One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Pemberian contoh pola pengaduan yang diterapkan di kota Bekasi dan memberikan beberapa contoh kebijakan yang ditempuh agar pengelolaan pengaduan yang diterapkan dapat berjalan sesuai dengan yang diinginkan diharapkan pengelolaan pengaduan kota Bekasi dapat menjadi pembanding yang dapat dicontoh atau direplikasi instansi lain.Melalui Metode deskriptif eksploratifterhadap peraturan dipilih untuk menjelaskan pengaduan secara lugas dan terstruktur. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. Model yang dilakukan cukup sederhana, maka pengelolaan pengaduan yang dilakukan oleh kota Bekasi dapat ditiru/ direplikasi didaerah lain.Kata Kunci: pengelolaan pengaduan, Kota Bekasi, situs web, sms center, harapan masyarakat

One of the aspects that central among the implementation of regional autonomy are related to segregation and amalgamation areas that aims to strengthen the relationship between government of regions and people in order growth democratic life. The practice of good governance the government the regions is an effort to strengthen democracy. It means, good governance good from the perspective of the community meaningful receive public services local governments quality .One segregation of the region is segregation of aceh barat into three areas, namely Simeulue, Nagan Raya and Aceh Jaya in 2002. At the time conflict aceh stirs that it demands the community not covered by local government services closest to the distric was segregated .In addition happened euphoria the act of regional autonomy. This study aims to analyze perceptions of Simeulue, Nagan Raya and Aceh Jaya to regional government performance in providing basic service after segregation of areas and whether there are differences between third the government the area. Survey used technique the random samples of 150 derived from three the district segregation. Of respondents about 150 terambil 58 respondents (38.7 %) of the Nagan Raya, 42 respondents ( 28.0 % ) of the Seumeulu and about 50 respondents (33.3 %) of the Aceh Jaya.Using analysis of variance (ANOVA) show services are equal treatment, there is no difference perception excessive rata-rata worth 2.1.This means public perceptions in local government services in those areas part aceh barat biasa-biasa course Keywords: Regional Autonomy, Segregation of the Region, Public Services, the Public Perception

The deep-rooted pathology in public services and the high demands on its quality improvementencourage the government to focus on service functions, especially during the Joko Widodoand Jusuf Kalla Administration. In line with Nawacita (nine programs), their electionpromise, and the bureaucratic reforms planning of 2015-2019, the improvement of publicservice delivery becomes one of the most important issues. This paper uses the descriptivemethod and inductive approach with interviews, observation, and documentation as datacollection techniques. The result shows that the Public Service Innovation Competitionheld by the Ministry of State Apparatus Empowerment and Bureaucratic Reforms (PANRB)can generate innovations that succeeded in bringing changes and greatly affect theimplementation of the Bureaucratic Reforms to the optimization of governance in Indonesia,especially in local governments.Keywords: innovation, public service, bureaucratic reforms, good governance

The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

The implementation of local government in the context of the Special Autonomy of Aceh has the freedom of the regional government to administer government in accordance with the principles of good governance. In Indonesia it is regulated by Law No. 28 of 1999 concerning the Organization of a clean and free country of corruption and nepotism, through various innovations and creativity to create good governance based on the public interest. This is to answer various problems surrounding the low performance of the bureaucracy because many are entangled in various corruption cases. One attempt to change the government bureaucracy is good, then introduced a new model through local wisdom in the Southwest Aceh District of Aceh Province, by carrying out the Prayer Test and Reading the Qur’an to prospective structural officials, as an effort to reform bureaucracy to create bureaucratic accountability, which It is expected that these activities will produce bureaucrats who are religiously accountable and customer oriented. However, this program must be carried out in a sustainable and comprehensive manner through complementary programs that support the program and do not underestimate the supervision efforts which as a classic action create a healthy bureaucracy.

Public services are services, both in the form of public goods and public services which are the responsibility and are carried out by the government in an effort to meet the needs of the community and in accordance with statutory provisions. One of the public services provided by the government is the One-Stop Administration System (SAMSAT). According to SAMSAT data in the city of Magelang, data on motorized vehicle ownership has increased and there has been an increase in the number of taxpayers. However, the tax payment service is considered to be less than optimal because there are still long queues when paying taxes.This also causes many people to make payments past the due date or entrust queues to brokerage services. Therefore, to overcome the problem, a mobile-based application (GO-PAJAK) was built which can be used to make tax payments by means of a vehicle document pick-up to pay motor vehicle taxes connected between drivers (SAMSAT employees) and customers (taxpayers). With this application, it is expected to improve service standards at the SAMSAT office and reduce taxpayer queues also reduce the use of brokers in administering public service administration that can increase public trust.

State or government affairs shall be conducted in accordance with the principles of good governance. This is considered a must in normal times and more so when the government have to deal with the COVID-19 pandemic. This general obligation is also in line with the theory proposed by Muchsan about the welfare state and the government’s obligation to provide public services. But reality shows a different picture. The Indonesian government seems to fail in providing good and reliable services in health care, public transport, social assistance, economy, and security.  One solution proposed is to appoint a person in charge of managing public complaints. The expectation is that this will empower the public, raise public awareness and increase government capacity to provide for public services.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

The purpose of this study was to determine the implementation of the communication strategy carried out by the Head of the Tasikmalaya City Covid-19 Cluster Team in the implementation of Large-Scale Social Restrictions (PSBB). The research method used is a qualitative method with data collection techniques interview, observation and documentation. The results showed that the implementation of the communication strategy carried out by the Task Force Team of the City of Tasikmalaya was in accordance with the indicators of the communication strategy ranging from the communicator determination strategy, message determination strategy, media determination strategy and audience determination strategy. The communication strategy implemented resulted in the fact that the spread of Covid-19 in Tasikmalaya City had decreased due to the implementation of discipline carried out by the apparatus as the Tasikmalaya City Covid-19 Task Force Team and communication that was conveyed to the public with the right strategy. The implementation of the communication strategy that has been carried out by the Task Force Team, the implementation of the report on the results of the Tasikmalaya City discipline presentation is reported directly to the Governor who is charged to Kominfo with the local Government.

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. As a result of poverty, there is a difficulty in accessing services in the field of basic social services from the Government which includes food, education and health. Keywords: People's Appreciation, Poverty, Government
