El presente artículo expone una reflexión sobre las especificidades delproceso de mercantilización de la vivienda social en Chile, analizandoparticularmente la concepción mecánica del hábitat y la consecuentedescomposición de la vivienda en dimensiones técnicas constructivas,por un lado, y sociales, por el otro, junto con el desconocimiento de otrosantecedentes, diferentes a los propuestos desde el conocimiento en el quese ampara la política pública. The purpose of this study is to design a model to investigate the role of the Individuals making public policies in the implementation of the administrative system health policy. Two questionnaire has been used in the current study: One whose main aim was to investigate the actors making public policy with 51 questions and Cronbach Alpha 0.93, and the other one in the administrative system health policy with 74 questions and Cronbach Alpha 0.95. To be assured with regard to the validity of the questionnaires content and construct validities were estimated. The statistical population of the current study were 86643 employers of the executive organizations of the Khuzestan province, Iran. The final sample of the study was 382 individuals based on Cochran. Data analysis was done by using SPSS 22 and Amos 22. The results of the current study revealed that the factors making the public policy included 13 factors in which the most average was for mass media (7.64) and the least was the powerful elites with the mean of (5.64). The health administrative policies included 14 policies, all of them were at significant point except the policies of eleventh to thirteenth of the fifth book “Islamic Panel Code”, the law of banning more than on job, and the principles of prevention and fighting against bribe. The results also showed that there was a statistically significant relationship between the factors making public policy and those of administrative health policy.

Resumo: a proposta do presente artigo é investigar a problemática da construção e implementação de políticas públicas para o Sistema Penitenciário Brasileiro, em especial, aquela política penitenciária voltada ao direito humano fundamental ao trabalho da pessoa, independentemente das condições em que se encontre. Nesse sentido, ressalta-se inicialmente a importância do entendimento do ciclo das políticas públicas, desde o surgimento do problema social até a implementação da política pública aprovada com posterior avaliação de resultados. Em um segundo momento, constata-se por intermédio de pesquisa de dados secundários, as altas taxas de reincidência penal e aumento dos delitos, de forma que as políticas públicas não estão conseguindo alcançar resultados satisfatórios. A pesquisa fundamentou-se em teóricos sobre o tema políticas públicas, além de colheita de dados secundários extraídos de fontes disponíveis no Conselho Nacional de Justiça – CNJ, Informações Penitenciárias – INFOPEN e no Instituto de Pesquisas Econômicas Aplicadas – IPEA -.Palavras-chave: Política pública; direitos humanos da pessoa presa. Abstract: The purpose of this article is to investigate the problem of the construction and implementation of public policies for the Brazilian Penitentiary System, in particular, that penitentiary policy focused on the fundamental human right to the person 's work, regardless of the conditions in which they are found. In this sense, the importance of understanding the public policy cycle, from the emergence of the social problem to the implementation of the approved public policy with subsequent evaluation of results, is emphasized initially. Secondly, through secondary data research, the high rates of criminal recidivism and increased crime are found, so that public policies are not achieving satisfactory results. The research was based on theorists on the subject of public policies, as well as the collection of secondary data extracted from sources available in the National Council of Justice (CNJ), Penitentiary Information (INFOPEN) and the Institute of Applied Economic Research (IPEA).Keywords: Public policy, human right of the person arrested.

