Abstract Research has devoted considerable attention to the contribution of cultural and creative industries (CCIs) to economic growth and innovation. Measuring and evaluative tools have played an increasingly important role in meeting the demand for the accountability of public money supporting this sector. Nevertheless, creativity remains an elusive subject for policy-makers. One of the major obstacles in adopting CCI policies is the difficulty in apprehending the value of support actions for cultural and creative enterprises. The present research is a first attempt to create a harmonised and simple set of indicators (the ‘benchmarking raster’) to assess local policies targeting economic development of CCIs. It has been completed in the framework of the INTERREG- funded CREA.RE network with the aim to encourage the authorities of small and medium-sized cities and regions to further invest Structural Funds in CCIs. It is also expected to contribute to CCI-focused economic development strategies (or Smart Specialisation Strategies).

Due to the democratization and liberalization of national policies, which have promoted global economic development, and coupled with advances in information technology, dramatic changes have occurred in economic development. Among them, global cultural flows have far-reaching and wide-ranging impacts on countries worldwide. The interactive relationship between culture and the economy has enabled the cultural industry to grow rapidly. As the structure of industry and people's lifestyles and ideologies have changed, the development of design expertise has also transformed from tangible objects to the intangible world. Additionally, with the advent of the information society, emphasis has gradually been placed on interactive design, experience design, and service design. Intangible service design may become an important source of innovation and core competitiveness with future corporate value. The research object of this study is the average consumer in Fujian Province, China. Questionnaires were issued and collected by email. A total of 400 questionnaires were sent out, and 314 valid questionnaires were returned; thus, the recovery rate was 79%. The findings of this research include the following. (1) Social marketing significantly and positively affects service design. (2) Service design significantly and positively affects consumer-perceived value. (3) Social marketing significantly and positively affects consumer-perceived value. Based on these results, recommendations are made with the expectation of helping the development of cultural and creative industries to turn toward sustainable development.

The paper presents the empirical study which aims to describe problems encountered by actors in the cultural and creative industries during the realization of ideas and activities in a modern digital environment. The results pointed out a discrepancy in the use of modern technology when it comes to the creation, availability and use of products of culture and creativity, and the ways they are communicated and promoted. Highlighting the problems that this sector faces, besides the knowledge of economic gain and overflows to other areas of the economy and society, should stimulate the interest of the competent institutions and decision-makers in finding more productive support programs for Serbian cultural and creative production in the future.

This paper deals with museums as a key part of cultural and creative industries and their role in social and economic development. Taking into account the role of museums in the past and the current trends, their contribution is considered to be crucial. Cultural and creative industries are an intersection of art, technology, cultural heritage, innovation, creativity and mental and manual labour. The purpose of this paper is to reflect links between museums, creativity, innovation and culture in the changing economy.

Internships are a precarious labour practice often driven by a combination of labour market competition, desirable work, employer advantages and fictional expectations. This article is based on an empirical study of intern labour in the Cultural and Creative Industries in Ireland. The data consists of a survey of workers and interns, and interviews with interns past and present. Through approaching internships as a form of precarisation, and intern labour through the lens of ‘fictional expectations’, this article provides an analysis of intern labour as a form of regenerative precarisation through the self-reinforcing tendencies of action, subjectivity, discursive constructs and social structures. The labour market practice of interning creates discursive, normative and structural patterns of precarisation. These patterns in turn shape subjective and intersubjective expectations of work and life, impacting on the actions that individuals make and thus acting as drivers of further precarisation.

The article discusses an ontological approach to solving the problem of forming state policy of economic development of cultural and creative industries and the corresponding intellectual-information management systems. The purpose of this article is to develop an effective toolkit (based on ontologies) for making optimal decisions in the field of state regulation of the cultural and creative industries, taking into account the dynamic factors of the external environment. The ontological approach considered in the article assumes the presence of three levels of models: meta-ontology, models of subject areas of cultural and creative industries and models of making appropriate management decisions on the formation of economic development policy of cultural and creative industries. The novelty of the proposed approach lies in the purposeful nature of ontological modeling of such complex system as the state policy of economic development of cultural and creative industries. The system under consideration has certain goals, tasks, resources, processes, factors of influence, risks and other characteristics. These characteristics include, in particular, the structure of the model, the ability to highlight the essential objects of real relations of the considered subject areas, the ability to represent knowledge for the joint work of specialists in computer modeling, the processing of expert knowledge and the generation of management decisions within the framework of the corresponding intellectual-information systems.

In the 1990s, the United States and some developed European countries began to focus on developing some emerging industries, such as the cultural and creative industries, which developed effectively with traditional industries and achieved great economic benefits. With the worldwide economic integration, as a developing country, China has gradually realized the importance of emerging industries in the 21st century. Cultural and creative industries have also attracted more attention and achieved rapid development in the past few years. However, cultural and creative industries in China are still in the early stage of development. Industrial investment and related facilities have not yet formed the scale. Besides, relevant industrial policies are constantly changing. Meanwhile, the speed of cultural and creative industries’ development and their impact on the economy vary greatly in different regions of China due to factors like the scale of industry-related talents and the level of scientific research, resulting in uncoordinated development of technical layout and unbalanced economic development. Therefore, it is imperative to study the relation between cultural and creative industries and regional economic development.This paper selects data of 31 provinces from 2003 to 2013 and forms spatial panel data set. Four types of spatial econometric models are utilized to assess the impact of cultural and creative industries on regional economic development in China. Empirical results show that there is a strong spatial autocorrelation among different regions’ economic development in China. The development of cultural and creative industries can effectively promote the development of the regional economy in many aspects. In particular, the economy in the Center and the East is affected more significantly by the development of cultural and creative industries. Cultivation and inflows of cultural and creative talents, expenditure of scientific research, support of government and construction of related facilities are important factors of improving regional economy. For the West, the development of cultural and creative industries has a certain hindrance to the regional economy and some more effective ways should be raised to improve the region’s economy. Finally, according to the empirical result, this paper puts forward corresponding policy implications for different cultural and creative industries and the economy in different regions.

AbstractThis chapter aims to analyse how public policies can influence the development of clusters around the cultural and creative industries (CCIs), more specifically the music sector in the case of Bogota, the capital of Colombia. Since the 1990s, the cultural and creative industry has attracted academia and governments across the world to create clusters and economic development, mainly in developing countries such as Colombia. Yet to ensure music industry success, public policies that improve CCIs’ resources and capacities need to be provided. This paper focuses on the impact of public policies on CCIs in Bogota and how different clusters have been created, especially related to music. Moreover, we examine how national strategy has had a positive influence on local strategy with clusters being boosted in devalued areas of the city, bringing improvements in their economic development.
