The article analyzes the images of the Irkutsk city center in the memories of the representatives of two marginal groups — street children and venders, who lived and worked there from 1999 to 2006, as well as its mo dern images in the public statements of the urban elites. The aim of the study is to identify the functions that the city center performed during the years of deep social transformations and to reveal why today one wants to forget about it as soon as possible. The author argues that the places mentioned by the respondents and the actions performed in those places largely shaped the current ideas about the period of social chaos in the “post-Soviet” city — a period of uncertainty, violence and fear. Today, these places and functions are mostly memories, which are gradually being replaced by the simplified and emotionally rich myths about the past that are being broadcast by the urban political regimes. The latter displace marginal groups from the center and change the places they previously occupied, simultaneously altering the collective memory associated with these places. The article puts forward and justifies a hypothesis that starting from the mid-1990s and almost until the end of the 2000s these territories were used by the majority of citizens as an extra-institutional interface necessary for connecting to the city resource node. This function has become the primary cause of fierce conflicts, during which numerous enforcers tried to establish a monopoly on the collection of rents from the human and resource flows concentrated there. The image of the center as a deviant place was constructed simultaneously by the urban regimes and marginal groups: the former used it as a weapon in the struggle for the “right to the city,” the latter associated it with the collective trauma they had experienced.

On July 22nd, 2001, there was the third shooting in a month. The municipality of Rotterdam declared the area around Rotterdam Centraal Station a zero-tolerance zone, installed 360o security cameras, and imposed the umpteenth ban on disreputable bars and clubs; thus, another twenty meters of boarded-up shop fronts. It was 2001; a strange year in which the rise of the right-wing populist politician Pim Fortuyn coincided with Rotterdam’s celebration of cultural diversity as the Cultural Capital of Europe and the announcement that multiculturalism was a failure in the Netherlands. And finally, there was 9/11. On the Hofplein, a major traffic junction in Rotterdam’s city center, these expressions of hope and hopelessness came into sharp focus. Citizens, in search of an appropriate city square, took to occupying the Hofplein roundabout to celebrate or to mourn. The administrative nervousness that arose in this confused period was repeatedly expressed in even stricter policies to keep the city and especially its streets ‘clean, well maintained, and safe.’ Ensuring a lively atmosphere on Rotterdam’s streets was difficult enough, never mind the additional measures being deployed to systematically remove the last traces of the informal use of the public domain.

ABSTRACTIt has been argued that council house sales will contribute towards a more general process of residualization of public sector housing. Empirical evidence is presented in this context derived from surveys of purchasers and non-purchasers of council dwellings in the city of Aberdeen. This evidence confirms that purchasers and non-purchasers exhibit different socio-economic characteristics and after only four years of the Right to Buy legislation significant numbers of households in social classes I, II and III have left the public sector via the mechanism of sales. The small number of sales relative to the stock as a whole, however, has meant that the overall contribution of sales towards residualization has been small. This evidence from Aberdeen is compared to evidence from elsewhere and related to the varying pattern of sales across the country as a whole.

Chapter 4 investigates the relationship between fear and perceptibility in the play Chamaco (2006) by Abel González Melo. Using works by queer theorist José Esteban Muñoz, it explores how gay and transvestite characters travel through and manipulate the central city spaces of Havana, most notably the Parque Central, transforming official, celebratory spaces of the nation into concealed meeting places that reveal the true, queer nature of the city. This chapter argues that this play is concerned with the ethereal, and that the transformative possibilities of queer sex—which in this play occur at the periphery of the city center—can encourage a multiplicity of citizenships that extend from the queer throughout the city, and not just at its edges. In Carlos Celdrán’s direction of Chamaco the physical spaces of stage and city are reconstructed by playing with what is visible to the audience and other characters via lighting. Celdrán makes previously “invisible” queer bodies visible by utilizing light as an inclusionary tactic. Further, he challenges ideas about utopia and dystopia, center and margin, hetero- and homonormative by collapsing the public and private spaces of street and home in his staging of the work.

This concluding chapter presents the endings to the stories of the Point Place youth, while highlighting the connections between everyday relatedness and companionship—or nakana—on the streets. Notably, a substantial number of the Point Place youth are still seeking shelter in the city center. Some of them had happy and hopeful endings, while many had perished. However, most of them returned to the streets since they have nowhere else to go. The chapter reviews the housing options for the urban poor, emphasizing the lived disparities between political rhetoric and practice that make the basic right of dignified life, including the right to shelter, an unlikely reality for South Africa's older street youth population.

The quality of urban space in terms of walkability can be assessed taking many parameters into account, such as the presence of sidewalks, their density and continuity, appropriate technical parameters as well as the presence of greenery, squares, parks, which create the environment for pedestrian traffic. The lack of travel barriers, the possibility to shorten the route, travel safety and security, the presence of street furniture, shops and services are also significant. This article concerns some of the above described factors and presents selected research results on the use of space in city centers of several Polish cities – Kraków, Gdańsk, Szczecin, Warsaw, Gdynia, Wrocław and Poznań as well as the results of an analysis on the friendliness of this space for pedestrian traffic. The first phase of this study was to determine the share of public space within the analyzed city center areas, and then define areas used as roads, infrastructure for pedestrians and cyclists, squares, green areas, parks and public courtyards. The balance of the used space was created for each researched area, and the space dedicated to pedestrian traffic was additionally analyzed in terms of the presence of obstacles as well as sidewalk location. The analysis results prove that that greatest amount of the public space is located in the city center of Poznań, and the smallest in Kraków. Warsaw is characterized by the greatest and Szczecin by the smallest percentage of the pedestrian infrastructure. Szczecin dominates in terms of the share of roads in the downtown area, Wrocław in terms of squares and Gdańsk – public courtyards.

