This research raises the issue of the importance of empowering Kelurahan in improving community services. On this occasion, the researcher used a qualitative design with a literature study method using theories and existing journals as reference materials. Empowerment is the strengthening of the development process, independence, self-empowerment, and the negotiating position of the lower classes against the oppressed forces of all levels of society. According to Law Number 25 of 2009 concerning Public Services, public services are defined as activities or series of activities in the context of meeting service needs in accordance with the laws and regulations for every citizen and resident for goods, services and / or administrative services provided by service providers. public. To improve services at the kelurahan level, the Kelurahan needs to be empowered by referring to aspects, in the form of; freedom of mobility, the ability to buy small commodities, the ability to buy large commodities, to be involved in making household decisions, the relative freedom from family domination, legal and political awareness, involvement in campaigns and protests, economic security and contributions to the family.

This research was conducted due to several problems including: the absence of efforts to transfer land rights according to clear procedures and conditions, the absence of legal certainty and protection for holders of land rights grants. This research was conducted on 20 people involved in the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency Bungo Regency of Bungo Regency using a survey method with a descriptive qualitative approach. The results of the research show the procedures for administering the transfer of rights to land grants at the Ministry of Agrarian Affairs and Spatial Planning. Procedures for administering the transfer of land rights to the grant, for land that has been certified by the grantee and the grantee before the official land deed maker (PPAT) to sign the grant deed. In the process of making a grant deed, the grant giver must complete land data and data on the grantee and recipient of the grant. Obstacles to the Office of the Ministry of Agrarian Affairs in the Transfer of Rights to Land Grants is the high number of people who do not understand about the transfer of rights to land grants, underutilized office facilities and infrastructure, lack of employee discipline.

The purpose of this research to see how management Hazardous and Toxic Material Waste Judging From the Aspects of Industrial Relations and Corporate Social Responsibility. This type of research used in this research is descriptive research with a qualitative approach. The results of this study show that the management of Hazardous and Toxic Material Waste Judging from the aspects of industrial relations and corporate social responsibility, although there are still some shortcomings. Such as that there are still many industrial companies that are not very aggressive in carrying out the B3 waste management process. This proves that the policies governing waste management have not been so effectively applied in life, this can be caused by several factors such as lack of awareness in managing B3 waste, a less strict supervision system, and also rules that are felt to be not too binding so that many do not manage B3 waste properly.

This research was conducted due to several problems, including: weak annual work program planning, weak program control, this research was conducted on 60 people involved in the Technical Implementation Unit in Rantau Pandan using the survey method with a descriptive qualitative approach with the aim of knowing how far. where is the implementation of the Technical Service Unit of the Rantau Pandan District Education Office. The results obtained: the duties and functions have not been carried out optimally, in providing direction it is quite good, there is still a lack of supervision carried out and from the results above there are several conditions that cause this to occur including the skill factor and the employee discipline factor.

Public Service which regulates the principles of good governance which is the effectiveness of government functions itself. The forms of maladministration that we often encounter are abuse of authority, prolonged delays, neglect of legal obligations, procedural irregularities, nontransparency, negligence, discrimination, extortion, unprofessionalism, unclear information, arbitrary acts, legal uncertainty, and mismanagement. Ombudsman supervision is a representation of the supervision carried out by the community or civil society groups. The way the Ombudsman works is also similar to the way civil society works, free of charge, and various other conveniences. In addition to being largely determined by the political will of state administrators and political support in parliament, the effectiveness of the work of the Ombudsman is also largely determined by how far the community has an understanding of the Ombudsman.

The purpose of this research to see how The Role of Local Government in Improving the Quality of Terminal Management (Study at the Office of Transportation, Communication and Information, Tebo Regency). This type of research used in this research is descriptive research with a qualitative approach. The results of this study show that the 1. The Department of Transportation, Communication and Information Technology of Tebo Regency has managed terminal quality such as establishing a terminal as an UPTD so that it can further maximize public services in the transportation sector, provide facilities to UPTD in improving the quality of terminal management, giving authority to UPTD for terminal management both in the service sector and in the area of local revenue, directing public transportation to utilize the terminal.

Elections in Indonesia, have been held periodically since 1955, then in 1971 After that, elections are held every 5 years, starting in 1977, 1982, 1987, 1992, and 1997. The democratization process carried out with the Elections above, especially during the New Order have not been able to produce the expected democratic values. During the Reformation period, Indonesia had begun elections in 1999, then in 2004, 2009, 2014 and 2019.There is something interesting about the dynamics of the development of democracy in this country since the reformation began in 1998. One thing that stands out is the impact of democracy on people's welfare. In the midst of public space, various discussions emerged about whether democracy is still an appropriate system for answering the concept of a better state and being able to provide welfare for all the people of Indonesia. Through elections, voters can channel their chosen aspirations. The hope, of course, is choosing leaders who can realize programs that can improve people's welfare.

The purpose of this research is to see the extent of the management of  Dendang Melayu tourism as one of the potential marine tourism in the city of Batam in terms of facilities and attractions. This type of research used in this research is descriptive research with a qualitative approach. In this study qualitative data analysis is used by following the concept of Miles and Huberman with several stages, namely Data Reduction, Data Presentation and Conclusion. The results of this study show that the management of Dendang Melayu tourism has undergone many changes as one of the potential for marine tourism in the city of Batam, although there are still some shortcomings. Dendang Melayu Tourism is far more interesting than before because of the tourism of Tanjung Penarik, but there are some things that must be addressed, namely the condition of the facilities that are still complained by the community and the attraction of Dendang Melayu tourism for tourists.

The magnitude of the impact of smoking on health and the high number of smokers in Indonesia, prompted the government of the Republic of Indonesia to make policies related to this. Sumbawa Regency as one of the regencies in West Nusa Tenggara Province is participating in realizing a non-smoking area by passing regional regulation number 7 of 2016.  But smoking activities are still often found in public transportation, children's playground areas, in health and education service facilities in Sumbawa Regency. The purpose of this study is to find out how the implementation of regional regulation number 7 of 2016 on No Smoking Areas (KTR) in Sumbawa Regency. The research method used is a qualitative research method with a descriptive approach, which describes the implementation of the policy of no-smoking area in Sumbawa Regency. The results of this study are the implementation of policies on non-smoking areas in Sumbawa Regency which are not yet running, the Regional Organization of Organizations (OPD) which have a connection in the implementation of these regulations do not understand the mechanism of implementing these regulations so that there are no programs or activities in related agencies that are trying to realize and encourage the creation of a non-smoking area in Sumbawa
