of 24.45%, while between RTRW and LP2B, the conformity rate is 89.45%, withthe discrepancy rate of 10.55%.Keywords: land use, spatial planning, sustainable agriculture landIntisari: Keterbatasan keberadaan sumberdaya alam khususnya tanah, semakin hari semakin dirasakan baik oleh pemerintahsebagai pengelola tanah maupun masyarakat sebagai pengguna tanah. Hal ini karena luas tanah tetap tetapi yang menggunakantanah, dari tahun ke tahun semakin meningkat. Masalah yang muncul adalah upaya untuk tetap menjaga keseimbangan lingkungankhususnya dalam kaitan dengan penggunaan tanah agar tetap sesuai dengan arahan dalam RTRW dan LP2B. Penelitian dilakukan diKabupaten Temanggung. Pendekatan spasial dilakukan dengan cara analisis tumpang susun (overlay) peta-peta. Objek penelitiannyaadalah Peta Penggunaan Tanah (PT) di lokasi penelitian. Peta PT ini selanjutnya dikorelasikan dengan Peta Rencana Tata RuangWilayah (RTRW) dan Peta Lahan Pertanian Pangan Berkelanjutan (LP2B). Hasil penelitian menunjukan bahwa Instrumen yangdigunakan dalam pengendalian penggunaan tanah terdiri dari Peta Penggunaan Tanah (PT), Peta (RTRW), dan (LP2B). Kesesuaianantar instrumen pengendalian penggunaan tanah tersebut dapat dijelaskan bahwa 78,13 % sesuai. antara RTRW dengan PT, dan21,87 % tidak sesuai. Antara LP2B dengan PT 75,55 % sesuai dan 24,45 % tidak sesuai. Antara RTRW dengan LP2B 89,45 %sesuai dan 10,55 % tidak sesuai.Keywords: Land Use, Spatial Planning, Sustainable Agricultural Land

AbstractLaw No. 26 Year 2007 on Spatial Planning (UUPR) mandated that all levels of government administration, ranging from the national, provincial, district/ city are obligated to prepare Spatial Plan (RTR). Until 2012, Central Kalimantan is one of the provinces which have not completed its Spatial Plan; one of the reasons was the lack of spatial integration of forestry spatial planning and provincial spatial planning of Central Kalimantan.The absence of spatial integration of forestry and provincial spatial planning of Central Kalimantan has the implication in triggering conflicts of land use. Forest areas were converted into oil palm plantations without any official procedures. There are 282 units of oil palm companies, occupying 3.9 millions hectares of forest area, with non-procedural procedures to convert forest area into oil palm plantation.To resolve this problem, the Government has revised the regulation of forest conversion by issuing PP No. 60/2012, provides opportunities for oil palm plantations, which under the Law of Forestry located in forest area but based on RTRWP of Central Kalimantan lies on APL or cultivation area, given the opportunity to re-apply the permit/license.  IntisariUndang- Undang No. 26 Tahun 2007 tentang Penataan Ruang (UUPR) mengamanatkan bahwa semua tingkatan administrasi pemerintahan, mulai dari nasional, provinsi, kabupaten/kota diwajibkan menyusun Rencana Tata Ruang (RTR). Kalimantan Tengah sampai dengan tahun 2012 merupakan salah satu Provinsi yang belum menyelesaikan Tata Ruang, salah satu penyebabnya karena belum adanya padu serasi antara tata ruang kehutanan dengan tata ruang Provinsi Kalimantan Tengah.Implikasi dari tidak adanya padu serasi antara tata ruang kehutanan dengan tata ruang provinsi Kalimantan Tengah adalah terjadinya konflik dalam penggunaan ruang, dimana terjadi penggunaan kawasan hutan tidak prosedural untuk perkebunan sawit di dalam kawasan hutan di Provinsi Kalimantan Tengah sebanyak 282 unit perusahaan sawit seluas 3,9 juta hektar.Upaya penyelesaian permasalahan penggunaan kawasan hutan untuk perkebunan sawit di Provinsi Kalimantan Tengah diakukan dengan revisi kebijakan tentang alih fungsi hutan PP nomor 60 tahun 2012 yang memberikan kesempatan bagi perkebunan sawit yang berdasarkan Undang-Undang Kehutanan berada di dalam kawasan hutan namun berdasarkan RTRWP Provinsi Kalimantan Tengah berada di kawasan APL maupun budidaya, diberikan kesempatan untuk mengurus perijinannya.