Resumo Este artigo propõe uma análise dos aspectos políticos e jurídicos do Direito à Cidade sob a perspectiva do conceito de esfera pública. O Direito à Cidade é interpretado como um elo dinâmico entre a mobilização política, a democratização das relações sociais e do aparato institucional do Estado e a garantia de melhores condições materiais de existência no espaço urbano. A partir da revisão bibliográfica sobre o tema das lutas sociais urbanas no Brasil e na cidade de São Paulo, pretende-se demonstrar que o Direito à Cidade é exercido pela população a partir dos embates na esfera pública responsáveis por impulsionar a renovação da ordem jurídica e atribuir novos sentidos ao Direito existente.

Tuban town square are included in one of the utilization of active open space in the Tuban area. The town square is located in the city center and near of the many tourism objects in Tuban. One of them such us Sunan Bonang Funeral. The goals of this study are to verivy the effect of pilgrimages acivity to the public open space of Tuban town square. The Targets to be achieved, such us :1) Identification the effect based on characteristics Type of Activities in the Sunan Bonang Funeral Pilgrimage Area, 2) Identification the effect based on characteristics Type of activity Around the Public Open Space, 3) Analysing the factors that affect the pilgrimage activity to the public open space. 4) Verivy the affectthe pilgrimage activity to the public open space. Affordable housing programs and banking program has been launched for the implementation of housing programs for Low Income Communities (MBR). MBR characteristics in each region are very diverse make housing programs for this segment is not easy to do the right target. Act 2 of 2001 has mandated that states are obliged to implement the settlement habitable housing for people, especially the MBR. This article will discuss how the public views MBR related to home ownership for families. Aspects related studies include family conditions, financing, location, shape and price residence. The research method used descriptive method with the results of questionnaires to the MBR in Sub Tanjungmas as Village poorest residents in the city of Semarang. The results showed that the respondents have a vision of home ownership by saving and installments. That their visions are still living in and near where you live now or anywhere else that has the same price range. They really understand that in order to obtain environmental conditions and a better home, they have to pay higher prices, then, the standards they use is on the quality of life now and that the location that suitable for them is a house in the kampong area.Program-program perumahan terjangkau dan program perbankan telah diluncurkan untuk pelaksanaan program perumahan untuk Masyarakat Berpenghasilan Rendah (MBR). Karakteristik MBR di masing-masing daerah yang sangat beragam membuat program perumahan untuk segmen ini tidak mudah dilakukan secara tepat sasaran. Undang-Undang No.2 tahun 2001 telah mengamanatkan bahwa negara wajib menyelenggarakan perumahan permukiman yang layak huni bagi masyarakat khususnya MBR. Artikel ini akan membahas bagaimana pandangan masyarakat MBR terkait kepemilikan rumah bagi keluarganya. Aspek kajian antara lain terkait kondisi keluarga, pembiayaan, lokasi, bentuk tempat tinggal dan harga. Metode penelitian menggunakan metode deskriptif melalui hasil kuisioner kepada MBR di Kelurahan Tanjungmas sebagai Kelurahan dengan penduduk miskin terbanyak di Kota Semarang. Hasil penelitian menunjukkan bahwa responden memiliki visi dalam kepemilikan rumah dengan cara menabung dan mencicil. Bahwa visi mereka adalah masih tinggal disekitar lokasi tempat tinggal sekarang atau tempat lain yang memiliki rentang harga yang sama. Mereka sangat memahami bahwa untuk memperoleh kondisi lingkungan dan rumah yang lebih baik, mereka harus membayar lebih mahal, maka, standar yang mereka gunakan adalah pada kualitas hidup yang dijalani sekarang bahwa lokasi rumah yang cocok untuk mereka adalah rumah di perkampungan.

The symbol of change in everything in the human sphere is marked by the disruptive era, which is an era in which activity, interaction and communication between humans changes very rapidly, especially in the field of work and the needs of human life. Work is no longer required to leave the house and must come on time at the office. The research method used is qualitative research with a critical approach. Dismantling the domination of an emancipatory spirit is one of the goals of the critical approach. The choice of social media as a place for creativity is effective because there is no filter of information in the media. everyone has the right and obligation to photos, videos and various kinds of individual works to be published on social media. Many creative content has finally appeared on social media with cultural, ethnic and religious backgrounds from different accounts. Influencers are a job that is in demand by people in the current millennial era. The era of postmodernism has changed the concept of working from the public to the private sphere. Work does not have to go to the office and meet and collaborate with many people. Work in the postmodern era can be done anywhere, for example at home, on the beach, in the mountains, in the village, in the city and does not have to meet many people.

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana.
