One of the main problems of development that experienced by Indonesia at this time is the high number of poor people. In order to accelerate poverty reduction and the development of policy in the field of social protection for families very poor households, the government issued a policy that is Family Hope Program. Family Hope Program is a social assistance that realized by cash, education and health are addressed to very poor households particularly who has a 0-15 years old and pregnant mother/ postpartum. The purpose of this research is to identify the achievement of the Family Hope Program in Tedunan, Kedung district, Jepara regency. This research was conducted with a quantitative approach that is supported by qualitative data. The method used in this research is survey method with 40 respondent.Key words: family hope program , policy, povertyABSTRAKSalah satu masalah utama pembangunan yang dialami oleh Indonesia saat ini adalah tingginya jumlah penduduk miskin. Dalam rangka percepatan penanggulangan kemiskinan sekaligus pengembangan kebijakan di bidang perlindungan sosial bagi keluarga Rumah Tangga Sangat Miskin (RTSM), pemerintah mengeluarkan sebuah kebijakan yaitu Program Keluarga Harapan (PKH). Program Keluarga Harapan adalah bantuan sosial yang diwujudkan dengan bantuan tunai, pendidikan dan kesehatan yang ditujukan kepada Rumah Tangga Sangat Miskin (RTSM) khususnya yang memiliki anak usia 0-15 tahun dan ibu hamil/nifas. Tujuan dari penelitian ini adalah untuk mengidentifikasi pencapaian Program Keluarga Harapan (PKH) di Desa Tedunan, Kecamatan Kedung, Kabupaten Jepara. Penelitian ini dilakukan dengan pendekatan kuantitatif yang didukung dengan data kualitatif. Metode yang digunakan dalam penelitian ini adalah metode survey dengan responden sebanyak 40 orang.Kata kunci: kebijakan, kemiskinan, PKH

Poverty reduction is an issue that should be resolved by the Government to soon completed and disconnected the chain of causes. Poverty reduction is currently oriented material so its sustainability depends greatly on the availability of the budget and the Government's commitment. The policy measures were undertaken by the Government to abolish it one is the family Program expectations. Welfare is the ultimate goal of the Family Expectations Program, namely to improve the quality of life of the family is very poor with access to health services and education. With the unsettled Family, Hope Program is expected to improve the social life of economy, education and public health, especially in poor community groups. The purpose of this study is to describe the implementation of a programme of Family expectations, find supporters and restricting factors and efforts to overcome it in the Wakatobi Binongko. Theory approaches used in this research is policy implementation approach Daniel Mazmanian and Paul Sabatier. The theory sees variables easy to control, the issue of whether or not the variable policy capabilities in the implementation process to manage appropriately and the variable outside the policies that affect the process of implementation. The research method used is descriptive research methods with qualitative approaches. Data collection was done through observation and interview. Research results showed the Family Hope Program Implementation in district Binongko Wakatobi many experience obstacles and have not been implemented properly. Socialisation has not been comprehensive so that less had the support of the parties concerned. It captures the recipient's Family Hope Program participants is not yet comprehensive, there are still many who have not to get family Program expectations. This has not been done well and the use of funds the Program Families Hope by very poor Households often used outside the conditions. The Family of Hope Program (PKH) is a poverty reduction program in the education and public health aspects provided by the government either directly or indirectly. The government continues to make efforts in order to educate the community through social assistance programs to tackle the poor. In order to create a smart society, the government should make programs that are empowering so that people can solve their own problems. There are many in Indonesia who receive the family hope program (PKH), one of which is in the Cirebon district. Problems often occur with the empowerment assistance program from the government, one of which is the PKH assistance, which still does not target the residents who receive the assistance. The emergence of this problem, due to the ineffective data verification in determining which citizens are entitled to receive PKH assistance, this has resulted in many very poor people who do not receive PKH assistance and those classified as capable are still given PKH assistance. Therefore, it is necessary to conduct a study of PKH beneficiary data, so that the results of the analysis can be used as a reference for whether or not residents are eligible to receive PKH assistance. The research that was conducted to predict the data of recipients of the expected family assistance using the data mining classification method using the C4.5 algorithm. The results of the data mining process are used as evaluation material for the government. After testing with the C4.5 algorithm, the test results for the best parameter of the C4.5 algorithm are criterion = accuracy, confidence = 0.25 and a minimum gain = 0.1 to produce an accuracy value of 98.30%