Abstract The Tabanan District Spatial Plan 2012-2032 states that Pandak Gede Village has a role as an environmental center that functions as the center of a residential area that serves the surrounding rural areas. The increase in population in Pandak Gede Village has caused changes in the number and distribution of settlement areas. The reduced area of ​​agricultural land can be an indication of the conversion of agricultural land to non-agricultural land. Given these indications, research is needed to find out how the conditions of land use change in Pandak Gede Village are seen from the social, economic, cultural aspects. Are there developments that are not in accordance with the Spatial Plan for Tabanan Regency 2012-2032, is there any indication of the conversion of agricultural land in Pandak Gede Village and how alternative strategies can be taken to minimize the mismatch of regional development against the Tabanan District Spatial Plan 2012-2032. The method used in this research is the mix method. The analysis included: socioeconomic analysis, socio-cultural analysis, regional development analysis, land use suitability analysis, and analysis of agricultural land use control strategies. The results showed an indication of the conversion of agricultural land by 18.71 hectares into residential and non-agricultural land. Alternative strategies that can be done are facilitative, reeducative, persuasive and power strategies to the government, to Pandak Gede Village, to community owners and buyers of land, to environmentalists, to further research and education.

This study aimed at observing the development of agricultural land use in Bungo Regency, Jambi Province, for other purposes, such as plantation, mining, and other commercial buildings. According to the sustainable agriculture supposed by the government, a change in land use has become an important issue to be taken into account as such that the change does not tend to damage the environment. The research findings from Bungo Regency demonstrated the change in agricultural land into copra and rubber plantation areas. Local people had changed their mindset towards reluctance to become farmers, which caused the loss of farmer regeneration and weakened the farmer exchange rate towards the agricultural commodities.

Purpose –The purpose of this paper is to determine strategies in controlling over the function of paddy field in Central Java. Design/methodology/approach – Purposive sampling was employed by having 12 people interviewed. Analytical hierarchy process was used to determine a strategy related to policy control toward agricultural land conversion. Findings – The results indicated priorities which are recommended to include in the policy toward the function of the land conversion in Central Java. They are: first, the application of laws that regulate land conversion mechanism; second, tightening or restricting and prohibiting rules for anyone who wants to change the function of agricultural land; and finally, zoning or clustering region based on urban spatial and land use. Research limitations/implications – This study suggests that the government is expected to invest directly for agriculture and plantation by avoiding the use of existing rice field. Practical implications – It is also advisable for government to utilize the available unused land. Originality/value – This paper captures factual condition of the decrease of the land use for agriculture which has been very critical issues in any agrarian countries. This is essential to know the core of the problem and possible solutions for similar case in other typical nations.

Abstrak. Pembangun perumahan diatas tanah pertanian yang sudah ditentukan oleh pengusaha perumahan harus mendapatkan izin. Izin dari pemerintah daerah sangat berperan dalam membangun perumahan bagi pengusaha perumahan yang harus mengajukan permohonan.Setelah pengusaha perumahan mendapatkan izin, maka pengusaha segera membebaskan hak yang terdapat diatas tanah dengan cara negoisasi atau musyawarah. Dalam hal ini pemerintah membentuk tim yang terdiri dari Dinas Pertanian, Dinas Perindustrian dan juga Kantor Pertanahan. Tim yang dibentuk pemerintah ini mempunyai tugas untuk menyelidiki keberadaan dan status tanah yang selanjutnya hasil dari tim tersebut untuk masukan bagi Bupati selaku Kepala Daerah untuk memberikan izin pembangunan bagi pengembang perumahan. Perubahan penggunaan tanah pertanian ke non pertanian memang diperbolehkan, akan tetapi diusahakan bukan pada tanah pertanian subur dan irigasi teknis sebagaimana yang diatur dalam Permendagri No. 5 Tahun 1974 pasal 7 ayat 3 huruf a . Diatur pula dalam Undang Undang Nomor 41 tahun 2009 tentang perlindungan lahan pertanian pangan berkelanjutan,dan pembangunan perumahan sesuai dengan ketentuan Rencana tata ruang wilayah dan tata guna tanah, Junto Perpres nomor 59 tahun 2019, tentang pengendalian alih fungsi sawah, harus disesuaikan dengan tata ruang dan tata guna tanah di daerah masing masing. Abstract. Residential builders on agricultural land that have been determined by the housing entrepreneur must obtain a permit. Permits from local governments play a very important role in building housing for housing entrepreneurs who must submit applications. In this case the government formed a team consisting of the Department of Agriculture, the Department of Industry and also the Land Office. The team formed by the government has the task of investigating the existence and status of the land, which then results from the team as input for the Regent as the Regional Head to provide development permits for housing developers. Changes in the use of agricultural land to non-agriculture are indeed allowed, but they are not cultivated on fertile agricultural land and technical irrigation as regulated in Permendagri No. 5 of 1974 article 7 paragraph 3 letter a. It is also regulated in Law Number 41 of 2009 concerning the protection of sustainable food agricultural land, and housing development in accordance with the provisions of the regional spatial planning and land use plan, Junto Perpres number 59 of 2019, concerning the control of the conversion of rice fields, must be adjusted to the spatial and land use in their respective areas