O meio ambiente não é só palco, mas, ao mesmo tempo, reflexo da (in) ação humana ao logo do tempo, compreendido, portanto, a partir da dialética das questões de ordem físico-natural, sociocultural, econômica e político-institucional, sob uma perspectiva transescalar e transdisciplinar. O papel das políticas públicas de turismo deveria ser o de propiciar o desenvolvimento, garantindo a distribuição equitativa dos benefícios gerados com o turismo para todos os atores socioambientais presentes na destinação turística. Acontece, porém, que, na maioria das vezes, tem-se uma visão reducionista sobre os elementos e relações que o compõem, não se tendo muita clareza sobre o que é efetivamente uma política pública de turismo, inclusive dentro dos próprios órgãos governamentais responsáveis pelo planejamento e gestão do turismo. O objetivo deste trabalho consiste na apresentação de conceitos desenvolvidos na nossa pesquisa, buscando elucidar algumas questões relevantes referentes ao tema ora identificado no contexto da pós-modernidade e propondo um novo conceito de meio ambiente e de política pública de turismo. Para a realização deste objetivo foram feitas leituras convergentes dos principais autores que tratam da temática e chegou-se à conclusão de que o meio ambiente e políticas públicas de turismo exigem um tratamento complexo, ultrapassando as visões fragmentadas e limitadas. A B S T R A C TEnvironment is not just a stage, but at the same time a reflection of the human (in) action during the time, understood based on the dialectic of physical-natural, socio-cultural, economic and political-institutional issues, under a trans-transverse and transdisciplinary perspective. The role of tourism’s public policies should promote development, ensuring the equitable distribution of the benefits generated by tourism among all socio-environmental actors in the tourist destinations. However, it occurs, frequently, a reductionist view of the environment as well as there is not a holistic view of tourism’s public policy, including the government agencies responsible for the management of tourism. The objective of this work is to point out some concepts of development, seeking to elucidate some relevant issues related to the subject in the context of postmodernity and propose a new concept of environment and tourism’s public policy. Searching for carrying out this objective, we consulted the main authors who dealt with the theme, and we concluded that the environment and tourism’s public policies require a complex treatment, going beyond fragmented and limited point of view.Keywords: Environment; Tourism; Public Policy

Every action related to the people must be evaluated, scrutinized, and approved by Ulil Amri before it is allowed to be implemented by the Islamic religious authorities at their respective state. This study was conducted with the aim of identifying Ulil Amri who is responsible for handling and managing COVID-19 pandemic issues. In addition, this study was also conducted to identify the role and job scope of each Ulil Amri involved in formulating the public policies related to the COVID-19 pandemic. This qualitative study has collected relevant data through primary and secondary documents and further analysed them using the content analysis method. The results of this study found HM DYMM Yang di-Pertuan Agong and Rulers, State Council of Islamic Religion, State Mufti Department, and State Islamic Religious Council. They are the Ulil Amri who is responsible for handling and managing COVID-19 pandemic issues related to Islamic religious affairs in Malaysia. Each Ulil Amri involved has their own role and jurisdiction. They will work together in formulating any public policy related to Islamic religious affairs. This shows that every public policy produced involves various parties from various fields who work together to safeguard the maslahat and prevent mafsadah from happening to the people.

O presente trabalho visa fazer uma reflexão acerca da implementação da política pública de saúde no Brasil, bem como, do papel do judiciário na defesa desse direito social, tendo em vista ser, a saúde, direito de todos e dever do Estado.  Nesse diapasão, o Poder Judiciário, quando chamado, tem a função de dar máxima efetividade ao referido direito fundamental, na tentativa de não se curvar diante das omissões ou negligências estatais. O cerne desse estudo será analisar os motivos pelos quais não há o efetivo cumprimento dessa específica política pública.  Apresentar-se-á, no decorrer do artigo, a criação do Sistema Único de Saúde e sua finalidade, as atribuições inerentes aos três níveis governamentais, a teoria da Separação dos Poderes e do Sistema de Freios e Contrapesos, a legitimação da via judicial para apreciação de demandas requerendo o direito à saúde, bem como, alternativas capazes de dar concretude ao sistema sanitário do país com base nos princípios da universalidade, equidade e integralidade. O objetivo é tentar modificar o cenário de desigualdade na assistência à Saúde do povo brasileiro e evitar a crescente procura judicial reivindicando um direito que deveria ser garantido diretamente e sem obstáculos a cada pessoa.PALAVRAS-CHAVE: Política Pública. Poder Judiciário.ABSTRACTThe actually work expect make a reflection around the implementation of the public policy of the health in Brazil, like, role of the judiciary in defense of social rights, with the objective to be the health right of the all and duty of the State. In this sense the judiciary when called has function of giving maximum affectivity in relation fundamental right, in an attempt of not .to bow before the omissions or state negligence. The heart of this study will analyze the reasons for which there is no effective compliance specific public policy. In the course of the article, the creation of the simple health system and its purpose, the attributions inherent to the three governmental levels, the theory of separation of powers and the system of checks and balances the legitimation of the judicial process for the assessment of claims requiring the right to health, as well as, alternatives capable of giving concrete from to the health system of the country based on the principles of universality, equity and completeness. The objective is to try to modify the scenarios of inequality in health care of the Brazilian people and avoid increasing judicial demand by claiming a right that should be guaranteed directly and without obstacles to each person.KEYWORDS: Public Policy.