East Java Government is committed to run sustainable development which is centered on society, especially the pro-poor-people (pro-poor growth) and gender mainstreaming. It is stated in the medium-term Region development plan period 2015-2019, with East Java development vision “Jawa Timur Lebih Sejahtera, Berkeadilan, Mandiri, Berdaya Saing, dan Berakhlak” and mission “Makin Mandiri Sejahtera Bersama Wong Cilik”. In order to realize the concept, the government designs a program to take in hand women’s poverty, especially for households in the manner of Kepala Rumah Tangga Perempuan (KRTP) through Feminism Poverty Reduction (FPR) program. The program is not only as a short-term effort to provide assistance to KRTP but also as an ongoing program in order to anticipate poverty trap on KRTP. Desa Nglanduk, based on Basis Data Terpadu (BDT) Tim Nasional Percepatan Penanggulangan Kemiskinan (TNP2K) is the lowest 10% (decile 1) household welfare with female as the head of household. According to the data, prospective targets KRTP to implementate the Feminism Poverty Reduction (FPR) is as much as 20 households. Therefore, the existence of program assistant will help the process zero in on. The proposal of disbursement Special Financial Assistance Feminism Proverty Reduction Jalin Matra program East Java 2015 became one of instrument control which is expected capable to solve the problems particularly women’s poverty in the family level.

PKH is a program launched by the government in the context of accelerating poverty reduction while at the same time improving the quality of human resources, especially in the very poor community groups throughout Indonesia. This program is specialized in two components, namely education and health. However, the program which is expected to create a quality of life for the poor, especially in the field of education and health, still has problems in implementing it in the field. The problem is that in practice there are still things that are not in accordance with the procedures that apply to the PKH general manual. The first problem is the uneven number of poor people who get aid funds from PKH. To  find out the results of the 2019 program, that is by evaluating using six indicators. Through this type of qualitative research with descriptive research type, the researcher determines that this informant consists of key informants and key informants. Data collection techniques in this study used observation, interview and documentation techniques. This study aims to determine the results of the implementation of the PKH in Batu Raja Village, Pondok Kubang Sub-District, Central Bengkulu Regency by evaluating the implementation of the program in 2019. From the research and analysis of data conducted, it shows that the implementation of the program has run effectively. This is based on evaluation indicators done by the researcher.

ABSTRACT Policy of Assistance to the Family Hope Program (PKH) through Law Number 40 of 2004 concerning the National Social Security System which was followed up with Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 1 of 2018 concerning PKH. One way that has been done by the government to prosper and reduce poverty by giving assistance to shortage society. The aim of this study was to identify the Implementation of the Family Hope Program in the framework of the distribution of community welfare in Bungo District. The study used descriptive method with qualitative. Data analysis using data collection, data reduction, presentation and drawing conclusions and verification. The results showed that the implementation of the policies carried out by related government agencies was improving the quality of life in the fields of education and health, but the reality in the field was found that the implementation of the family of hope program in Bungo district had not been able to fully realize equitable welfare for the community, this was indicated from the distribution of funds that had not been equitable and injustice in determining the participants receiving PKH funds.   Keywords: Implementation, Family Hope Program (PKH), Community Welfare.

Asically, poor people are people who are weak in the ability to fulfill their basic needs such as clothing, food and shelter and also do not have the ability to do business because everything they have is so limited that they are unable to participate in a decent social life. One of the special programs issued by the government is the Family Hope Program as an effort to build a social protection system for the poor in order to maintain and improve the social welfare of the poor as well as an effort to break the chain of poverty. In this study, researchers used a descriptive method with a qualitative research approach. The data collection technique is done by literature study, observation, interview, documentation and triangulation. Data is determined from sources based on nonprobability sampling techniques. The informants in this study were 6 informants consisting of Social Service employees as key informants. PKH Coordinator and PKH Facilitator as secondary informants. And the community, especially the community members of the Family Hope Program as informants. This research uses Edy Sutrisno's theory of effectiveness which consists of understanding the program, being on target, on time, achieving goals and real change. The results of this study indicate that the Harapan Family Program has not been running effectively where there are still obstacles in the implementation process.