Kendal Regency is an agrarian area with a percentage of agricultural land 54.57% of the total land area of 1,002.23 km2. With the government programs of construction of the Kendal Industrial Park (Kendal Industrial Park) which was built on an area of 2,700 hectares. Most of the land used for development of the Kendal Industrial Area is agricultural land. The purpose of this study was evaluated about the suitability of land use change from agricultural land into industrial land in Kendal Regency in period of 2014 to 2018 with the Kendal Regency Regional Spatial Plan in 2011 - 2031. The research method was quantitative. The method of data collection in this study was census about industry location permit and land use change permit in Kendal Regency from 2014 to.d. 2018. The data collection technique in this research was documents review about secondary data from related institutions. Data analysis techniques in this study were divided into spatial analysis and statistical analysis. The spatial analysis technique used Geographic Information System (GIS) concept, and used overlay method on digital maps. Statistical analysis used to produce information in tables and graphs. The results of this study indicate about the growth in period 2014 to 2018, the number of land use permits increase to 134 permits devide by 34 industry location permit with covering area about 732,792 m2 and 100 land use change permit with covering area equal 690,303 m2. In addition, about 91.18% of industrial location permits and 62% of land use change permits from agriculture into industries in accordance with the Kendal Regional Spatial Plan between 2011 to 2031.

As compared with conventional approaches for reducing carbon emissions, the strategies of reducing emissions from deforestations and forest degradation (REDD) can greatly reduce costs. Hence, the United Nations Framework Convention on Climate Change regards the REDD strategies as a crucial approach to mitigate climate change. To respond to climate change, Taiwan passed the Greenhouse Gas Reduction and Management Act to control the emissions of greenhouse gases. In 2021, the Taiwan government has announced that it will achieve the carbon neutrality target by 2050. Accordingly, starting with focusing on the carbon sink, the REDD strategies have been considered a recognized and feasible strategy in Taiwan. This study analyzed the net present value and carbon storage for various land-use types to estimate the carbon stock and opportunity cost of land-use changes. When the change of agricultural land to artificial forests generated carbon stock, the opportunity cost of carbon stock was negative. Contrarily, restoring artificial forests (which refer to a kind of forest that is formed through artificial planting, cultivation, and conservation) to agricultural land would generate carbon emissions, but create additional income. Since the opportunity cost of carbon storage needs to be lower than the carbon market price so that landlords have incentives to conduct REDD+, the outcomes of this study can provide a reference for the government to set an appropriate subsidy or price for carbon sinks. It is suggested that the government should offer sufficient incentives to reforest collapsed land, and implement interventions, promote carbon trading policies, or regulate the development of agricultural land so as to maintain artificial broadleaf forests for increased carbon storage.

Central Chernozem is one of the largest agricultural regions in Russia. As a result of the long period of natural resources use the anthropogenic load on agricultural lands is increasing. The result of agricultural nature management is the increase of land degradation processes. Voronezh Region has a high agro-climatic potential, most of the territory is occupied by agricultural land, arable land prevails among them. Soil degradation is the most acute problem. There is a need to assess the impact of agricultural natural resources use on land resources of the region. Modular coefficients for assessment of geochemical impact of agriculture and animal husbandry on agricultural systems are proposed. The developed factor is a tool for identification of negative land use processes and environmental problems. The article deals with the issues of ecologically oriented, scientifically grounded strategy of agricultural nature management. Ecological approach to assessment of soil quality in the future will develop a strategy for balanced land use. The article has a scientific and practical character and is aimed at the development of methods of ecological assessment of soil quality. The proposed methodological approach identifies destructive processes in soils. For ecologically oriented strategy of development of regions it is important to define maximum allowable agricultural loads for preservation of sustainable environment.

The problem in this study is related to the number of developments, especially those aimed at their designation, which is not by the existing regional spatial plan. This is because many developments are located in disaster-prone areas, coastal border areas, and protected areas. This also triggers changes in land use that are quite large from time to time. This study aims to determine the use of utilization with a regional spatial plan. This study uses quantitative methods to determine developments based on data in the Sangihe Islands Regency, analyzing image data and knowing the level of suitability of land use with the RTRW. The method of analysis in this study uses a method of spatial analysis based on geographic information systems (GIS) using supervised classification, scoring, weighting, overlay. The variables in this study include land use, spatial planning, and adjustments. The results show that the land area in the Regional Spatial Plan is suitable for land use in particular for an area of ​​3,202.65 hectares and not suitable for an area of ​​17,946.03 hectares from the total area of ​​the existing land use.