In the concept of pro-poor growth, economic growth accompanied by fair income distribution will accelerate the rate of poverty reduction. By employing extensive data of household expenditures and other economic indicators, the study will examine the performance of economic growth in Indonesia whether it has been pro-poor over the period 2005-2013. We employ two methods in this article, Growth Incidence Curve (GIC) method, and Pro-Poor Growth Index (PPGI) method. By applying the GIC method, our empirical results indicate that economic growth in Indonesia has not been pro-poor during the observed period. The curve shows that the highest income population enjoys increased consumption more than the poorest population. Furthermore, PPGI method has revealed that economic growth, inequality, and an interaction term between economic growth and inequality have been significant to influence poverty incidence in Indonesia. Our empirical result also reveals that among manufacturing, agriculture, and services sector; it was manufacturing that has successfully reduced the number of the poor, while agriculture unexpectedly had a devastating impact on the number of poor people. The services sector, meanwhile, had not contributed to poverty alleviation. Furthermore, none of the government spending in education and health that significantly contributes to poverty alleviation.

Abstract - The electricity subsidy program is one of the poverty reduction programs by providing electricity subsidies to poor and disadvantaged households paid by the Government of Indonesia to PT. PLN (Persero). At PT. PLN (Persero) Area Rantau Prapat Rayon Tanjung Balai which is located on Jl. General Sudirman has a problem that is faced, namely regarding the subsidy budget, it turns out that there have been many wrong targets, most of the subsidy funds have fallen to economically capable people. The government applies the electricity subsidy policy on target, subsidies must be really enjoyed by poor people. To provide electricity subsidies to poor households and poor households, both humans and agencies cannot be separated from information technology systems. This system is usually called a decision support system that is designed to assist in making a decision where no one knows exactly how the decision should be made. The problem of decision-making systems using fuzzy logic systems is very suitable for definite reasoning or estimation, especially for systems with difficult mathematical models and inappropriate data to get a definite decision.   Keywords - Decision Support System, Electricity Subsidies, Fuzzy Logic.

This paper aims to uncover the process of public policies formulation, specifically regarding poverty reduction strategies and social protection in Toba Regency, North Sumatra. The poverty reduction policy that is the focus of this research consists of three Regional Regulations (Perda), which were only issued in 2019, after the district was established (autonomy) since 1999, namely: Regional Regulation No. 2/2019 concerning the Implementation of Social Welfare, Regional Regulation No. 10/2019 concerning Protection and Fulfillment of the Rights of Persons with Disabilities, and Regional Regulation Number policy formulation11/2019 concerning the Implementation of Elderly Welfare. This qualitative research concludes that the process and formulation of poverty reduction policies in Toba Regency took place technocratically and elitist. First, the three Regional Regulations are considered as "derived regulations", the operationalization of a higher level of statutory regulation (in this case government laws and regulations), which are considered to have clear scope and conception. Secondly, the three regional regulations were drafted at the end of the government (executive) period and national legislative elections which have implications and the potential for ineffective implementation of policies and as well as minimal oversight of the legislative majority which is not elected in the next period. This factor caused suspicion towards the three Regional Regulations to be solely formulated for the pragmatic interests of the incumbent regents for the sake of popularity and electability in the next regional elections. Third, there is a lack of public participation because these three regional regulations have policy targets for socially, culturally and politically vulnerable and voiceless groups, as well as the lack of support from civil society organizations. Based on the findings above, the policy recommendation put forward is that public involvement in the process and formulation of this Perda is not merely administrative in nature, but an active sequence from the setting agenda to the formulation.

This research aims to describe and analyze the implementation of the Poverty Reduction Policy in the Perspective of Political Economy in Medan Belawan District, Medan City. The research method used is descriptive research method with a qualitative approach. The results showed that the implementation of poverty reduction policies in Medan Belawan sub-district from the perspective of political economy has been running quite well. The whole series or process of activities starting from the initial socialization, reflecting on poverty, implementing the program, monitoring the program all went quite well. The success of the Poverty Reduction Policy is greatly supported by the effectiveness of the implementing organizations in providing learning, mentoring, independence, for the poor. The obstacle that occurs in the implementation of this policy is that there are still poor people, most of whom are traditional fishing workers who have not received the benefits of assistance programs from the Government. This caused some of their children to drop out of school to work to help their parents.
